Short answer: reconcile the bank movement first, then decide whether the underlying event is a GST-relevant supply. A debit in one branch account and a credit in another proves that money moved; it does not, by itself, prove that goods or services were supplied. Under Indian GST, however, goods or services supplied between registrations that are treated as distinct persons can be taxable even without consideration. Your reconciliation must therefore connect bank statements, inter-branch ledgers, transfer advice, invoices or other source records, valuation, tax postings and the relevant GST records for the same period.

This guide assumes GST means India’s Goods and Services Tax. It distinguishes a funds-only transfer from movement of goods, an internal service or a cost allocation, because those cases can have different GST results. For an actual filing or disputed item, check the current amended law and records with a qualified Indian GST professional.

What an inter-branch transfer means for GST

“Inter-branch transfer” is an accounting label, not a complete tax classification. In practice, the phrase may describe several different events:

  • Funds-only movement: cash moved from one bank account controlled by the business to another, with no corresponding supply of goods or services.
  • Goods movement: stock transferred between locations or registrations.
  • Internal service or cost allocation: head-office finance, human resources, information technology or another service provided to a branch.
  • Reimbursement or settlement: one location pays a supplier or employee on behalf of another and later recovers the amount.
  • Combined event: a payment accompanies goods or services, but the bank narrative only says “inter-branch transfer.”

These categories must not be collapsed into one GST treatment. A bank statement is evidence of the payment leg. The GST analysis starts with what actually happened and which registrations were involved.

The distinct-person rule

Section 25 of the Central Goods and Services Tax Act treats registrations in different states, and other registrations covered by the provision, as distinct persons. Schedule I includes “supply of goods or services or both between related persons or between distinct persons as specified in section 25, when made in the course or furtherance of business” as a supply even when no consideration is charged, subject to the Schedule’s proviso.

That rule does not turn every transfer between internal bank accounts into a taxable supply. There must be an underlying supply of goods or services, the locations must have the relevant registration relationship, and the activity must be in the course or furtherance of business.

Why branch names are not enough

Two branches may be operated by one legal entity without being separate GST registrations, or they may hold registrations in different states. Use the GSTINs and registration records—not branch names alone—to determine whether the locations are distinct persons. Record the state, GSTIN, registration status and legal entity for both sides of every material item.

How do I reconcile inter-branch transfers in a bank account?

Use one schedule that follows each item from the originating bank debit to the receiving credit and then to the accounting and GST records. The following workflow is an editorial control procedure based on Indian GST documentation requirements and inter-branch audit practices.

  1. Define the population and period. Identify the legal entity, every branch and bank account in scope, GSTINs and states, the accounting period, and the cut-off date. Decide whether you are reconciling only bank transfers or also goods, services and allocations posted through inter-branch accounts.
  2. Extract the bank activity. From each statement, capture transaction date, value date where available, debit or credit, amount, currency, bank reference, narration, originating account and receiving account. Download the complete statement rather than relying on a search result in online banking.
  3. Build the transfer schedule. Add the internal transfer-advice number or authorization, the originating branch, receiving branch, inter-branch ledger account, posting date and a status field. A useful schedule has one row per bank leg and a separate field for the paired transaction.
  4. Pair both bank legs. Match the outgoing debit with the receiving credit using amount, reference, date and account details. Mark timing differences caused by weekends, bank cut-offs or different statement dates. Flag duplicate debits, duplicate credits, reversals, bank charges, partial receipts, missing credits and items with no transfer advice.
  5. Investigate unmatched items. Obtain the advice, payment authorization, bank confirmation and ledger detail. Assign an owner and a due date for every open item. Do not clear an old balance merely because the narration appears to describe an internal transfer.
  6. Classify the underlying event. For each matched item, select funds-only, goods, service or cost allocation, reimbursement/payment, or another documented category. If a single payment covers more than one event, split it into traceable components before assessing GST.
  7. Check registration and supply conditions. For a possible goods or services supply, confirm the supplier and recipient GSTINs, states, distinct-person relationship, business purpose, place-of-supply treatment and whether consideration was charged. Schedule I can apply without consideration when its conditions are met.
  8. Tie the item to source records. Link the row to an invoice or other legally appropriate document, goods or service description, taxable value, tax rate and tax amount. For goods, retain delivery challans, stock records and movement evidence where relevant. For services, retain the service description, allocation basis and evidence that the service was performed or received.
  9. Reconcile books and GST records. Compare the inter-branch ledger, tax payable and input-tax-credit records, invoice registers, credit/debit notes and relevant return data with the bank schedule for the same period. Isolate timing differences, omissions, amendments, classification errors and posting mistakes, then record the correction trail.
  10. Close with review evidence. Every unmatched item should have a named explanation, supporting evidence and either a resolution or a follow-up date. Preserve preparer and reviewer sign-off, the final schedule and all linked records.

