The most reliable way to stop a cell-site simulator from receiving your phone’s cellular signals is to turn off the cellular radio. Airplane mode is the practical control, but verify that Wi-Fi and Bluetooth did not remain enabled. Turning off app location permissions or Android’s location switch addresses a different layer and does not stop cellular-network registration. When you can accept being unreachable, a properly closed, independently tested RF-shielding pouch can provide another layer of isolation. VPNs, Private DNS, and detector apps do not replace those measures.
What a cell-site simulator can learn from a nearby phone
A cell-site simulator is radio equipment that impersonates a legitimate mobile-phone tower. Nearby phones searching for service may respond to it as they would to an ordinary tower. The terms IMSI catcher and Stingray are commonly used for this category of equipment, although capabilities differ by device, configuration, network generation, and operator.
The International Mobile Subscriber Identity (IMSI) is an identifying value associated with a cellular subscriber. The Electronic Frontier Foundation (EFF) explains that active simulators can induce nearby phones to connect and obtain identifying information such as an IMSI. EFF also describes potentially more intrusive capabilities in some circumstances, including a downgrade to 2G. That is a capability EFF discusses, not proof that every simulator or operation intercepts communications.
The U.S. Department of Justice (DOJ) gives a narrower description of the equipment used under its policy. In its technical explanation, a simulator transmits as a cell tower, phones answer with identifying signals, and the equipment reports relative signal strength and general direction. DOJ states:

“Cell-site simulators provide only the relative signal strength and general direction of a subject cellular telephone; they do not function as a GPS locator, as they do not obtain or download any location information from the device or its applications.”
DOJ also says its policy-governed devices are not used to collect communications content or phone-stored emails, texts, contacts, and images. Those statements describe DOJ’s equipment and policy; they are not a universal technical guarantee about every simulator, agency, or operator. A simulator can still help an operator determine that a particular subscriber device is nearby and estimate direction as the operator moves the equipment or compares readings.
What “location privacy” means at each layer
Several phone controls sound similar but affect different systems. Separating them prevents a false sense of protection.
| Control or tool | What it changes | Does it stop cellular registration with a simulator? | Reachability while enabled |
|---|---|---|---|
| Airplane mode with cellular off | Turns off the cellular radio; Wi-Fi and Bluetooth may remain on | Yes, while the cellular radio is actually off | Cellular calls and messages unavailable |
| Android “Use location” switch | Restricts device location features and location requests | No | Cellular service remains available |
| Per-app location permission | Controls which apps can request location | No | Cellular service remains available |
| RF-shielding pouch | Physically attenuates radio signals when fully closed | Only if the specific pouch and closure block the relevant signals | No connectivity while effectively shielded |
| VPN | Routes or encrypts eligible internet traffic after a network connection exists | No | Usually reachable through cellular service |
| Private DNS | Protects DNS questions and answers | No | Usually reachable through cellular service |
| Detection app | Attempts to infer unusual tower behavior from phone data | No; accuracy is not established as a guarantee | Normally reachable |
Android’s location system can combine GPS, nearby Wi-Fi access points, cellular towers, and device sensors to estimate position, especially where GPS signals are obstructed. Disabling that estimation does not prevent the modem from communicating with a cellular network. A simulator operates at the cellular-network layer, so the modem’s connection state is the decisive question.
Step 1: Turn off cellular connectivity when the situation warrants it
Airplane mode is the readily available control for most people. On Pixel phones, Google documents the path Settings → Network & internet → Airplane mode. Device names and menu locations vary by manufacturer and Android version, so use the equivalent airplane-mode control if your menus differ.
- Open Settings.
- Open Network & internet (or your phone’s equivalent).
- Turn on Airplane mode.
- Wait for the cellular signal indicator and carrier name to disappear or show that cellular service is disabled.
- Do not re-enable cellular service while the privacy-sensitive situation continues.
With the cellular radio off, the phone cannot register with an ordinary tower or a simulator. The trade-off is immediate: cellular calls, SMS, mobile data, and services that require them will not work. Emergency-calling behavior varies by device, carrier, and jurisdiction, so do not assume that airplane mode preserves emergency connectivity.

