Reconcile one GSTIN and one tax period at invoice level: download the period’s read-only GSTR-2B and your purchase register, preserve the original files, normalize comparison fields, run GSTN’s Matching Offline Tool (or a controlled spreadsheet), investigate every exception with source documents and suppliers, then decide ITC eligibility separately before filing GSTR-3B. A match bucket is evidence for review—not a legal conclusion that credit may be claimed.

What GSTR-2B is—and why it cannot replace your purchase register

GSTR-2B is an auto-drafted input-tax-credit statement generated from supplier information in GSTR-1 and GSTR-1A, GSTR-5, ITC received through GSTR-6, and import-of-goods data received from ICEGATE, including relevant SEZ supplies. The GST portal makes it read-only: a recipient cannot edit the statement or add a missing invoice. It is intended to inform the ITC sections of GSTR-3B. Read the official definition and limitations in the GSTN GSTR-2B FAQ.

For a monthly filer, the statement is generally generated on the 14th of the succeeding month. For a quarterly filer, it is generally generated on the 14th of the month after the quarter. Supplier filing cut-offs and import-data timing affect what appears. A document therefore appears according to when it is furnished and the applicable cut-off, not simply the invoice date. An invoice absent from its nominal month may appear in a later statement. Check the portal’s advisory and the statement for the exact period before treating an item as missing; these operational dates can change.

GSTR-2B answers what information the system received for a period. Your purchase register answers what your business says it bought and recorded. Reconciliation compares the two; it does not prove that a supply occurred, that the invoice is genuine, or that every matched amount is legally eligible for ITC.

Set up a controlled reconciliation before matching

Fix the scope

  • Select one recipient GSTIN and one return period. Do not combine registrations or periods in a single unexplained workpaper.
  • Include the document types and import or SEZ sections that belong to that statement. Keep reverse-charge transactions identifiable rather than mixing them with ordinary supplier invoices.
  • Record the extraction date, user, and portal period displayed on the downloaded statement.

Preserve source files

Download GSTR-2B in the portal’s available Excel or JSON format and export the purchase register from the accounting system. Store both original files as read-only evidence. Work on copies or a staging table; never overwrite the raw GSTN values while cleaning them.

Define the comparison fields

At minimum, retain the original and normalized versions of supplier GSTIN, invoice or debit-note number, document date, document type, taxable value, tax amounts, and place-of-supply details. Keep a source-row identifier so every result can be traced back to its file. GSTN’s utility matches across seven parameters; use the current GSTN Matching Offline Tool guide for the field mapping and configuration in force for your period.

Step-by-step reconciliation workflow

1. Download and lock the two data sets

  1. Open the GST portal for the selected GSTIN and period and download GSTR-2B. Save the file without changing its name or contents.
  2. Export the purchase register for the same GSTIN and period, including credit notes, debit notes, amendments, imports, and any separate reverse-charge or SEZ ledgers you use.
  3. Write down file names, extraction dates, record counts, and the person responsible for the review.

2. Normalize without hiding errors

Create comparison columns for consistent GSTIN capitalization, invoice-number punctuation and spacing, leading zeros, date format, document type, and numeric precision. Keep the raw value beside every normalized value. A normalization rule that removes meaningful characters can create a false match, so document each transformation and test it on known invoices.

3. Run the GSTN Matching Offline Tool

Load the GSTR-2B file and purchase-register file into the utility. The output provides exact match, partial match, probable match, mismatch, and one-sided-record categories. It also identifies records present only in GSTR-2B and records present only in the purchase register. The tool’s summary is a reconciliation result, not an ITC approval. Follow the file requirements and current instructions in the official matching guide.

4. Review every bucket, starting with one-sided records

Export or save the result, then assign each exception an owner, cause code, required evidence, supplier-contact status, expected correction period, and proposed ITC treatment. Start with high-value and time-sensitive records, but do not close low-value exceptions without a documented reason.

5. Validate against business evidence

For each exception, compare the supplier invoice, purchase order, goods-receipt or service-acceptance record, accounting entry, payment record where relevant, and related credit or debit note. Confirm that the supplier GSTIN and recipient GSTIN belong to the actual transaction and registration. A supplier’s filed data may need correction; the recipient cannot edit GSTR-2B.

