In India, give every used or end-of-life battery—lithium-ion, lead-acid, nickel, zinc or another chemistry—to the producer’s take-back scheme or an authorized collection channel that sends it to a CPCB/SPCB-registered refurbisher or recycler. Do not put batteries in household garbage, landfill or an incinerator. Use the CPCB Battery EPR portal to find registered operators, then confirm that the operator accepts your battery type, condition and location.

The safe, legal route in one minute

India’s Battery Waste Management Rules, 2022 cover batteries used in phones, laptops, tools, vehicles, UPS systems, industrial equipment and electric vehicles. The rules apply regardless of chemistry, shape, volume, weight, material composition or use. That means a removable phone cell, a sealed laptop pack, a lead-acid car battery and a large EV battery all belong in an authorized battery-waste channel rather than a household bin.

  1. Identify the battery and note whether it is intact, swollen, leaking, hot, smoking, crushed or otherwise damaged.
  2. Ask the manufacturer, importer, dealer or authorized service centre where it accepts end-of-life batteries.
  3. Check the CPCB Battery EPR portal for a registered recycler or refurbisher and confirm that it accepts your chemistry, format and condition in your city.
  4. Follow the operator’s packaging and handover instructions. Do not open or dismantle a sealed pack.
  5. Obtain a receipt or processing confirmation when the operator provides one.

If a battery is swollen, leaking, hot, smoking or crushed, stop using it. Do not open, test or transport it casually; contact the product maker, its authorized service channel or the local emergency or waste authority for specific handling instructions.

What India’s battery-waste rules cover

All major chemistries and uses

The Battery Waste Management Rules, 2022 replaced the Batteries (Management and Handling) Rules, 2001. They cover producers, dealers, consumers and organizations involved in collection, segregation, transportation, refurbishment and recycling. Coverage includes portable, automotive, industrial and electric-vehicle batteries, with no exemption based on chemistry or physical size.

The legal wording covers “all types of batteries regardless of chemistry, shape, volume, weight, material composition and use.” Lithium-ion batteries are therefore explicitly within the framework, as are lead-acid, nickel, zinc and other battery chemistries.

What counts as a battery pack

The Gazette defines a battery pack as cells connected or encapsulated in an outer casing “so as to form a complete unit that the end-user is not intended to split up or open.” A laptop battery module, an e-bike pack and an EV traction pack generally fit this description. Treat such units as intact packs and hand them to an authorized operator instead of trying to separate cells at home.

What counts as waste battery

Waste battery includes a used or end-of-life battery, an off-specification battery, one past its appropriate-use date and one discarded by a user. A battery does not have to be visibly broken before the rules apply.

Where to take a battery: compare the two legitimate routes

Most household users will choose either the producer’s take-back route or an independent recycler or refurbisher registered with the relevant pollution-control authorities. Both routes must lead to registered processing.

Decision point Producer, dealer or service-centre take-back Independent registered recycler or refurbisher
Registration and accountability The producer is responsible for arranging collection and recycling or refurbishment for batteries it introduced to the market under its extended producer responsibility (EPR) obligations. Verify the operator on the CPCB Battery EPR portal and confirm registration with the concerned State Pollution Control Board (SPCB) or Pollution Control Committee (PCC).
Battery acceptance Usually tied to the maker’s products; ask whether it accepts the exact model, chemistry and condition. Ask in advance about chemistry, pack size, removable or sealed design, and whether damaged batteries are accepted.
Collection convenience May be available through the brand’s dealers or service network; coverage depends on the producer and city. Coverage and pickup options vary by operator and location; confirm the service area before travelling or shipping.
Damaged-battery instructions Contact the maker or authorized service channel for handling directions before moving the battery. Use only instructions supplied by the registered operator; do not assume a normal drop-off point can receive a swollen or leaking pack.
Proof of handover Request a receipt, service record or collection acknowledgement. Ask for a receipt or processing confirmation and retain the operator’s details.

Registration alone does not prove that an operator accepts every battery. Confirm the chemistry, physical format, condition and geography before handing anything over.

Step-by-step: recycle a normal, intact battery

1. Identify the battery without opening it

Read the label or product documentation and record the device, model and battery type if known. Useful categories include a loose cell, a removable phone or laptop pack, a power-tool pack, a UPS or automotive battery, and an EV battery. If the label is unreadable, describe the device and show photographs to the producer or authorized operator rather than cutting into the pack to identify cells.

2. Start with the producer or importer

Contact the manufacturer, importer, dealer or authorized service centre. Ask where it accepts end-of-life batteries in your city and whether it has special instructions for the model. Under EPR, producers must arrange collection and recycling or refurbishment for batteries they place on the Indian market, so the producer route is often the simplest first contact.

3. Verify a downstream facility

Use the CPCB Battery EPR portal to look for registered recyclers and refurbishers. CPCB describes the portal as a central repository for registration, orders and implementation information. Confirm the operator’s current registration, the relevant SPCB or PCC, accepted chemistry and pack type, collection address or pickup area, and any condition restrictions.

4. Follow the operator’s handover instructions

Keep an intact battery pack closed. Do not dismantle, puncture, crush or attempt cell-level repairs unless a registered operator gives you written instructions that specifically require a different preparation. Ask whether the operator wants the battery delivered to a service centre, placed in a designated collection container or collected from the premises.

5. Hand it over and keep evidence

Give the battery only to the producer’s authorized channel or a registered recycler or refurbisher. Request a receipt, collection acknowledgement or processing confirmation. Keep the record with the product’s purchase or service documents, particularly when a business is handing over many batteries.

What to do with a swollen, leaking, hot or damaged battery

A damaged battery requires a different decision path from a normal drop-off. Swelling, leakage, unusual heat, smoke, crushing or other physical damage is a reason to stop use and avoid opening or testing the unit.

