Rate-limit the specific path or operation creating excess load, and verify crawler identities before allowing or blocking them. Start with logs and capacity signals, then apply a narrow, measured rule; use 429 or 503 as temporary emergency responses when the site is overloaded, not as a blanket bot policy.
How do I slow bots without blocking real visitors?
First find out which traffic is doing the work. Server or edge logs can show the user agent, requested paths, response codes, and request timing. Google Search Console’s Crawl Stats report can help identify Google crawlers involved. Compare those requests with origin capacity, route latency, error rates, and the cost of the operations being requested. A high request count alone does not establish that a crawler is harming the site.
Do not treat a user-agent string as proof of identity. Google warns that other crawlers can spoof the Googlebot header. Before creating a Googlebot exception, use Google’s documented reverse DNS verification or published IP ranges. For another crawler, validate its claimed identity against the operator’s trusted documentation. An unverified exception can give an impostor the same access as a legitimate crawler.

Use robots.txt for crawl preferences, not enforcement
A robots.txt file asks compliant crawlers to follow rules; it does not secure private content or stop clients that ignore the file. Google treats a 4xx response to robots.txt as if no robots.txt file exists, except for 429, which is handled differently. Rules apply only to the file’s own host, protocol, and port. Use authentication or another access-control mechanism for private material.

Use a rate limit for a specific expensive request
A WAF or application-level rate limit can match a request expression, count requests using selected characteristics, and apply an action after a threshold. Cloudflare documents these capabilities for websites and APIs in its rate-limiting rules guide. Available fields and features can vary by plan, so consult the current product documentation for plan-specific details.
Make the match as narrow as the evidence allows: target the path or operation creating the load rather than every request from every bot. Cloudflare’s best-practices examples include matching selected response codes, using a bot score as a condition, and counting by a session cookie. Those are examples, not universal settings. Check that the chosen signal fits your application’s traffic and identity model, and avoid counting unrelated requests together.

How should I roll out a limit?
- Measure the affected route. Use server or edge logs to identify the agents, paths, operations, response codes, and timing associated with the load. Check whether the origin is near capacity and whether the requests are actually producing errors or unacceptable latency.
- Verify crawler claims. Validate a claimed Googlebot using reverse DNS or Google’s published IP ranges; validate other crawlers with their operators’ trusted identity documentation before making exceptions.
- Choose the narrowest control. Use robots.txt for preferences you want compliant crawlers to observe. For enforcement, match the expensive path or operation and select a counting key that represents the traffic you intend to limit.
- Begin with observation or a graduated response. Where your platform supports it, observe or count first, then challenge suspicious traffic, and block only when the activity meets a clear abuse condition. This is an operational approach, not a universal action sequence prescribed by the vendors.
- Tune from outcomes. Review latency, capacity, errors, crawl outcomes, and reports of false positives after applying the rule. Adjust its match, counting key, threshold, or action when legitimate users or useful crawlers are affected.
There is no universal safe requests-per-second threshold established for all sites or crawlers. Choose and revise a limit using the route’s behavior, your capacity, observed traffic, and the consequences of false positives. Google says Googlebot generally should not access most sites more than once every few seconds on average, while noting that short periods may appear higher because of delays. That is Google-specific guidance, not a suitable threshold for other crawlers or a substitute for measuring your own site.

When should I return 429 or 503?
Use these responses for temporary capacity emergencies, not as the routine way to manage every bot. Google recommends temporarily returning 500, 503, or 429 responses to crawler requests when a site is overloaded. The resulting crawl reduction can affect the whole hostname, including URLs that are not themselves returning errors. Once the crawl rate has adapted and capacity has recovered, stop returning the emergency responses and keep monitoring the site.

A 429 response indicates that the client sent too many requests under the server’s rate rules. The server may include a Retry-After header to tell the client when to retry, but client behavior depends on its implementation. A response header communicates guidance; it does not guarantee that every client will retry in the same way.
Keep emergency controls short. Google warns that using 429 or 503 for more than one or two days may negatively affect how a site appears in Google products; persistent errors can lead to URLs being dropped from Search. Google says it retries temporarily errored URLs for about two days. Its guidance also describes temporary robots.txt blocking as an emergency measure that can take up to a day to take effect, and warns against leaving the block in place too long. Monitor the effect and remove emergency controls when conditions improve.

What limits can I use as a starting point?
Do not copy another site’s threshold as if it were a general standard. Cloudflare’s examples include 5 requests per 3 minutes for selected 403/404 responses and 10 requests per 2 minutes for a particular price-lookup operation. These are illustrative rule examples with feature or plan constraints, not general-purpose recommendations. Your threshold should reflect the load caused by the specific route, your capacity, legitimate traffic patterns, and the results you observe after deployment.
