The safest protest-phone plan is threat-informed, not one-size-fits-all: update and encrypt the device, use a strong passcode, remove unnecessary sensitive data, make a communications and meetup plan, and decide in advance when the phone should be connected, in airplane mode, or powered off. Secure messaging protects message contents in transit, but it does not hide a connected phone’s location or protect information displayed on an unlocked device.
Every protest, location, and attendee presents different risks. The checklist below is general digital-security information, not jurisdiction-specific legal advice.
Start with a threat model, not a gadget
Before changing settings, identify what you are trying to protect and what you still need the phone to do. A person who only needs emergency calls has a different plan from a volunteer coordinating people, documenting police activity, or carrying sensitive contacts.
- Stored data: photos, messages, attachments, contacts, notes, account sessions, and notification text that could be seen if the phone is unlocked, lost, searched, or confiscated.
- Communications: the contents of calls and messages while they travel between devices and services.
- Location and association: records that can indicate where the phone was, which devices were nearby, and which accounts or networks it used.
- Availability: your ability to reach trusted people or emergency services when connectivity is limited.
- Other people’s safety: identifiable faces, tattoos, clothing, voices, vehicles, and other clues in photos or videos.
Device encryption addresses data at rest. End-to-end encryption addresses communication in transit. Neither prevents every form of physical access, account exposure, or location tracking.

How to protect your phone and personal data before attending a protest
1. Install updates and turn on built-in encryption
- Install the latest operating-system and app updates available for your phone. Updates close known vulnerabilities and should be installed before the event, not while you are on the way.
- Set a strong device passcode. On many phones, setting a passcode activates built-in storage encryption; confirm the current behavior and menu names for your operating-system version because paths change.
- Restart the phone after updating and verify that it asks for the passcode before normal use. This confirms that a reboot has not left you relying only on a biometric unlock.
Encryption protects the contents of the phone when it is powered off or otherwise locked, but it does not make an unlocked phone safe to inspect. Anyone who can use an open session may be able to read messages, view photos, or access signed-in accounts.
2. Choose a passcode and biometric-unlock plan
A long, unique passcode is generally harder to guess than a short numeric code. Do not reuse an account password or choose a pattern that can be seen from your hand movements. Practice entering the code quickly so that securing the phone does not leave it unattended.
Consider temporarily disabling face or fingerprint unlocking when physical compulsion is a realistic concern. The exact method differs by operating system; use the emergency-lock or power-button shortcut documented for your model, then test it before leaving. A passcode can still be demanded under some laws, and legal protections around compelled unlocking vary by jurisdiction and circumstances. If that issue matters to you, consult a licensed attorney familiar with your location rather than relying on a general internet checklist.
3. Back up what you need, then reduce what you carry
Make a current backup of irreplaceable photos, documents, contacts, and other data. Keep an encrypted offline copy separate from the phone and from its online backup when practical. Test that the backup contains the files you expect; a backup that cannot be restored is not a recovery plan.
Next, review what would create risk if the phone were lost or searched:
- Delete or move sensitive photos, videos, downloads, message attachments, notes, and documents that you do not need at the protest.
- Sign out of accounts that are not required for the day, especially accounts containing private conversations or administrative access.
- Remove saved credentials, authentication tokens, and stored payment details that are unnecessary for your plan.
- Review contacts and group memberships. Consider whether every contact, conversation, or address book entry needs to be on this device.
- Clear lock-screen notification content so incoming messages do not reveal names or text while the phone is locked.
Do not assume that deleting an item from one app removes every copy. Check recently deleted folders, downloaded files, cloud-synchronization folders, and message attachments.

4. Audit notifications, location sharing, and account exposure
Open the notification settings for messaging, email, social, banking, and workplace apps. Disable previews on the lock screen and silence alerts that could reveal sensitive conversations or your identity. Remember that a notification can expose information even when the app itself is protected by a separate lock.

Turn off continuous sharing that you do not need, remove old shared links, and check which people or groups can see your position. Also review photo apps, social networks, ride services, fitness apps, and other services that may record or share location independently.
Secure messaging can protect the contents of a conversation while it is transmitted, but it does not hide the phone’s location from the network or prevent someone from reading the conversation when the device is unlocked. It also does not protect screenshots, forwarded copies, or a recipient’s compromised device.
5. Make a communications and meetup plan before changing connectivity
Decide how you will contact a trusted person, how often you will check in, and where you will meet if phones stop working or people become separated. Write emergency contacts and the meetup address on paper or another form that remains usable without the phone. Include a time by which a missed check-in should trigger a welfare call.
Tell your trusted contact which connectivity choice you may use. If you power the phone off, ordinary calls and messages will not arrive until it starts again. If you use airplane mode, confirm in advance how you will restore service and how someone should reach you in an emergency.
6. Decide whether a secondary phone is appropriate
A secondary phone can hold less personal information, but it is not automatically anonymous. It should receive current security updates, use a strong passcode, and be configured with the same care as your everyday device. A prepaid SIM may still be subject to registration rules that differ by country.

