An AIB Ireland Construction PMI reading above 50 means construction activity increased overall from the previous month. A reading below 50 means activity decreased, while 50 indicates no overall change. The index is a diffusion measure of how many surveyed companies reported higher, unchanged or lower activity; it is not a percentage growth rate for construction output.
The latest available release in the AIB archive, covering August 2026, reported a Total Activity Index of 50.7, down from 53.0 in July. That combination means activity still expanded, but only slightly and at a slower pace.
What the AIB Construction PMI actually tells you
50 is the month-on-month dividing line
The AIB Ireland Construction PMI is compiled by S&P Global from a monthly survey of construction companies. Its main indicator is the seasonally adjusted Total Activity Index, often referred to as the construction PMI.

- Below 50: surveyed companies reported an overall decrease.
- Exactly 50: reports of increases and decreases balance after unchanged responses are included, indicating no overall change.
The threshold describes direction, not the size of the change. A reading of 50.7 is technically expansion, but it is much closer to stagnation than a reading of 60. The distance from 50 is useful for judging the breadth and strength of the survey signal, but it should not be converted directly into a percentage change in output.

It is not a construction-output growth rate
Do not read 53.0 as “construction output grew 3 percent,” or 49.9 as “output fell 0.1 percent.” A diffusion index records how widespread a change is among respondents. It does not record how many tonnes of material were installed, how many projects were completed or how much the value of production changed.
The Central Bank of Ireland describes this distinction as the difference between the extensive margin—how many firms report a change—and the intensive margin—the size of the change reported by each firm. A large company and a small company contribute survey responses according to the methodology; the headline does not add their euro output together.
Direction and pace are separate questions
When comparing two readings, ask two questions in order:

- Has it moved farther from or closer to 50?
For example, a move from 48 to 51 indicates a change from contraction to expansion, even though the expansion is slight. A move from 58 to 53 remains expansion, but the pace has weakened. A move from 51 to 49 indicates a return to contraction.
What the August 2026 reading says
The AIB/S&P Global release dated 8 September 2026 reported responses collected from 12 to 27 August. The seasonally adjusted Total Activity Index was 50.7, compared with 53.0 in July. It was the second consecutive monthly increase in total activity, but the slower reading showed that growth had eased markedly midway through the third quarter.

The subsectors did not move together
The aggregate reading hides important differences between parts of the industry:
- Commercial activity increased modestly.
- Civil engineering was broadly unchanged.
- Housing activity decreased solidly.
Therefore, 50.7 does not mean every construction category expanded. It means the combined survey balance was just on the expansion side of the threshold. A contracting housing component can coexist with rising commercial work when the commercial increase offsets the housing decline in the aggregate.

Supporting indicators in the same release
Several other survey measures add context, but none replaces the headline:
- New orders expanded for a second month and did so at a faster rate.
- Business confidence reached a six-month high.
- Employment growth slowed to a marginal pace.
- Input costs rose more sharply.
- Supplier delivery times lengthened.
These indicators answer different questions about demand, expectations, staffing, costs and supply conditions. They should be reported separately from the Total Activity Index rather than blended into a single “growth” number.
How the index is calculated
Who is surveyed and when
The panel contains around 150 construction companies. It is stratified by company workforce size, with the structure designed around firms’ contributions to GDP. Respondents provide comparisons with the previous month during the second half of each month.
This timing makes the PMI relatively prompt. August responses were gathered before the full set of official August production statistics would normally be available, which is one reason analysts use the survey as an early signal rather than as a final accounts measure.
The diffusion-index formula
For each survey variable, S&P Global calculates an index by adding the percentage of respondents reporting “higher” to half the percentage reporting “unchanged.” In compact form:
Index = percentage reporting higher + 0.5 × percentage reporting unchanged
The result is then seasonally adjusted for the headline series. A simple illustrative example makes the mechanics clear:

This example produces an index of 55 because increases are more prevalent than decreases once unchanged answers receive half weight. It still does not tell you whether firms increased activity by 1 percent or 30 percent. The survey records the direction reported by each company, not the magnitude of its project-level change.

Seasonal adjustment matters
Construction has recurring seasonal patterns. The headline Total Activity Index is seasonally adjusted so that routine calendar effects do not dominate month-to-month comparisons. Underlying survey responses are not revised after publication, but seasonal-adjustment factors can change, which can alter the adjusted historical series.
That means a later data download can show a small difference in a seasonally adjusted historical value without implying that respondents’ original answers were rewritten. When maintaining a time series, record the release date and the vintage of the adjusted data you used.
Use the correct comparator
S&P Global cautions that the construction Total Activity Index can be called the “Construction PMI,” but it is not directly comparable with the headline manufacturing PMI figure. The appropriate cross-sector comparisons are the construction Total Activity Index, the Manufacturing Output Index and the Services Business Activity Index. Those measures are designed to represent activity in their respective sectors.

