There is no technical reset that releases cryptocurrency blocked by a seizure, court order, sanctions designation, or exchange hold. The correct route depends on who controls the keys, who imposed the restriction, the jurisdiction, and the notice or legal authority cited. Preserve every notice and transaction record, ask the provider or agency for its stated review process, and obtain a qualified lawyer promptly when a warrant, restraint, forfeiture, or sanctions block is involved.
A private key or recovery seed can restore technical control of a self-custody wallet, but it cannot cancel a legal order or an exchange restriction. Do not move assets to evade a lawful process, pay anyone who promises to “unlock” a frozen balance, or disclose a seed phrase to a supposed recovery agent. This guide explains the practical decision tree; it is general information, not legal advice, and U.S. procedures do not automatically apply in other countries.
Start with a 15-minute triage
Before trying to log in repeatedly, write down exactly what happened. A screenshot alone may omit the details needed for an appeal or legal response.

Record the sender, date, case or reference number, cited authority, assets and wallet addresses covered, and every response deadline.
- Verify the channel. Open the exchange by typing its known address or using an existing bookmark, not a link in an unexpected message. If no notice arrived, use the provider’s official support channel to request the reason for the restriction and the available review route.
- Record the account and chain data. Preserve the account email, customer or case number, wallet addresses, transaction IDs, deposit and withdrawal history, balances shown before the freeze, and relevant blockchain explorer records.
- Do not alter the situation. Do not transfer funds, rotate addresses to conceal ownership, delete messages, or give a seed phrase to support staff. Moving assets to frustrate a lawful seizure can create additional legal risk.
- Separate access trouble from a legal block. A forgotten password, damaged device, or lost recovery file is a technical recovery problem. A seizure, sanctions block, court restraint, or compliance hold is an administrative or legal problem; a wallet reset cannot resolve it.
Provider holds vary. The available sources do not establish a single appeal form, deadline, or evidence standard for every exchange, so obtain the provider’s process in writing rather than assuming one exists.

Identify who controls the cryptocurrency
Custody determines which channel can act. A hosted account is controlled by the service provider; a self-custody wallet is controlled by whoever possesses its private key or recovery seed. A wallet app or hardware device may only be an interface to those keys.

The U.S. Department of Justice Asset Forfeiture Policy Manual 2025 says: “Unless a seizing agency has obtained authorization through a search warrant or consent by the owner, the seizing agency should obtain a seizure warrant for the seizure of cryptocurrency.” That is internal DOJ policy for government seizure work, not a complete statement of every person’s rights or the law in every jurisdiction.
Classify the restriction before choosing a remedy
Use the notice language, sender, and account behavior to place the event in one of these categories. The same “frozen” symptom can have entirely different remedies.

An exchange may restrict withdrawals or the whole account for identity, source-of-funds, fraud, sanctions screening, a suspicious transaction review, or terms-of-service reasons. Ask for the precise reason, the scope of the hold, the documents required, the legal or policy reference, and the review channel. Do not assume customer support can override a warrant or court order; if the provider cites legal process, give the paperwork to counsel.

Law-enforcement seizure, court restraint, or forfeiture
A warrant, restraining order, seizure notice, forfeiture complaint, or service on an exchange is a legal process. The response may involve a claim, petition, hearing, negotiated release, or other procedure dictated by the named court and jurisdiction. There is no universal deadline or burden of proof that can safely be stated without the actual filing.
OFAC blocking
An Office of Foreign Assets Control (OFAC) block is a sanctions matter with a specific administrative route. OFAC FAQ 647 (November 28, 2018) states: “The customer has the right to apply for the unblocking and release of the digital currency.” Follow the current instructions on OFAC’s live application system and provide the information requested there. This right and route apply to an OFAC-regulation block; they do not automatically apply to an exchange’s ordinary compliance hold, a police seizure, or a court restraint.
Lost credentials or damaged equipment
If there is no legal or provider restriction and the problem is a forgotten wallet password, failed phone, or missing backup, use only the wallet maker’s documented recovery procedure. A recovery seed can recreate the private key, while losing the private key generally means the owner cannot recover the funds through that key. Technical recovery does not change the status of assets that are legally blocked.
Decision matrix: match the route to the authority

