Charge your phone and every backup battery before hurricane conditions arrive, pack compatible cables and a wall charger, and keep the phone in a waterproof case or thick sealable plastic bag if it is not waterproof. A portable power bank gives you stored energy; a crank or solar USB charger gives you another charging route. Keep those supplies ready in your go-kit or vehicle, conserve battery during the outage, and never delay an evacuation order to charge a device.

Planning for a charged phone is only one part of hurricane readiness. Floodwater, damaged electrical systems, carbon monoxide, and overloaded cellular networks can make a phone unusable even when its battery is full.

Quick plan: before, during and after the hurricane

When Do this Why it matters
Before conditions arrive Fully charge the phone and power banks; pack the correct cable, wall charger and a water-protection pouch; enable Wireless Emergency Alerts; save important contacts on paper. You may lose electricity, internet access or the ability to shop for supplies once the storm begins.
During an outage Use the phone for alerts and urgent communication, reduce nonessential activity, and charge from your stored battery before trying alternate sources. Battery conservation extends the time you can receive instructions or contact family.
During evacuation Take the phone, chargers and backup batteries, then leave when officials direct you to leave. A charging plan must never delay evacuation or put you in floodwater or unsafe traffic.
After the storm Keep following official instructions, avoid damaged electrical areas, and use generators only outdoors and more than 20 feet from buildings, doors and windows. Downed lines, wet equipment and generator exhaust can cause fatal injuries.

Prepare your charging plan before the storm

1. Start with a full charge and a complete cable kit

Charge the phone to full while household electricity is stable. Charge every power bank, battery pack or other stored-power device you plan to carry. Put the phone’s compatible charging cable, wall adapter and any required USB adapter in the same pouch. A spare cable is useful only if it fits your phone and the charging source, so test each combination before packing it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not leave the only charger plugged into a wall outlet when an evacuation or power interruption is possible. Place the cable and adapter where you can reach them quickly, rather than in a box buried under other supplies.

2. Carry two different ways to recharge

A stored-energy device and an alternate charging source solve different problems. A portable phone power bank is usually the simplest first option because it can be filled before the storm and used without sunlight, hand cranking or a running vehicle. A portable crank or solar-powered USB charger can provide another route when the power bank is empty, although its output depends on the device, weather, setup and your ability to operate it.

Option What it does Checks to make before packing
Portable phone power bank Stores electrical energy in advance and transfers it to the phone later. Confirm connector compatibility, charge the bank fully, inspect the cable and learn its status indicators. Do not assume a stated capacity equals a fixed number of phone recharges.
Portable crank USB charger Creates charging power through manual cranking when grid power is unavailable. Verify that it has a USB output suitable for the phone, practice the connection and understand that charging requires sustained physical effort.
Solar-powered USB charger Uses available sunlight to produce USB charging power. Test it with the phone, keep the panel unobstructed and recognize that clouds, rain, shade and storm timing can limit production. Treat it as supplemental rather than guaranteed power.
Vehicle charging setup Can charge a phone from a vehicle when travel is safe and the vehicle is available. Keep a compatible portable phone charger and cable in the vehicle, as FEMA preparedness guidance advises. Never run a vehicle in a garage or enclosed space.

NOAA specifically notes that you may need a portable crank or solar-powered USB charger for cell phones in hurricane preparations (NOAA hurricane disaster-supply guidance). The Red Cross also includes backup batteries and chargers in its portable Go-Kit guidance.

3. Match the charging supplies to the emergency plan, not to a promised runtime

NOAA recommends at least three days of food, water and medicine and warns that electricity and water could be out for at least that long. The Red Cross describes a three-day portable Go-Kit and a two-week stay-at-home kit. Those time spans describe supply planning horizons; they do not mean a phone battery or a particular power bank will last three days or two weeks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

No general runtime can be calculated without the phone model, battery condition, power-bank capacity, charging losses, signal strength and how often the screen, camera, navigation and cellular radio are used. Plan for more than one charging route instead of relying on an advertised number of recharges.

4. Test the entire setup while you still have power

  1. Connect the phone to the wall charger and confirm that it actually indicates charging.
  2. Connect the phone to the power bank with the cable you will carry; verify that the bank starts charging the phone rather than only displaying its own status.
  3. If you have a crank or solar charger, test its USB output with the same cable and phone.
  4. Label cables if several household devices use different connectors.
  5. Inspect plugs, ports and cords for cuts, bent contacts, corrosion or looseness. Replace damaged equipment before the storm.
  6. Recharge every backup device after testing and store it where it will stay dry.

