A technology sell-off is not, by itself, a reason to abandon your investment plan. Rebalance by measuring your total technology exposure, comparing it with a target allocation based on your goals and risk tolerance, and then making the smallest practical trades needed to restore that target. Use new contributions and tax-advantaged accounts first when possible; sell taxable positions only after checking cost basis, holding periods, transaction costs and tax rules.

What rebalancing after a technology sell-off actually means

Rebalancing means bringing a portfolio back to its intended mix of asset categories. The objective is risk control, not a prediction that technology will rise or fall next. A decline can reduce the value of technology holdings while leaving them either overweight or underweight, depending on how much they fell relative to the rest of the portfolio.

The U.S. Securities and Exchange Commission describes three implementation routes: sell overweight categories and buy underweight categories; buy only underweight categories; or direct ongoing contributions toward underweight categories. The SEC summarizes the purpose this way: “By rebalancing, you’ll ensure that your portfolio does not overemphasize one or more asset categories, and you’ll return your portfolio to a comfortable level of risk.”

Do not let the sell-off itself determine your new allocation. First decide whether your goals, time horizon, liquidity needs, financial situation or risk tolerance have changed. If they have, document a new target before trading. If they have not, the task is to restore the existing plan.

Step 1: Map your complete technology exposure

Concentration is frequently hidden. Owning several funds does not necessarily diversify you if each fund holds the same large technology companies. Build an inventory across every account, including retirement plans, taxable accounts, savings plans, employer benefits and derivatives.

Exposure source What to inspect Why it matters
Individual technology shares Market value, sector classification, cost basis and holding period for each lot A few large positions can dominate risk even when the account contains many securities.
Technology-sector funds Current weight, top holdings, sector definition and overlap with other funds A sector fund adds concentrated exposure on top of any technology already inside broad funds.
Broad-market funds Look through the fund’s current sector weights and largest holdings A sell-off may lower the fund’s technology weight without eliminating technology exposure.
Employer stock Shares, unvested awards, options and restrictions on selling Employment income and investment value can depend on the same company or industry.
Options and other derivatives Notional exposure, expiration, strike price, collateral and potential obligations Derivatives can create exposure much larger than the cash invested.
Accounts outside your main brokerage Old workplace plans, custodial accounts and automatic-investment programs Rebalancing one account can leave the household allocation unchanged if other accounts are ignored.

Use current market values, not the amounts originally invested, when calculating weights. For each holding, record its account type, asset category, sector, value, cost basis and tax status. Then calculate technology exposure both directly and through fund look-through. Include cash earmarked for near-term spending separately from long-term investment cash.

Step 2: Write a target allocation before placing trades

Your target should state the intended percentages for stocks, bonds, cash and international assets, plus any permitted sector tilt. It should be tied to the date you need the money, the size and stability of your emergency reserve, expected withdrawals, income flexibility and your ability to tolerate losses without abandoning the plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A target is a policy decision, not a reaction to a headline. For example, an investor who still has a long horizon and the same risk capacity may retain the prior stock allocation after a technology decline. Someone whose retirement date moved closer, whose income became uncertain or whose ability to withstand losses changed may need a different stock-and-bond mix. Write the reason for any change so that a later market move does not silently rewrite the policy.

Target component Question to answer Evidence to document
Overall stocks How much long-term growth risk can the plan withstand? Goal date, withdrawal needs and reaction to a severe drawdown.
Bonds How much stability and planned spending support is required? Duration needs, credit tolerance and the portion needed before stock recovery.
Cash Which expenses must not depend on market prices? Emergency reserve and near-term liabilities.
International stocks How much diversification outside the home market is intended? Chosen policy range and tolerance for currency and regional variation.
Technology or other sector tilt Is a tilt intentional, limited and affordable if it underperforms? Maximum permitted range and the reason for holding it.

The available evidence does not establish a universally correct percentage for technology or any other sector. A target that is appropriate for one investor can be unsuitable for another.

Step 3: Set a rule for when drift triggers action

Choose both a review schedule and a tolerance band. A calendar review, such as once or twice a year, catches gradual drift; a threshold prevents a large move between calendar dates from going unaddressed.

Vanguard gives a five-percentage-point example: a portfolio intended to be 70% stocks and 30% bonds would be reviewed after drifting to 76% stocks and 24% bonds. That is an illustration, not a universal prescription. You can define a percentage-point band, a relative band or a combination, but apply the rule consistently rather than changing it because a market story feels urgent.