If an exchange froze your hosted account
- Request a written explanation. Ask whether the action is a policy review, identity request, sanctions block, law-enforcement demand, court order, or another category. Ask what assets, currencies, addresses, and functions are restricted.
- Request the process, not a promise. Obtain the compliance case number, document checklist, submission channel, review stage, and any stated deadline. If the provider cannot disclose details because of legal restrictions, ask what reference it can provide and whether counsel may receive the documents.
- Submit consistent ownership and identity records. Use records that match the account name and dates. Keep copies of every upload and message. Do not edit statements or create a new account to bypass the hold.
- Escalate legal process to counsel. DOJ guidance describes a seizure of a U.S.-based VASP account as being handled by a warrant served on the provider. Customer support is not a substitute for responding to the warrant, restraint, or forfeiture procedure.
- Check for other affected services. If the notice names particular blockchain addresses or transactions, preserve records from banks, payment services, and other custodians that document the same funds. Do not infer that a different account is exempt merely because it remains accessible.
An exchange hold may be unrelated to a seizure, but the available guidance does not establish a comprehensive, current appeal process for every provider. Treat the provider’s written instructions and the governing law as controlling.

If authorities seized a self-custody or hardware wallet
Possessing a seed phrase does not authorize you to disregard a warrant, restraint, or order. Do not transfer the assets to another address, hide the device, destroy evidence, or use a mixer to frustrate the process.
When the agency has a warrant
For a domestic self-custody seizure, DOJ policy describes service on the owner or the owner’s counsel. Give the notice and inventory to counsel, who can determine whether a claim, motion, petition, or other response is available. Preserve the original device, backups, labels, and purchase records exactly as they were; changing or wiping them can damage both access and evidence.
When access is difficult
The DOJ manual says difficult cryptocurrency access can be referred to its Money Laundering and Asset Recovery Section (MLARS). In a consent seizure, an agency may work with the owner to access the cryptocurrency. Consent is a legal decision, not a routine technical-support request; ask counsel what you are agreeing to before providing passwords, unlocking a device, or signing a consent form.

A hardware wallet can store or protect key material, but the blockchain balance is controlled by the private key. Authorities may seek the device, seed, passphrase, or cooperation needed to access it. Reinstalling wallet software or importing the seed into another app does not remove a legal restraint and can expose the seed to theft.

How to apply for release from an OFAC block
OFAC FAQ 647 specifically recognizes a customer’s right to apply for unblocking and release of digital currency. The process is administrative and fact-specific.
- Confirm that the notice actually identifies an OFAC or sanctions block, rather than a court seizure or an exchange-only review.
- Use OFAC’s current online application instructions; the FAQ is dated November 28, 2018, and forms or submission details may change.
- Provide the requested identity, account, transaction, ownership, and explanatory information accurately and completely.
- Keep the application, attachments, confirmation, and follow-up correspondence in the evidence file.
- Do not move or spend the blocked assets while waiting. An OFAC application does not itself authorize a transfer.
OFAC’s route should not be presented as a general appeal mechanism for every frozen account. If a court, law-enforcement agency, or foreign regulator is also involved, counsel may need to address those processes separately.
Foreign exchanges and cross-border seizures
Find the provider’s legal entity and place of custody, not merely the country shown in an app or website. A U.S. warrant does not automatically compel a foreign VASP to act. DOJ policy says prosecutors should consult the Office of International Affairs and that foreign-located VASP restraint or seizure may require MLA or similar international authority.
- Identify every country connected to the provider, account holder, bank, and relevant transaction.
- Ask the provider which entity received the order and under which law the hold was imposed.
- Use counsel who can coordinate advice in the jurisdictions involved; deadlines and evidence rules may differ.
- Preserve translated copies of notices and obtain certified translations when a court or agency requires them.
Build an evidence bundle
Organize documents chronologically and keep the originals unchanged. A clear index helps counsel or an agency understand the ownership chain without guessing.