5. Protect the phone from rain, spray and floodwater

If the phone is not waterproof, FEMA advises considering a waterproof case or a thick, sealable plastic bag for the phone (FEMA hurricane preparedness material). A pouch or bag is a water-exposure barrier, not proof that the phone can be immersed. Keep the phone away from floodwater, which may contain sewage, chemicals, sharp debris and live electrical hazards.

Choose a case or pouch that still allows you to see alerts and operate essential controls. Keep the charging connector and the inside of the pouch dry. Do not plug a wet cable into the phone. If water reaches the connector, disconnect the phone from power, move it to a dry place and let the port and cable dry before attempting to charge. Do not seal a hot phone in a way that traps heat; remove it from the pouch when conditions are dry and safe.

6. Make important information available without the phone

Write down phone numbers, emergency contacts, medication information, meeting locations and your household communication plan. NOAA’s hurricane guidance recommends paper copies of key contacts in case power is lost and the phone runs out of charge. Keep the list in the go-kit and give a copy to household members.

Enable Wireless Emergency Alerts and keep local authorities’ channels available. Alerts may arrive through a different path than a call from a family member, so do not depend on one person or one app to tell you when to leave.

7. Stage the kit for a fast departure

Place the phone, charger, power bank, water-protection pouch, identification and medication together in a bag you can carry. Keep a second portable phone charger and cable in the vehicle if you may evacuate by car. Charge the vehicle only outdoors and only when travel conditions are safe.

Check local forecasts and official instructions before the weather deteriorates. If authorities issue an evacuation order, take the phone and chargers with you, but leave immediately rather than waiting for a battery to reach a particular percentage.

How to keep the phone protected while you use it

Use a dry handling routine

  • Handle the phone under a roof or inside a vehicle whenever possible.
  • Dry your hands before opening the pouch or connecting a cable.
  • Keep the pouch opening pointed away from rain and spray.
  • Place the phone in an inner pocket of the bag, not in an outside pocket exposed to runoff.
  • Never set the phone or power bank on a wet floor, pavement near standing water or a surface contaminated by floodwater.

Keep charging equipment out of floodwater

Water protection for the phone does not make electrical charging safe in a flooded room. Do not use wall outlets, extension cords, power strips or chargers that are wet, submerged or located near standing water. If a building has water intrusion or visible electrical damage, leave the area and wait for qualified officials or electricians to declare it safe.

Do not confuse water resistance with disaster protection

A phone marketed as water-resistant may tolerate limited exposure under specified test conditions, but that does not make it safe in dirty floodwater, salt spray, pressurized rain or prolonged immersion. A case can reduce exposure but cannot remove the need to keep the device dry and away from flood hazards.

What to do during a power outage

Conserve the battery without losing critical information

Use the phone for urgent information and communication first. Practical conservation steps include lowering screen brightness, turning off nonessential radios and notifications, closing apps that you do not need, and using the phone periodically rather than continuously. Battery-saving features such as Low Power Mode or Battery Saver can be useful, but the agencies cited here do not publish a universal percentage of battery life saved by any particular setting.

  1. Check official alerts and messages, then lock the screen.
  2. Send essential updates to household members and your designated contact.
  3. Use navigation, camera, entertainment and social browsing only when they serve an immediate safety need.
  4. Turn on airplane mode when you do not need connectivity, then turn connectivity back on at planned intervals to check for alerts. Do not leave it on if you are awaiting an emergency call.
  5. Keep the phone warm and dry, but never place it against a heater, stove or other hot surface.

Charge in a deliberate order

  1. Use the stored power bank first if it is charged and dry.
  2. Stop charging when the phone has enough power for the next essential period, rather than draining the backup battery automatically.
  3. Reserve the crank or solar charger for when stored power is low or unavailable.
  4. Keep the alternate charger covered from rain while allowing any solar panel to receive unobstructed light.
  5. Disconnect equipment before moving through wet areas or when officials instruct you to evacuate.

There is no agency-published phone-runtime figure that can tell you exactly when to recharge. Your usage, signal conditions and battery health determine the result, so check the phone’s charge level and your remaining supplies regularly.

