Protecting wildlife as species move into new habitats starts with keeping suitable places connected, safeguarding local climate refuges, and coordinating conservation across property and jurisdiction lines. There is no single “wildlife migration” pattern to manage: some populations expand into newly suitable areas, others contract, and many do both in different parts of their range. The right action depends on the species, landscape, barriers, land use and evidence available.

For most situations, improve habitat in place first, make movement routes usable for the species concerned, monitor what changes, and treat managed relocation as a high-risk intervention that requires formal assessment—not as a quick climate fix.

What it means when wildlife shifts into new habitats

A range shift is a change in where a species is found over time. It can involve expansion into areas that have become suitable, disappearance from places that no longer meet the species’ needs, or both at once. Different populations of the same species can respond differently, and changes in temperature alone do not explain every observed movement.

A 2024 U.S. Geological Survey review of records in the BioShifts database found that 59% of documented range shifts were directionally consistent with climate change. That statistic does not mean the remaining shifts were unrelated to climate, nor does it show that all species are moving north, uphill or toward cooler conditions. Land conversion, water availability, disturbance, food, predators, disease, competition and observation effort can all influence a detected shift.

The practical question is therefore not “How do we move wildlife?” It is “How can animals reach places where the combination of habitat and environmental conditions remains suitable, while populations stay safe along the way?”

Why connected habitat is the first line of protection

Connected habitat gives animals room to disperse, find food and mates, recolonize areas after a local loss, and track changing conditions. The U.S. Geological Survey describes maintaining habitat connectivity as a key strategy for conserving wildlife populations into the future, provided that conservation decisions are informed by sound science.

Connectivity must be designed for a species

A corridor is not automatically useful because it looks green on a map. A wide, shaded route may suit a forest mammal but be unsuitable for a grassland butterfly. A fish passage that works for one swimming species may not work for another with different flow, temperature or spawning requirements. Body size, mobility, behavior, season, life stage and tolerance of human activity all affect whether a connection functions.

  • How far individuals normally travel, and whether juveniles move farther than adults.
  • Which habitat features are required for feeding, shelter, breeding and resting.
  • Whether movement occurs daily, seasonally, during dispersal or only after a disturbance.
  • How roads, fences, lighting, noise, canals, crops, housing and predators affect movement.
  • Whether the species needs a continuous strip or can cross gaps between “stepping-stone” patches.

Remove or reduce barriers

Roads and urban development can turn a connected landscape into isolated habitat islands. Farms may be permeable for some species and nearly impassable for others. Conservation projects can use wildlife overpasses or underpasses, fish passages, fence modifications, culvert improvements, native vegetation strips and safer crossing points. The intervention should match the documented barrier and the species using the route; installing a generic crossing without monitoring can waste money or redirect animals into new hazards.

Protect the land between protected areas

National parks and other reserves often do not contain an entire climate-tracking route. Connectivity planning can maintain, enhance or restore links through public land, private property, working farms, forests, wetlands and land held by trusts. Agreements with landowners, regional planning rules and conservation easements can be as important as acquisitions. Because animals cross ownership and administrative boundaries, a route that stops at a property line is not a functioning network.

How to help animals reach places that remain suitable

Think of movement as a sequence of safe decisions by individual animals rather than a single wave advancing across a map.

Provide usable habitat along the route

Animals need food, cover and resting places during travel. A narrow connection may fail if it contains no forage or shelter, while a chain of smaller patches can work for a species capable of short crossings. Restoration should therefore improve the quality of the entire route, not only its endpoints. In aquatic systems, water temperature, flow, dissolved oxygen and passage around barriers may matter more than surface distance.

Keep seasonal needs in view

A path can be open in spring and unusable during a summer drought or winter flood. Map the conditions required at each life stage and season. If a species breeds in one habitat and feeds in another, both areas and the link between them need protection. Climate projections should be tested against likely future land use, fire, flooding and water demand rather than treated as a temperature-only forecast.

