A cryptographic signer is not a spending policy. A signer proves that a particular key authorized a transaction. A wallet policy determines what an AI agent is allowed to do: which principal it serves, which actions and destinations are permitted, how much it can spend, when a person must approve a request, and how each decision is recorded. Those rules must be enforced by the wallet ledger, API or tool gateway, card authorization system, smart contract, or another control outside the language model.

If an agent can reach an unrestricted signing key, a prompt-injection attack, compromised credential, buggy integration, or simple hallucination can turn an apparently harmless instruction into an irreversible payment. The practical design is a bounded, separately funded agent account with server-side checks, approval thresholds, route-specific controls, an audit trail, and a tested pause-and-revoke procedure.

Why a signer alone cannot control an autonomous wallet

A signer answers one narrow question: “Was this transaction authorized by the private key or key-management system?” It does not answer whether the transaction is for the right vendor, within budget, allowed by policy, still valid, or approved by a human when required. Once a signer accepts arbitrary transaction data, every rule that exists only in a system prompt or model behavior is optional from the payment system’s point of view.

The ERC-8196 agent-wallet policy proposal makes the distinction explicit by requiring policy information for the authorized agent and owner, permitted actions, allowed and blocked contracts, a maximum value per transaction, an optional daily maximum, and the policy’s validity period. These are authority controls, not identity claims. A wallet can identify the key correctly and still give it far too much authority.

Consensys’ comment to NIST and CAISI puts the security principle plainly: “The strongest constraint in agent security is to limit authority at the environment and wallet layer rather than relying solely on model alignment or behavioral safeguards.” The model may propose an action, but an independent enforcement point must decide whether money can move.

The fields a useful wallet policy needs

Write the policy as an explicit, machine-checkable object. Every field should have a defined failure behavior: deny, hold for approval, or allow. The following minimum set covers the questions an operator must be able to answer before enabling an agent.

Policy field What it controls Example decision
Owner and principal Who is accountable for the account and which person, team, or service the agent represents Only the procurement principal may authorize this agent’s budget
Agent identity Which key, API client, deployment, or agent instance may submit requests Accept requests only from the production agent identity, not a test key
Actions The operations the agent may perform Allow invoice lookup and payment; deny withdrawals and policy changes
Destinations Permitted recipient addresses, vendors, merchant IDs, or contracts Allow listed suppliers and block every new address by default
Contract and category rules Smart-contract methods, card merchant categories, or asset types Allow a purchase method on one contract; block token transfers and gambling categories
Transaction cap The largest single transaction the agent can execute without escalation Deny or require approval above 500 units of the account’s currency
Cumulative caps Total spend over a day, billing cycle, or other window Stop all further payments after the daily allowance is consumed
Validity window When the policy starts, expires, or must be renewed Expire a temporary campaign budget at 18:00 UTC on a specified date
Approval rules When a human or second authority must decide Place requests above the threshold in a hold state until approved
Audit and reason data What must be recorded for investigation and reconciliation Store the request, policy version, approver, outcome, capture, and final transaction ID

Keep policy values unambiguous about currency, network, time zone, and whether a limit is inclusive. A “daily maximum” that resets at an undocumented local midnight is not a dependable control. Treat a policy update itself as a privileged action requiring authentication, authorization, and an audit event.

Use a delegation hierarchy instead of giving the agent the parent account

A safer structure has three levels: an accountable account, a principal responsible for the work, and a child agent allocation. AgentWallet’s account, principal, and agent model illustrates the pattern. The agent receives only the child budget and permissions it needs; it does not inherit an unrestricted parent balance.

Parent bounds must dominate child bounds. A child agent cannot have a higher transaction cap, a broader destination set, a longer validity period, or a larger cumulative allowance than its parent allocation. If the principal’s policy allows 10,000 units per day, an individual agent might receive 1,000, but never 20,000. Revoking the child should not require rotating every unrelated credential in the parent account.

  • Fund a separate agent allocation rather than exposing the organisation’s operating balance.
  • Give each production agent a distinct identity so its activity can be attributed and revoked independently.
  • Keep policy administration outside the agent’s own capabilities; an agent that can edit its limits can remove its limits.
  • Use short validity windows for experiments, contractors, and one-time campaigns.