Set separate limits if a technology tilt is allowed. For instance, a policy might specify a broad stock range and a narrower maximum for any one sector. The rule should also say whether drift is measured across the household or separately within each account, and who is responsible for checking it.

Step 4: Select an implementation route

Once a target and trigger are written, choose the least disruptive route that corrects the allocation. The three routes identified by the SEC can be combined when appropriate.

Route How it works Best fit Main trade-off
Sell overweight, buy underweight Sell enough of the overweight technology exposure and purchase the categories below target. Large drift that must be corrected promptly and where taxes and costs are manageable. Taxable sales can realize gains; trades incur spreads or commissions where applicable.
Buy only underweight categories Leave existing holdings in place and direct available cash to bonds, international stocks or other underweight categories. Investors with contributions or cash who want to limit realized gains. Correction may take longer, and the portfolio can remain outside the target meanwhile.
Redirect ongoing cash flows Send payroll contributions, dividends and interest to underweight categories until the target is restored. Regular savers and portfolios with substantial recurring cash flow. It cannot quickly fix a large drift when contributions are small relative to the portfolio.

Use the route that meets the policy with the fewest unnecessary transactions. A sell-off is not a requirement to trade immediately if the portfolio remains inside its permitted range.

Step 5: Use cash flows and account location to reduce friction

Direct new money first

Change automatic contributions, dividend elections and interest sweeps so new money buys underweight categories. This approach avoids selling an appreciated position and can gradually correct a moderate drift. Recheck the settings after an employer-plan change, rollover or account transfer; default elections can undo the plan.

Use tax-advantaged accounts deliberately

Exchanging investments inside a tax-advantaged account generally does not create a current capital-gains realization in the same way a taxable sale does, although contribution, withdrawal, distribution and plan rules still apply. Confirm what your specific account permits. A workplace plan may offer only a limited menu, and a transfer can change the available choices.

Vanguard’s Q4 2025 commentary identifies ongoing cash flows, tax-advantaged accounts, tax-loss harvesting and direct indexing as possible tax-management approaches when rebalancing is needed. These are tools to evaluate, not guarantees of a lower tax bill.

Step 6: Execute taxable trades with a tax plan

Before selling, list each tax lot’s purchase date, adjusted basis, unrealized gain or loss and holding period. Compare the amount that must be moved with the amount that can be moved without exceeding your tax budget. Transaction fees, bid-ask spreads and fund trading costs also matter.

  • Choose lots intentionally. Higher-basis lots may reduce a realized gain, while lower-basis lots may be useful when you have room for gains. Confirm the account’s lot-selection instruction before submitting the order.
  • Separate short-term and long-term holdings. The holding period can affect the tax treatment of a gain. Keep records for every lot and verify the rules that apply where you file.
  • Consider losses carefully. A loss may offset gains under applicable rules, but selling and buying substantially identical investments too close together can trigger wash-sale consequences. Coordinate purchases across all accounts, including automatic plans, and ask a qualified tax professional about local rules.
  • Stage a large change when appropriate. Vanguard’s reallocation guidance says a shift greater than 10% may be made gradually. Staging can spread market and tax effects, but it also leaves the portfolio away from its target for longer and is not automatically superior.
  • Reserve for the liability. A realized gain does not create cash for its tax payment. Estimate the liability before trading and retain enough liquidity for any payment due.

Tax advice depends on jurisdiction, account type, income and the exact transaction sequence. A qualified tax professional can review those details before you place a large order.

Where to redeploy money after reducing technology exposure

Do not choose a destination simply because it did not fall as much in the sell-off. Evaluate each candidate against the role it plays in your target allocation.

Destination role What to evaluate When it may fit
Broad domestic equities Remaining technology weight, sector overlap, valuation risk, fees and liquidity When the target calls for stock exposure but the technology concentration is above policy.
International equities Regional mix, currency exposure, overlap with existing funds and trading costs When international diversification is below the written target.
Investment-grade bonds or other planned fixed income Duration, credit quality, interest-rate sensitivity, yield and account location When the portfolio needs stability or a lower stock weight.
Cash or cash-like reserves Safety, access, inflation risk and the date funds will be spent For emergency reserves and near-term obligations, not as a substitute for every long-term allocation.
An intentional, limited sector tilt Maximum size, overlap and the ability to tolerate prolonged underperformance Only when the investment policy explicitly permits the tilt.