Use several routes where possible

One corridor can be severed by a new road, fire or development. A network with alternate paths is more resilient, but only if those paths are genuinely available to the target species. Prioritize redundancy where a single failure would isolate a population.

Protect climate refugia

A climate refuge is a local place whose physical or biological features buffer organisms from broader regional conditions. Refugia may be cooler, wetter, more shaded, deeper, better connected to water, or otherwise capable of remaining usable during heat, drought or other extremes. They are not permanent guarantees; their value can change as vegetation, hydrology and land use change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What refugia can look like

A 2026 U.S. Geological Survey account of American pikas in Oregon’s Columbia River Gorge describes potential buffering from cool underground spaces in basalt talus, moss, tree canopy and changes in foraging behavior. The same account notes that isolated patches and mixed land ownership remain concerns. A refuge that supports animals today may still need links to other patches and protection from disturbance.

How to conserve a refuge

  • Map microclimates and habitat features used during heat, drought or cold events.
  • Prevent activities that remove shade, alter water flow, destabilize talus or destroy cover.
  • Protect surrounding habitat so animals can enter and leave rather than becoming trapped in an isolated patch.
  • Monitor occupancy, reproduction and food resources, not just temperature.
  • Plan for the possibility that the refuge itself will become unsuitable and identify backup sites.

Comparing conservation approaches

No option works everywhere. Use the following comparison to match an intervention to the species, landscape and level of evidence.

Approach Best suited to Main benefit Key limitations or risks
Protect existing habitat Places already supporting viable populations or important breeding, feeding or resting sites Prevents immediate loss and protects known ecological functions May not provide enough room if future conditions change; isolated reserves can remain cut off
Restore or create connections Populations separated by roads, development or degraded land Allows dispersal and access to multiple habitat patches Design must match movement ability, habitat needs and future conditions; construction can introduce new disturbance
Protect climate refugia Local sites that buffer heat, drought or other regional stress Maintains survivable conditions without moving organisms Refugia can be small, isolated or temporary; their effectiveness requires monitoring
Coordinate across boundaries Routes and ecological processes spanning agencies, owners or jurisdictions Aligns land-use decisions and prevents gaps in a network Requires durable agreements, funding and shared data
Managed relocation Cases in which a species faces serious extinction risk and natural movement is unlikely or impossible May establish a population beyond the historical range Can harm moved organisms or the receiving ecosystem; outcomes and governance effects are uncertain

A step-by-step planning framework

  1. Define the decision. Name the species or focal group, life stage, time horizon and geographic area. A plan for a salamander’s breeding migration is different from a plan for a tree’s seed dispersal.
  2. Establish a baseline. Compile reliable observations, habitat condition, population trends, movement records, barriers and land ownership. Record how survey effort has changed so an increase in sightings is not mistaken for a range expansion.
  3. Identify mechanisms. Separate climate variables from land-use change, water management, fire, disease, food supply and interactions with other species. The 2017 USGS review cautions that these causes are difficult to disentangle.
  4. Map current and future suitability. Model habitat and connectivity under more than one plausible climate and land-use scenario. State the assumptions, spatial scale and uncertainty; a map is a projection, not a promise.
  5. Find bottlenecks and refugia. Locate crossings, narrow links, isolated populations and microhabitats that buffer stress. Prioritize places where a relatively small action could reconnect a large network or prevent an irreversible loss.
  6. Choose actions for the species. Combine protection, restoration, barrier reduction and refugia management as appropriate. Do not assume a corridor, planting mix or crossing design can be transferred unchanged from another species or region.
  7. Build a cross-boundary agreement. Involve agencies, private landowners, land trusts, Indigenous or local communities where relevant, transportation authorities and regional planners. Define who will manage each segment and how decisions will be updated.
  8. Monitor and adapt. Track movement, survival, reproduction, habitat condition and unintended effects. Set thresholds that trigger a change in management, and publish methods so later results can be interpreted consistently.

