The percentages on a U.S. clothing label describe the garment’s fiber composition by weight, usually listed from the largest share to the smallest. They do not tell you everything about the garment: care instructions, country of origin, and the responsible company are separate label information. Read all of those elements together, and treat a prominent phrase such as “cashmere blend” as a prompt to find the actual percentage rather than as a complete description.
What information a fabric label actually provides
For certain textile products sold in the United States, the Federal Trade Commission (FTC) requires a disclosure of the generic names and percentages by weight of the constituent fibers. The same rule covers the manufacturer or marketer’s identity and the country where the product was processed or manufactured. These requirements apply to specified products and have exceptions; they are not a universal rule for every object made from textile material or for every country.
A sewn-in label, hang tag, or package may therefore contain several different kinds of information. The safest way to read it is to keep each category separate:
- Fiber content: the named textile fibers and their percentages by weight.
- Care instructions: directions for cleaning the finished item, such as washing, drying, ironing, bleaching, or professional cleaning.
- Country of origin: where the covered product was processed or manufactured under the applicable origin rules.
- Manufacturer or marketer identity: the company name or other responsible-business information required by the rule.
The FTC describes the disclosure this way: “The Textile Fiber Rule requires that certain textiles sold in the United States carry labels disclosing the generic names and percentages by weight of the constituent fibers in the product, the manufacturer or marketer name, and the country where the product was processed or manufactured.”

How to interpret the percentages
Percentages are by weight
A percentage on a fiber-content statement is a percentage of the product’s fiber weight, not a percentage of the garment’s surface area, yarn count, or number of threads. A label saying 65% rayon and 35% polyester means rayon accounts for the larger share of the labeled fiber weight and polyester the smaller share.
| Label entry | What it means | What it does not establish |
|---|---|---|
| 65% rayon | Rayon is 65% of the labeled fiber weight in this hypothetical blend. | It does not, by itself, guarantee a particular feel, strength, warmth, drying time, or environmental profile. |
| 35% polyester | Polyester is 35% of the labeled fiber weight. | It does not reveal the construction, finish, coating, or performance of the finished garment. |
FTC guidance says fiber names are generally listed in descending order of predominance. That convention lets you identify the largest labeled fiber quickly, but it is not a performance ranking. A dominant fiber alone cannot tell you how soft, durable, breathable, warm, shrink-prone, or sustainable a garment will be. Those outcomes can depend on construction, finishing, fit, and use, none of which the fiber statement fully describes.
What a 100% claim means—and the 3% tolerance
A claim such as “100% cotton” communicates that the product is represented as containing only that named fiber. FTC guidance also describes a 3% tolerance for small, unintended variations in fiber content caused by manufacturing inconsistencies. The tolerance is not permission to knowingly misstate the composition. The FTC’s example rejects calling a garment “100% silk” when another fiber was intentionally added, even if the added amount is small.
In practical terms, do not treat “3%” as a license for a seller to choose a convenient label. It is a limited allowance for unintended variation, not an option to omit an intentionally used fiber. The FTC guidance page does not state a year for this tolerance, so the figure should be understood as guidance rather than as a blanket exemption from accurate labeling.
Fibers below 5% and the “other fiber” category
Under the general rule, a fiber present in an amount below 5% is usually grouped under “other fiber” or “other fibers” instead of being listed by name. There are important exceptions:

- Wool: Wool must be identified by name and percentage rather than hidden in a generic “other fibers” entry.
- Functional significance: A smaller amount may be named when it performs a definite function. Spandex used to provide stretch is the common type of example cited in FTC guidance.
Consequently, a short “other fibers” entry does not necessarily mean that no minor fibers are present. Conversely, a named low-percentage fiber may appear because its function matters, not because it represents a large share of the garment.
A fiber statement is not a parts list
The fiber disclosure concerns constituent textile fibers. Non-fibrous components such as buttons, zippers, beads, sequins, and leather patches generally do not have to appear in that statement. Some textile trim is excluded as well. A jacket can therefore contain a leather patch or a metal zipper without those components changing the percentages printed in the fiber disclosure.
This distinction matters when you are trying to identify every material that touches your skin, affects cleaning, or could cause an allergy. Read the rest of the garment description and inspect the item itself; do not assume that the fiber-content line inventories every component.
Prominent specialty-fiber wording is not enough
Hang tags often emphasize a luxury or specialty fiber. If a seller highlights cashmere, for example, FTC guidance says the actual percentage should be disclosed. Find the full fiber statement and check the number instead of relying on a large headline such as “cashmere blend.” The same reading habit applies to any specialty fiber that receives marketing emphasis.
Why care instructions are a different label question
Fiber content tells you what fibers are disclosed in the product. It does not tell you how the finished garment should be cleaned. Care labeling is governed separately. The FTC states: “The Care Labeling Rule requires manufacturers and importers to attach care instructions to clothing and some piece goods.”