Funds-only movement versus a supply between registrations

Case What you reconcile GST question Evidence to retain
Funds-only movement Outgoing debit, receiving credit and inter-branch clearing account Is there any underlying goods or services supply, or only movement of the entity’s money? Both bank statements, bank references, transfer advice or authorization, ledger postings and explanation of timing differences
Goods or services supplied between registrations Inter-branch ledger, invoice or source record, value, tax and relevant GST records Are the registrations distinct persons, is the activity in business, and which valuation and tax rules apply? GSTINs, invoice, description, valuation basis, tax posting, stock or service evidence and reconciled book/return records

This comparison is a practical control framework, not a substitute for the statutory wording. The same bank amount can be a non-taxable cash movement or the settlement of a taxable supply, depending on the underlying facts.

Do inter-branch transfers attract GST?

Funds transferred between the business’s own accounts

A transfer of money between accounts does not, by itself, establish a supply of goods or services. Post it to the appropriate cash, bank and inter-branch clearing accounts under the entity’s accounting policy, and retain the evidence that it was only a treasury movement. Do not create output tax solely because the bank narration contains “branch transfer.”

Centralized services supplied to distinct branches

CBIC’s sectoral FAQ gives the example of centralized human-resources, finance and information-technology functions supplied by a head office to branches that are distinct persons. It states that such supplies require an invoice and GST payment. The FAQ also contains banking-sector guidance, so bank-specific input-tax-credit methods should not be generalized to manufacturing, retail, professional services or other businesses.

Goods moved between registrations

Goods movement needs its own analysis of registration status, business purpose, documentation, valuation and place-of-supply consequences. The bank entry may be only a settlement or freight payment; it does not replace stock, delivery and tax records. Do not infer the GST result from the transfer amount alone.

Reimbursements and cost allocations

Determine whether the payment is a pure pass-through, an agency arrangement, a service allocation or another supply. The description “reimbursement” is not a conclusion. Document what the paying branch did, who received the benefit, which registration supplied it and how the value was determined.

How to match GST entries with bank statements

Bank-to-GST matching is a traceability exercise, not a simple search for equal amounts. A tax invoice may be raised before or after payment; a supply may be unpaid; one bank payment may settle several invoices; and tax may be paid through a separate account. Use the bank as one control source alongside books and GST records.

Recommended matching fields

  • Bank account, statement date and value date.
  • Debit or credit indicator and gross amount.
  • Bank reference, transfer advice and authorization number.
  • Originating and receiving branch, GSTIN and state.
  • Inter-branch ledger account and accounting document number.
  • Invoice, credit-note or debit-note number and date, where applicable.
  • Description of goods or services, taxable value, tax rate and tax amount.
  • Return period or tax-ledger reference.
  • Match status, exception reason, owner and resolution date.

Handling timing differences

Record the date on which the debit left the originating account and the date on which the receiving account was credited. A weekend, bank holiday, cut-off time or intermediary bank can create a legitimate difference. Leave both dates visible, explain the difference and clear it when the receiving statement arrives. Never force an amount into the wrong accounting period merely to make the schedule balance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handling charges, reversals and partial settlements

Separate bank charges from the transferred principal. A reversed payment requires the original debit, reversal credit and replacement transfer to be linked. For a partial settlement, match the payment to the relevant invoice or allocation and leave the unpaid balance open. Duplicate entries should be traced to the source posting and corrected with an auditable reversal rather than deleted history.

What documents should I keep for GST reconciliation?

CBIC invoice rules specify particulars such as supplier and recipient identifiers, invoice serial number and date, description of goods or services, value and tax particulars. Accounts-and-records rules cover records of tax payable, tax collected and paid, input tax and input tax credit, invoice and credit/debit-note registers, delivery challans and stock, subject to the rules’ scope and exceptions.

Core file for a funds-only transfer

  • Originating and receiving bank statements.
  • Internal transfer advice, authorization or treasury instruction.
  • Inter-branch ledger entries and account reconciliation.
  • Evidence of the reason for the movement and any timing difference.
  • Reviewer sign-off and follow-up record for exceptions.

Additional file for goods or services

  • Supplier and recipient GSTINs, state and registration evidence.
  • Tax invoice or other legally appropriate source document.
  • Goods description, quantity, delivery challan, stock movement and receipt evidence where relevant.
  • Service description, allocation methodology, work evidence and approval.
  • Taxable-value calculation, tax rate, tax amount and valuation reference.
  • Ledger, invoice-register, tax-ledger and return tie-outs.
  • Credit or debit notes, amendments and correspondence explaining corrections.

Keep a direct link—physical or electronic—from each schedule row to its evidence. A bank narration alone is rarely sufficient to explain the substance, value and tax treatment of an internal supply.

How to value services between distinct persons

CBIC Circular 199/11/2023-GST, dated 17 July 2023, addresses services provided by one office in one state to another office in another state when both are distinct persons under section 25. It directs readers to section 15(4) of the CGST Act and Rule 28 of the CGST Rules. The circular states: “The value of supply of services made by a registered person to a distinct person needs to be determined as per rule 28 of CGST Rules, read with sub-section (4) of section 15 of CGST Act.”

