An insurance blockchain is operating at enterprise scale only when there is evidence of sustained, live business across participating organizations—not merely a launch announcement, a large potential market, or an estimate of future savings. To prove it, an insurer needs dated evidence of production participants and activity, the share of eligible workflows actually processed, integration with core systems, governance and privacy controls, and measured results against a credible baseline.
That standard matters because adoption remains limited. The NAIC says blockchain solutions are “not currently widely used in the insurance industry,” although potential uses continue to emerge. The examples below show what has been announced and, just as importantly, what public evidence does not yet establish.
How is blockchain used in insurance?
In insurance, enterprise blockchain is best understood as shared infrastructure for a defined workflow involving multiple organizations. A permissioned network lets authorized participants share or validate selected information against common rules. RiskStream Collaborative describes enterprise blockchain as having private, permissioned nodes in its enterprise blockchain discussion. That is the provider’s description of its model, not evidence that any particular network has achieved broad adoption.
The practical case is strongest when several parties need a consistent view of an event or record but operate separate systems. A network may coordinate information or workflow state; it does not, by itself, make source data accurate, eliminate system integration, or guarantee faster claims handling. The insurer still needs to establish who supplies data, who can see and validate it, how errors are corrected, and what happens when participants disagree.

The NAIC identifies possible benefits such as audit trails, streamlined administration and claims, and reduced fraud risk, and describes potential applications including parametric crop insurance triggered by verified weather data. These are possible applications, not guaranteed outcomes. EIOPA’s May 6, 2022 feedback statement and April 29, 2021 discussion paper provide supervisory context on both benefits and risks; neither establishes that a named deployment meets every regulatory obligation.
What are real-world blockchain use cases in insurance?
Public examples range from a production launch to a described workflow concept. Their evidence should not be treated as interchangeable: a product page or partner announcement can establish what its publisher says has launched, but does not on its own prove sustained transaction volume, broad participation, or independently measured results.

| Example | What the public source says | What it does not establish |
|---|---|---|
| RAPID X auto claims exchange | RiskStream describes RAPID X as a private, permissioned exchange for first notice of loss (FNOL) and loss data between participating U.S. personal-auto insurers. Data is exchanged between claims systems and matched with participating-carrier records to support simple liability processing. Its product page describes the solution as production-launched. RiskStream overview; RAPID X product page. | The cited pages do not provide independently audited transaction counts, a production-participant list and count, the share of eligible claims processed, or independently verified cycle-time and savings results. |
| Canopy surety-bond delivery and verification | RiskStream describes a multiparty workflow involving principals, obligees, sureties, and other parties, integrated with existing core systems. It says the solution draws on experience from over 40 industry organizations. Surety bond delivery and verification. | The “over 40” figure describes organizations whose experience informed the solution; the page does not establish that those organizations are production participants or report measured savings. |
| dRe parametric reinsurance | RiskStream’s news page lists an April 16, 2026 announcement by RiskStream and Arbol that their blockchain-powered parametric reinsurance platform is live and in production. RiskStream news. | The announcement does not establish audited activity volumes, the number of counterparties processing live business, oracle performance, or independently measured outcomes. |
Historical examples such as B3i and Insurwave appear in EIOPA’s 2021 discussion paper. That historical treatment is not evidence of their current operating status.

How should an insurer distinguish launch from enterprise scale?
Use a maturity ladder, and require evidence appropriate to each level. “Production” is a meaningful step beyond a pilot, but it is not a synonym for high volume, broad adoption, or proven value.

- Concept or design: A workflow or technical approach has been described. Ask whether a working system exists and whether independent organizations have agreed to participate.
- Pilot: A limited test has run. Request its dates, scope, participants, transaction denominator, and whether the data was live or simulated. A pilot demonstrates neither sustained operations nor representative coverage.
- Production launch: The provider or partners say the workflow has entered production. Record the announcement date and ask which entities are processing actual business, when processing began, and what “production” means operationally.
- Sustained production: Dated operational data shows repeated activity over a stated period, with active participants, transactions, exceptions, and coverage measured against a defined eligible population.
- Demonstrated enterprise value: Sustained activity is connected to outcomes measured against a baseline or suitable comparison, with methods and limitations disclosed and independent assurance where available.
This distinction prevents a common overstatement: an announcement that a solution is live is evidence of a launch claim, not by itself evidence of durable scale. For RAPID X and dRe, the cited public materials do not provide a complete, independently audited account of participants, activity, and realized outcomes.
What does the market-share claim about RAPID X actually mean?
RiskStream’s overview says it was leading adoption discussions with carriers representing more than 50% of the U.S. private passenger auto insurance market. The overview does not state a publication date for this figure. It refers to the market share represented by carriers in discussions—not the share of carriers that deployed, the share of claims handled on the network, or the network’s transaction volume. The same overview estimates that simple liability determination applies to about one third of claims and associates RAPID X with estimated annual industrywide savings of $10 million for that process and over $100 million through improved customer satisfaction and faster claims resolution. RiskStream’s separate RAPID X product page gives a potential industry-wide savings range of $62 million to $173 million when broadly adopted, and advertises seven days saved to FNOL. The pages do not state dates for these figures or provide an independent study design in the cited material. These are provider estimates and claims, not measured savings or outcomes shown to have been realized. The two sets of savings figures have different descriptions and should not be combined as if they shared assumptions or methodology. RiskStream overview; RAPID X product page.
How do you measure blockchain ROI?
Start with the business process, not the ledger. Define the eligible workflow, its current cost and performance, and the outcome the project is intended to change. Then measure the same population after deployment. A projected industrywide benefit is not an insurer’s own ROI: an insurer needs its actual implementation and operating costs, its own processed volume, and observed effects attributable to the deployment.

