Reduce unnecessary model turns by measuring the workflow first, then consolidating predictable sequential work, parallelizing only independent tasks, reusing stable prompt prefixes with provider caching, and moving deterministic multi-tool processing into code. Re-run the same quality tests after each change: fewer requests, lower latency, or lower token cost do not prove that answers remain correct.

The practical goal is not the smallest request counter. It is the best combination of correctness, completeness, evidence coverage, latency, cost, and reliable recovery for your agent’s actual tasks.

Three different problems are often called “too many API calls”

An agent can make many requests because it needs several decisions, because independent work is being performed serially, or because the same large instructions and tool definitions are sent repeatedly. Those causes require different fixes.

Goal What to change What it does not guarantee
Reduce request count Combine predictable sequential model steps or let code execute deterministic tool loops. That the remaining request can make every intermediate decision safely.
Reduce elapsed time Run independent calls concurrently and reduce slow output generation. Fewer total calls or less total work.
Reduce repeated-input cost Keep stable instructions, schemas, and context in a matching cache prefix. Fewer API requests; new input still has to be processed.
Preserve accuracy Use a representative evaluation set, trace inspection, and explicit recovery paths. That an optimization is safe merely because it is faster or cheaper.

Keep these objectives separate in dashboards. A parallel design may finish sooner while making exactly the same number of requests. Prompt caching may lower repeated-prefix processing while the request counter remains unchanged.

Measure the current workflow before optimizing it

Capture complete traces for representative tasks before changing prompts or orchestration. A single request count hides retries, failed tool calls, oversized context, and quality regressions.

Record these fields for every run

  • Model turns: every request sent to a language model, including retries and fallback models.
  • Tool calls: tool name, arguments, duration, response size, status, and whether the result was used.
  • Tokens: input, cached input when the provider reports it, output, and cumulative totals.
  • Timing: queue time, model time, tool time, time between dependent steps, and end-to-end latency.
  • Quality: correctness, completeness, evidence coverage, citation or source selection, and adherence to required formats.
  • Reliability: retries, timeouts, malformed structured output, partial results, and recovery success.
  • Context growth: how much tool output is appended to later prompts and which items are actually needed.

Build a baseline dataset

Use real task shapes rather than a handful of easy demonstrations. Include long and short inputs, empty and malformed tool results, ambiguous requests, permission failures, and cases that require a second judgment. Store the expected answer, required evidence, and acceptable variations. Run the same set before and after each optimization so a cost improvement can be compared with a stable quality baseline.

OpenAI’s “Evaluate agent workflows” documentation describes trace grading as a fast way to identify workflow-level issues and recommends repeatable datasets and evaluation runs. Its “Optimizing LLM Accuracy” guidance separates retrieval errors from failures in the model’s use of retrieved context; track those as different failure classes rather than treating every wrong answer as a generic model error.

Consolidate predictable sequential model work

When a sequence is fixed and its intermediate outputs do not require fresh model judgment, replace one-request-per-step processing with one request that returns named fields. OpenAI’s “Latency optimization” guide gives this pattern as a way to avoid sequential round trips.

Good candidates for consolidation

  • Extracting fields, normalizing them, and classifying the same document under a fixed taxonomy.
  • Generating a title, summary, key entities, and a risk flag from one stable input.
  • Applying a known set of transformations where each step can be described precisely and independently checked in the final response.
  • Asking for several independent annotations of the same text when no annotation controls another.

Keep adaptive decisions separate

Do not merge a later step when it must inspect an earlier result and decide what to do next. Examples include selecting a different search strategy after seeing an initial result, requesting clarification when a required field is missing, or choosing a tool based on a newly discovered entity. A single oversized prompt can hide the intermediate decision and make failures harder to diagnose.

Require a strict structured response

Define every field, type, allowed value, and null behavior. For example:

Parallelize independent work to reduce elapsed time

Run calls concurrently when none of them depends on another call’s result. Typical examples are searching several indexes, checking separate documents, or asking independent specialist prompts to analyze the same input. Use bounded concurrency so a traffic spike does not exhaust provider limits or your own tool capacity.

What parallelism changes

  • Wall-clock time: independent calls can overlap, so the critical path becomes roughly the slowest branch plus aggregation.
  • Total calls: usually unchanged; four parallel calls are still four calls.
  • Token and tool work: usually unchanged unless you also remove duplicate branches.
  • Failure handling: you need per-branch timeouts, cancellation, and a policy for partial results.

A dependent sequence cannot be made parallel merely by using asynchronous code. If step two needs step one’s output, it still waits for that result. Parallelize only the branches that are genuinely independent, then use a final aggregation step if the answers must be reconciled.

Use prompt caching for repeated context, not as a request-count shortcut

Prompt caching reuses provider-computed state for a matching prefix. It can reduce repeated-prefix processing and sometimes input cost or latency, but every new request still exists and changing material still has to be processed. OpenAI’s “Prompt caching” documentation states that cache reuse depends on the rendered prefix matching.

