Assume the drone, controller, phone app and cloud account form one connected system. To reduce privacy risk, limit account data, use a unique password and two-factor authentication, connect only through secured networks, enable Local Data Mode or an equivalent offline setting when available, transfer files by cable or removable storage, and delete unnecessary media and flight logs after every flight. A foreign manufacturing location is a risk signal—not proof that a particular aircraft sends data overseas—so verify the manufacturer’s policy, app permissions and storage terms before you buy.

What privacy risk does a foreign-made drone create?

A drone can collect far more than the photographs you intentionally save. The aircraft and flight app may handle flight paths, controller and phone identifiers, account details, telemetry, crash reports, photos and video. Companies, whether foreign- or U.S.-based, may collect and retain personal data, images and videos, according to the Cybersecurity and Infrastructure Security Agency (CISA).

Data can move through several paths: from the aircraft to the controller, from the controller to the phone, from the app to an online account, and from that account to the manufacturer’s cloud services or service providers. If the phone has internet access during a flight, synchronization can occur without an obvious file-upload screen. A country of manufacture does not establish that a transfer occurred, but it can justify closer scrutiny of ownership, data-access practices, legal jurisdiction and update infrastructure.

CISA warns that foreign-manufactured devices can increase the risk of unauthorized access. Its recommended controls—strong authentication, secure networks, minimized data sharing and careful procurement—apply to the entire drone ecosystem rather than only to the airframe.

Decide whether a drone fits your privacy requirements before purchase

Check the manufacturer and application

  1. Record where the aircraft, controller and major software components are manufactured. Treat that information as one risk indicator, not as proof of malicious behavior.
  2. Read the current privacy policy, terms for flight logs and media, account-registration requirements, cloud-storage description and data-retention language.
  3. List every permission requested by the mobile app, including location, Bluetooth, local network, storage, microphone, camera and contacts. Decide which permissions are essential for the functions you intend to use.
  4. Look for Local Data Mode (LDM), an offline mode or an explicit control for sharing flight logs, images and videos. DJI, for example, says its users can choose whether to share those categories; that is a manufacturer statement, not independent verification.
  5. Confirm that you can retrieve media and, where supported, logs without relying on a continuing cloud subscription or account connection.

Compare privacy approaches

Approach How it limits exposure Important qualification Best use
Local Data Mode or equivalent Blocks or reduces transmission and sharing of data when the setting is active. Availability and behavior depend on the aircraft and app; the manufacturer describes the control. Routine flights where cloud features are unnecessary.
Airplane mode plus physical transfer Removes the phone’s ordinary cellular and Wi-Fi paths during flight and moves media by cable or removable storage. Some flight functions may require connectivity, and airplane mode does not erase data already stored on the aircraft or phone. Flights involving sensitive imagery or locations.
Segmented organizational network Places the drone, controller and app on a restricted network with limited routes to business systems. Requires managed networking, administrator controls and a documented review of telemetry and media storage. Business, public-sector and critical-infrastructure operations.

Harden the account, phone and network

Use a dedicated identity

Create a unique, long password for the drone account. Do not reuse a personal or work password. Enable two-factor authentication whenever the service offers it, and store recovery codes in a protected password manager or offline record. Use the minimum profile information needed to activate and operate the aircraft; optional biography, contact-list and social-account fields do not improve flight safety.

If several people operate one aircraft, do not share a single administrator password. Use individual accounts or operator profiles when supported, give each person the least privilege required, and remove access promptly when an operator leaves the team.

Restrict app permissions

Grant location, Bluetooth, local-network and storage access only when needed for flight or transfer. Deny contacts, microphone or unrelated background permissions unless a specific feature requires them. Review permissions after an app update because a new release can request additional access. On a shared phone, use a separate user profile or a dedicated device so personal messages, photographs and accounts are not exposed to the flight app.

Use a secured connection

Operate through a password-protected Wi-Fi network using current encryption. Avoid open airport, hotel or café networks for setup, firmware updates and media transfer. For an organization, place the controller and flight device on a separate wireless network or VLAN with only the services required for operation. Keep administration interfaces off that network, restrict outbound traffic where practical, and log exceptional connections for review.

Do not assume that a removable card makes a flight private. A high-endurance microSD card for drones can keep media under your physical control and simplify deletion, but it does not encrypt files and cannot prevent the app or network from transmitting telemetry or copies.

Configure Local Data Mode and offline operation

Before connecting the aircraft

  1. Install the official flight app from the device’s normal app store and update the phone’s operating system.
  2. Read the app’s privacy and cloud settings before signing in. Note which fields are mandatory and which sharing choices are optional.
  3. Sign in once on a secured connection, complete two-factor authentication, and record the account’s recovery method.
  4. Open the app’s settings and look for Local Data Mode, offline mode, data-sharing controls, flight-log synchronization and automatic media backup. Enable the most restrictive settings that still support your mission.
  5. Disable automatic cloud photo or video backup if the app provides that switch. If the setting is absent, plan to keep the phone offline during flight and transfer files manually.

Fly with the fewest network paths

Use airplane mode when practical, then re-enable only the local radio connection needed between the controller and phone. Test this arrangement in a safe location before relying on it for a time-critical operation. An app may require a login, map download, geofence check or firmware validation; if so, perform that step before leaving the secured network and do not assume that disabling cellular data alone blocks every connection.

Local Data Mode and airplane mode reduce paths but are not a guarantee of zero collection. The aircraft can still retain logs and media locally, and a previously authorized app may synchronize when connectivity returns. Check the app’s status indicators and review its log and media settings after reconnecting.

