Protect customer data by treating the support agent as an untrusted decision component inside a system that enforces security boundaries. Minimize the data placed in its context, isolate customer and session data, authorize every retrieval and tool call in backend services, require human approval for high-impact actions, validate inputs and outputs, and continuously test and monitor the complete workflow. A system prompt or content filter can help, but neither is an access-control mechanism.

Start with a threat model for the entire ticket workflow

An AI support agent can read a ticket, retrieve account or knowledge-base information, call business tools, draft a response, and sometimes change customer data. Every one of those steps is a possible disclosure or integrity failure. Ticket text, attachments, web pages, and retrieved documents may contain instructions written by an attacker. NIST describes this class of risk as agent hijacking; OWASP likewise recommends controls beyond prompt filtering.

Design the agent as if its next decision could be wrong or manipulated. The surrounding application, identity system, tool gateway, databases, and review process must limit what that decision can do. The model may suggest an action, but it must not be the component that grants itself access.

  1. Intake: ticket text, sender identity, attachments, message history, and metadata.
  2. Context assembly: system and developer instructions, customer records, internal notes, retrieved knowledge, conversation memory, and policy documents.
  3. Reasoning and retrieval: searches, database reads, API lookups, and any additional documents selected by the agent.
  4. Tool execution: refunds, credential changes, shipping updates, notifications, exports, or other operations.
  5. Response and storage: the message shown to the customer, internal notes, logs, analytics, and retained transcripts.

For each item, document its purpose, sensitivity, owner, tenant or customer scope, retention requirement, and allowed recipients. This inventory reveals where unnecessary personal data is entering the model and where a tool could cross an authorization boundary.

Minimize what reaches the model

Give the agent only the fields needed for the current task. A request to explain a delivery status may need an order identifier and status, not a complete payment profile, identity document, or unrelated tickets. Remove or mask fields that are not required before context assembly rather than relying on the model to ignore them.

Separate context by trust and purpose

Keep trusted instructions separate from untrusted material. System and developer instructions should be stored and supplied through a controlled channel; ticket text, attachments, retrieved pages, and customer-authored notes should be marked as data to analyze, not instructions to follow. Boundary labels are useful signals for the model, but they do not enforce isolation. The enforcement comes from permissions, schemas, and downstream checks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not merge one customer’s history into another customer’s context. Isolate memory by authenticated user, tenant, ticket, and session. A cache or vector index that omits those keys can turn a harmless retrieval into a cross-customer disclosure.

Control retrieval scope and retention

Use retrieval filters tied to the active customer and authorized workflow. A search for a billing issue should not be able to return another tenant’s records merely because they contain similar words. Apply access checks before documents enter the prompt, and recheck them when a source is fetched.

Protect stored transcripts, embeddings, attachments, and traces with the same care as the source records. Set retention according to the actual business purpose, applicable law, and organizational policy. There is no universal ticket-retention period established for every organization; document why data is kept and delete or anonymize it when that purpose ends.

Enforce authorization outside the model

A sentence such as “only access this customer’s account” is an instruction, not an access-control mechanism. The application and downstream services must authenticate the actor, authorize the operation, and bind it to the correct customer, employee, tenant, and session on every request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use deny-by-default permissions

  • Define an explicit allowlist of tools the agent may call for each workflow.
  • Separate read permissions from write, financial, credential, export, and deletion permissions.
  • Expose narrow operations with typed arguments instead of a general-purpose database or shell interface.
  • Require an authenticated service identity for each call and pass the customer or ticket scope as a server-verified value.
  • Recheck authorization in the service that performs the operation; do not trust a model-supplied customer ID or role.
  • Expire credentials and session grants quickly, and prevent one ticket from reusing another ticket’s authorization.

Downstream authorization should remain correct even if an attacker persuades the model to request a different account, a larger result set, or an operation outside the original intent.

Design tools as constrained capabilities

Capability Safer boundary Typical control
Account lookup Read-only, current authenticated customer Server derives customer scope; fields are allowlisted
Order or case update Specific status transition Typed schema, business-rule validation, audit event
Refund or credit Amount and reason within policy Thresholds and human approval for unusual or high-value cases
Credential change Verified recovery workflow Out-of-band verification and mandatory review
Message or export Approved destination and data fields Recipient allowlist, redaction, and output inspection

Never give the model unrestricted SQL, arbitrary URLs, filesystem access, or a tool that combines lookup and mutation without a policy boundary. If a capability is not required for the support task, do not expose it.

Assume tickets and retrieved content can contain attacks

Direct prompt injection places malicious instructions in the customer’s message. Indirect injection hides instructions in an attachment, a knowledge-base page, a linked website, or another record that the agent retrieves. The text may tell the agent to reveal internal notes, ignore policy, change a destination, or call a privileged tool.

