Start by identifying the sample: what was collected, where, when, and under what conditions. Then read the analyte, result, unit, analytical method, detection and quantitation limits, qualifier codes, and quality-control notes as one connected record. A number without that context cannot establish whether a fish is safe to eat or whether water meets its legal or ecological standard.

For fish tissue, use the current consumption advisory for the exact waterbody and species. For water, identify the designated use and the criterion adopted by the responsible state, Tribe, territory, or federal program. A nondetect means only that the measured concentration was below the method’s stated detection limit; it does not prove the substance is absent.

1. Identify exactly what was sampled

The report’s first job is to define the sample. Before interpreting any result, record the following fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Location: waterbody, station, coordinates or other site identifier, and—if supplied—sample depth.
  • Date and conditions: collection date, time, flow, weather, temperature, or other conditions that could affect the measurement.
  • Matrix: surface water, bottom water, sediment, fish tissue, or another material.
  • For fish: species, fish size or age information when listed, number of fish, whether the sample is an individual or composite, and the tissue portion (commonly fillet, but sometimes whole body, liver, or another portion).
  • Basis: wet weight, dry weight, lipid-normalized, or another reporting basis.

Do not compare unlike samples as though they were interchangeable. A fillet result cannot be treated as a whole-body result, and a dry-weight concentration cannot be compared directly with a wet-weight concentration without an explicit conversion and the assumptions behind it. A single sample also represents the stated place and time, not every part of a lake, river, coastline, or season.

EPA’s fish-advisory process treats monitoring design, field collection, laboratory processing, and risk analysis as linked steps. If any of those details are missing, ask the monitoring agency or laboratory for the complete report and its definitions before drawing a conclusion.

2. Find the analyte, result, and unit

Locate the exact chemical or water-quality parameter tested. Names that sound similar can represent different compounds, forms, or analytical groups. Record the reported value exactly as printed, including a less-than sign, estimated symbol, or other qualifier.

Check the unit beside the value. Common concentration units include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Sample type Common units What to verify
Water mg/L or µg/L Whether the result is dissolved, total, or another fraction, and whether the report uses a field or laboratory measurement
Fish tissue mg/kg or µg/kg Wet-weight, dry-weight, lipid-normalized, or another basis; tissue portion and composite design

Never silently convert units or bases. If two reports use different units, convert them only after confirming that the sample matrix and weight basis are compatible. EPA’s analytical guidance notes that lipid normalization is generally not useful for human-health fish-consumption advisory programs for contaminants that are not lipophilic, including metals and PFAS. Follow the reporting basis and method stated by the issuing program rather than applying a normalization yourself.

3. Understand detection, reporting, and quantitation limits

Laboratory reports may list an MDL (method detection limit), DL (detection limit), RL (reporting limit), QL (quantitation limit), or PQL (practical quantitation limit). The labels and definitions vary, so read the report’s own legend or method description.

What a nondetect means

A result such as <0.02 mg/L means the measured value was below the stated limit of 0.02 mg/L. EPA describes a nondetect or “less than” result as a value between zero and the detection limit. It is therefore a range, not a zero: the true concentration could be zero, or it could be just under 0.02 mg/L.

Detection limits depend on the method, instrument, sample matrix, preparation, and laboratory. The same waterbody can receive different limits in different reports. A lower limit generally gives the method more ability to resolve small concentrations, but a nondetect is useful for a health decision only if the limit is low enough relative to the applicable screening value or criterion.

Detection versus quantitation

Some reports distinguish a value that is detected but too low to quantify reliably. Such a result may be shown with a qualifier or a symbol and may fall between the detection limit and the quantitation or reporting limit. The report’s key controls how that value should be used. Do not replace an estimated detected value with zero, and do not treat it as equally precise to a result above the quantitation limit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why the limit can change the answer

Suppose a health screening value is lower than the report’s detection limit. A nondetect then cannot rule out a concentration above that screening value. EPA’s fish-tissue guidance specifically cautions that a tissue nondetect does not by itself establish unrestricted consumption when the detection limit is too high relative to the health value. Ask whether the method’s limit was fit for the decision the program was trying to make.