Set a baseline and denominator
For each metric, document the time window, population, exclusions, and calculation. For example, “time to FNOL” must specify the starting event, endpoint, included claim types, and whether the result is an average, median, or another measure. Report the number of eligible workflows alongside the number processed on the network; a transaction count without that denominator cannot show coverage.
Track operational and customer outcomes
- Cycle time: elapsed time from a defined event to a defined result, such as receipt of FNOL data or completion of liability determination.
- Work and cost: duplicate requests avoided, manual handling time, exception-resolution effort, and total implementation and operating cost.
- Quality: data mismatches, correction rates, incomplete records, processing errors, and disputes.
- Risk and customer outcomes: fraud indicators where appropriate, complaint rates, customer wait time, and other outcomes directly relevant to the workflow.
- Return: compare attributable benefits with integration, governance, network, support, and change-management costs over a stated period. Disclose assumptions and separate realized savings from forecast savings.
Where feasible, compare results with a contemporaneous group or process not using the network, or use another defensible comparison method. Adjust for changes in claim mix, staffing, policy, and other factors that could affect the metric. A before-and-after difference alone does not prove that blockchain caused the change.

Build an evidence packet that lets an internal reviewer, regulator, or independent assessor reproduce the scale and outcome claims. A concise, dated packet should include:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Deployment status: launch date, production scope, lines of business, jurisdictions, and a clear definition of what counts as production.
- Participants and activity: named production entities where disclosure is permitted, active production nodes, activity by organization, transaction and workflow counts, reporting period, and the eligible-volume denominator. Distinguish live business participants from design contributors, observers, and pilot participants.
- Coverage: the share of eligible workflows actually processed, broken down by relevant geography, product, or workflow type. Do not substitute a participant’s overall market share for its share of network activity.
- System integration: a dated system diagram, claims or policy systems connected, APIs or adapters, data-quality checks, exception paths, and operational support arrangements. RiskStream describes API connectivity and claims-system integration for RAPID X, but a scale assessment still needs deployment-specific evidence.
- Governance and privacy: membership and access rules; what data is shared; who can view, validate, and correct it; how disputes are handled; and how the design addresses sensitive information and jurisdictional obligations.
- Performance and outcomes: baseline and postdeployment metrics, definitions, calculation methods, exclusions, failures, and independent assurance where available.
- Operational risk: resilience, cybersecurity, recovery procedures, legal enforceability, and consumer-protection controls. For parametric products, document data-source and oracle reliability and what happens when inputs are unavailable or contested.
Permissioned participation can support controlled access, but does not answer all of these questions. EIOPA’s 2022 feedback statement and 2021 discussion paper are useful supervisory references for considering benefits and risks; they are not blanket endorsements or certifications of individual implementations.
What should buyers and executives ask a provider?
- Which organizations are processing live business today, and which only helped design, test, or discuss the solution?
- How many eligible workflows were processed in each reported period, and what fraction of the defined eligible population is that?
- Can activity be broken down by participant, workflow, geography, and exception status without exposing protected information?
- What systems are connected, what remains manual, and who owns the process when data fails validation or a participant is unavailable?
- What are the rules for access, corrections, disputes, data retention, and exit from the network?
- Which outcome claims are observed, which are modeled, and what baseline, comparison, and calculation method support each one?
- Has an independent party reviewed the activity data, outcome calculations, security controls, or operating model? What exactly was in scope?
If the answer to scale is a potential market share, a count of organizations involved in design, a projected savings figure, or a launch announcement, the evidence is not yet a complete scale case. Those facts may establish interest, design contribution, an estimate, or a production claim; each answers a different question.