  • Stop charging or using the device and do not try to “empty” the battery.
  • Do not open a sealed pack, remove cells or test voltage at home.
  • Do not place the battery in household garbage or a normal mixed recycling container.
  • Contact the product maker, authorized service channel or local emergency or waste authority and describe the condition clearly.
  • Follow the receiving operator’s instructions for whether and how the battery may be moved; a routine collection point may not accept damaged packs.

For an EV, electric scooter or other large battery, contact the vehicle maker, authorized dealer or service network. Do not remove a traction battery from the vehicle yourself. The pack is a complete unit intended for controlled handling, and processing belongs at an authorized facility.

Producer, dealer and business responsibilities

Extended producer responsibility

Producers must meet collection and recycling or refurbishment targets set in Schedule II and submit required information through the CPCB system. EPR applies to batteries introduced to the Indian market, so a producer’s responsibility does not end when a customer buys the product.

Collection and processing organizations

Entities that collect, segregate or transport waste batteries must send them to registered refurbishers or recyclers. Registered recyclers issue processing certificates and report quantities and recovery information through the applicable system. A collector should not divert batteries to an unregistered dismantler merely because that route is cheaper or closer.

Traceability and records

The CPCB Battery EPR portal is intended to provide a single data repository for registration, orders and implementation information. Businesses should retain collection acknowledgements, transporter details, processing certificates and quantity records that support their EPR or waste-management reporting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Enforcement

Non-fulfilment of EPR obligations can attract environmental compensation, and the rules provide for penal action under the Environment (Protection) Act, 1986. The compliance risk concerns the producer and registered operators, but consumers should still use documented channels so their batteries enter the traceable system.

Recycling, refurbishment and disposal are not the same

Refurbishment for a second life

Refurbishment means repairing, re-conditioning or re-purposing a used battery for a second life. A registered refurbisher may evaluate a pack for continued use in another application. Do not assume that an old battery is suitable for resale or reuse simply because it still powers a device; testing and re-conditioning belong to the authorized facility.

Recycling for material recovery

Recycling processes the waste battery to recover materials. CPCB’s 28 May 2024 notice explains that domestically recycled materials may include lithium, cobalt, aluminium, graphite, paper, plastic and carbon. The recovered material and the processing route depend on the battery and the registered facility.

Why ordinary disposal is excluded

The Ministry of Environment, Forest and Climate Change and the Press Information Bureau stated on 25 August 2022 that EPR requires collected waste batteries to be sent for recycling or refurbishment and prohibits disposal in landfills and incineration. Rule 4(3) of the Battery Waste Management Rules, 2022 states: “Waste Battery collected by the Producer shall be sent for recycling or refurbishing and shall not be sent for landfilling or incineration.”

How to find a battery recycling centre near you

  1. Open the CPCB Battery EPR portal and search its registered recycler and refurbisher information.
  2. Shortlist operators that serve your state or city and identify the relevant SPCB or PCC registration.
  3. Call or write before travelling. Give the battery chemistry, device type, pack dimensions if known, quantity and condition.
  4. Ask whether the operator accepts household quantities, business consignments, EV packs or damaged batteries.
  5. Confirm the collection address, pickup availability, packaging rules and transport instructions.
  6. Ask what proof of handover is issued and keep it after collection.

A directory entry is a starting point, not a guarantee of acceptance. Registration, location and accepted chemistries can change, so verify the details directly with the operator before shipment or drop-off.

Common mistakes and the fix for each

  • Putting a battery in the dustbin: Contact the producer or a registered operator instead; municipal garbage is not the approved route for waste batteries.
  • Assuming only lithium-ion batteries are regulated: The 2022 rules cover all chemistries and major use categories, including lead-acid, nickel and zinc.
  • Opening a sealed pack to make it smaller: Leave the pack intact and let a registered facility handle dismantling.
  • Choosing a collector without checking registration: Verify the recycler or refurbisher through the CPCB system and confirm SPCB or PCC registration.
  • Sending a swollen pack through an ordinary courier: Stop and obtain handling instructions from the producer, authorized service channel or receiving operator.
  • Assuming a dealer accepts every brand or chemistry: Ask about the exact battery, condition and location before visiting.
  • Handing over a business consignment without records: Request collection and processing documents that show where the batteries went.
  • Treating a used EV pack like a removable phone cell: Use the vehicle maker or authorized service network and never remove the traction pack yourself.

Labels and recycled-content information

CPCB’s 28 May 2024 notice clarifies that domestically recycled materials can include lithium, cobalt, aluminium, graphite, paper, plastic and carbon. It also explains how an EPR registration number may be marked on imported batteries, equipment or packaging. These marking rules are mainly relevant to producers and importers, but the label can help businesses identify products covered by the EPR system.

A practical handover checklist

  • Battery or device model recorded.
  • Chemistry known or described to the operator.
  • Condition checked: intact, swollen, leaking, hot, smoking or crushed.
  • Producer, dealer or service-centre route contacted.
  • Recycler or refurbisher verified through the CPCB Battery EPR portal.
  • SPCB or PCC registration and service area confirmed.
  • Acceptance of the exact chemistry, size and condition confirmed.
  • Packaging, pickup and transport instructions followed.
  • Sealed pack left unopened unless the authorized operator gives different written instructions.
  • Receipt or processing confirmation retained.

Bottom line for households and organizations

India’s 2022 battery-waste rules make the correct destination clear: producer take-back or an authorized collection channel leading to a CPCB/SPCB-registered refurbisher or recycler. The rule applies to every battery chemistry and use category. Keep intact packs closed, obtain special instructions for damaged batteries, verify the receiving operator and retain handover records. Never place a waste battery in household trash, landfill or an incinerator.
