A flood map is only as useful as the question it was built to answer. To read one correctly, first identify the product and its purpose, then read the legend and metadata before interpreting any color. Record the water reference, scenario or event level, year, units, vertical datum, depth, connectivity, and confidence. Finally, treat the mapped edge as a screening estimate unless the responsible agency or a site-specific survey confirms it.

NOAA’s Sea Level Rise Viewer is a conditional planning tool; FEMA’s Flood Insurance Rate Maps are regulatory products for their stated insurance and floodplain purposes; NOAA’s inundation dashboard and USGS flood-inundation maps address observed conditions, tidal probabilities, or river stages. These products can all show blue areas while answering different questions.

Start by identifying what the map is for

Before looking at colors, find the map name, publisher, date, and stated purpose. A coastal sea-level-rise scenario, a river-stage response map, a current tide display, and a FEMA insurance map are not interchangeable. The same parcel can appear differently because each product uses a different water reference, terrain model, event definition, or regulatory standard.

Product Primary question Typical water reference What it displays Appropriate use
NOAA Sea Level Rise Viewer What areas could be affected under a specified relative sea-level-rise scenario? Local Mean Higher High Water (MHHW) plus relative sea-level rise Potential inundation extent, relative depth, confidence, marsh migration, vulnerability, and high-tide-flooding views Coastal planning and screening
NOAA inundation dashboard How often could observed or projected water levels exceed a threshold at a tide station? Station-specific tidal datum and observed water-level record Exceedance-probability plots, including 1-, 2-, 10-, and 100-year levels where at least 30 years of observations are available Current conditions, trends, and frequency context
USGS flood-inundation map Which river areas may flood at a given river stage? River stage tied to a gage and local elevation data Stage-based flood extent and depth information River response, preparedness, and operations
FEMA Flood Insurance Rate Map or National Flood Hazard Layer What mapped flood hazard applies for the product’s regulatory purpose? Panel-specific vertical and horizontal datums documented by FEMA Flood-hazard zones, mapped boundaries, and related regulatory information Insurance, floodplain administration, and permitting questions

FEMA’s Flood Map Service Center and National Flood Hazard Layer are the official public sources for FEMA flood maps. NOAA and USGS tools support coastal, tidal, and river planning but do not replace a FEMA determination where a regulation or insurance requirement applies.

Read the legend before interpreting colors

Color is a visual shorthand, not a universal code. Open the legend and determine exactly what the layer represents:

  • Water depth: darker blue can indicate greater relative depth in NOAA’s viewer.
  • Flood extent: a filled polygon may show land that reaches a selected water level, without showing how deep every point is.
  • Confidence: a separate layer can express how reliably the model classifies an area as inundated.
  • Land cover or vulnerability: some NOAA views use color for marsh migration, exposed assets, or other planning information rather than water.
  • Regulatory zone: FEMA shading identifies the classification used on that map panel; it is not the same as a sea-level-rise projection.

Check whether the layer is actually visible at your current zoom. Viewers often turn layers on or off, and a map can retain a color from a different layer than the one you intended to inspect. Click a location, when the viewer allows it, to expose the layer value and metadata rather than relying on the background color alone.

Record the water level, datum, scenario, and year

Understand the water reference

NOAA’s Sea Level Rise Viewer references water levels to local Mean Higher High Water (MHHW), a tidal datum based on the average of the higher high water level each tidal day over the datum’s calculation period. A map expressed relative to MHHW is not automatically comparable with one expressed relative to a geodetic elevation datum or a river flood stage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NOAA summarizes the construction as Future water level = datum + RSLR, where the datum is the selected baseline water level and RSLR is relative sea-level rise. “Relative” includes the combined effect of ocean-level change and vertical land movement represented in the local reference; it is not simply a global ocean-average number.

Capture the scenario and target year

Write down the selected rise amount or pathway and the target year before you interpret the footprint. USGS’s 2022 federal report provides low, medium, and high projections by decade through 2150, along with extreme-water-level probabilities. A 2050 or 2100 footprint is therefore conditional on a pathway and a time horizon; it is not a promise that one exact shoreline will occur on that date.

If the interface offers a percentile, pathway, or local scenario name, record it as well. Two layers with the same year can still represent different assumptions. Keep the unit attached to the number, such as inches, feet, centimeters, or meters, and note whether the value is a rise above the selected datum or a total water level.