When managed relocation may be considered

Managed relocation—deliberately moving organisms to a site outside their current range—is fundamentally different from protecting a corridor. It may be considered when extinction risk is high, natural dispersal is blocked and no safer in-place option is likely to work. It should never be presented as an automatic response to a projected range shift.

Assess risks to the moved population

Handling, transport, unfamiliar food, predators, disease, genetic mismatch and social disruption can reduce survival or reproduction. Managers should determine whether enough individuals can be moved without weakening the source population and whether the receiving climate will remain suitable over the relevant life span.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess risks to the receiving ecosystem

A relocated species may compete with resident species, prey on them, spread pathogens, alter vegetation or disrupt nutrient cycles. The assessment should examine direct and indirect effects, including what happens if the population expands beyond the release area.

Include policy and community effects

The National Park Service says that understanding the nature of risks should be a key step in decisions about relocation. Its managed-relocation guidance calls for considering ecological, environmental, social, economic and policy consequences. That process should specify legal authority, consent, accountability, monitoring duration, failure criteria and an exit or containment plan where feasible.

What the evidence says about scale and uncertainty

Connectivity is already limited in some regions. A U.S. Geological Survey Climate Adaptation Science Centers summary estimates that less than 2% of natural areas in the eastern United States are connected enough to allow wildlife movement between them. This is a regional estimate, not a global statistic, and the page’s publication date is not shown; it should not be generalized to other regions without confirmation.

Forecasts also carry substantial uncertainty. A USGS assessment of Northern Rockies wildlife found uncertainty in projected vegetation change and animal responses, limiting the assessment’s value for proactive management. Different models, data sets and methods can produce different connectivity priorities. Good plans therefore compare assumptions, protect options that perform well across scenarios and use monitoring to revise decisions.

Actions individuals and local groups can take

Most people cannot design a regional corridor alone, but they can support the conditions that make larger plans possible.

  • Learn which species, habitats and movement barriers local conservation agencies identify as priorities.
  • Keep gardens, farms and community spaces permeable where local guidance supports it: retain native cover, avoid unnecessary fencing and protect seasonal water features.
  • Report wildlife observations through established local or national monitoring programs, following their identification and location rules.
  • Support reputable land trusts, habitat-restoration groups and connectivity projects whose goals, governance and monitoring are public.
  • Ask transportation and planning authorities how new roads, widening projects or development proposals address wildlife movement.
  • Respect seasonal closures, wildlife crossings and private-land restrictions; disturbing animals in a refuge can make the site unusable.
  • Share local observations with land managers, but do not move wild animals yourself. Capture, transport and release can spread disease and may violate wildlife law.

Common mistakes to avoid

  • Assuming every species moves in one direction. Documented responses include expansion, contraction and mixed changes by place.
  • Using temperature as the only explanation. Habitat loss, land use, species interactions and detection effort can change observed ranges.
  • Drawing a corridor without testing it. The route must meet the target species’ movement and habitat requirements.
  • Protecting endpoints but not the link. Two reserves remain isolated if the intervening land blocks movement.
  • Calling a refuge permanent. Local buffering features can deteriorate or become isolated.
  • Treating a model output as a guarantee. State uncertainty and monitor whether projected conditions and animal responses occur.
  • Using relocation as a shortcut. Moving organisms transfers risk to both the individuals and the recipient ecosystem.
  • Ignoring governance. A plan that crosses owners or jurisdictions needs agreements, funding and responsibility for maintenance.

A practical decision rule

Start with the least disruptive action that keeps the most future options open: protect habitat already working, reconnect it where the target species can use the route, preserve local refugia and coordinate decisions across boundaries. Test each step with species-specific monitoring. Consider managed relocation only after natural movement and in-place conservation have been evaluated and a formal risk assessment shows that the expected conservation benefit outweighs the ecological, social and policy risks.