For covered garments, care directions must have a reasonable basis, and the label should warn about procedures that could damage the item when a consumer follows an expected method. A “Dryclean Only” instruction, for instance, requires evidence that washing would harm the garment; it is not merely a substitute for knowing the fiber percentages.
Use the two statements together
Start with the care label when deciding what to do with the garment you already own. Use fiber content to understand the disclosed composition and to compare labels, but do not replace the stated care method with a rule based only on a fiber name. The same fiber can appear in products with different constructions, finishes, linings, or trims, and the care direction applies to the finished item.
When the instructions seem incomplete
- If the fiber statement is present but no care direction is visible, check another sewn-in label, the reverse side of a tag, or the packaging before cleaning.
- If a care direction conflicts with a retailer’s informal description, follow the attached instruction for the covered garment and retain a photo of the label for your records.
- If the label warns against a method, do not infer that a low percentage of a particular fiber makes the warning irrelevant.
Country of origin is not the origin of the fiber
An origin statement addresses where the covered textile product was processed or manufactured. It does not, by itself, say where cotton was grown, where wool was shorn, where a synthetic raw material was produced, or where every stage of the supply chain occurred.
For covered imported products, FTC guidance calls for the specific country rather than a broad regional description such as “European Union.” Separate Customs rules may also apply, especially when a product has a complicated production history. Treat “Made in [country]” as a statement about the product’s declared processing or manufacture, not as full raw-material traceability.
How to read a label step by step
- Locate every label surface. Check the neck, side seam, waistband, pocket, package, and hang tag. Fiber, care, origin, and business identity may not appear on the same piece of material.
- Find the fiber-content heading or line. Copy the generic fiber names and percentages exactly as printed. Do not substitute a marketing term for the generic name.
- Check the order. The first named fiber is generally the largest share by weight, followed by smaller shares. Note any “other fiber” or “other fibers” entry.
- Look for named minor fibers. A named fiber below 5% may be present because it has a definite function; wool is identified by name and percentage under the special rule.
- Check whether a highlighted specialty fiber is quantified. If the hang tag calls out cashmere or another specialty fiber, find its percentage in the complete disclosure.
- Read the care instructions independently. Record the wash, bleach, dry, iron, and professional-cleaning directions. Do not derive a cleaning method from composition alone.
- Read the origin statement precisely. Note the named country and remember that it refers to processing or manufacture, not necessarily to the source of the raw fiber.
- Identify the responsible business. Record the manufacturer or marketer information if you need to contact the company about a missing, damaged, or confusing label.
- Inspect what is not covered by the fiber line. Look for leather patches, coated surfaces, beads, sequins, linings, and other components that may affect use or care without appearing in the fiber percentages.
How to compare two garments using only their labels
A label can support a disciplined comparison, but only on facts it actually states. Use the following axes rather than assuming that one fiber is universally better:

| Comparison axis | Question to ask | Limit of the comparison |
|---|---|---|
| Predominant fiber | Which generic fiber is listed first? | First place indicates the largest labeled weight share, not a complete performance verdict. |
| Blend percentages | How do the named shares and any “other fibers” entry differ? | The statement does not describe weave, knit, density, finish, or construction. |
| Specialty fiber | Is the promoted fiber named and quantified? | A marketing phrase without a number is not a full composition disclosure. |
| Care method | Does either garment require hand washing, line drying, or professional cleaning? | Care instructions describe the finished item and should not be replaced by a fiber stereotype. |
| Origin statement | Which country is stated for processing or manufacture? | This is not a statement of raw-fiber origin or complete supply-chain history. |
If a comparison cell is not stated on either label, leave it unresolved. Do not infer a missing percentage, country, or care method from the product name or from a photograph of the fabric.

“The largest percentage tells me how the garment will perform.”
It tells you which fiber supplies the largest share of labeled fiber weight. It does not establish softness, durability, warmth, breathability, shrinkage, or environmental impact. Those conclusions require information beyond the FTC composition disclosure.
“The fiber line lists every material in the garment.”
Buttons, zippers, beads, sequins, leather patches, and some textile trim generally fall outside the fiber statement. Inspect the garment and any additional product description when those parts matter.
“Made in a country means the fibers came from there.”
The origin statement concerns processing or manufacture. It should not be read as a claim that the raw fiber was grown, extracted, or produced in the same country.

“Dryclean Only is just a suggestion.”
Care instructions for covered garments must have a reasonable basis. A dry-clean-only direction is supposed to be supported by evidence that washing could harm the garment; follow it unless you have reliable, garment-specific information that changes the decision.

“A tiny percentage can always be omitted.”
The usual below-5% treatment has exceptions for wool and for fibers with definite functional significance. Intentional additions also cannot be hidden behind the 3% tolerance.
Which products and jurisdictions these rules cover
The explanations here are for consumers reading U.S. clothing and textile labels under FTC guidance. The Textile Fiber Rule and Care Labeling Rule cover specified products and include exceptions, so the absence or format of a label is not proof that every textile product violates a rule. The rules discussed here should not be transferred automatically to products sold in another country; check that jurisdiction’s official requirements.
The FTC material is a labeling and consumer-compliance source, not a fiber-science handbook. It establishes what certain labels must disclose and how to interpret those disclosures. It does not provide a universal ranking of fibers or blends for comfort, longevity, care difficulty, sourcing, or environmental performance.

- Read the complete fiber statement, not only the front-of-tag marketing phrase.
- Interpret every percentage as a share of fiber weight.
- Expect the names to run from the largest share to the smallest, while remembering the below-5% exceptions.
- Check whether a specialty fiber is named with an actual percentage.
- Assume that trims and hardware may not appear in the fiber line.
- Read care instructions as a separate decision, especially any dry-cleaning or damage warning.
- Treat the named country as the processing or manufacturing location, not automatically as the raw-fiber source.
- Use the manufacturer or marketer information when you need clarification about an unclear label.
Once these categories are separated, a label becomes a reliable description of the disclosed composition and handling requirements rather than an all-purpose claim about the garment. It tells you what the seller is representing, while leaving construction, performance, and full supply-chain questions to other evidence.