Apply that guidance to the facts it covers—services between distinct-person offices. Do not extend it automatically to a funds-only transfer, every goods movement or every internal reimbursement. Document the chosen valuation method, the inputs used, the GSTINs, the service period and the review of any later amendment or clarification before filing.

Accounting controls and the inter-branch clearing account

There is no universal journal-entry template for this topic. The correct accounts depend on the entity structure, accounting system, transaction substance and local policy. A sound control design does not prescribe entries without those facts; it requires that the debit, credit, clearing balance and source document are explainable.

Control checks

  • Reconcile each branch account to the central inter-branch schedule at every close.
  • Use unique advice or document numbers so a debit and credit cannot be paired ambiguously.
  • Age unmatched items and escalate balances that remain open beyond the entity’s policy.
  • Review unusual round amounts, duplicate references, manual journals and entries posted after period close.
  • Separate preparation, approval and review where staffing permits.
  • Lock the final schedule and retain the version used for the GST and financial close.

ICAI’s Revised 2019 Guidance Note on Audit of Banks emphasizes reconciling inter-branch accounts, monitoring outstanding entries and reporting the dates through which accounts have been reconciled. That is useful control guidance, but it does not independently decide whether a transaction is a GST supply.

Common exceptions and how to resolve them

Debit found, credit missing

Check the receiving bank’s value date, rejected or returned payments, account closures, incorrect account numbers and statement extraction gaps. Obtain bank confirmation or a replacement advice. Keep the debit unreconciled until the destination or return is evidenced.

Credit found, debit missing

Search the originating account, prior-period statements and centralized treasury records. Confirm whether the credit is a customer receipt, refund, loan or another event incorrectly described as an inter-branch transfer. Reclassify only after source evidence is obtained.

Bank pair agrees, GST record does not

Determine whether the movement was funds-only. If goods or services were supplied, inspect invoice issuance, GSTIN, valuation, tax posting, return period and amendments. A matched bank pair does not prove that the tax entry is complete.

Invoice exists, payment does not

Do not remove the supply merely because it is unpaid. Match the invoice to the inter-branch ledger and receivable/payable balance, and investigate whether settlement occurred through netting, another account or a later period.

One payment covers multiple branches or invoices

Obtain the allocation statement and map each component to its branch, GSTIN, invoice or source record and tax treatment. Retain the allocation approval and ensure the total allocated amount equals the bank amount after separately identifying charges.

Banking-sector considerations

ICAI’s banking-sector GST compliance material identifies supplies between separately registered bank branches or between a bank’s head office and branches as a compliance area and discusses identifying such activity and testing compliance. It refers to Circular 199 before conclusions on relevant deemed transactions. Use that publication as a sector example, not as a blanket rule for every business.

Banks may also have sector-specific input-tax-credit methods and operational processes. A bank’s treatment should not be copied into a non-banking entity’s reconciliation without checking the applicable law, registrations and records.

A worked decision example

Example 1: treasury transfer only

Branch A debits its operating account by ₹500,000 and the central account credits Branch B two business days later. There is a transfer advice, no goods or service record, and the inter-branch clearing account is cleared after the timing difference. The evidence supports a funds-only movement. The reconciliation documents both bank legs and does not create output GST solely from the transfer.

Example 2: head-office finance service

Head office in one state performs centralized finance work for a branch holding a separate GST registration in another state. The bank payment settles an invoice that identifies both GSTINs, the service period, value and tax. The item is reconciled to the invoice, ledger and GST records, and its valuation is documented with reference to Rule 28 and section 15(4), as directed by Circular 199/11/2023-GST.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example 3: stock movement with later settlement

A warehouse sends goods to a separately registered branch and a later bank transfer pays freight and handling. The freight payment is not the entire GST analysis. Reconcile the bank entry separately, then review the goods documentation, stock records, invoice or other required documents, registration relationship and applicable valuation and place-of-supply rules.

Review checklist before sign-off

  • All bank accounts and branches in scope are listed.
  • Every debit has a matched credit, documented timing difference or named exception.
  • Duplicate, reversed, charged and partial transactions are separately identified.
  • Each item is classified by what actually moved.
  • GSTINs, states and distinct-person status are verified where relevant.
  • Invoices or other source records contain the required identity, date, description, value and tax particulars.
  • Goods and service evidence supports the claimed transaction.
  • Valuation is documented for distinct-person services.
  • Books, tax ledgers, registers and relevant returns agree for the period, or differences have a correction trail.
  • Open items have an owner, evidence requirement and follow-up date.
  • Preparation and review sign-offs are retained with the final schedule.

Limits of this approach

The result can change with the state registrations, transaction substance, recipient eligibility, valuation, invoicing, place of supply, return period and later amendments. The procedure above is a practical reconciliation framework, not individualized tax advice. Recheck the current CGST Act, rules, CBIC clarifications and the entity’s own registration and source documents before applying a conclusion to a live transaction.