Carrying both phones can allow their locations to be correlated. If the daily phone remains powered and travels with the secondary device, the combination may reveal that the two devices belong to the same person. A second device also creates another battery, account, and update obligation.
| Choice | Data exposed if searched or lost | Location and association exposure while connected | Reachability | Important trade-off |
|---|---|---|---|---|
| Everyday phone, connected | Potentially substantial unless you remove sensitive material and protect the lock screen | Highest of these choices because the device remains connected and tied to your normal accounts | Best for ordinary calls, messages, and emergency contact | Convenient, but combines personal data with protest-location records |
| Secondary, updated phone with minimal data | Lower if it truly contains little personal information | Still present; carrying it with an everyday phone can permit location correlation | Depends on its service plan and configuration | Requires current security support and careful separation from personal accounts |
| Airplane mode | Stored data remains on the device and may be visible if it is unlocked | Radio connectivity is reduced, but apps may save GPS data and transmit it after reconnection | Ordinary calls and messages are unavailable while radios are disabled | Not equivalent to powering off; restore connectivity only when your plan allows |
| Powered off | Encrypted stored data remains on the device, but the phone is unavailable if accessed after it is turned on | EFF identifies full power-off as the way to ensure the phone does not later transmit location data collected while it is off | No calls, messages, or app alerts until startup | Strongest connectivity reduction, with the greatest loss of reachability |
7. Charge before leaving
Charge the phone fully before you go. A portable charger can improve readiness, but it is not a privacy tool. Keep the charger and cable with you only if doing so fits your safety plan, and remember that restoring power to a phone changes the connectivity decision you made earlier.
What to do with connectivity during a protest
Use the least connectivity that still meets your safety needs
There is no universal “safe” setting. A connected phone can support emergency communication and coordination, while a disconnected phone reduces some network exposure. Choose deliberately, based on your meetup plan and the likelihood that you need live contact.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Airplane mode limits radio communication, but it does not guarantee that location information will never leave the phone. Apps can store GPS readings and send them after the device reconnects. If preventing that later transmission is essential, EFF’s guidance identifies powering the device completely off as the reliable option.
Airplane mode is also not a substitute for checking Wi-Fi, Bluetooth, or other radios that your operating system may allow you to re-enable. If you turn a radio back on, treat the phone as connected again and reassess whether you need that service.
Can police track your phone at a protest?
A connected phone can create location and association records through cellular networks, Wi-Fi, Bluetooth, apps, and account services. The exact records available, who can obtain them, and what legal process is required depend on the technology, provider, jurisdiction, and circumstances. No setting described here guarantees that a person cannot be identified.

Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesProtect protesters’ identities when taking photos or video
Get consent and frame for safety
Before recording, consider whether the image is necessary and who could be harmed if it becomes public. Ask consent where practical. Avoid livestreaming identifiable faces, tattoos, clothing, signs, voices, vehicle plates, or distinctive surroundings when people have not agreed to be identified.
Check the entire frame, not only the central subject. Reflections, shop windows, name badges, protester-made signs, and nearby conversations can reveal identities or locations. A crowd scene can still identify a person through a unique jacket, mobility aid, hairstyle, or companion.
Remove metadata before sharing
Photos and videos may contain metadata such as capture time, location, device model, and an account or owner name. Remove revealing metadata before publication. Review the exported file rather than assuming that an editing app removed every field.
A screenshot can remove some original metadata, although it may reduce image quality and does not erase identifying content visible in the pixels. Metadata removal also cannot hide a face, tattoo, voice, landmark, or posting-time pattern.

Prefer blocking over reversible blur when identification is dangerous
Blur can sometimes be reversed or analyzed, especially when enough detail remains. Solid blocking or cropping that fully removes identifying features can be safer. Inspect the final image at full resolution and at the size used by the service where you intend to publish it.

Do not upload the unedited original to a service that may retain it, generate a preview, or expose metadata before you have completed your safety review. Keep a private, original copy only when you have a clear reason and a secure storage plan.
Use stronger device protections only after testing them
Some current phones offer protective modes such as Apple Lockdown Mode or Android Advanced Protection. These modes reduce certain attack surfaces by changing or restricting features. They do not eliminate protest surveillance, network location records, or risks from an unlocked device.
Turn such a mode on before the event and test every function you may need: messaging, maps, accessibility tools, authentication, camera workflows, and emergency contacts. Read the on-screen warnings so you understand which attachments, links, websites, or calls may behave differently. Do not activate an unfamiliar mode for the first time when you are already in a crowd and need a critical feature.

If the phone is lost, seized, or returned
Prepare for loss before it happens
Backups and data minimization are the main protections against loss. Decide in advance which information should never be carried to the event. Keep your trusted contact and meetup instructions available without the phone.
If someone takes the phone
Do not attempt to bypass a seizure or physically confront anyone. Legal rights concerning searches, compelled unlocking, and device access vary by jurisdiction and circumstances. For a specific situation, consult a licensed attorney.
If a confiscated phone is returned
Access Now advises not using a returned device until a qualified digital-security expert checks it for spyware or other intrusion tools. A phone that looks normal can still have been modified. Use another trusted device to seek expert help and explain when and how the phone was out of your control.
A concise pre-protest checklist

Legal and safety limits
This checklist cannot predict what a particular authority, network, app, or court will do. Rules on searches, seizures, compelled biometrics, passcodes, SIM registration, and emergency access differ by country and may depend on facts that are not visible from the street. General digital-security guidance should not be treated as legal advice. If you expect a device-access dispute or have a specific legal concern, speak with a licensed attorney before attending.