For every candidate, compare eight dimensions: concentration and overlap with current technology holdings; its stock, bond or cash role; volatility and downside behavior; correlation with existing holdings; liquidity and trading spread; fees; tax location and realized gains; and fit with your horizon and risk capacity. The evidence does not support a universal security or percentage mix.

Step 7: Check for residual concentration after trading

Recalculate the portfolio after orders settle. A technology-sector fund sale may reduce one line while broad growth funds, employer shares and index holdings preserve a high combined exposure. Review the top holdings and sector weights of every fund, not just the fund names.

Also check concentration by issuer, not only by sector. Several funds can own the same company. Employer stock deserves a separate limit because its price risk can coincide with job and income risk. Options require a notional-exposure review rather than a simple account-value percentage.

Document the post-trade technology percentage, the overall stock/bond/cash mix, the account used for each trade, realized gains or losses and any remaining exception to policy.

An illustrative rebalance calculation

Consider a hypothetical $100,000 portfolio with a written target of 70% stocks and 30% bonds. After market movements, it is worth $95,000: $72,200 in stocks and $22,800 in bonds. Stocks now represent 76% of the portfolio and bonds 24%, matching Vanguard’s five-percentage-point illustration.

Current value Current weight Target value at $95,000 Adjustment
Stocks $72,200 76% $66,500 Reduce by $5,700
Bonds $22,800 24% $28,500 Increase by $5,700

The figures are mathematical examples, not a recommendation. An investor could sell $5,700 of stock and buy bonds, direct the next contributions to bonds, or combine both routes. In a taxable account, the decision depends on lot basis, gains, losses and costs; in a tax-advantaged account, the plan’s exchange rules still apply.

Common mistakes and how to correct them

Reacting to the headline instead of the policy

Problem: Selling every technology holding after a decline can turn a temporary allocation drift into an unintended bet against the sector. Correction: Compare the current portfolio with the written target and trade only what the rule requires.

Counting funds instead of exposure

Problem: Three funds can share the same companies and leave the portfolio concentrated. Correction: Use look-through holdings and sector weights, then calculate the combined exposure.

Ignoring taxes until after the order

Problem: A large gain or a wash-sale issue appears after settlement. Correction: Review lots, holding periods, planned purchases and local rules before submitting trades.

Moving more than the policy requires

Problem: A small drift prompts a full redesign, adding costs and new risks. Correction: Define a threshold and make the smallest practical correction.

Using cash as an emotional refuge

Problem: Cash purchased after a fall may remain uninvested even though the target still calls for long-term stock exposure. Correction: Assign cash a specific emergency or near-term spending role; otherwise follow the target allocation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rebalancing one account while ignoring the household

Problem: A retirement-plan exchange appears balanced, but employer stock or a taxable account keeps technology overweight. Correction: Measure all relevant accounts before deciding where the trade should occur.

A repeatable maintenance checklist

  1. Set a review date and record the portfolio’s total value.
  2. Export or list every holding, account, sector, fund overlap, employer position and derivative exposure.
  3. Calculate current stock, bond, cash, international and technology weights.
  4. Compare each weight with the written target and drift bands.
  5. Confirm whether a genuine life change requires a new target rather than a routine rebalance.
  6. Redirect contributions, dividends and interest to underweight categories.
  7. Choose account locations and taxable lots that meet the policy with the least unnecessary tax and trading friction.
  8. Check fees, spreads, liquidity, wash-sale exposure and any plan restrictions.
  9. Place trades, save confirmations and record the rationale, date and realized amounts.
  10. After settlement, recalculate total exposure and schedule the next review.

Vanguard’s September 2, 2026 client guidance describes regular rebalancing as a repeatable process that keeps portfolios aligned with intended risk and limits drift. That process is more reliable than attempting to identify the exact bottom or top of a technology sell-off.

When a professional review is warranted

Consider individualized advice when the portfolio includes concentrated employer stock, options, restricted shares, multiple tax jurisdictions, a large unrealized gain, charitable-giving plans, a pending retirement or a near-term withdrawal. A professional can coordinate asset location, lot selection, estimated taxes and a written investment policy. The decision to hire help should be based on complexity and the cost of an error, not on a promise that anyone can forecast the next sector move.

Bottom line

After a technology sell-off, measure total exposure, reaffirm or rewrite the target allocation, apply a pre-set drift rule and use the lowest-friction implementation route. Contributions and tax-advantaged accounts can reduce the need for taxable sales; when sales are necessary, review basis, holding period, losses, wash-sale rules and costs first. Rebalance to the risk level your plan can sustain, not to the sector that recently performed best or worst.