6. Follow up and monitor later statements

Ask the supplier to furnish or amend incorrect data when the issue is supplier reporting. Record the promised filing period and check the subsequent GSTR-2B. Do not claim that an invoice has appeared merely because a supplier says it will be corrected.

7. Check IMS status where applicable

Review the Invoice Management System dashboard for records subject to IMS actions. The GSTN advisory explains that a record on which no action is taken may be deemed accepted when GSTR-2B is generated. It also describes when recomputation is mandatory after an action is changed or taken after draft generation, and how original and amended records can span different GSTR-2B periods. Use the live dashboard and the current GSTN IMS advisory; do not rely on an old checklist.

8. Decide ITC treatment independently

After the data is reconciled, apply the current CGST Act, rules, notifications, and the facts of the supply. Decide whether to claim, defer, reverse, exclude, or otherwise treat each credit. Check duplicate claims, required reversals, reverse-charge tax payment, time limits, place-of-supply rules, and other statutory conditions.

9. Tie out before filing

Reconcile document counts and taxable and tax totals by result bucket to the source files. Investigate any unexplained difference between the matching output and the amount proposed for GSTR-3B. Approve an adjustment schedule and retain it with the return workpapers.

How to interpret GSTN’s result buckets

Result What it means in the matching output Required human action
Exact match All seven matching parameters match in the utility. Confirm the transaction is genuine, recorded once, supported by documents, and legally eligible before claiming.
Partial match Some comparison fields match and others differ. Inspect the difference fields, raw values, amendments, and source documents; resolve the cause rather than accepting automatically.
Probable match The records resemble one another but require confirmation. Manually verify the invoice and do not merge two similar documents without evidence.
Mismatch Multiple parameters differ. Separate data-quality, timing, amendment, and genuine-transaction issues and assign a disposition.
Only in GSTR-2B The statement contains a record not found in the purchase register. Check for a late or unrecorded purchase, duplicate or wrong-GSTIN reporting, or a document that does not belong to the business.
Only in purchase register The books contain a record not found in the statement. Check supplier filing, cut-off, recipient GSTIN, IMS status, and later statements before deciding whether to defer or exclude credit.

These labels describe matching categories and summary totals in the official guide. They do not decide whether ITC is available under law.

Investigate the common mismatch patterns

Invoice in the purchase register, absent from GSTR-2B

  • Verify that the statement and register use the same GSTIN and period.
  • Check whether the supplier filed after the relevant cut-off, used the wrong recipient GSTIN, or amended the document.
  • Check whether the record is subject to an IMS action or recomputation.
  • Ask the supplier to furnish or correct the document and monitor the later GSTR-2B.

You cannot add the invoice to the read-only statement yourself. Absence from one statement is not proof that the underlying purchase is invalid, but it is a reason to document timing and eligibility before claiming.

Invoice in GSTR-2B, absent from the books

Look for a late-entered invoice, duplicate supplier reporting, wrong-GSTIN reporting, an unrecorded purchase, or a document that does not belong to the business. Obtain the underlying invoice and evidence of receipt. Book, dispute, or exclude it only after accounting and tax review; never claim solely because it appears in GSTR-2B.

Invoice number or date differs

Compare punctuation, spaces, leading zeros, date formats, and supplier amendment history while retaining raw values. A normalization rule may explain a harmless formatting difference, whereas a changed number or date may indicate an amendment or a different document.

Taxable value or tax differs

Recalculate at line level, including tax rate, rounding, discounts, and credit or debit note linkage. If the supplier’s filed amount is wrong, request corrected reporting and retain the correspondence. Do not silently adjust the system amount to make the totals agree.

GSTIN or place-of-supply problem

Confirm that the supplier reported the correct recipient registration and state treatment. The portal identifies a same-state supplier and place-of-supply versus another-state recipient combination in its ITC-not-available information, but expressly warns that this is not a complete list of circumstances that can make credit unavailable. Review the full transaction facts and current law.