Protect people, places and bystanders during the flight

  • Avoid flying over sensitive facilities, security operations, private homes and crowds unless you have a lawful, documented reason.
  • Frame shots so unrelated people, license plates, screens and property are not captured. Privacy controls cannot make unnecessary collection acceptable.
  • Keep the controller screen, phone notifications and saved passcodes out of view of bystanders.
  • Do not let an untrusted person connect a phone, USB cable or memory card to the controller or aircraft.
  • Keep a simple flight record identifying the operator, aircraft, purpose, location and who is authorized to receive the media.

CISA cites the scale of a typical collection problem: one 30-minute drone flight can produce 500 photos and more than 3 gigabytes of data. That volume makes indiscriminate retention both easy and costly, so decide in advance which files are genuinely needed.

Transfer and delete data after every flight

Use a controlled transfer

  1. Reconnect the phone or computer only to a secured network. If possible, use a direct cable or remove the card and read it in a trusted computer rather than enabling automatic cloud synchronization.
  2. Copy only the selected photos, videos and flight records needed for the stated purpose. Store sensitive files in an encrypted location controlled by the operator or organization.
  3. Check the destination before deleting the source. Open representative files, verify timestamps and confirm that the transfer completed.
  4. Review the app’s flight-log, crash-report, cache, draft-media and account-data screens. Delete entries that are no longer required, subject to legal or safety retention duties.
  5. Erase unwanted media from the aircraft, controller, phone cache and removable card. Empty the device’s deleted-items or recycle area as well.
  6. Sign out of shared devices and remove the aircraft from any account or phone that should no longer access it.

Deleting a file from the app may not remove a cloud copy, support ticket attachment or backup. Check the account’s web dashboard and deletion controls, and request account-data deletion from the manufacturer when the policy provides that route. Keep only the retention period your mission, insurance, incident response or legal obligations require.

Handle a card safely

Keep the card in a labeled, access-controlled case during transport. Before reuse or disposal, erase its contents using the device or computer’s secure erase function when available. If the card held highly sensitive material, follow your organization’s media-destruction policy rather than relying on a normal quick format. Physical storage supports local control; it is not a substitute for encryption, access control or network restrictions.

Controls for business and public-sector fleets

CISA and the FBI advise that Chinese-manufactured unmanned aircraft systems require careful consideration and potential mitigation to reduce risks to networks and sensitive information. Apply the same disciplined process to any foreign-made platform used for organizational work.

Build an inventory and data map

  • Record each aircraft, controller, battery, memory card, phone or tablet, app version, firmware version and assigned operator.
  • Document what telemetry, images, video, identifiers and account records are created; where each category is stored; who can access it; and how long it is retained.
  • Identify every external service contacted during login, map loading, updates, support and synchronization. If the policy does not state the storage location or transfer destinations, treat that uncertainty as a procurement issue to resolve.

Segment and minimize access

  • Use a dedicated network or VLAN for flight operations and block routes into sensitive business systems unless explicitly required.
  • Apply least privilege to administrator accounts, cloud consoles, storage buckets and firmware-management tools.
  • Require approval before adding a new app, accessory, operator or cloud integration.
  • Store mission media in an organization-controlled repository with encryption, access logs and a defined deletion schedule.

Manage updates and incidents

Keep firmware and the flight app current because updates can fix security defects, but review release notes, permissions and network destinations before deployment. Test updates on a noncritical aircraft, preserve a rollback plan where the vendor supports one, and record the approving person and date.

If you suspect unauthorized transmission, stop nonessential flights, disconnect the device from external networks, preserve relevant logs, change account credentials, revoke old sessions and notify the person responsible for security and privacy. Do not wipe evidence before documenting what happened. A fleet review should determine whether the issue came from the app, cloud account, network, removable media or a compromised phone.

FAA requirements still apply

Privacy settings do not replace aviation compliance. In the United States, foreign drone operators must follow FAA Remote ID requirements. Under the FAA guidance cited for foreign operators, a foreign-registered drone with FAA Remote ID capability requires a Notice of Identification before flight. A drone without the required registration or Remote ID is limited to an FAA-recognized identification area.

Verify the current FAA rule, operating location and registration status before each operation because requirements and federal procurement restrictions can change. Remote ID compliance is an aviation obligation; it does not determine whether the manufacturer’s app uploads photographs, videos or logs.

A practical privacy checklist

  • Confirm the aircraft’s manufacturing country and read the manufacturer’s privacy, cloud-storage and retention terms.
  • Check app permissions and distinguish mandatory account fields from optional information.
  • Create a unique password and enable two-factor authentication.
  • Use secured Wi-Fi; avoid open networks for setup, updates and transfers.
  • Enable Local Data Mode or the closest offline setting, and disable optional cloud sharing.
  • Use airplane mode when practical and test the resulting workflow before a sensitive flight.
  • Avoid unnecessary capture of people, homes, screens and sensitive facilities.
  • Transfer selected files by cable or removable storage into storage you control.
  • Delete unneeded photos, videos, caches, flight logs and removable-media contents after each use.
  • Keep firmware and the app current while reviewing permissions and release notes.
  • For organizational fleets, segment networks, limit administrator access, inventory data flows and document a security review.
  • Confirm FAA registration, Remote ID and Notice of Identification requirements for the operating location.

What these safeguards can and cannot prove

These steps reduce unnecessary exposure and make data flows easier to control; they cannot independently verify every action performed by proprietary firmware or a cloud provider. Local Data Mode is a manufacturer-provided control, not an independent guarantee. Offline operation limits network paths but does not erase locally stored records. A memory card preserves physical control of files but does not encrypt them. Treat those limits as reasons to combine controls, minimize collection and avoid using a connected drone for information that the mission does not justify.
