If someone used your Social Security number or ITIN to access your IRS information or file a return, act in this order: stop any ongoing scam, secure your IRS Individual Online Account, request an annual Identity Protection PIN (IP PIN), follow the instructions for your specific IRS notice or identity-theft case, and monitor your refund. Do not submit a second Form 14039 for the same incident.

The right response depends on what happened. A confirmed fraudulent tax return, a suspicious account change, an e-file rejection and a CP53B notice can require different submissions. Treat the IRS case, your financial accounts and your broader identity recovery as related but separate work.

1. Stop the exposure before fixing the tax account

Start with the channel that allowed the theft. If a caller, email, text message or website persuaded you to disclose tax, banking or login information, stop communicating with the person or site. Do not send additional money, verification codes, tax forms or identity documents. Save messages, email headers, phone numbers, payment records and any notice you received; those details can help your bank, the IRS or law-enforcement agencies understand what happened.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If money moved from an account or your financial information was exposed, contact the bank, card issuer or payment service immediately using a number from a statement or the institution’s official app. Ask whether a transfer can be recalled, whether the account needs to be closed or restricted, and how to replace compromised cards or credentials. The IRS directs scam victims to use the broader recovery process at IdentityTheft.gov when information beyond tax records was exposed.

Change passwords for your email account first if it may have been compromised, then change passwords for financial and tax-related accounts. Use a unique password for each service and enable multifactor authentication wherever it is offered. A password manager or monitoring service is optional; neither is required by the IRS.

Do not let urgency from a caller determine your next step. An unsolicited person claiming to be from the IRS can ask for money, a login, a one-time code or a copy of an identity document. End the contact and independently open the IRS website or your bank’s official app. Keeping the original message and payment trail is more useful than continuing the conversation.

2. Secure and inspect your IRS Individual Online Account

An IRS Individual Online Account is the central place to review what the IRS has on file and to use several protective features. After you complete the IRS identity-verification process, the account can show tax information and transcripts, display refund status, and let you request or retrieve an IP PIN. The IRS describes multifactor authentication for the account, adding a second check beyond a password.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Create or sign in to the account through the current IRS website. Use the IRS sign-in flow rather than a link in an unsolicited message. If you already have an account, confirm that the email address and phone number used for multifactor authentication are yours. If you cannot complete verification, use the IP PIN alternatives described in the current IRS FAQ rather than repeatedly sending unrequested documents to a caller.
  2. Keep the credentials private. The IRS says the account holder should be the only person logging in. Do not give your username, password, one-time code or recovery information to a caller, paid preparer, relative or supposed IRS agent. A legitimate preparer can work from documents you provide without taking control of your sign-in.
  3. Review account activity and tax records. Check transcripts and other available tax information for returns, income items, payment activity or address changes you do not recognize. Record the tax year and the specific item that appears wrong. Compare employer, payer and withholding information with your own records instead of assuming every unfamiliar entry is fraudulent.
  4. Check refund status. Use the account’s refund-status function rather than relying on a text message, social-media post or caller’s claim. A status that does not match your own filing is a reason to read any IRS notice carefully and follow its response instructions.
  5. Retrieve the current IP PIN. The account can be used to request or retrieve the number after enrollment. Because the number changes each year, retrieve the PIN for the tax year in which you are filing instead of reusing an older one.

Save the date you reviewed the account and the tax years you checked. If a return, payment or address change is unfamiliar, capture the relevant details for your records without sending account screenshots to an unverified contact. Keep copies of legitimate returns, notices and correspondence in one secure location.

Multifactor authentication protects the sign-in, but it cannot correct a fraudulent return already filed in your name. Treat the account review and the identity-theft case process as separate tasks.

3. Add an Identity Protection PIN to future federal returns

An IP PIN is a six-digit number known to you and the IRS. You enter it when filing a federal return so the IRS can help verify that the return came from you and reduce misuse of your SSN or ITIN. The IRS issues a new PIN each year; losing an old number does not make it valid for the next filing season.

An IP PIN is a filing safeguard, not a password for your IRS account and not a way to recover money already sent to a thief. It helps with future federal returns. You still need to answer an identity-theft notice, submit the form required for the incident and protect non-tax accounts.

Choose the route that matches your identity-verification options

Route Who it fits What to expect
IRS Individual Online Account People who can complete the IRS online identity-verification process The IRS identifies this as the fastest route. You request or retrieve the IP PIN inside the verified account.
Form 15227 Eligible applicants who cannot access or create an online account The IRS contacts the applicant and performs additional verification. Eligibility and income limits are subject to the current FAQ and form instructions.
Taxpayer Assistance Center appointment People unable to use the online-account or Form 15227 routes An in-person identity check is required. Make an appointment and bring the documents listed by the IRS before traveling.

The IRS FAQ updated January 8, 2026, lists Form 15227 income limits of $84,000 for an individual and $168,000 for married filing jointly. Those figures are tied to that FAQ update and can change, so confirm the current limits and all identity-verification requirements before mailing the form or scheduling an appointment. Do not assume that inability to access an online account automatically makes every applicant eligible for Form 15227.

