You can recover from ransomware without paying if you can contain the attack and restore systems from clean backups or rebuild them safely. Start by isolating affected devices, preserving evidence, and bringing in the people who can coordinate the response. Restoring files is only part of recovery: you also need to check for data theft, prevent reinfection, and assess any reporting or notification duties.
What to do first: contain the attack
Follow your organization’s incident response plan if one exists. Identify which devices and network segments are affected, then isolate them promptly so the attack cannot spread. If many systems or subnets are involved, the CISA #StopRansomware Guide, revised October 19, 2023, says taking the network offline at the switch level may be appropriate. If that is not immediately possible, disconnect affected devices from wired and wireless networks.
Coordinate through your established response and communications plans. Involve the people responsible for IT, security, management, communications, and relevant insurers or service providers as the plan directs. Record decisions and the times they were made. Avoid improvised steps that could spread the infection or destroy evidence.

Preserve evidence and get qualified help
Preserve information that may help responders determine how the attack happened, what it affected, and whether a decryptor exists for the specific ransomware variant. When feasible, capture system images and memory from representative affected devices, save relevant logs, and retain malware samples and indicators such as suspicious files or addresses. Some evidence is volatile, and logs may be retained only briefly, so coordinate promptly with responders or law enforcement about what to preserve.

- Hardware encrypted drive

CISA says federal asset-response assistance can include technical guidance and help evaluating and remediating an incident. For a complex compromise, or when your team lacks forensic expertise, incident-response and digital-forensics specialists may help. Ask responders or law enforcement whether a decryptor is known for your particular variant; do not assume one exists or will work for every incident.
Report the incident and assess possible data theft
For a U.S. incident, CISA lists the agency, a local FBI field office, and the FBI’s Internet Crime Complaint Center (IC3) as reporting paths. The FBI IC3 ransomware guidance asks complainants for details such as the variant name if known, file extension, cryptocurrency information, attacker email addresses or websites, the demand amount, and whether a ransom was paid. Preserve these details for your report; do not click attacker links or publish unverified information.

Encryption does not tell you whether information was also stolen. Some attacks combine encryption with data theft and threats to publish the stolen material, a practice often called double extortion. Include possible access or exfiltration in your investigation, and follow your organization’s breach-notification plan. Applicable legal duties and deadlines depend on jurisdiction and incident facts, so obtain appropriate legal advice rather than assuming one rule applies everywhere.

Restore systems from a clean state
Restore from offline, encrypted backups only after the incident is contained. CISA recommends prioritizing essential services, maintaining updated “golden images” for critical systems, and regularly testing that backups are available and intact. A backup is useful only if it was not compromised and can be restored successfully.

- Slim durable design to help take your important files with you
- Vast capacities up to 6TB[1] to store your photos, videos, music, important documents and more
- Back up smarter with included device management software[2] with defense against ransomware
- Help secure your important files with password protection and hardware encryption
- 3-year limited warranty
- Confirm the recovery environment is clean. Work with your response team to address the compromise before restoring or reconnecting systems.
- Prioritize critical services. Identify the systems needed to resume essential operations and restore them in a controlled order.
- Restore from known-good backups or images. Verify backup integrity and use clean system images where appropriate.
- Validate before reconnecting. Check restored systems and data, then reconnect them only when your responders consider it safe.
For a small local setup, an encrypted external drive can be one part of an offline backup workflow. It is not a complete backup plan by itself: decide what data must be protected, keep backups isolated from routine access, encrypt them, and test restoration. CISA’s guidance supports these practices, not any particular drive or model.
Paying does not guarantee recovery
The FBI states, “The FBI does not support paying a ransom in response to a ransomware attack.” CISA, the FBI, and the NSA also discourage payment. A payment does not guarantee that attackers will provide a working decryptor, return stolen data, or stop targeting the victim; it may also incentivize further attacks.

- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
That does not mean recovery without payment is guaranteed. The practical options depend on the incident, the availability and integrity of backups, the condition of affected systems, and the resources available to investigate and rebuild. Discuss the specific situation with qualified responders and appropriate legal or organizational advisers; do not treat payment as a reliable recovery plan.

Once essential operations are stable, document what happened and use the findings to improve your defenses and response. Review how the attacker gained access, which systems were affected, whether data was exfiltrated, and what made restoration difficult. Update policies and response plans, close identified gaps, and exercise the revised plan. CISA also encourages sharing relevant lessons and indicators with the agency or a sector information sharing and analysis center (ISAC), where appropriate.
