The reliable way to protect a server from distributed denial-of-service (DDoS) attacks is to use layers: place a CDN or reverse proxy in front of the origin, keep the origin IP private, restrict origin access to the edge network, filter application requests with a web application firewall (WAF) and rate limits, cache inexpensive content, monitor traffic and health, and keep an incident runbook ready. A host firewall alone cannot absorb a flood that fills your Internet connection before packets reach the server.

This guide explains the architecture, controls, provider choices, and emergency actions that apply to websites, APIs, and other Internet-facing services.

What a DDoS attack is—and what protection must accomplish

A DDoS attack distributes traffic or requests across many systems so that a service exhausts one or more resources: network bandwidth, connection tables, CPU, memory, database capacity, or application worker pools. The visible symptom may be a timeout, but the bottleneck can exist at the hosting provider, load balancer, operating system, or a single expensive endpoint.

Protection therefore has two goals: stop or absorb unwanted traffic before it consumes scarce resources, and keep legitimate users on a path that still has capacity. AWS guidance describes this as using services designed to scale, reducing the attack surface, filtering malicious traffic, monitoring behavior, and maintaining a DDoS response plan.

Common attack classes

Attack type What is exhausted Most useful controls
Volumetric floods Transit bandwidth or provider links CDN or reverse-proxy absorption, upstream scrubbing, scalable edge capacity, ISP escalation
Protocol and transport attacks Connection state, load-balancer capacity, or network devices Provider mitigation, network ACLs, carefully limited exposed services, protocol-specific filtering
UDP reflection or amplification Inbound bandwidth and packet-processing capacity Upstream filtering and network-level rate limiting; do not rely on the origin host firewall
HTTP request floods Web servers, application workers, databases, or API quotas WAF rules, rate-based rules, endpoint-specific limits, caching, request-complexity controls
Low-and-slow connection attacks Open connections, threads, and timeouts Edge connection controls, sensible timeouts, connection limits, and origin shielding

One incident can combine several classes. A network flood may hide a smaller login or checkout attack, so protection must cover both layers 3/4 (network and transport) and layer 7 (HTTP and application behavior).

Put an edge service in front of the origin

The foundational design is client → CDN or reverse proxy → origin. The edge advertises the public address, absorbs or filters traffic, terminates TLS where appropriate, and forwards only permitted requests to the server. Examples include Amazon CloudFront with Route 53 and Cloudflare’s proxy network. Select a service whose geographic reach, mitigation scope, logging, and escalation process match your users and risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Route DNS through the edge

  1. Create the site or API in the edge provider and configure the public hostname.
  2. Point authoritative DNS records at the provider’s edge hostname or addresses. Keep the change reversible by recording the previous DNS values and lowering the DNS time-to-live before a planned migration.
  3. Configure TLS certificates and redirect rules at the edge. If TLS also runs from edge to origin, validate the origin certificate rather than disabling verification.
  4. Test the public hostname from several networks and confirm that responses are being served by the edge, not directly by the server.

Lock down the origin

An exposed origin IP defeats the edge design: an attacker can bypass the CDN and send traffic directly to the host. Cloudflare’s proactive-defense guidance specifically says the origin should be reachable only from Cloudflare IP addresses. Apply the same principle with any provider.

  1. Allow inbound HTTP and HTTPS at the origin firewall or security group only from the provider’s published address ranges.
  2. Allow administration (such as SSH or a management VPN) only from trusted administrative networks, never from the entire Internet.
  3. Remove public addresses from backend resources where the architecture permits. AWS recommends avoiding public Elastic IP addresses on backend resources.
  4. Use a separate private path for databases, queues, and internal services. They should not be directly addressable from the public network.
  5. Check DNS history, certificates, error pages, email headers, and old virtual hosts for accidental origin disclosure. Rotate the origin address if it has already been exposed and update every allowlist that depends on it.

Origin restriction is an allowlist, not merely a secret. Provider address ranges can change, so automate their updates or schedule regular review. Keep a break-glass administrative path that is independent of public web traffic.