Layer controls at every place a payment can be authorized

No single rule catches every failure mode. Agent limits, payment-rail controls, destination restrictions, and hard stops should be independent where possible. AgentPay’s documentation describes these as separate policy fields rather than one all-purpose switch; see its programmable wallet policy documentation.

Layer Best at stopping Typical rule
Agent or API gateway Unapproved tool calls and malformed requests before they reach a payment rail Permit only named actions and require a policy decision for every request
Wallet ledger Excess balance, per-transaction, cumulative, and time-window violations Reject a transaction that exceeds the child allocation or daily cap
Destination and contract allowlist Payments to a hallucinated or attacker-controlled recipient Allow exact addresses, merchant IDs, contract addresses, and methods
Card authorization Merchant-category, card-present, and card-not-present abuse Block high-risk categories and require approval for a new merchant
Hard pause or kill switch Active compromise or an incident in progress Freeze the child account and invalidate its credentials immediately
Human approval High-value, unusual, or irreversible decisions Hold the request until an identified approver accepts the exact details

These layers should fail closed. If a policy service is unavailable, do not silently fall back to direct signing. If an approval expires, the request should remain unexecuted or be cancelled, not automatically released.

How to build and deploy the policy

  1. Create the accountable account and principal. Record the legal or organisational owner, the responsible principal, the supported currencies and networks, and the people allowed to change policy.
  2. Create a bounded agent allocation. Put only the funds needed for the task in the child account. Set parent limits above, but not dramatically above, the child’s intended use so an administration error has a contained blast radius.
  3. Issue scoped capabilities. Use separate API keys, service identities, or MCP capabilities for production, staging, and administration. Do not hand the model a general-purpose key that can transfer funds or edit policy.
  4. Define actions and destinations. List the exact operations, recipient addresses, vendors, contract addresses, contract methods, card categories, and assets. Default to deny for anything not listed.
  5. Set numerical and time limits. Specify the maximum per transaction, cumulative allowance, reset period, validity start and end, and the currency or unit for every value. Include a separate threshold that triggers human approval.
  6. Enforce before execution. The API or tool gateway should submit the complete proposed transaction to the policy engine. The ledger and payment authorization path must check the same limits immediately before signing or capture.
  7. Treat approval as a normal state. A request above the threshold should return approval_required, with immutable details such as recipient, amount, currency, purpose, expiry, and policy version. Approval must bind to those exact details; changing the recipient or amount should create a new request.
  8. Record the complete lifecycle. Write an append-only record for the request, policy evaluation, approval or decline, hold, authorization, capture, settlement, refund, and final transaction identifier. Include which identity acted and which policy version made the decision.
  9. Exercise pause, revoke, and recovery. Test that an operator can freeze the child allocation, revoke every agent credential, rotate keys, and reconcile pending transactions without depending on the compromised agent.

Requiring approval above a threshold

A threshold is useful only when it is enforced on the route that actually moves money. The flow should be deterministic:

  1. The agent submits a proposed payment with amount, currency, recipient, contract or merchant, purpose, and an idempotency key.
  2. The policy service checks identity, action, destination, per-transaction cap, cumulative cap, validity, and any category or method restrictions.
  3. If the amount is within autonomous authority, the authorized payment path performs a final check and executes.
  4. If the amount exceeds autonomous authority or matches an escalation rule, the system creates a hold and returns approval_required rather than signing.
  5. The approver sees the exact transaction details and policy context. An approval is recorded against that immutable request and expires after a defined interval.
  6. The payment path rechecks the limits immediately before authorization. If the daily allowance was consumed while the request was waiting, execution is denied and a new decision is required.

Do not confuse an approval message in a chat with authorization. The approval must be authenticated, attributable, and consumed once. Two-person approval can be appropriate for very high values or policy changes, but the required number of approvers and their roles must be explicit.

Restrict vendors, contracts, and payment routes

Destination controls should be specific enough to stop substitution. For blockchain transactions, that can mean an exact contract address plus an allowlisted method and argument constraints; an address-only allowlist may still permit a dangerous method. For cards, use merchant identifiers and category controls, then add a rule for first-time merchants or unusual geography. For bank or API payments, bind the destination to a verified beneficiary record rather than a free-form string supplied by the model.

Check every route separately. AgentWallet’s FAQ identifies generic x402.pay_url as an exception that is not cap-gated; it has only an optional per-call maximum. If your safety case depends on ledger caps, withhold that scope from the agent or add an independent authorization control before allowing that route. A policy that covers one API endpoint but not a direct payment URL is incomplete.