Arrange the prompt for a stable prefix

  1. Place invariant system instructions first.
  2. Keep tool definitions, schemas, policy text, and other stable reference material next.
  3. Append the user’s current request, retrieved documents, timestamps, and other changing data last.
  4. Render the prefix deterministically: avoid changing whitespace, field order, generated IDs, or timestamps in the cached region.
  5. Inspect provider usage fields to confirm cache reads instead of assuming that a cache was used.

Cache behavior, minimum sizes, retention, eligible models, and billing rules are provider-specific and can change. Treat the cache-read rate and measured latency or cost as operational metrics, not as assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When caching will not help

  • Each request has a different instruction or tool-schema prefix.
  • Dynamic data is placed before the otherwise stable instructions.
  • The provider does not cache the selected model or context size.
  • The workflow makes one request per task with little repeated context.

Move predictable multi-tool loops into code with programmatic tool calling

Programmatic tool calling lets code execute a predictable sequence of tools, filter or aggregate their outputs, and return a compact structured result to the model. This can prevent every intermediate tool response from being appended to the model context.

Use it when control flow is deterministic

  • Fetch records for a known set of IDs, discard irrelevant fields, and return aggregates.
  • Paginate through an API until a fixed condition is met, then provide only the matching rows.
  • Run several independent lookups, deduplicate results, and return a bounded evidence list.
  • Apply arithmetic, sorting, filtering, schema validation, or joins that do not require semantic judgment.

Keep direct calling when judgment is required

Direct tool calling is usually safer when one call is sufficient or when each result may change the next action. A model should see the result and decide whether to search again, ask the user, change parameters, or stop. Hiding those results inside code can remove useful evidence and make an adaptive task brittle.

Pattern Best fit Risk to check
Direct tool call One call, or a sequence requiring a new model decision after each result. Repeated intermediate context and additional model turns.
Programmatic tool call Several predictable calls with code-friendly outputs, filtering, or aggregation. Runtime overhead, hidden errors, or loss of semantic decisions.

OpenAI notes that programmatic tool calling can reduce intermediate tool output in model context, but its effect depends on the task and tool responses. Anthropic reports roughly 38% fewer billed input tokens with unchanged scores on a 75-tool project-management benchmark; that figure is specific to the benchmark. The same documentation reports roughly 8% higher cost with unchanged scores for workflows consisting of sequential one- or two-tool-call turns, illustrating that programmatic calling can be counterproductive for simple sequences.

Trim context and output without deleting evidence

Large prompts and verbose responses can increase cost and latency, but indiscriminate truncation can remove the evidence needed for a correct answer. Trim by meaning, not by character count alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reduce input safely

  • Send only fields a tool or model step uses.
  • Deduplicate identical records and repeated instructions.
  • Summarize old conversation turns while retaining decisions, constraints, identifiers, and unresolved questions.
  • Retrieve a bounded set of relevant passages and preserve source IDs and offsets.
  • Cap pagination and ask code to return aggregates rather than raw pages.

Reduce output safely

  • Request the exact fields needed by downstream code.
  • Set a maximum length for explanations while requiring all required evidence fields.
  • Use enums, arrays, and numeric fields instead of prose where possible.
  • Reject or retry outputs that omit required sources, caveats, or uncertainty labels.

OpenAI’s latency guidance treats token reduction as workload-dependent: halving output tokens may roughly halve generation latency, while halving prompt size may improve latency only about 1–5% in many cases. These are heuristics, not guarantees; measure your own critical path before making a large context rewrite.

Treat routing and model changes as experiments

Routing easy tasks to a smaller or cheaper model can reduce cost and sometimes latency, but there is no universal routing policy established by the cited guidance. Define route criteria that can be checked from the task, such as document length, required tool set, output schema, or risk level.

A safe routing experiment

  1. Partition the baseline dataset by task type and difficulty.
  2. Choose a candidate route for each partition and keep a stronger fallback.
  3. Run both routes on the same cases, recording correctness, completeness, evidence coverage, retries, latency, and cost.
  4. Inspect disagreements and failures, not just average scores.
  5. Deploy gradually with a rollback threshold for quality or error rate.

Do not route solely on input length. A short request can contain an ambiguous policy question, while a long request may be a straightforward extraction task.

Recommended quality dimensions

  • Correctness: factual and logical answer is right.
  • Completeness: all required fields, steps, and exceptions are present.
  • Evidence coverage: important claims are supported by the retrieved material.
  • Tool-use correctness: the right tool and arguments were selected.
  • Format validity: structured output parses and satisfies its schema.
  • Recovery: the workflow handles timeouts, empty results, and malformed responses.

Use trace-level and answer-level checks

Answer-level grading tells you whether the final result is acceptable. Trace grading shows why a result failed: an unnecessary retry, an omitted tool call, a bad argument, a context truncation, or an aggregation bug. Keep both. A cheaper workflow that reaches the same answer only after more retries may not be an improvement.

