You can reclaim electrical capacity only after a qualified professional verifies that the proposed load fits the conductors, overcurrent protection, equipment ratings, feeder or service calculation, and locally adopted electrical code. An empty breaker position, a low momentary meter reading, or a breaker handle’s ampere marking does not prove usable capacity. In some installations, recognized demand calculations, permitted measured-demand methods, or a listed power control system can create usable headroom by accounting for actual demand or preventing certain loads from operating together.
This guide explains how to distinguish physical panel space from electrical capacity, what evidence establishes headroom, when load management is legitimate, and which shortcuts create fire and shock risks.
What stranded power capacity actually means
Stranded capacity is a practical term for capacity that appears unavailable under a rough estimate but may be usable after the installation is evaluated correctly. It is not a code category and it is not something you can confirm by looking at a panel. The proposed equipment, existing loads, wiring, protective devices, distribution equipment and governing calculation method all matter.

Branch-circuit capacity
A branch-circuit review asks whether one circuit can serve the proposed device. The electrician checks conductor ampacity, the overcurrent protective device, receptacle or disconnect ratings, equipment instructions, grounding and bonding, and whether the load is continuous or otherwise subject to special rules. A circuit that appears lightly used at one outlet may still be unsuitable because another connected load, conductor limitation or equipment requirement controls the result.

Feeder and service capacity
The feeder or service review asks whether upstream equipment can support the combined installation. A panel can have several empty breaker spaces while the feeder or service calculation is already constrained. The reverse can also occur: a service with no convenient empty spaces may still have calculated headroom if a properly designed change adds equipment or rearranges circuits. Neither observation authorizes work by itself.
| Observation | What it proves | What it does not prove |
|---|---|---|
| Empty breaker position | There is physical room for a breaker of a compatible type, subject to the panel listing. | That the feeder, service, busbar, conductors or proposed load have capacity. |
| Breaker handle marked 20 A, 30 A or another value | The protective device is marked for that rating when correctly installed. | That the connected load may be increased to that value or that the wiring and equipment support a change. |
| Low reading from a brief measurement | Only the conditions present during that reading. | Seasonal, startup, continuous or coincident demand required by a code calculation. |
| Unused receptacle or power strip | An available connection point. | Additional current. Power strips add outlets but do not change the power delivered by the outlet. |
Why an empty breaker space is not spare capacity
Panelboard spaces are a physical feature. Electrical capacity is a coordinated result of the panel’s listing, busbar rating, main and feeder overcurrent devices, conductor ampacity, termination ratings, enclosure limits and the calculated load. Some panels also restrict which breaker types, positions or combinations may be used. A qualified person must verify compatibility instead of assuming that any breaker fits.
The new equipment may also require a dedicated circuit, a disconnect, a specific conductor size, a neutral or equipment grounding conductor, AFCI or GFCI protection, ventilation, or manufacturer-defined overcurrent protection. Those requirements can make an apparently modest load unsuitable for an existing circuit. Motor and compressor loads may have starting current; heating equipment can be continuous; and electronic equipment may have installation instructions that govern the connection.

Do not solve a capacity question by installing a larger breaker, doubling conductors under one terminal, moving a wire to an unrelated breaker, or using an adapter. A larger breaker can allow conductors or equipment to overheat before protection operates. Repeated trips are evidence of a condition to investigate, not permission to reset the breaker indefinitely.