- Seizure, restraint, forfeiture, sanctions, or exchange notices, including attachments and headers.
- Case, account, ticket, warrant, court, and transaction reference numbers.
- Exchange statements, deposit and withdrawal history, trade confirmations, and account-profile records.
- Wallet addresses, transaction IDs, screenshots showing balances, and relevant blockchain records.
- Proof of wallet ownership, such as purchase or setup records, device serial information, and contemporaneous backups where safe to preserve.
- Bank statements, payment records, invoices, tax records, or other documents showing how the funds were acquired.
- Identity documents and communications with the exchange, investigators, banks, and counterparties.
In a 2025 FBI petition concerning Civil Action No. 25-cv-1907 and a cryptocurrency confidence-scam investigation, potential claimants were told that supporting evidence could include exchange records, proof of wallet ownership, and bank statements. The case involved approximately $225 million; that figure describes that investigation, not a general recovery rate or typical seizure size, and the petition’s examples are not a universal checklist.
Technical recovery when the problem is not a seizure
Only pursue technical recovery after you have ruled out a legal or provider restriction. Use the wallet manufacturer’s official documentation and work on a clean device. Confirm the correct network and derivation path before importing a backup; an apparently empty wallet can be the result of viewing the wrong account, not lost funds.
- Never type a seed phrase into a website, form, chat, or “recovery” service that you did not independently verify.
- Never pay additional cryptocurrency to release a frozen balance; legitimate agencies and exchanges do not require a secret transfer to unlock seized funds.
- Do not publish private keys, seed words, passphrases, screenshots containing QR codes, or unredacted transaction exports.
- After restoring access to an unrestricted wallet, create a new backup and consider moving funds only for ordinary security reasons—not to defeat a legal process.
Common mistakes that make recovery harder
- Assuming the seed phrase overrides the law. It can recreate technical control, but not cancel a warrant, sanctions block, or exchange restriction.
- Using a different account to evade a hold. This can look like concealment and may breach provider rules or legal orders.
- Relying on an anonymous “crypto recovery agent.” A person requesting your seed, passphrase, or an upfront unlock payment is a theft risk.
- Ignoring the named deadline. A claim or petition can have a short, case-specific response period. Treat the date in the actual notice as controlling.
- Sending an improvised explanation to investigators. Preserve the facts and obtain legal advice before making statements that could affect a forfeiture or criminal investigation.
- Assuming all frozen assets have the same status. One address may be subject to a warrant while another is under an exchange’s internal review; map the scope precisely.
When to get a lawyer
Obtain prompt advice from a lawyer qualified in the relevant jurisdiction when the notice cites a warrant, court, forfeiture, sanctions, criminal investigation, or foreign authority; when an agency requests consent or a seed; when a deadline is stated; or when the amount is material. A lawyer can identify the governing procedure, preserve privilege, communicate with the agency or custodian, and determine whether a claim, petition, motion, or OFAC application is appropriate. No universal right to compensation, release, counsel, or appeal should be assumed without the governing law and case documents.

A practical recovery checklist
- Save and authenticate every notice and message.
- Record the authority, jurisdiction, case number, scope, and deadline.
- Classify custody as self-custody, U.S.-hosted, or foreign-hosted.
- Classify the action as provider review, legal seizure, court restraint, forfeiture, OFAC block, or credential loss.
- Request the provider’s written reason and process through its official channel.
- Preserve exchange, wallet, bank, identity, and communication records.
- Consult qualified counsel before consenting, transferring assets, or answering substantive questions.
- Use OFAC’s current application route only when the block is actually an OFAC matter.
- Keep technical password recovery separate from legal release.
- Ignore anyone promising an instant unlock in exchange for a seed phrase or payment.
