Do not automatically sell every technology holding after a drop. First measure your entire portfolio against a written target allocation, including technology exposure hidden inside broad-market funds. Reconfirm that target for your time horizon, risk tolerance, cash needs and diversification goals, then move back toward it deliberately—using new contributions or available cash before realizing taxable gains when practical.

A sell-off can leave you either more concentrated than intended or below your desired technology allocation, depending on what you owned and what you sold. The right response is therefore a repeatable allocation decision, not a prediction about which sector will recover first.

Start with the portfolio, not the headline

A technology-stock sell-off is a price event; rebalancing is an allocation process. A lower share price does not by itself tell you whether to buy, sell or do nothing. The relevant question is whether your current mix still matches the plan you can maintain through future gains and losses.

Investor.gov describes rebalancing as a way to return a portfolio to its intended mix. Its explanation notes that cutting back on current winners and adding current losers can make an investor buy low and sell high, but that is a consequence of following a target—not a signal to trade every time a sector moves.

Before placing an order, write down the decision you are trying to make: reduce technology concentration, restore a stock-and-bond ratio, replenish cash, or all three. A single transaction may not solve all of those problems.

1. Inventory every source of technology exposure

Build one list covering taxable accounts, retirement accounts, workplace plans, cash accounts and any separately managed holdings. For each position, record the account, security name or fund, current market value, number of shares, cost basis, tax status and approximate sector or asset-class exposure.

Include direct technology stocks

Record each individual technology company separately. Single-stock positions can dominate risk even when their percentage of the overall portfolio appears modest, because several companies may move together and one holding can suffer a company-specific loss.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look through broad-market funds

A total-market or large-cap fund may already own many of the same technology companies you hold directly. Add the fund’s technology weight to your direct holdings rather than treating the fund as neutral. If the fund provider publishes sector and regional weights, use the latest available figures and note the date. When exact look-through data are unavailable, label the estimate instead of presenting it as precise.

Map exposure across accounts

Asset location can hide concentration. A workplace plan may contain a technology-heavy index fund while an IRA holds bonds and a taxable account holds individual technology stocks. View the accounts together before deciding which account should trade. Also list near-term withdrawals, emergency reserves and any cash earmarked for taxes, tuition or a home purchase; money needed soon should not be assigned to a volatile sector merely because prices have fallen.

2. Reconfirm the target allocation

Your target allocation is the written mix you intend to hold across stocks, bonds and cash, with any sector, geographic or company limits that matter to you. It should be based on your risk tolerance, time horizon and liquidity needs—not on the most recent market move.

Investor.gov explains diversification as spreading money among different stocks or bonds and among sectors such as consumer goods, health care and technology. Diversification does not eliminate losses, but it reduces dependence on one company, sector or region.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether the target still fits

  • Time horizon: Money needed in the next few years generally cannot tolerate the same equity risk as retirement savings decades away.
  • Risk capacity: Consider income stability, debt, emergency savings and how much loss you could absorb without selling at the worst moment.
  • Risk tolerance: Ask whether you could continue the plan through another sharp decline. A target that looks acceptable on paper but causes panic selling is not a workable target.
  • Liquidity: Keep planned withdrawals and emergency cash outside the portion you are rebalancing.
  • Diversification: Set limits for individual stocks, technology as a sector, and any region or asset class that could dominate the portfolio.

If your circumstances changed, revise the target first and rebalance to the new target. Do not use a sell-off as an excuse to make an unexamined permanent change.

3. Measure drift and set a trigger

Calculate each holding or category as a percentage of the portfolio: holding value divided by total portfolio value. Compare each result with its target and record the percentage-point difference. Use percentage points, not percentage changes; moving from a 20% target to 25% is a five-percentage-point drift.

Vanguard gives a 70% stocks/30% bonds example with a five-percentage-point rebalancing threshold. In that example, a category is reviewed for action when it reaches 75% or 65%, rather than being traded for every small fluctuation. The threshold is an example, not a universal prescription.

Set limits for concentration as well as asset class

A portfolio can be within its stock-and-bond bands while still being dangerously concentrated in technology. Add separate limits for individual stocks and for the technology sector if that concentration conflicts with your plan. For example, a broad-market fund may keep your total stock percentage on target while its technology holdings plus your direct positions exceed your sector limit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a consistent review schedule

Investor.gov guidance cited for rebalancing suggests checking whether an allocation needs attention every six to 12 months, or sooner when your chosen drift threshold is breached. Pick a calendar date, record the current percentages and review the portfolio on that schedule. A written rule prevents a dramatic news day from becoming an improvised trading plan.