Set regression gates

Before rollout, define acceptable limits for quality loss, parse failures, retry rate, latency, and cost. For high-risk tasks, require a human review or a conservative fallback when confidence is low, required evidence is absent, or a validation rule fails.

Keep fallbacks and retries explicit

Consolidation and programmatic execution create larger units of work, so a single failure can affect more output. Preserve a recovery path.

  • Retry transient provider or network errors with bounded exponential backoff and an idempotency key where the API supports one.
  • Retry validation failures with a focused correction prompt rather than replaying the entire conversation.
  • Fall back from a combined request to the original stepwise sequence when a required field remains invalid.
  • Return partial results with clear status when independent branches finish unevenly.
  • Record the failed trace and intermediate tool state so the incident can be reproduced.

Never retry a non-idempotent tool blindly. For writes, use deduplication keys, transaction checks, or a read-before-write policy.

A practical implementation sequence

  1. Trace the baseline. Collect model turns, tool calls, tokens, latency, retries, and quality scores for representative tasks.
  2. Label each step. Mark it as deterministic, independent, adaptive, or a recovery action.
  3. Remove redundant model turns. Combine deterministic sequential steps with a validated structured response.
  4. Parallelize independent branches. Add concurrency limits, per-branch timeouts, and partial-result handling.
  5. Stabilize repeated prefixes. Put fixed instructions and schemas before changing content, then verify cache reads.
  6. Move deterministic loops to code. Filter, aggregate, paginate, and validate before returning a compact result to the model.
  7. Trim context deliberately. Remove duplicate or unused fields while retaining source identifiers and required evidence.
  8. Test routing alternatives. Compare model choices on the same task partitions with a fallback enabled.
  9. Run the quality suite. Compare correctness, completeness, evidence coverage, retries, recovery, latency, and cost.
  10. Release gradually. Monitor live traces, enforce regression gates, and keep rollback available.

Decision guide: which optimization should you try?

Observed pattern First option Do not assume
Three or more fixed model turns transform one input Combine them into one structured response. That every multi-step chain is safe to merge.
Several branches never use one another’s results Run them concurrently. That concurrency reduces request count.
Large instructions and tool schemas repeat on most calls Reorder the prompt for a stable cache prefix. That caching removes requests or works without a matching prefix.
Code can paginate, filter, sort, or aggregate tool data Use programmatic tool calling. That code can replace an adaptive semantic decision.
Prompts contain duplicate records or unused fields Trim and deduplicate with source tracking. That shorter context is automatically more accurate.
Task difficulty varies predictably Test model routing with a stronger fallback. That one routing rule transfers to every workload.

Troubleshooting common failures

The combined prompt misses a required step

Inspect the structured response and validation logs. Add explicit field definitions and an ordered checklist, then compare with the original stepwise trace. If the missing step requires adaptive judgment, split it back out instead of adding more instructions to an overloaded prompt.

Parallel calls finish faster but quality falls

Check whether the branches were truly independent. If one branch needed another’s result, restore the dependency. Also inspect the final aggregation prompt: it may be receiving conflicting or incomplete evidence. Add branch status and source IDs so the aggregator can distinguish an error from an empty result.

Cache-read rates are low

Log the rendered prefix and compare requests byte-for-byte. Look for timestamps, random identifiers, reordered JSON keys, changing tool descriptions, or dynamic content placed before the stable instructions. Confirm that the selected provider and model support the cache behavior you expect.

Programmatic tool calling costs more

Measure code-runtime overhead, tool latency, intermediate serialization, and the number of model turns saved. Anthropic’s reported benchmark counterexample—roughly 8% more cost for simple sequential one- or two-tool-call workflows—shows why a direct call may be the better design when the loop is short.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Answers are cheaper but less defensible

Compare evidence coverage and citation or source selection, not only final text similarity. Context trimming or aggregation may have removed the passage needed to justify a conclusion. Restore that evidence, reduce the number of summarization layers, or route the task to the adaptive workflow.

What vendor figures do—and do not—tell you

Anthropic’s live Claude Platform guidance reports a 2.7-to-5.3-factor reduction in agent-loop cost on its own benchmarks, an 83% reduction in a small triage agent’s bill (88% when input trimming was added), and a median 84% of agent-loop input read from cache over a full day of real traffic; its top 10% of harnesses read 94% or more from cache. These are vendor-reported measurements from particular setups, not expected savings for every application.

Use those figures to identify techniques worth testing, not to set a guaranteed budget. Your cache eligibility, prompt repetition, tool latency, traffic pattern, model, and quality requirements may be different.

Bottom line: optimize the critical path, then verify the answer

Start with traces and a fixed evaluation set. Consolidate only predictable sequences, parallelize only independent work, cache stable prefixes, and let code handle deterministic tool processing. Keep adaptive decisions, evidence checks, retries, and fallbacks visible to the model when they matter. Ship an optimization only when the same representative tasks show acceptable correctness and recovery alongside the improvement in request count, latency, or cost.