Why the CSO series is the output check
The Central Statistics Office’s Production in Building and Construction Index is intended to monitor monthly changes in the value and volume of production. Its primary purpose is measuring changes in value added at constant prices for Irish enterprises in NACE Rev. 2 construction Sector F.
The two series are complementary. The PMI can indicate that more firms are becoming busier before official production data arrive. The CSO index can then show whether measured production actually changed, and by how much. A divergence is not automatically an error: survey breadth and recorded output can move differently when a few large projects, project timing or firm size have an outsized effect.
How to read a monthly release step by step
- Identify the reference month. Check whether the release describes August, July or another month. Do not confuse the release date with the month measured.
- Find the seasonally adjusted Total Activity Index. This is the headline construction signal. Do not substitute new orders, confidence or employment for it.
- Compare the number with 50. Above 50 means expansion from the prior month; below 50 means contraction; 50 means no overall change.
- Compare it with the previous reading. A decline that remains above 50 means slower expansion, not contraction.
- Check the subsectors. Read housing, commercial and civil-engineering results separately to see whether the aggregate masks divergent conditions.
- Review demand and capacity indicators. New orders, hiring, delivery times, costs and confidence help explain the headline but are not interchangeable with it.
- Look for a sequence rather than one print. Two or more consecutive readings can establish a direction more reliably than an isolated move close to 50.
- Cross-check official output data. Use the CSO Production in Building and Construction Index when the question is realized production rather than survey sentiment.
- Record the vintage. Note the publication date because seasonal adjustment can change historical adjusted values even though underlying responses are not revised.
How much confidence should you place in the signal?
It is timely, but it is not an official accounts measure
PMIs are useful because they arrive quickly and summarize conditions across many companies. They are still survey indicators. They do not guarantee the next quarter’s output, employment or investment result, and a headline above 50 does not establish that every subsector or every firm grew.

The housing PMI’s forecasting record varies by cycle
The Central Bank of Ireland’s Quarterly Bulletin Q1 2026 examined whether the housing component helps forecast housing output. Including the housing PMI improved in-sample model fit, but a one-year pseudo-out-of-sample comparison covering 2017–2025 produced varying and inconclusive results. On average, the model without the PMI performed marginally better in that comparison.
The bank’s conclusion is conditional: housing PMI readings can lead output during expansions, while the relationship weakens during contractions. Treat the index as one input alongside structural indicators rather than as a stand-alone forecast.

Structural checks that can confirm or challenge the signal
For a fuller assessment, compare the PMI with indicators that reflect conditions outside the survey’s diffusion calculation:
- Official CSO construction production and value-added statistics.
- Housing completions, commencements and planning or building activity where relevant to the question.
- Public infrastructure and civil-engineering project pipelines.
- Interest rates, credit conditions and financing availability.
- Material prices, labour availability and supplier lead times.
- Company-level orders, tender activity and project schedules.
The appropriate mix depends on whether you are assessing housing, commercial building or civil engineering. A housing reading should not be used as a proxy for infrastructure conditions, and a strong commercial component does not prove that residential output is rising.

Treating the index as a percentage
The most serious error is translating the distance from 50 into an output growth rate. The index is a balance of survey responses. It has no built-in conversion such as “53 equals 3 percent.”
Calling a slower expansion a contraction
If the index falls from 53.0 to 50.7, the pace has slowed, but the latest reading remains above the no-change line. Use “slower expansion” or “modest growth,” not “the sector contracted.”
Assuming all subsectors followed the headline
An aggregate index can rise while one component falls. Always check the housing, commercial and civil-engineering components before making a claim about a specific market.

Confusing new orders with completed work
New orders provide information about incoming demand. They do not measure the value of construction completed during the month and should not replace the Total Activity Index or official production data.
Comparing unlike PMI headlines
The construction Total Activity Index should not be compared mechanically with the headline manufacturing PMI. Use the construction, manufacturing-output and services-business-activity measures that S&P Global identifies as the comparable activity indices.
Ignoring the survey window
A report published in early September can describe responses collected from 12 to 27 August. It is a timely August signal, not a real-time reading of conditions on the publication date.

Choosing the right interpretation for your purpose
If you are tracking the national construction cycle
Start with the Total Activity Index and its distance from 50, then build a short time series rather than relying on one release. Confirm the direction against the CSO production index and note whether the commercial, housing and civil-engineering components agree.
If you are assessing housing conditions
Use the housing component directly and keep it separate from the total index. Add official housing and construction statistics and account for the Central Bank’s finding that the PMI’s forecasting usefulness changes between expansions and contractions.
If you are evaluating demand for future work
Give more attention to new orders and business expectations, but label them as forward-looking survey measures. They indicate reported demand or confidence, not guaranteed project starts or completed output.
If you are monitoring cost and delivery pressure
Read input costs and supplier delivery times as operating-condition indicators. A sector can show an activity expansion while margins are pressured by faster cost increases or longer delivery times.

Used together, these sources support a disciplined conclusion: the PMI is an early, survey-based direction signal; the CSO index is the appropriate companion for measured production; and neither should be treated as a guaranteed forecast of the next quarter.
