To reconcile a treasury across multiple blockchains, establish an approved inventory of chains, addresses, assets and routes; compare on-chain activity with independent treasury or custody records; link cross-chain transfers while they are settling; govern approvals and exceptions; and monitor sensitive transfers according to risk and applicable law. The framework below helps finance, controllership, compliance and blockchain operations teams make that process traceable without assuming one legal regime or finality rule applies to every treasury.

1. Define and approve the full reconciliation perimeter

A reconciliation is only as complete as the inventory it covers. Keep a controlled register that identifies the chains and networks in scope, treasury and custody addresses, assets and token contracts, responsible owners, relevant cross-chain routes, and the authoritative records used for comparison.

Make changes traceable

  • Assign an accountable owner to each address, asset, route and data source.
  • Require documented approval before adding or removing an address, asset, chain or route, or making a material configuration change.
  • Record when each item became effective and which reporting periods it affects.
  • Investigate unexplained activity at addresses or contracts rather than assuming the inventory is complete.

NIST describes blockchain networks as record-keeping environments and discusses token custody; its NIST IR 8301 provides that context. ITU-T F.751.23, approved March 16, 2025, addresses cross-DLT addresses and management of cross-chain resources.

2. Match movements and closing positions to independent records

For each chain and reporting period, compare the treasury’s recorded activity and closing positions with an independent authoritative record, such as a custody statement or accounting record. Preserve enough detail to reproduce the comparison: transaction identifiers, network and asset identifiers, timestamps, units, fees, data source, and the method used to obtain the records.

Investigate differences; do not plug them

  • Identify unmatched transactions, balance differences, duplicate entries, missing fees and unexpected asset movements.
  • Assign each discrepancy an owner, explanation, resolution and supporting evidence.
  • Keep the original records and any adjustments distinct so a reviewer can see what changed and why.
  • Document the reconciliation period and the time at which it was performed.

Frequency depends on the treasury’s circumstances and applicable rules. As a jurisdiction-specific example, the UK FCA’s CASS 17 cryptoasset safeguarding rules describe at-least-business-daily reconciliation for the in-scope client cryptoasset safeguarding context, along with discrepancy investigation and record retention. That is not a universal cadence for every treasury. NIST IR 8301 supplies the broader recordkeeping context.

3. Track cross-chain transfers as linked, in-flight items

A cross-chain transfer is not one balance movement. It involves a source-side event and a destination-side result, which may occur at different times and may differ in amount because of fees or conversion. Link the legs using the route and available transaction identifiers, and keep the value classified as pending or in transit until the organization’s route-specific finality condition is met.

Record the transfer lifecycle

  • Capture the source transaction, route, expected destination network and asset, expected amount, and known fees or conversion effects.
  • Track status and record the destination transaction and actual received amount when available.
  • After the defined finality condition is met, match the destination result and clear the pending item.
  • Define how to investigate delayed or failed transfers, replayed activity, and transfers completed manually.

ITU-T F.751.23 addresses transaction consistency, isolation, recovery and execution-result querying. The Basel Committee’s cryptoasset framework identifies settlement finality as a material risk consideration. Neither establishes one finality threshold for every chain or bridge. For one example of route operations, Chainlink’s CCIP service responsibility documentation notes that manual execution can require monitoring and action.

4. Govern approvals, monitoring and exceptions

Reconciliation depends on operational controls as well as matching balances. Define role-based authority for transfers, route configuration and reconciliation adjustments. Monitor network status and the risk indicators relevant to the routes in use, and make exception ownership explicit.

Make an exception reviewable

  • Route each exception to a named owner, with an escalation path for unresolved or high-risk cases.
  • Retain the investigation record, supporting evidence, resolution and any required approval.
  • Keep an audit trail for key operational actions so a reviewer can reconstruct what happened and who approved or resolved it.
  • Assess dependencies on external infrastructure and service providers as part of operational resilience and data-integrity controls.

ITU-T F.751.23 addresses governance, operation, security monitoring, risk alerts and auditing key operations. The Basel framework covers risk governance, operational resilience, data integrity, third-party risk and AML/CFT considerations in its defined prudential context. In the EU, MiCA Article 34 is a specific example: it requires in-scope asset-referenced token issuers to maintain governance arrangements and internal controls, including administrative and accounting procedures.

5. Apply risk-based monitoring to sensitive transfers

Assess transfers involving self-hosted addresses and apply measures appropriate to the organization’s role, risk assessment and applicable law. Whether a particular obligation applies depends on the entity and transaction; do not treat rules for covered service providers as a blanket checklist for every corporate treasury.

For example, Article 40 of EU Regulation 2024/1624 describes measures for covered crypto-asset service providers. Depending on the risk, these may include identifying and verifying information, obtaining information about the origin or destination of crypto-assets, and enhanced ongoing monitoring. The article also specifies July 10, 2027, as the date by which the Anti-Money Laundering Authority is to issue the referenced guidelines. Confirm the applicable rules and their effective status for the relevant entity and jurisdiction.

What should the reconciliation record contain?

A reviewer should be able to identify what was included, how the comparison was performed and how unresolved items were handled. A practical record contains:

  • Reconciliation period and time performed.
  • Chains, addresses, assets and units in scope, plus the data sources used.
  • Opening and closing positions, recorded movements and fees.
  • Pending cross-chain items, their linked legs and current status.
  • Exceptions, assigned owners, investigation outcomes and resolution evidence.
  • Reviewer, approvals and supporting records.

For the FCA’s in-scope CASS 17 context, the rules call for recording the reconciliation time, discrepancies, reasons and actions, and retaining reconciliation records for five years. That retention period should not be generalized to entities outside that rule’s scope.

How to assess reconciliation tools and infrastructure

If evaluating software or infrastructure, test whether it supports the controls rather than relying on a broad claim of chain coverage. Compare options against these practical criteria:

  • Chains, assets and token contracts covered, including how coverage changes over time.
  • Completeness and traceability of transaction and balance data.
  • Handling of fees, conversions and cross-chain pending states.
  • Exception workflows, ownership, escalation and closure evidence.
  • Exportable audit records and retention capabilities.
  • Access controls, approvals and dependencies on data providers or infrastructure services.

These criteria are implementation considerations, not a vendor benchmark. Validate them against the treasury’s actual chains, routes, accounting process and control requirements.

Where the framework needs tailoring

The appropriate reconciliation cadence, accounting entries, valuation policy, finality conditions and legal duties depend on factors such as jurisdiction, accounting framework, custody arrangement, supported chains and whether the organization safeguards client assets. ITU-T F.751.23 is an interoperability framework, not a treasury accounting standard; Basel material applies in its defined prudential context; and the FCA and EU examples above have specific legal scopes. Have the relevant finance, legal, compliance and technical owners determine which requirements apply to the entity and each transfer route.