4. Choose the least disruptive way to restore the mix

The SEC and FINRA describe three basic ways to rebalance: sell overweight assets and buy underweight assets, buy more of underweight assets, or direct new contributions toward the categories that are below target. The best method depends on taxes, fees, account rules and how precisely you need to reduce technology concentration.

Method How it works Allocation precision Tax and cost considerations When it fits
Sell overweight holdings and buy underweight holdings Reduce positions above target and redirect the proceeds. High; can address both asset-class and sector drift immediately. May realize capital gains, create transaction costs and require careful tax-lot selection. Large drift, urgent concentration reduction or tax-advantaged account.
Buy underweight holdings with cash Leave overweight positions in place while adding to categories below target. Moderate; it improves the mix without directly selling technology. Usually avoids a sale in a taxable account, but uses cash that may have another purpose. Available cash and manageable drift.
Direct new contributions Send future deposits, dividends or payroll contributions to underweight categories. Gradual; speed depends on contribution size and drift. Often the simplest tax-aware approach; check fund fees and plan restrictions. Ongoing savings, small drift or high unrealized gains.
Tax-aware hybrid Use contributions and cash first, then sell selected lots or exchange positions where the tax impact is acceptable. High over time, with a controlled pace. Requires lot-level gain and loss analysis, holding-period review and records. Taxable accounts with meaningful concentration and limited tolerance for a large tax bill.

Use cash and contributions first when practical

If your allocation is only modestly off target, direct new deposits, dividends or available cash to bonds, international assets or other underweight categories. This can improve the ratio without creating a taxable sale. Do not use emergency reserves or money needed for a near-term obligation simply to make the spreadsheet balance.

Sell selectively when concentration is the problem

When direct technology stocks make up too much of the portfolio, buying other assets may not reduce the absolute technology exposure enough. Selling part of the most concentrated positions can be appropriate, especially in a tax-advantaged account. In a taxable account, sell only the amount needed to reach the written limit and choose lots deliberately.

Consider an exchange inside a retirement account

Many retirement accounts permit exchanges among available funds without current capital-gains tax, but plan menus, trading windows and fees vary. Confirm the account’s rules before acting. A tax advantage does not remove the need to check overlap, expenses and the new fund’s actual exposure.

5. Execute trades with taxes and fees in view

Investor.gov warns that a rebalancing method can create transaction fees or tax consequences. In a taxable account, review each possible sale before submitting it.

  1. Sort by tax lot. Identify the shares, purchase dates, cost bases and unrealized gains or losses. Your broker may offer specific-lot identification; confirm that the selected lots are recorded correctly.
  2. Check holding periods. Determine whether a sale would produce a short-term or long-term gain under the tax rules that apply to you. The difference can materially change the after-tax result.
  3. Use losses thoughtfully. A loss may offset gains subject to applicable rules, but selling and quickly buying a substantially identical investment can create a wash-sale issue. Review the rule across all accounts, including automatic reinvestment and workplace-plan purchases.
  4. Estimate the tax bill. Combine the proposed gains and losses with other realized transactions and your expected income. A qualified tax professional can evaluate details that a brokerage estimate may not capture.
  5. Check trading costs and restrictions. Look for commissions, bid-ask spreads, fund redemption fees, short-term trading policies and plan limitations. A low-cost trade is not necessarily the right trade if it leaves the concentration problem intact.
  6. Place orders in a controlled sequence. In a taxable account, you can sell the selected overweight lots and then buy the chosen underweight assets, or use cash first if market movement between orders would make the result uncomfortable. Record the actual fills.

Tax rules differ by jurisdiction and can change. Treat this as a planning checklist, not individualized tax advice.

6. Verify that the replacement really diversifies you

After the proposed trades, recalculate the portfolio rather than assuming a different fund means a different risk. Several funds can own the same large technology companies, so adding multiple broad equity funds may leave the same concentration in place.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Sector: Confirm the technology percentage after combining direct stocks and fund holdings.
  • Company: Check the largest positions and your total exposure to each company across all accounts.
  • Asset class: Verify that bonds, cash, equities and any other categories match the target.
  • Geography: Confirm the intended domestic and international mix; a sector change should not accidentally eliminate regional diversification.
  • Risk characteristics: Review duration and credit quality for bond funds, and volatility and concentration for equity funds.
  • Costs and tax status: Compare expense ratios, transaction fees, distribution policies and whether the account is taxable or tax deferred.