Check the map’s date and version

Terrain, tide-station records, scenarios, and agency methods are updated. Save the product date, panel identifier, or download date with any screenshot or decision record. A map without its date and metadata cannot be compared reliably with a later revision.

Interpret blue areas, depth, and hydrologic connectivity

Blue does not automatically mean the same depth everywhere

In NOAA’s viewer, darker blue indicates greater relative depth. Read the depth legend and its unit; do not infer depth from screen color alone. A filled blue area can be shallow but broad, while a smaller dark patch can represent deeper water. If the map provides a numeric identify tool, use that value for the point of interest.

Check whether water is connected to the ocean

NOAA describes blue areas as hydrologically connected to the ocean in its sea-level-rise mapping. Low-lying green areas may be unconnected. They can result from the elevation model, drainage representation, barriers, or other modeling artifacts rather than a continuous pathway for seawater. Treat an isolated low spot as a prompt for investigation, not proof that ocean water will reach it.

Connectivity also matters for practical impacts. A connected inlet, channel, or overtopping route can transmit tides and surge differently from a depression that would fill only through rainfall, groundwater, drainage failure, or a separate breach. A screening map may not resolve those local hydraulic pathways.

Use confidence and uncertainty correctly

NOAA’s mapping-confidence display uses 80 percent as a high degree of confidence. In that context, a blue area may be correctly mapped as inundated more than eight times out of ten under the represented conditions. This is a classification-confidence concept, not a guarantee that flooding will occur eight times or that the remaining uncertainty is harmless.

Orange or otherwise uncertain areas deserve additional checking. Look for the confidence layer, elevation source, and notes about terrain resolution. Small differences in elevation near a threshold can move the apparent edge by a substantial distance on the ground, especially on gently sloping coastal terrain.

Do not treat a colored boundary as a survey line. NOAA says its maps illustrate the scale of potential flooding rather than the exact location. The viewer is a planning reference and should be verified with a site visit or more detailed analysis when a decision depends on a boundary.

Separate sea-level-rise scenarios from flood-frequency labels

A scenario height is not a return period

A sea-level-rise map asks what could be inundated if a specified future water level is reached. A frequency map asks how often water levels of a specified magnitude have been exceeded or are expected to be exceeded. Those are different dimensions. A projected rise by a target year does not mean that the mapped water level occurs only once in that year, and a “100-year” level does not mean the next event is scheduled 100 years from now.

What “100-year flood” means

A 100-year event is a probability statement: under the statistical model and record used, the annual exceedance probability is 1 percent. Two 100-year floods can occur in consecutive years, and more than one can occur in a single year. The label is not a waiting-time promise.

NOAA’s dashboard plots 1-, 2-, 10-, and 100-year exceedance levels at stations with at least 30 years of observations. The station record, datum, and calculation method matter. A frequency level from one station should not be copied to an inland location or a different datum without analysis.

Read frequency plots alongside the map

When a dashboard provides a curve or table, identify the vertical level, the probability or return period, the station, and the observation period. Then ask whether the plotted level includes tides only or another component such as surge. A frequency plot can explain how unusual a water level is at a station, while a separate inundation layer estimates where that level may reach on land.

Compare two maps without creating a false contradiction

Maps can appear to disagree while both are internally consistent. Compare the following metadata before drawing a conclusion:

  • Purpose: insurance regulation, future planning, current conditions, or river-stage response.
  • Water reference: MHHW, another tidal datum, a flood stage, or a geodetic vertical datum.
  • Scenario and year: the same rise pathway, percentile, and target date.
  • Event definition: scenario height versus exceedance probability or return period.
  • Quantity shown: depth, extent, elevation, confidence, or a regulatory zone.
  • Terrain and resolution: elevation source, grid resolution, and treatment of barriers and drainage.
  • Geographic coverage: a local panel, a tide-station area, a river reach, or a broad coastal screen.
  • Uncertainty treatment: whether confidence or sensitivity is displayed.
  • Product date: the version and underlying observations used.

FEMA notes that agencies may use different horizontal projections and vertical datums and that these must be documented through the mapping process. A datum mismatch alone can shift an apparent boundary. Reprojecting a map does not convert its vertical reference; both horizontal and vertical metadata must be reconciled.