Reduce the attack surface before adding rules

Every public listener is another place where traffic can consume capacity. Inventory ports, protocols, hostnames, and cloud resources, then remove anything users do not need.

  • Close unused TCP and UDP ports at the security-group, firewall, and load-balancer layers.
  • Expose only the required HTTP methods and URL paths at the edge.
  • Move databases, caches, message brokers, and control panels to private subnets.
  • Disable unused services and default virtual hosts that reveal software details.
  • Separate public content from administrative and authenticated operations so a public surge cannot starve privileged work.
  • Keep operating systems, web servers, frameworks, and edge integrations patched; a compromised host can become an attack source as well as a victim.

Handle network and transport floods upstream

Large packet floods can saturate the link between your host and its provider before a local firewall can inspect packets. UDP reflection is a common example: an attacker spoofs the victim’s address in requests to third-party services, causing those services to send replies to the victim. CISA recommends network-level rate limiting for legitimate UDP services, but a victim generally needs the hosting provider or ISP to filter traffic upstream.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When choosing upstream mitigation

  • Ask whether mitigation is automatic, always-on, or activated manually by an operations team.
  • Confirm coverage for volumetric, protocol, and application-layer attacks rather than assuming “DDoS protection” covers every layer.
  • Verify how quickly traffic can be diverted to a scrubbing facility and how clean traffic returns to the origin.
  • Obtain a 24/7 escalation contact and the information the provider requires during an event.
  • For legitimate UDP services, define expected clients, ports, packet rates, and maximum message sizes so abnormal traffic can be filtered without disabling the service.

Do not publish a UDP service merely because a firewall rule permits it. If the service is not essential, remove it; if it is essential, place it behind an architecture designed for its protocol and traffic profile.

Use WAF and rate-based controls for HTTP and API floods

A WAF evaluates HTTP characteristics such as method, path, headers, body size, and known attack patterns. Rate limiting adds a quantitative control. AWS WAF rate-based rules automatically block traffic from source IPs that exceed thresholds you define, and can also be configured to count or alert before enforcement.

Start with measurement, then enforce

  1. Put new rules in logging or count mode when the provider supports it.
  2. Measure normal requests per minute by endpoint, source category, authentication state, country or region, response code, and time of day.
  3. Identify expensive operations such as login, password reset, search, checkout, GraphQL queries, file processing, and API mutations.
  4. Set separate thresholds for cheap public reads and expensive authenticated operations. A single site-wide number is usually either ineffective or disruptive.
  5. Move a rule to blocking or challenging mode after reviewing false positives. Keep an emergency override and a documented rollback.

Design limits around behavior, not just IP addresses

Per-IP limits are useful but imperfect. Mobile carriers, corporate networks, and NAT gateways can put many legitimate users behind one address; botnets can distribute requests across thousands. Where supported, combine several signals: authenticated account, API key, session, endpoint, method, source reputation, and request cost.

Cloudflare’s rate-limiting guidance emphasizes resource exhaustion and endpoint behavior. A request-complexity limit can stop a small number of costly GraphQL or search requests from consuming the same resources as hundreds of simple cached reads. Limit body size, pagination depth, query complexity, upload dimensions, and maximum execution time where the application allows it.

Protect authentication and account workflows

  • Apply tight limits to login, registration, password reset, one-time-code, and token endpoints.
  • Use progressive delays or challenges after repeated failures rather than permanently blocking a shared network address.
  • Keep successful authenticated traffic separate from anonymous traffic in dashboards and quotas.
  • Return a controlled 429 response when a limit is reached, and ensure the application does not perform expensive work before generating it.

Cache and make legitimate traffic inexpensive

Caching is both a performance feature and a DDoS control. CloudFront guidance recommends caching cacheable requests so fewer reach the origin. Cache versioned static assets, images, documentation, and other public responses at the edge. Use long, explicit cache lifetimes for immutable files and purge or version them when content changes.

For dynamic pages, cache only responses that are safe to share. Do not cache personalized data, private API responses, or responses that vary on unhandled cookies or authorization headers. Separate inexpensive public endpoints from authenticated operations so a cache miss cannot trigger unnecessary database work.