These routes differ mainly in how the IRS verifies identity, whether you can use an online account, whether you meet Form 15227 conditions and whether an in-person appointment is necessary. Choose one route based on your circumstances and follow its current instructions rather than submitting several applications at once.

Use the PIN correctly when filing

  • Retrieve the PIN for the current filing year from your IRS account or the IRS notice that provides it.
  • Enter it exactly where your tax software or paper-return instructions request the IP PIN for the taxpayer and, when applicable, a spouse or dependent.
  • Do not email, text or post the number. The IRS will not ask you to disclose it to an unsolicited caller.
  • If a return is rejected because the PIN is missing or incorrect, follow the filing software’s correction steps or the paper-filing instructions; do not create a second IRS account to work around the rejection.

4. Report a fraudulent return and follow the correct case process

When another person files a federal return using your identity, use the IRS identity-theft victim-assistance instructions and the current Form 14039, Identity Theft Affidavit. The form is for a taxpayer whose identity was used for a tax-related purpose, such as a return filed without permission or an account change you did not make.

Distinguish a confirmed tax-return theft from a general exposure of personal information. If a scammer merely obtained information but no tax account or return is involved, use the broader recovery steps at IdentityTheft.gov and monitor for tax activity. If the IRS sent a specific notice, that notice can control where and how you respond.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not send duplicate Form 14039 affidavits

Form 14039, Revision February 2026, warns: To avoid delays do not use this form if you have already filed a Form 14039 for this incident. A second affidavit for the same event can slow handling because it creates another submission to reconcile. If you already submitted the form, keep the confirmation or mailing evidence and respond to later IRS requests rather than starting a duplicate case.

Use the current form’s instructions to determine whether the affidavit belongs with a return, should be mailed separately, or must be sent in response to a notice. The correct address and supporting-document requirements depend on the situation and can change with a form revision. Read every instruction page, including any directions about identification, signatures and the tax year involved.

If your legitimate e-filed return is rejected

An electronic rejection stating that a return was already filed under your SSN or ITIN does not mean you have lost the right to file. IRS victim-assistance guidance says to file a paper return when identity theft prevents electronic filing and to follow the instructions for submitting Form 14039 with that return or separately. Print, sign and date the return, include the documents the instructions require, and use a trackable mailing method so you can prove when it was sent.

Do not alter income figures or omit legitimate information merely to make the return pass an electronic check. The paper return should be your accurate return for the tax year. Keep a complete copy of everything mailed, including the signed return, affidavit, attachments, mailing receipt and tracking result. A paper filing addresses the e-file barrier; it does not by itself resolve the identity-theft investigation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the IRS contacts you about an account change

Read the entire notice, including the response deadline, mailing address, phone instructions and list of documents. A notice may require a different response from the general identity-theft process. Use the contact information printed on the notice or obtained from the current IRS website, not a number supplied by the person who contacted you.

5. Handle a refund that was diverted or flagged

Check refund status through your IRS account and compare it with your own filing records. A refund may be held while the IRS verifies identity, sent to an account you do not recognize, or delayed because a fraudulent return was filed first. The status alone does not tell you which response is required.

Document the refund year, expected amount, date you filed and any bank-account information shown in your records. If the refund went to an account you do not control, contact the financial institution through its official channel and follow its unauthorized-transaction process while you address the IRS case. Do not try to solve the discrepancy by filing a second tax return.

Respond to a CP53B notice

CP53B is a specific IRS notice about a refund and identity verification. If you received CP53B and did not file the return referenced in the notice, IRS guidance says to submit Form 14039. Follow CP53B’s exact response method and documentation list; do not assume that the procedure for a rejected e-file applies to this notice. Keep proof of the response and observe the deadline printed on the notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not rely on a universal resolution date

Identity-theft cases differ by tax year, the type of return, whether a paper return is required, and what verification documents the IRS needs. The IRS does not provide one guaranteed completion date that applies to every victim. Keep your notice, mailing receipts, account screenshots and copies of responses together, and answer any follow-up request by its deadline.

Once the IRS completely resolves the tax-account issues, it may mark the account with an identity-theft indicator to help protect the account in the future. That indicator is a protective record, not a replacement for an IP PIN or secure account credentials.

6. Protect information outside the IRS

Tax identity theft often overlaps with broader identity exposure. If a scammer obtained your driver’s-license details, bank information, email access, medical information or other personal data, use the recovery steps at IdentityTheft.gov in addition to the IRS process. Depending on what was exposed, those steps can include placing fraud alerts or freezes with credit bureaus, replacing an identification document, closing an account, disputing unauthorized transactions and reporting the crime.