4. Decode qualifiers and quality-control notes

Letters and symbols beside a result can change how much confidence you should place in it. A qualifier might indicate an estimated value, nondetect, field measurement, average, result between detection and quantitation limits, or a quality-control concern. There is no universal code set: use the legend printed in that report or dataset.

Quality-control information to locate

  • Accuracy checks: whether measured values tracked known or expected values in laboratory control samples.
  • Precision checks: whether replicate or duplicate measurements agreed closely enough for the program’s criteria.
  • Warning and control limits: ranges used to flag results for review or require corrective action.
  • Batch or run notes: whether blanks, spikes, duplicates, or other controls failed.
  • Corrective action: what the laboratory did when a control limit was exceeded.

EPA advises interpreting data qualifiers before deciding how to use water-quality data. Its fish-tissue quality-assurance guidance likewise describes review of accuracy, precision, control limits, and corrective action. If a qualifier is undefined, a control failed, or the report says data are suspect, contact the laboratory or monitoring organization. A flagged result may still be usable for screening, but that decision belongs to the program’s data-quality process, not to a guess based on the number alone.

5. Choose the right comparison value for water

There is no single universal “safe water” number. First identify the jurisdiction and the waterbody’s designated use, such as recreation, aquatic life, drinking water, or another use named in the applicable standard. Then find the criterion or standard currently adopted for that use and analyte.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

EPA’s national water-quality criteria are recommendations. States and authorized Tribes may adopt those recommendations into their regulations or use them while developing their own criteria. The enforceable value for a particular waterbody can therefore differ by jurisdiction, designated use, implementation rule, or site-specific provision. Antidegradation policy may also protect existing higher-quality conditions.

Water-quality assessments can combine biological, chemical, physical, habitat, and toxicity evidence. One isolated result can identify a concern or trigger follow-up, but it is not automatically the complete assessment of the waterbody. Compare the sample’s date, location, depth, and conditions with the monitoring design and the assessment method used by the responsible agency.

6. Use fish tissue data for the fish-consumption question

Fish tissue measurements answer a human-exposure question more directly than water-only measurements. EPA explains that tissue from the commonly consumed fillet is measured to estimate risk to people eating locally caught fish. Elevated concentrations can lead to an advisory for particular species and waters.

Do not infer fillet risk from a water or sediment concentration alone when direct tissue data are needed. Contaminants can be taken up, transformed, stored, or eliminated differently among species and tissues. A water result may be useful environmental evidence without supplying the concentration a person receives from eating a fish.

How advisories translate data into advice

A fish advisory may recommend limiting or avoiding certain species from a named lake, river, coastal area, or other water. The recommendation is tied to the location and fish identified by the issuing authority. EPA’s risk-assessment approach considers fish concentration, meal size, body weight, time averaging, reference dose, cancer potency, and acceptable risk. When both cancer and noncancer limits are calculated, EPA recommends using the more conservative value.

Because advisories can change as monitoring and standards change, check the current state, Tribal, territorial, or local advisory for the exact waterbody and species. EPA reports that all 50 states and some territories and Tribes have issued fish and shellfish consumption advisories. A general regional warning is not a substitute for the current advice covering the fish you plan to eat.

7. Read dissolved oxygen without overgeneralizing it

Dissolved oxygen (DO) is commonly reported in mg/L and percent saturation. It changes with depth, location, temperature, photosynthesis, mixing, and time of day. A daytime surface sample can differ substantially from a predawn or deep-water sample.

Dissolved oxygen EPA indicator context How to use it
Below 5 mg/L Generally stressful for fish Look at sampling time, depth, temperature, and the waterbody’s applicable criterion
Below 3 mg/L Considered too low to support fish Check whether the reading was localized or part of a sustained pattern
Below 1 mg/L Hypoxic and usually devoid of life Treat as a severe ecological signal, still interpreted with site and timing context

EPA’s 2021 dissolved-oxygen factsheet notes that concentrations can range from 0 mg/L to 12 mg/L or more. These figures are descriptive indicators, not universal legal limits. Use the criterion adopted for the specific designated use and jurisdiction rather than treating an indicator value as a pass/fail rule everywhere.