  • Enable connection reuse between edge and origin.
  • Compress suitable responses and cap response sizes.
  • Use asynchronous jobs for expensive work such as reports or media processing.
  • Set database connection pools and queue limits so a burst fails quickly and predictably instead of exhausting every worker.
  • Use autoscaling where the workload can scale safely, but do not treat scaling as a substitute for filtering; an attack can scale your bill faster than your service.

Scale the architecture without exposing more resources

AWS advises using services designed to scale and reducing the attack surface. Place stateless web servers behind a load balancer, keep session state in a shared store when necessary, and make backend tiers private. Set maximum and minimum capacity deliberately, and test what happens when the maximum is reached.

Scaling helps only when the constrained component can scale. A larger web tier will not fix a database connection ceiling, a saturated network link, or an expensive synchronous operation. Establish quotas and circuit breakers for downstream services, and return a useful degraded response when a dependency is unavailable.

Monitor the edge and the origin together

Dashboards must distinguish traffic stopped at the edge from traffic that reached the origin. Track these measures with enough history to see normal daily and weekly patterns:

  • Requests per second and bandwidth at the edge and origin.
  • TCP connections, concurrent requests, and connection resets.
  • HTTP status-code mix, especially 4xx and 5xx responses.
  • Latency percentiles and timeout counts.
  • Origin CPU, memory, disk I/O, worker usage, and database connections.
  • Cache-hit ratio and cache-miss volume.
  • WAF actions, rate-limit counts, challenge results, and top paths.
  • Geographic, ASN, user-agent, and authenticated-versus-anonymous distributions.

Configure alarms for sudden deviations rather than one universal number. AWS describes CloudWatch alarms that can trigger scaling responses and recommends monitoring application behavior. An alert should identify the affected hostname, layer, current mitigation, owner, and next action.

Write a DDoS response runbook

A runbook turns an urgent event into a sequence of authorized changes. Store it where the on-call team can reach it even if the primary application is unavailable.

Document before an incident

  • Who may change DNS, WAF rules, rate limits, security groups, load balancers, and scaling settings.
  • Provider account IDs, support plans, escalation procedures, and 24/7 contacts for the edge provider, cloud provider, and ISP.
  • Origin hostnames, private management paths, current provider IP ranges, and rollback values.
  • Decision thresholds for activating stricter limits, diverting traffic, disabling a nonessential feature, or taking a service offline.
  • Customer, status-page, legal, and law-enforcement communication responsibilities.
  • Log-retention settings and the process for preserving packet, WAF, DNS, and application evidence.

During an attack

  1. Confirm the event using edge and origin metrics. Record the start time, affected services, source patterns, paths, protocols, and current error rates.
  2. Check whether the origin IP is being bypassed. If it is, remove the exposure, rotate the address if necessary, and update origin allowlists.
  3. Enable the provider’s managed DDoS mitigation or request upstream scrubbing for volumetric traffic.
  4. Apply targeted WAF and rate rules to the attacked paths. Prefer count mode for uncertain rules, then enforce once false positives are understood.
  5. Protect scarce dependencies by disabling or degrading optional features, lowering expensive query limits, and preserving capacity for authentication and critical transactions.
  6. Notify stakeholders at the intervals defined in the plan, and keep a timeline of every change.
  7. After traffic returns to baseline, remove temporary blocks gradually, validate normal user journeys, retain evidence, and hold a post-incident review.

Do not make untracked, global blocks based on a single IP, country, or user-agent unless the business accepts the resulting loss of legitimate users. Attackers change sources quickly, while broad blocks can remain unnoticed.

CloudFront, AWS Shield, and Cloudflare: how to compare options

The right choice depends on your existing DNS, hosting, protocols, geography, operational skills, and required escalation. Compare the capabilities rather than a marketing label.