Use text-based communication when networks are congested

NOAA warns that communications systems may be affected after a hurricane and that calls or video calls may be difficult when networks are congested. When possible, try text messages, email or social media, and keep messages concise. Send the essential facts first: who is safe, your location, what help is needed and when you will check in again.

A failed call does not prove that your phone is broken. Move to a safe location with better reception only if doing so does not expose you to wind, floodwater, debris or downed lines. Never enter a dangerous area just to obtain a signal.

Evacuation takes priority over charging

CDC hurricane safety guidance says to take the cell phone and chargers when evacuating and states, “Never ignore an order to evacuate” (CDC hurricane safety guidance). Pack the device and charging supplies before an order is likely, then leave on the route and schedule officials provide.

Charging safely after the storm

Inspect the power source before connecting

Wait for officials or the utility to address damaged electrical systems. Do not use outlets, chargers, power strips or extension cords that have been wet or exposed to floodwater. Keep charging equipment away from damaged walls, leaking ceilings and pooled water.

Use generators only in the open air

NOAA says portable generators must be used outside and more than 20 feet from the home, doors and windows. Never operate a generator indoors, in a basement, in a garage or under an attached structure. Carbon monoxide can accumulate even when a door is open. Phone charging is not worth the risk of poisoning.

Keep the generator dry and follow its manufacturer’s instructions for fuel, grounding, load limits and connection. Do not connect household wiring to a generator through an improvised cable. If you are unsure whether a charging setup is safe, wait for qualified assistance.

Continue to expect communication interruptions

Storm damage can affect cellular towers, backhaul links, local power and public-safety communications. Keep trying concise text-based messages when calls fail, monitor official announcements through any available channel and use your paper contact list if the phone becomes unusable.

Troubleshooting common problems

The power bank will not charge the phone

  • Check that the power bank itself was charged and that its output is switched on if it has a button.
  • Try the tested cable and inspect both connectors for moisture or damage.
  • Remove the phone from a wet pouch before connecting it, and keep the connection dry.
  • Try another compatible output on the bank if one is provided.
  • If the bank becomes hot, smells unusual, swells or leaks, disconnect it and move it away from people and combustible materials. Do not use it again.

The phone was exposed to rain or floodwater

Move to a dry, safe location, disconnect all power and remove external accessories. Wipe the outside with a clean, dry cloth. Do not charge the phone while the port, cable or interior is wet, and do not use a household appliance to force heat into the device. If floodwater entered the phone, treat it as contaminated and seek professional evaluation when services are available.

Calls will not connect

Check for official network notices, then try a concise text message or email. If the message is urgent, state your location and need clearly. Avoid repeated calls that keep the network congested. Move only when it is safe, and do not approach damaged towers, utility equipment or restricted areas.

The household is separating during evacuation

Use the communication plan prepared before the storm: a primary meeting point, an out-of-area contact and a time to check in. Paper copies matter if one person loses a phone or battery. Share only the information needed for safety and avoid draining the phone on long, nonessential conversations.

Decision factor Questions to ask
Compatibility Does the charger have the correct connector and output for your phone? Can you test it with your actual cable before the storm?
Stored energy Can the power bank be fully charged in advance, and can you read its remaining status without guessing?
Alternate source For crank or solar equipment, can you operate it safely in the expected weather, and does it provide a suitable USB output?
Portability Will the device fit in the go-kit while leaving room for water, medication, identification and other essentials?
Water protection Does the pouch or case close securely, keep the connector area dry and allow essential operation without encouraging immersion?
Pre-storm readiness Have you tested the complete phone-and-cable combination and recharged every backup device afterward?

The reviewed guidance does not establish tested output, recharge counts, solar charging times or a guaranteed number of days for any charger. Treat those specifications as device-dependent and test your own setup rather than relying on a universal runtime claim.

Final pre-storm checklist

  • Phone fully charged.
  • Power bank or backup battery fully charged.
  • Compatible cable, wall adapter and spare cable packed.
  • Crank or solar USB charger tested if you plan to carry one.
  • Waterproof case, pouch or thick sealable plastic bag ready.
  • Phone and charging gear stored above likely flood level.
  • Paper contacts and the household communication plan packed.
  • Wireless Emergency Alerts enabled.
  • Go-kit and vehicle supplies reachable without unpacking the house.
  • Evacuation route and official information sources known.

Prepare the charging and water-protection steps while conditions are calm. Once the storm threatens, use the phone for verified alerts and essential communication, keep all electrical equipment dry, and leave immediately when authorities order an evacuation.