Monitor bank and credit-card statements for unfamiliar activity. Review credit reports for new accounts or hard inquiries you did not authorize. Watch your email account for forwarding rules, password-reset messages or new devices that you did not add. Tax-account protection does not automatically secure these other systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep tax and financial records in a secure location and limit who can access copies. A commercial identity-monitoring product, password manager or security device is optional and is not required or endorsed by the IRS. The essential steps are securing accounts, using official recovery channels and responding to the notice or institution involved.

7. A practical action checklist

  1. Stop contact with the scammer and preserve messages, payment records and notices.
  2. Call affected banks or payment providers through their official contact channels.
  3. Secure your email and other critical accounts with unique passwords and multifactor authentication.
  4. Create or access the IRS Individual Online Account and keep all login information private.
  5. Review IRS tax information, transcripts, account activity and refund status for each affected year.
  6. Request or retrieve the current year’s six-digit IP PIN.
  7. Use the current IRS identity-theft guidance and Form 14039 instructions for the specific incident.
  8. Do not file another Form 14039 for the same incident.
  9. If identity theft caused an e-file rejection, submit an accurate paper return and follow the form instructions.
  10. If you received a notice such as CP53B, follow that notice’s response path exactly.
  11. Use IdentityTheft.gov for non-tax identity exposure and continue monitoring financial and credit accounts.
  12. Keep a dated log of calls, submissions, tracking numbers, notices and IRS responses so you can answer follow-up questions consistently.

8. Mistakes that commonly delay protection

  • Sharing the IRS login: Giving a preparer or caller your credentials removes the control the account is meant to provide.
  • Using an old IP PIN: The PIN is renewed annually; retrieve the number for the current year.
  • Mailing duplicate affidavits: A second Form 14039 for one incident can delay handling.
  • Ignoring a notice because you already filed a form: A notice can require a separate response or documents.
  • Waiting for an e-file system to accept a stolen-identity return: When the IRS says to file on paper, follow that route instead.
  • Expecting the IRS process to fix every compromised account: Banking, credit, email and identification-document recovery require separate actions.
  • Trusting an unsolicited “IRS” contact: Verify through your IRS account or official IRS contact information before disclosing anything.
  • Applying through every IP PIN route: Select the route that fits your verification and eligibility circumstances, then follow its instructions.
  • Assuming a refund-status message is a complete answer: Read the full notice and determine whether it calls for Form 14039, a paper return or another response.

Account features, form revisions, IP PIN routes, income thresholds and notice instructions can change. Before submitting anything, use the current IRS page and the instructions printed on your notice or form, especially if your case extends into a new filing season.

Frequently Asked Questions

Can I use my IRS Individual Online Account to see whether a thief filed a return?

A verified account can show tax information and transcripts, account activity and refund status. Review the affected tax years and note unfamiliar returns, income items, payments or address changes. The account review does not replace the identity-theft process or a response to an IRS notice.

What is an IP PIN, and how long does it last?

An IP PIN is a six-digit number known to you and the IRS. You use it when filing a federal return to help verify that the return is yours and reduce misuse of an SSN or ITIN. The IRS issues a new PIN each year, so retrieve the current year’s number rather than reusing an older one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if I cannot create an IRS online account?

The IRS identifies online enrollment as the fastest route, but its current FAQ also describes Form 15227 for eligible people who cannot access or create an account and an in-person Taxpayer Assistance Center appointment for people unable to use the other methods. The January 8, 2026 FAQ lists Form 15227 income limits of $84,000 for individuals and $168,000 for married filing jointly. Confirm current eligibility and identity-verification requirements because they can change.

Should I file Form 14039 again if the IRS has not responded?

No. Form 14039, Revision February 2026, says not to use the form again when you already filed it for the same incident because duplicate submissions can delay handling. Keep proof of the first submission and follow any later IRS request or notice.

What should I do if my valid e-filed return was rejected because someone already filed?

IRS victim-assistance guidance says to file an accurate paper return when identity theft prevents electronic filing and to follow the instructions for submitting Form 14039 with that return or separately. Sign and date the return, include required documents, use trackable mailing and keep a complete copy.

What should I do with a CP53B notice?

Read the entire notice and follow its response method and documentation list. If you received CP53B and did not file the return named in it, IRS guidance says to submit Form 14039. Do not substitute the process for an e-file rejection unless the notice tells you to do so.

How quickly will the IRS release my refund after identity theft?

There is no single guaranteed resolution date for every identity-theft case. Timing depends on the tax year, return type, whether paper filing is required and what verification documents the IRS needs. Track your refund through the IRS account, meet every notice deadline and keep copies of all responses.

Does an IP PIN protect my bank account and credit?

No. An IP PIN protects federal tax filing against misuse of your SSN or ITIN. If bank, credit, email, medical or identification information was exposed, use IdentityTheft.gov recovery steps and contact the affected institution separately.

The Bottom Line

Secure your IRS account, keep its login information private, obtain the current six-digit IP PIN, and follow the exact instructions for your return, form or notice. Never duplicate Form 14039 for the same incident. Monitor the refund and handle banking, credit and other identity exposure through their own official recovery channels.