Check Wi-Fi and Bluetooth separately
Airplane mode is not always a complete radio shutdown. Google says Wi-Fi can be enabled while airplane mode is active, and the phone remembers whether Wi-Fi and Bluetooth were enabled in airplane mode previously. After enabling airplane mode:

- Open quick settings or Settings → Network & internet → Internet and confirm Wi-Fi is off unless you intentionally need it.
- Open Settings → Connected devices → Connection preferences → Bluetooth (wording varies) and turn Bluetooth off if you do not need it.
- Check again after a restart or after leaving and re-entering airplane mode; remembered radio states can differ between devices.
Wi-Fi and Bluetooth do not make a phone register with a cellular simulator, but they create separate discovery and network-privacy exposures. If your goal is to minimize all nearby-radio signals, switch them off as well. If you need Wi-Fi for a local task, understand that airplane mode with Wi-Fi enabled is not the same as a complete radio silence state.
Step 2: Keep app and device location controls in their proper role
Turning off location can be sensible for app privacy, but it is not a substitute for disabling cellular connectivity.
Disable Android’s device-location feature
On many Android phones, open Settings → Location and turn off Use location. This limits location features and requests that depend on Android’s location service. Exact labels vary by Android release and manufacturer skin.
Review individual app permissions
Open Settings → Location → App location permissions (or Settings → Apps → [app] → Permissions → Location) and change unnecessary apps to Don’t allow or Allow only while using the app. This reduces what apps can request or retain; it does not stop the modem from exchanging signaling information with a tower or simulator.

Android Location Accuracy can combine GPS, Wi-Fi access points, cellular towers, and sensors to estimate a position. Disabling it may reduce the precision of app-provided location, particularly indoors, but the cellular radio can remain registered. Use these controls for app and operating-system location privacy, not as evidence that a simulator cannot detect the phone’s presence.

Step 3: Use an RF-shielding pouch only when you can tolerate disconnection
An RF-shielding pouch, sometimes called a Faraday pouch, is a physical enclosure intended to attenuate radio signals. It is useful only when the phone is fully inside and the closure remains sealed. A gap, an unshielded opening, or a pouch that does not cover the frequencies your device uses can defeat the protection.
The National Institute of Justice (NIJ) evaluated a specific item, the SFP1215W Forensic Pouch, and reported that it blocked cellular connections on all devices processed while inside that evaluated pouch. That result applies to the tested pouch and test conditions; it does not establish that every consumer pouch blocks every cellular band, Wi-Fi, Bluetooth, GPS, or every form of surveillance.
How to choose and verify one
- Look for independent testing of the finished pouch, including its closure, rather than a material-only claim.
- Confirm that the test covers cellular bands used by your phone and carrier, if that information is available.
- Test the exact pouch with your own phone: place the phone inside, close it completely, and have someone call it or send a message. Check whether cellular service, Wi-Fi, Bluetooth, and location updates stop as expected.
- Repeat the test after moving the phone inside the pouch and after opening and reclosing it. A worn seal or careless closure can change performance.
A functioning pouch makes the phone unreachable. Calls and messages generally wait until the phone is removed and reconnects, and mobile data cannot operate while it is shielded. Do not place a phone in a pouch if you need dependable emergency contact, navigation, or time-sensitive authentication.
Why detection apps cannot prove a simulator is absent
EFF notes that most people cannot readily know whether an active simulator accessed their signals. It also says that a passive IMSI catcher may be impossible for a phone user to detect, and that apps claiming to identify simulators may not be verifiably accurate.
Phone software has limited visibility into modem events and network behavior. A warning, unusual signal reading, or missing warning does not establish that a simulator is present or absent. Treat detector apps as experimental indicators at most, never as a guarantee. If the consequence of exposure is serious, use a control that changes the radio state—cellular-off airplane mode or a tested shield—rather than relying on an alert.
What VPNs and Private DNS can—and cannot—do
VPN
A VPN can encrypt or route some internet traffic between the phone and a VPN endpoint, depending on the app, operating-system settings, and traffic type. It can help with privacy on untrusted Wi-Fi and can hide destination details from some local network observers. The phone must still establish a cellular or Wi-Fi connection before the VPN can operate. A VPN therefore does not prevent cellular registration with a simulated tower and does not hide the modem’s identifying exchange at the radio layer.