What compromise or hallucination looks like in practice

Prompt injection changes the requested recipient

An attacker can place instructions in a webpage, email, invoice, or tool response telling the agent to pay a new address. An exact destination allowlist, beneficiary verification, and approval for first-time recipients stop the substituted address even if the model follows the malicious text.

The agent repeats a valid payment

Use idempotency keys, per-transaction caps, and a cumulative window. The ledger should treat a retry as the same request when appropriate, while the audit trail records each attempt and final status.

Credentials or code execution are compromised

Assume that an attacker may be able to submit whatever the agent can submit. Keep the child balance small, deny policy administration, enforce limits outside the model, and make the pause-and-revoke path independent. Circle’s Agent Platform terms place responsibility on customers to protect credentials, verify transaction details, monitor activity, and maintain spending and access controls. They also warn that prompt injection, malware, unauthorized code execution, or other vulnerabilities can expose credentials and enable irreversible transactions.

A provider or route behaves differently than expected

Settlement timing, supported currencies, geography, provider rails, and approval behavior are configuration-dependent. Confirm them for the exact account before funding it, and test declines, holds, partial failures, refunds, and delayed settlement. Never assume that a cap on one rail automatically applies to another.

How common implementation approaches differ

The right comparison is not which product has a signer; it is where authority is expressed and enforced. The following summary uses the capabilities described in each provider’s documentation and terms. Features can vary by account configuration.

Implementation Policy and delegation Enforcement and approval Key and recovery considerations
AgentWallet Documents account → principal → agent allocations with child limits bounded by parent limits. Gated routes check caps before execution and can return approval_required; generic x402.pay_url is not cap-gated. Use route-by-route testing, pause and revoke procedures, and an independent control for uncovered routes; key-management details are not stated in the cited material.
Circle Agent Platform Terms require customers to implement spending controls, access restrictions, transaction verification, and monitoring. Exact approval behavior depends on the selected account and rail; verify it before relying on a threshold. Circle describes 2-of-2 MPC key management in 2026: signing requires two key shares, and the shares are not exposed to the agent. Compromise response still requires customer-operated controls and revocation procedures.
AgentPay documentation Separates agent caps, card authorization rules, destination and category allowlists, hard caps, and vendor blocks. Multiple policy fields address different payment failure modes; route coverage and approval semantics must be confirmed for the deployed integration. Key-management and recovery details are not stated in the cited documentation, so document them separately before production use.

Audit, monitoring, and operational checks

An audit log should let an investigator reconstruct what the agent proposed, what the policy saw, who approved it, which controls fired, and what finally settled. Alert on denied attempts, repeated retries, new destinations, policy changes, spend velocity, unusual time or geography, and activity after a pause request. Send logs to a system the agent cannot alter, and retain the policy version and configuration hash with each decision.

  • Run a dry-run or test allocation with zero-value or sandbox transactions before funding production.
  • Attempt every blocked action, contract method, merchant category, destination, and over-limit amount.
  • Verify that cumulative limits account for pending authorizations, not only settled transactions.
  • Test clock boundaries, daylight-saving changes where relevant, expired approvals, retries, refunds, and partial captures.
  • Confirm that every integration route invokes policy enforcement, including direct URLs, webhooks, fallback providers, and manual-retry tools.
  • Practice revocation with the agent unavailable so operators know the real recovery time.

Minimum production checklist

  • Separate child account and budget for each autonomous agent.
  • Named owner, principal, agent identity, and policy administrator.
  • Explicit action, destination, contract-method, category, asset, and geography rules.
  • Per-transaction, cumulative, and validity-window limits with stated units and time zone.
  • Server-side and payment-authorization enforcement, not prompt-only instructions.
  • Authenticated, single-use approval records for escalated requests.
  • Immutable lifecycle ledger covering requests through settlement and refunds.
  • Independent pause, revoke, rotate, and reconcile procedures.
  • Route-coverage tests, including exceptions such as uncapped payment URLs.
  • Monitoring and alerts that a compromised agent cannot disable.

The design goal is not to make an agent incapable of useful work. It is to make every useful action legible, bounded, and reversible where the payment system permits reversal. A signer remains an important cryptographic component, but the wallet policy is what defines the authority that signer is allowed to exercise.