Decision factor CloudFront with AWS protection Cloudflare protection
Edge placement CloudFront distribution with Route 53 DNS integration Cloudflare-proxied DNS and edge network
Network and transport mitigation AWS Shield services and AWS infrastructure; exact coverage depends on service and configuration Managed DDoS rulesets and network mitigation; exact coverage depends on plan and enabled services
Application controls AWS WAF managed and custom rules, including rate-based rules Managed DDoS rulesets, custom WAF rules, and rate limiting
Origin restriction Security groups, load-balancer controls, and AWS address-range allowlists Cloudflare recommends allowing only Cloudflare IP addresses at the origin
Automation AWS documents inline CloudFront/Route 53 mitigation and Shield Advanced automatic application-layer WAF protections Automation and available actions vary by service and plan
Observability CloudWatch, CloudFront, WAF, and Shield telemetry Provider dashboards, logs, WAF events, and rate-limit analytics; retention varies
Cost model Not stated in the available guidance; depends on traffic, services, and protection tier Not stated in the available guidance; depends on plan, traffic, and enabled controls
Best fit Teams already operating workloads and DNS in AWS that want integrated controls Teams seeking an edge proxy and security controls independent of the origin host

Before committing, verify current regional availability, protocol support, logging retention, support response times, and how emergency mitigation is activated. A provider with strong features is still a poor fit if your team cannot operate its DNS, rules, and escalation process.

Can a firewall stop a DDoS?

A firewall can reduce attack surface and reject unwanted ports, protocols, addresses, and request patterns. It cannot solve a volumetric attack that saturates the upstream link, and an overloaded firewall can become the bottleneck. Use host and cloud firewalls as one layer after upstream capacity and edge filtering are in place.

For application floods, a WAF or reverse proxy generally has more useful HTTP context than a basic network firewall. For reflection and bandwidth attacks, ask the ISP or hosting provider to filter traffic before it reaches your circuit.

Common implementation mistakes

  • Leaving the origin public: attackers bypass the edge. Restrict inbound access and rotate a disclosed address.
  • Using one aggressive global rate limit: shared networks and legitimate launches get blocked. Segment by endpoint, cost, and authentication state.
  • Scaling without limits: autoscaling may increase cost while a database or network link remains saturated. Set ceilings and protect dependencies.
  • Ignoring cache behavior: cookies or authorization headers can turn public traffic into origin misses. Review cache keys and vary rules.
  • Relying on IP reputation alone: distributed attacks and carrier NAT defeat simple deny lists. Combine behavior and identity signals.
  • Changing DNS without a rollback: an emergency change can create a longer outage. Keep previous records, TTLs, and validation steps in the runbook.
  • Testing only the homepage: login, search, GraphQL, uploads, and checkout often consume far more resources. Exercise every expensive path.
  • Failing to preserve evidence: missing logs make tuning and provider escalation harder. Set retention and export procedures in advance.

How to validate your protection safely

Do not launch an unapproved flood against production. Use a controlled load test with the hosting provider’s approval, a staging environment that mirrors production limits, or a specialist test arrangement. Validate that:

  • Direct origin requests are denied while edge requests succeed.
  • Static and permitted dynamic content is served from cache.
  • Rate rules count and then block at the intended thresholds.
  • Legitimate bursts, carrier NAT, and authenticated workflows remain usable.
  • Alerts identify the event and notify the correct on-call contact.
  • Scaling, circuit breakers, queue limits, and rollback procedures behave as documented.

Review rules after major releases, new APIs, DNS changes, provider address-range updates, or changes in user geography. Normal traffic is the baseline against which every threshold should be judged.

Operational checklist

  • CDN or reverse proxy is the public entry point.
  • Origin addresses are private or restricted to the edge provider’s current ranges.
  • Unused ports, services, and public backend addresses are removed.
  • Upstream mitigation and ISP escalation contacts are documented.
  • WAF rules cover expensive and security-sensitive endpoints.
  • Rate limits are based on endpoint cost and normal behavior, with logging and rollback.
  • Static and safe dynamic responses are cached correctly.
  • Edge and origin metrics, logs, and alarms are retained and reviewed.
  • A tested runbook names decision-makers, contacts, communications, evidence handling, and recovery steps.
  • Controlled validation has confirmed both attack resistance and legitimate-user access.