  1. Match the analyte name and chemical form.
  2. Match units and confirm wet-weight, dry-weight, lipid-normalized, or other basis.
  3. Match matrix and tissue portion; for fish, compare the same species and similar composite or individual design.
  4. Compare collection dates, locations, depths, and field conditions.
  5. Compare analytical methods and laboratory sensitivity.
  6. Place each detection or quantitation limit beside the applicable criterion or health value.
  7. Review qualifier codes and QA/QC status for both reports.
  8. Apply the designated use, local criterion, or current fish advisory that governs each site.

If one report says “nondetect” at a much higher limit than another report, the two results may be compatible. The first method may simply have been unable to see concentrations that the second method could measure.

9. A practical reading workflow

  1. Make a sample identity line. Write the waterbody and station, collection date, sample type, depth if given, species and tissue portion for fish, and sample design.
  2. Copy the result exactly. Include the analyte, value, unit, less-than sign, estimated marker, and any footnote.
  3. Record the basis. Mark wet or dry weight, lipid normalization, dissolved or total fraction, and any other matrix definition.
  4. Find the limits. Locate MDL, DL, RL, QL, or PQL and read the laboratory’s definitions.
  5. Open the qualifier key. Resolve every letter or symbol before interpreting the value.
  6. Review QC notes. Check accuracy, precision, control-limit failures, batch notes, and corrective action.
  7. Select the governing comparison. For water, identify designated use and jurisdictional criterion. For fish, find the current advisory for the exact species and waterbody.
  8. State only what the result supports. Describe whether the value is detected, estimated, below a stated limit, above or below the applicable criterion, or insufficiently sensitive to answer the question.

10. Worked interpretation examples

Example: water nondetect

A line reading Compound X: <0.02 mg/L means Compound X was below 0.02 mg/L under that method. It does not establish zero. If the jurisdiction’s criterion is 0.05 mg/L, the result is below that criterion as reported. If a health screening value is 0.01 mg/L, the nondetect limit is too high to show that the concentration is below the screening value; additional testing with a lower limit may be needed.

Example: fish result with a qualifier

A fillet result reported as an estimated value between the detection and quantitation limits should be treated according to the report’s qualifier key. Confirm that the species, fillet basis, units, and current advisory match before deciding what it means for meals. Do not substitute a water concentration for the tissue value.

Example: low dissolved oxygen

A DO result of 2.5 mg/L is within EPA’s broad range considered too low to support fish, but interpretation still requires depth, time, temperature, location, and the criterion for that waterbody. One deep-water reading does not by itself prove that the entire lake or river is persistently hypoxic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

11. When the report cannot answer “Is it safe?”

A report may be technically valid yet unable to answer the question you care about. Common limits include:

  • The sample is from a different location, species, tissue portion, or date than the one of concern.
  • The detection limit is higher than the relevant health value.
  • The report lacks a qualifier legend or QC interpretation.
  • The comparison value is from a different designated use or jurisdiction.
  • The result is one observation where the decision requires seasonal, spatial, or repeated monitoring.
  • The fish result is not from the commonly consumed portion used for the advisory assessment.

In these situations, ask the issuing agency or laboratory for the complete data package, method definitions, and decision rule. If you are deciding whether to eat locally caught fish, follow the current official advisory while clarifying the report; do not create a meal limit from a raw number alone.

12. A final checklist for your report

  • Sample location, date, depth, and conditions are identified.
  • Fish species, size information, composite design, and tissue portion are recorded when applicable.
  • Analyte and unit are exact.
  • Weight or concentration basis is clear.
  • Method and detection or quantitation limits are defined.
  • Nondetects are treated as ranges below a limit, not as zeros.
  • Qualifier codes are decoded from the report’s own legend.
  • Accuracy, precision, QC failures, and corrective actions are reviewed.
  • Water results are compared with the jurisdiction’s designated-use criterion.
  • Fish results are checked against the current advisory for the precise waterbody and species.
  • Differences between reports are evaluated for method sensitivity before being called environmental change.