Begin with an installation-specific evaluation
The reliable starting point is an electrician or electrical designer familiar with the authority having jurisdiction (AHJ). Give that professional the proposed equipment information and a complete picture of the existing installation.
- Define the proposed load. Provide the nameplate voltage, current or wattage, phase, minimum and maximum circuit ampacity, maximum overcurrent protection, duty cycle, startup characteristics and manufacturer installation instructions. State whether the equipment will run continuously, seasonally or intermittently and whether several units can start at once.
- Document the existing distribution equipment. Record the service or feeder rating, panelboard manufacturer and model, busbar rating, main and feeder breakers, conductor sizes and material, panel schedules, disconnects and any subpanels. Photographs are useful, but do not remove covers or expose energized parts unless you are qualified and authorized to do so.
- Identify every load that affects the calculation. Include heating and cooling equipment, water heating, cooking appliances, dryers, pumps, motors, electric-vehicle charging, battery systems, generators, solar inverters and other significant loads. Nameplates and actual equipment ratings are more useful than guesses based on outlet count.
- Confirm the governing code. Ask the AHJ which NEC edition and local amendments apply. The National Electrical Code is a model standard, not a single nationwide law. States, cities and other jurisdictions adopt different editions and amendments, and some enforce older editions after a newer edition has been published.
- Perform the branch-circuit checks. Verify conductor ampacity after all applicable adjustment, correction and termination considerations; protective-device compatibility; continuous-load treatment; equipment grounding; receptacle or disconnect ratings; and any dedicated-circuit requirement.
- Perform feeder and service calculations. Combine the existing and proposed loads using the method allowed for the occupancy and equipment. Check the service conductors, feeder conductors, overcurrent devices, panelboard and service equipment as a system. A result that works at branch level can still fail upstream.
- Document the decision. Keep the calculation, equipment schedules, panel identification and any control-system settings with the installation records. If the AHJ requires a permit, plan review or inspection, those steps are part of the capacity solution.
NFPA’s 2026 handbook material places branch-circuit, feeder and service load-calculation guidance in Article 120 and illustrates demand factors for defined loads. Those examples do not create a universal percentage that can be applied to every circuit or building.
How recognized demand methods can uncover headroom
Demand factors are specific allowances
Electrical codes sometimes recognize that a defined group of loads will not operate at full nameplate demand simultaneously. A qualifying calculation may therefore use a demand factor instead of simply adding every nameplate value. The factor belongs to the exact load type, occupancy, quantity and code method described by the adopted edition.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor example, the NFPA 2026 handbook gives a 75 percent demand factor for a specified dwelling calculation involving four or more qualifying fixed appliances, subject to the exclusions and conditions in that example. That is a code calculation value for that defined case, not a 25 percent discount for a home, a branch circuit or an arbitrary collection of appliances. The same handbook includes a separate table of dryer demand factors. An electrician must determine whether the proposed installation fits those definitions before using either example.

Measured demand is not a quick plug-in test
Some codes permit measured demand under specified conditions. A valid study can require a defined measurement duration, representative seasonal operation, correctly installed metering equipment, documented operating conditions and a professional review of whether the method is eligible for that service or feeder. A short reading from a consumer energy monitor does not establish a code-compliant service size or branch-circuit rating.
The evidence available for U.S. NEC work does not establish a general homeowner procedure for making a code-valid measured-load determination. Treat measured demand as an engineering and code question. Ask the professional what must be measured, for how long, under which loads, and how the AHJ will accept the result.
Do not import another country’s rule
An NFPA code-development document discussing Canadian Electrical Code Section 8 describes a measured-load approach for some additional service or feeder loads. That Canadian text is not proof that the same thresholds or conditions apply under a U.S. NEC jurisdiction. You can read the document at NFPA’s code-development PDF, but use it only for its Canadian context and have the local professional identify the rule that actually governs your project.
When a listed power control system can help
If the problem is coincident operation—for example, two large loads rarely need to run at the same time—a listed power control system (PCS) may control loads or sources to mitigate overload conditions. This is different from an app that merely displays consumption. A PCS is equipment designed, evaluated and installed for an overload-control function recognized by the applicable code.

What a PCS may control
UL identifies UL 3141 and product category QIJE for PCS certification. Its technical discussion describes overload-control functions involving busbars, feeder conductors, branch conductors and single-source systems. Depending on the listed equipment and application, the system can monitor connected circuits and shed, sequence or restore selected loads so the protected equipment is not overloaded.
2026 NEC terminology and safeguards
UL’s overview of the 2026 NEC explains that energy-management requirements were relocated and expanded into Article 130, and that energy management is distinguished from overload protection. A system providing overload control must be certified or listed as a PCS under the provisions being applied. The discussion also describes monitoring and control of connected circuits, a defined safe state when the system malfunctions, qualified-person access to settings and equipment markings.
Those statements describe the 2026 NEC discussion. A jurisdiction enforcing an earlier edition may organize or require these functions differently. The professional must verify the adopted edition, the PCS listing, compatible loads, ratings, installation instructions, commissioning requirements and AHJ acceptance.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWhat a PCS cannot do
- It cannot increase a conductor’s ampacity, a breaker’s interrupting rating, a panel’s busbar rating or a service’s physical rating.
- It cannot make an unsuitable branch circuit safe for a device that needs different wiring or protection.
- It cannot be assumed compliant because a product has a smart-panel label, relay, app or load-sharing feature.
- It cannot substitute for required permits, inspection, disconnects, grounding, bonding or equipment instructions.
Before selecting equipment, obtain the exact certification category, ratings and installation documentation. A generic energy monitor is not automatically a PCS, and a control that works for an electric-vehicle charger may not be listed for a heat pump, battery inverter or another load.