Private DNS
Private DNS protects DNS questions and answers. It does not encrypt every connection and does not stop the cellular radio from associating with a tower. Keep it enabled if it meets your DNS-privacy needs, but do not count it as protection against a cell-site simulator.

| Your priority | Best-fit action | What you give up | Evidence or limitation |
|---|---|---|---|
| Prevent cellular identification during a short, planned period | Airplane mode with cellular, Wi-Fi, and Bluetooth verified off | Calls, SMS, mobile data, and cellular-dependent services | Relies on the phone actually leaving the cellular radio disabled |
| Remain connected but reduce app location collection | Review app permissions and Android’s location settings | Some location-based features and convenience | Does not block cellular signaling |
| Physically isolate the phone while carrying it | Fully closed RF-shielding pouch tested with your phone | All connectivity while enclosed; purchase and testing required | Performance is product- and band-specific; NIJ evidence concerns one evaluated pouch |
| Protect internet traffic on ordinary networks | VPN and, where appropriate, Private DNS | Possible speed, compatibility, or battery costs | Neither prevents cellular registration |
| Find out whether a simulator is nearby | No consumer app should be treated as proof | You cannot obtain certainty from a phone app | EFF says accuracy of claimed detector apps is not verifiable in general |
For a brief meeting, visit, or travel segment where being unreachable is acceptable, disabling cellular is usually the simplest option. For transport or storage where the phone must remain isolated for longer, a tested pouch may be more practical than repeatedly checking settings. If you must receive calls, none of the measures that stop cellular registration can preserve normal cellular reachability.

- Decide how long you can be unreachable and arrange an alternative contact method.
- Back up or record any information you may need while offline, such as tickets, addresses, or authentication recovery codes.
- Enable airplane mode and verify that cellular service is off.
- Turn off Wi-Fi and Bluetooth unless you have a specific reason to keep one on.
- Do not assume that turning off Android location or app permissions changes the modem’s state.
- If using a pouch, inspect the closure, insert the phone completely, and perform a call or message test before relying on it.
- Leave VPN and Private DNS enabled only for their internet-privacy purposes; do not treat them as simulator defenses.
- Do not rely on a detector-app result to make a high-stakes decision.
Troubleshooting common mistakes
The phone still shows a carrier or signal bars in airplane mode
Open network settings and confirm airplane mode is on, then check whether cellular was manually re-enabled. Restart the phone while airplane mode is enabled and verify the status again. Menu labels differ, so consult the device’s current settings rather than assuming the icon alone proves the modem is off.
Wi-Fi came back on after airplane mode
Google documents that Android remembers Wi-Fi and Bluetooth choices made in airplane mode. Turn each radio off explicitly and check quick settings before entering the privacy-sensitive area.
The phone receives a message while you thought it was isolated
Determine whether Wi-Fi was active and whether the message arrived through an internet service rather than SMS. If a pouch was used, test it for gaps or an incomplete closure. A message arriving over Wi-Fi does not show that cellular service was active, but it does show that the phone was not fully disconnected from networks.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesA pouch blocks calls but the phone reconnects quickly after removal
That behavior is normal: shielding ends when the enclosure opens, and the modem can register again. If the phone connects while still enclosed, test the pouch with the phone placed in different positions and inspect the closure; seek independent testing before trusting it for sensitive use.

Legal and policy context
A December 2023 DOJ interim policy generally requires a probable-cause search warrant before DOJ agents use a cell-site simulator, with limited exceptions for exigent or exceptional circumstances. The policy also addresses supervision, tracking, data handling, and deletion. It is a DOJ policy, not a statement of the law governing every state, local, federal, or non-U.S. agency. Rules can differ by jurisdiction and can change, so legal questions should be directed to a qualified attorney or the relevant public authority.
Frequently asked questions
Does turning off GPS stop a cell-site simulator?
No. GPS and Android’s location service are separate from the cellular modem. A simulator can interact with a phone’s cellular radio even when location features or app permissions are disabled.
Can I use Wi-Fi in airplane mode without cellular registration?
Yes, if the cellular radio remains off. Wi-Fi is a separate radio, however, so using it leaves the phone connected to a network and does not provide complete radio silence.
Will a cell-site simulator obtain my exact GPS coordinates?
DOJ says the devices described in its policy provide relative signal strength and general direction rather than GPS coordinates or downloaded application location. That agency-specific statement should not be generalized to every simulator or operator.
Do I need a pouch if airplane mode is available?
Not necessarily. Airplane mode is easier and costs nothing, but it depends on correct settings and prevents cellular reachability. A pouch can provide physical isolation when fully closed, but it must be tested and also disconnects the phone.
Can a detector app tell me that no simulator is nearby?
No consumer app should be treated as proof. EFF says active access can be difficult to know and passive collection may be impossible for a user to detect.