If the objective is to reduce technology concentration, a replacement fund should have a demonstrably different exposure—not merely a different ticker or provider name.

7. A step-by-step rebalance workflow

  1. Set a valuation date. Download current statements or use your brokerage’s allocation view, and note the date and prices used.
  2. Build the inventory. Include every account, holding, value, basis, tax status and estimated sector weight.
  3. Aggregate exposure. Combine direct technology stocks with technology inside broad funds and workplace-plan options.
  4. Write or update the target. Specify stock, bond, cash, regional and sector limits, plus the individual-stock maximum if you use one.
  5. Calculate drift. Compare current percentages with targets and mark categories outside your chosen band.
  6. Rank implementation choices. Test contributions and cash first, then selective sales; compare the tax, fee and concentration effects of each option.
  7. Review tax lots and account rules. Identify gains, losses, holding periods, wash-sale concerns, trading restrictions and available fund choices.
  8. Place only the necessary trades. Avoid changing positions that are already within the plan unless another documented reason exists.
  9. Recalculate after settlement. Confirm the resulting percentages, sector exposure and geographic mix using actual executed values.
  10. Document the rule. Save the target, threshold, review date, trades, tax-lot choices and any exception for cash needs or taxes.

8. Worked example: reducing technology concentration without an all-at-once sale

Consider a hypothetical $100,000 portfolio with a written target of 70% stocks and 30% bonds. The stock allocation includes a 20% technology-sector limit. After a sell-off, the investor holds $62,000 in stocks and $38,000 in bonds. Within the stock portion, $24,000 is in direct technology companies and technology exposure inside broad funds, or 24% of the total portfolio. The stock/bond mix and the sector limit are both outside the plan.

The investor has $1,000 of new cash available each month and a taxable technology position with both high-gain and low-gain lots. A measured plan could direct new contributions to bonds and non-technology equity, review whether losses can be harvested without a wash-sale problem, and sell only enough of the lowest-tax-cost technology lots to move toward the 20% limit. If the account were tax deferred, the investor might restore the allocation more directly, subject to the plan’s investment menu and fees.

The example does not predict what technology prices will do. It shows why the order of operations matters: first identify the two separate drifts, then choose the trades that correct them with the least unnecessary tax and transaction impact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. What not to do after the sell-off

  • Do not liquidate every stock solely because prices fell. Investor.gov cautions that selling all stock assets when the market is down can cause a significant loss. A forced sale converts a market decline into a permanent result and may leave you unable to participate in a recovery.
  • Do not switch sectors to predict the next winner. Vanguard describes rebalancing as staying aligned with long-term goals rather than market timing. A target-based sale is different from a bet that one sector will outperform another.
  • Do not ignore hidden overlap. Selling one technology stock while retaining the same exposure through several funds may barely change the risk.
  • Do not let taxes dictate an unsafe concentration forever. Tax cost matters, but so does the potential loss from an oversized position. Compare a staged sale, contribution-based correction and professional tax planning rather than choosing between an immediate liquidation and no action.
  • Do not trade without a written exception. If you pause because of a pending cash need, tax payment or account restriction, record the reason and a date to revisit it.

10. Keep the process sustainable

Rebalancing works only if you can follow it. Use an allocation spreadsheet or your brokerage’s allocation view, but verify how it classifies sector exposure and whether it includes every account. Keep copies of statements, trade confirmations, cost-basis records and your written policy.

At each six- to 12-month review, ask whether the target still fits your life, whether any threshold has been breached, whether a fund’s composition has changed, and whether upcoming cash needs require a different mix. Outside the scheduled review, act when a documented threshold or major personal change calls for it—not because a news alert predicts a winner.

When to get professional help

Consider a qualified fiduciary investment adviser or tax professional when you have concentrated employer stock, multiple taxable lots, substantial embedded gains, coordinated household accounts, trust or estate restrictions, or uncertainty about wash-sale treatment. Ask the adviser to show the proposed before-and-after allocation, estimated taxes and fees, overlap analysis and the rule that will govern future reviews. You remain responsible for confirming that the recommendation matches your goals and account constraints.

The practical verdict is simple: inventory the whole portfolio, set a target you can live with, act on measured drift, use contributions and cash where sensible, and sell taxable lots only with the tax and concentration trade-off visible. That approach reduces technology concentration without turning one sell-off into an improvised market-timing decision.