Compare the legitimate ways to reclaim capacity
| Route | What it can establish or do | Main limits |
|---|---|---|
| Installation-specific load calculation | Evaluates the proposed load and existing equipment under the applicable code method. | Requires accurate equipment and installation information, the locally adopted edition and professional judgment. |
| Permitted demand-factor calculation | Represents expected demand for defined load types, quantities and occupancies. | Factors are tied to the exact code conditions; generic discounts are not valid. |
| Permitted measured-demand calculation | May use documented operating demand when the adopted code allows that method. | Measurement duration, instrumentation, operating conditions and eligibility must be verified; a brief consumer reading is insufficient. |
| Listed power control system | Controls selected loads or sources to mitigate supported overload conditions. | Requires the proper listing, compatible ratings, installation and settings, safe-state behavior and local acceptance. |
| Panel, feeder, service or circuit upgrade | Adds physical and electrical capability through designed installation work. | Scope, permits, utility coordination and cost depend on a site evaluation; no universal price or size can be stated. |
A practical decision path for common projects
Adding one appliance to an existing home
Start with the appliance nameplate and installation instructions, then have the electrician identify whether a dedicated circuit is required and whether the branch, feeder and service calculations support it. Do not infer suitability from an unused receptacle or an empty panel position. If the appliance would overload the service only when another defined load operates, ask whether an eligible demand method or listed PCS exists for that application.
Adding several electrified loads
Group the proposed loads by operating pattern. Heating, cooking, water heating, vehicle charging and battery equipment can create different continuous, intermittent and startup demands. The professional should evaluate the maximum credible combination, apply only the demand rules that fit the adopted code and determine whether sequencing or load shedding is listed and permitted.
Working in a commercial or multifamily building
Occupancy, tenant metering, emergency systems, common-area equipment and larger feeders can change the calculation. A residential rule or dwelling example cannot be transferred automatically. Coordinate with the building owner, electrical engineer and AHJ before changing a tenant panel or shared distribution equipment.
Warning signs that require investigation
- Breakers trip frequently, fuses blow, lights dim when equipment starts, or receptacles or cover plates feel hot.
- You smell burning insulation, see discoloration, hear buzzing or find damaged cords and loose plugs.
- An adapter, extension cord or power strip is being used to supply a load that needs a dedicated circuit.
- A breaker has been reset repeatedly or replaced with a higher rating to stop nuisance trips.
A tripping breaker is responding to an electrical condition. Stop using the affected equipment and arrange an inspection rather than repeatedly resetting the device. The Electrical Safety Foundation International states: “Power strips only add additional outlets; they do not change the amount of power being received from the outlet.”
What not to do
- Do not replace a breaker with a larger one unless the entire circuit and equipment are specifically designed and approved for that protection.
- Do not put two conductors under a terminal that is not listed for them, or splice conductors to imitate a larger circuit.
- Do not treat a low off-peak reading as proof that a service is adequate during summer, winter or startup conditions.
- Do not open energized equipment, remove dead fronts or alter service conductors as a DIY capacity test.
- Do not assume a smart panel, app, relay or load-sharing accessory is listed for overload control.
- Do not bypass interlocks or defeat a PCS safe state to keep a load running.
Check the code edition before relying on a section number
The 2026 NEC has been issued and NFPA identifies it as the current edition. UL’s 2026 discussion places expanded energy-management requirements in Article 130, while earlier editions use different organization and may not contain identical requirements. The NEC remains a model standard: ESFI notes that it is commonly mandated through state or local law, and NFPA lists jurisdictions with different editions and amendments.
Tell the electrician your project address and ask the AHJ which edition, amendments, permitting rules and inspection process apply. Buying a current codebook can help a professional work from the 2026 text, but it does not replace a site-specific design or local approval.
Information to prepare for the electrician
- Equipment model numbers, nameplates, installation manuals and requested circuit or overcurrent ratings.
- Service or feeder rating, panel and subpanel identification, breaker directory and photographs taken with covers closed.
- Known loads that run together, including seasonal equipment, motors, chargers, heating and cooling systems, and generation or storage equipment.
- History of trips, blown fuses, warm outlets, flicker, buzzing or previous electrical alterations.
- Address, occupancy type, utility or owner requirements and the AHJ contact if known.
- Your preferred operating priorities if load control is considered—for example, which load may pause and which must remain energized.
With that information, the professional can determine whether calculated headroom exists, whether a permitted demand or measured method applies, whether a listed PCS is appropriate, or whether a circuit, feeder or service upgrade is the sound solution.