Credit note or amended record

Trace the original invoice, the amendment, and the statement period in which each appears. The IMS advisory describes sequencing where original and amended records fall in different GSTR-2B periods; in those cases, action on the original and filing of the related GSTR-3B may be required before acting on the amendment. Confirm the current portal behavior for the period concerned.

Import or SEZ document

Use the relevant GSTR-2B section and reconcile to customs or ICEGATE data and supporting import records. Supplier-invoice matching fields do not necessarily apply in the same way to an import document. Verify bill-of-entry or other applicable records before deciding credit.

Reverse-charge supply

Track reverse-charge transactions separately. Verify payment of the reverse-charge tax and all applicable credit conditions; the GST portal specifically reminds taxpayers to pay reverse-charge tax.

Separate matching from ITC eligibility

The GST portal advises taxpayers to reconcile GSTR-2B with their own records and books, prevent credit from being availed twice, reverse credit when required by the GST Act and Rules, and pay reverse-charge tax. Its ITC-not-available section includes specified situations such as time-barred invoices or debit notes under section 16(4) and a stated place-of-supply/GSTIN combination. The portal also cautions that other legal scenarios may make credit unavailable even when the system has not classified it as unavailable. See the GSTN FAQ and the CBIC input-tax-credit rules page for the governing references.

Use two separate decisions in your workpaper: first, whether the records reconcile and what caused any difference; second, whether the taxpayer may claim the resulting credit under the law. A perfectly matched invoice can still fail an eligibility condition. Conversely, a mismatch can be a filing-timing or data-quality issue rather than evidence that no supply occurred.

Choosing a reconciliation method

GSTN’s offline utility is the supported starting point. A spreadsheet or accounting-system workflow can supplement it when reviewers need custom controls, but the method should be selected against operational requirements rather than marketing claims.

Evaluation question Why it matters
File formats and record volume Confirm that the process can load the portal export and the register without truncation, lost leading zeros, or manual rekeying.
Matching-field configuration and tolerance Check how GSTIN, number, date, document type, values, tax, and place-of-supply differences are handled, and whether every transformation is reviewable.
Amendments and credit/debit notes Ensure the original document, amendment, and effective statement period remain linked.
Imports, SEZ supplies, reverse charge, and IMS status Confirm that these categories can be segregated and reviewed under their applicable evidence and portal treatment.
Audit trail and approvals Require source-row links, exception owners, comments, supplier follow-up, correction period, and final ITC disposition.
Security and access controls Restrict taxpayer data to authorized users, retain version history, and define how files are stored and deleted.

Build an audit-ready exception register

For every non-exact result, record the GSTIN, document number and date, source values, normalized values, result bucket, cause, evidence reviewed, supplier contact, owner, due date, expected correction period, and final action. Add a field showing whether the credit is claimed, deferred, reversed, excluded, or pending legal review. Link the row to the saved invoice, note, receipt evidence, correspondence, and matching output.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

At period close, retain the untouched GSTR-2B and purchase-register exports, the transformation logic, the utility configuration or spreadsheet version, result summaries, exception register, approval, and the final GSTR-3B tie-out. This allows a reviewer to reproduce the conclusion without relying on memory or an editable portal screen.

A concise pre-filing checklist

  • Correct GSTIN and return period selected.
  • GSTR-2B and purchase-register source files preserved with extraction dates.
  • Supplier GSTIN, document number, date, type, values, tax, and place-of-supply fields checked.
  • Exact, partial, probable, mismatch, and one-sided records reviewed.
  • Supplier amendments, filing cut-offs, later statements, and IMS actions tracked.
  • Imports, SEZ supplies, credit/debit notes, and reverse-charge transactions reviewed in their appropriate sections.
  • No duplicate ITC claim remains.
  • Required reversals and reverse-charge tax payment addressed.
  • Eligibility assessed under current law rather than inferred from a match label.
  • Counts and tax totals tie to the proposed GSTR-3B figures, with reviewer approval and retained evidence.

GSTN’s own instruction is direct: taxpayers should ensure that data generated in GSTR-2B is reconciled with their own records and books of accounts. Treat that reconciliation as a controlled monthly or quarterly process, not a one-click approval.