Locate a property or place carefully

  1. Search for the site and zoom in. Confirm the correct parcel, road, shoreline, or facility. A nearby point can fall on a different elevation or drainage feature.
  2. Turn on a reference layer. Use roads, buildings, contours, parcel outlines, or aerial imagery to check positional alignment.
  3. Identify the exact overlay. Make sure you are viewing the intended scenario or flood zone, not a background layer or a previous selection.
  4. Use the identify or query function. Record the local depth, elevation, confidence, and any pop-up notes.
  5. Inspect the surrounding area. Look for channels, levees, roads, dunes, canals, culverts, and low spots that affect connectivity.
  6. Save the context. Keep the map name, scenario, year, datum, date, and screenshot or exported layer with your notes.

A parcel that is mostly outside a mapped footprint can still have an access road, utility, septic area, or lower building corner inside it. Evaluate the site and its connections, not only the parcel centroid or the nearest colored pixel.

Know what NOAA’s screening map leaves out

NOAA identifies important limitations for its viewer. It does not account for erosion, subsidence, or future construction. Its displayed highest-high-tide water level excludes wind-driven tides. Elevation errors, drainage infrastructure, levees, canals, and local hydraulic behavior can change real-world flooding. A screening layer therefore indicates potential scale and location, not a finished engineering design.

These omissions do not make the viewer useless. They define the question it can answer: where low-lying land could be exposed under a selected water-level scenario. For a building design, evacuation route, insurance dispute, purchase, or legal boundary, the map should be one input to a site-specific review rather than the final authority.

Choose the right next step for the decision

Insurance or a floodplain question

Use the local FEMA panel and the FEMA Flood Map Service Center or National Flood Hazard Layer. Confirm the panel date, zone, base-flood information, and any map amendments. Ask the responsible local floodplain administrator or insurer how the official map applies to the property.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coastal planning or adaptation

Use NOAA’s scenario and confidence layers, record the selected MHHW-based water level, and compare more than one pathway or year. Then obtain local elevation, drainage, and engineering information before selecting a design elevation or adaptation project.

Current high-tide or recurring nuisance flooding

Consult NOAA tide-station observations and the inundation dashboard. Examine the station’s record length, datum, and exceedance plots. A future-rise scenario does not tell you whether today’s tide is above a local threshold.

River flooding and emergency response

Use the relevant USGS flood-inundation map with the river gage and stage information. Confirm the gage, forecast or observed stage, map reach, and date. River flooding can depend on upstream rainfall, ice, debris, levees, and local structures that a coastal sea-level-rise layer does not model.

Purchase, construction, evacuation, or legal decision

Obtain a site-specific elevation or engineering review when the consequence of being on one side of a mapped line is substantial. NOAA explicitly advises verifying features with a site visit, and a licensed professional can reconcile the map’s datum and terrain with a surveyed elevation.

A compact checklist for every map session

  • Name the publisher and product.
  • State the decision the map can support.
  • Read the legend and confirm the active layer.
  • Record units, water reference, vertical datum, and horizontal projection.
  • Record scenario or event level, pathway or percentile, and year.
  • Determine whether the display shows depth, extent, frequency, confidence, or a regulatory zone.
  • Check hydrologic connectivity and nearby drainage or barriers.
  • Read the confidence and limitations notes.
  • Save the map date, panel or station, and your screenshot or export.
  • Use FEMA for official insurance-map questions and NOAA or USGS products for their stated planning or observation purposes.
  • Obtain surveyed or engineering information when a property, design, evacuation, or legal decision depends on the mapped edge.

Worked interpretation: turning a colored footprint into a defensible answer

Suppose a coastal viewer shows a property inside a blue footprint for a selected future year. A defensible interpretation would not stop at “the property floods.” First identify that the layer is a NOAA sea-level-rise scenario referenced to local MHHW. Next record the selected rise amount, pathway, year, unit, and product date. Read the depth legend and query the property rather than estimating from color. Check whether the blue area is connected to the ocean and whether a separate confidence layer marks the location as high confidence. Inspect roads and low points because access may be affected even if the building footprint is near the edge.

Then compare the result with the FEMA panel if the question concerns insurance or permitting. If the two products differ, document their datums, purposes, terrain, and dates instead of merging their boundaries. Finally, if the result would change a purchase, elevation, design, or evacuation decision, commission a site-specific elevation or engineering review. The outcome is a qualified statement about a modeled scenario, not a claim that the map line is a surveyed future shoreline.