Keep external content in a separate data field and tell the model to summarize or classify it rather than execute its instructions. More importantly, make the attempted instruction harmless: limit the available tools, restrict retrieval, and require authorization and review at the operation boundary. Keyword filters can be one layer, but they cannot establish identity or catch every semantic attack.

Prevent cross-context contamination

  • Use separate conversation and retrieval namespaces for each tenant and ticket.
  • Do not place secrets, internal-only notes, or unrelated customer records in a shared prompt template.
  • Prevent retrieved text from changing system configuration, tool definitions, or approval rules.
  • Sanitize attachment processing and isolate parsers and fetchers from privileged networks.
  • Pass only the minimum excerpt needed for the task, with provenance recorded for investigation.

Put human approval at the operation boundary

Require an actual human decision before an action whose error could cause material loss, privacy harm, account takeover, or an irreversible change. Examples include an unusual refund, changing account credentials, disclosing sensitive details, exporting records, closing an account, or changing a legal or billing status.

Make the review actionable

The reviewer should see the exact operation, arguments, affected customer or tenant, reason, relevant evidence, and any policy threshold that triggered the pause. The application must stop execution until the decision is recorded. A model’s promise to ask first is insufficient because a later turn, retrieved instruction, or tool response can bypass that promise.

Set thresholds according to business impact and risk. A low-risk address-format correction might use automatic execution, while a high-value refund or credential reset requires approval. Record who approved, rejected, or modified the proposal and prevent the agent from silently retrying a rejected action.

Validate tool arguments and generated output

Every tool call should pass through a gateway that validates both syntax and business meaning. Use strict schemas with enumerated operations, bounded numbers, approved identifiers, and required reasons. Reject unknown fields and malformed values instead of asking the model to correct them inside a privileged tool.

Validate at execution time

  • Confirm the operation is allowed for the current workflow and identity.
  • Resolve customer, tenant, and ticket identifiers on the server where possible.
  • Check amount, status, destination, and timing against business rules.
  • Apply rate limits and replay protection to prevent repeated or automated abuse.
  • Return the minimum result needed for the next step, not an entire record.

Treat output as untrusted data

Model-generated text can contain unsafe markup, a malicious link, a fabricated approval, or data copied from an unauthorized source. Encode or sanitize it for its destination. Use parameterized queries for database writes, safe rendering for HTML, and explicit escaping for logs and notifications. Validate email, webhook, storage, and export destinations against allowlists. A keyword filter does not prove that a destination is safe or that a disclosure is authorized.

Test before launch and after every material change

Use dummy customer records and sandboxed tool substitutes to test the complete workflow. Include both attacks and normal tasks so that security controls are shown to block abuse without making legitimate support impossible.

Test direct and indirect injection cases

  1. Place an instruction in a ticket asking for another customer’s information.
  2. Put a malicious instruction in an attachment and verify that the parser and agent treat it as data.
  3. Seed a retrieved document with a request to bypass policy or call an unauthorized tool.
  4. Ask the agent to change a customer identifier, destination, amount, or approval state.
  5. Attempt to repeat a rejected action or reuse a session from another ticket.
  6. Check that a benign request still completes with the minimum necessary data.

Success means the unauthorized retrieval or operation is blocked by an external control, not merely that the model says no. Test which data appears in prompts, tool arguments, responses, traces, and error messages. NIST notes that task-specific attack performance and multiple attempts can affect evaluation results, so include repeated attempts and realistic multi-step conversations.

Keep the test set current

Repeat tests whenever prompts, tools, retrieval indexes, memory behavior, model providers, parsers, or permissions change. Preserve regression cases for every prior incident and every newly discovered attack pattern. Test fail-closed behavior when an authorization service, policy engine, or review queue is unavailable.

Monitor the live system and prepare for failure

Operational monitoring should cover security decisions as well as task completion. Alert on denied tool calls, unusual retrieval volume, repeated approval requests, cross-tenant authorization failures, unexpected destinations, spikes in refunds or credential changes, and complaints that indicate unintended disclosure.

Build a privacy-conscious audit trail

Log structured events such as request ID, authenticated service identity, tenant and ticket scope, tool name, validated arguments or a protected representation of them, authorization result, approval decision, model and policy versions, and final outcome. Avoid placing full ticket text, secrets, payment data, or sensitive attachments in plain-text logs. Apply access controls, retention limits, redaction, and encryption to the audit store.

Use an incident and recovery playbook

  1. Contain: disable the affected tool, workflow, credential, retrieval source, or provider while preserving evidence.
  2. Assess: identify customers, records, actions, and time ranges involved from structured logs.
  3. Correct: revoke or rotate exposed credentials, repair unauthorized changes, and patch the boundary that failed.
  4. Notify: follow applicable contractual, regulatory, and organizational reporting requirements.
  5. Recover: restore the least-privileged configuration, replay only verified work, and monitor for recurrence.
  6. Learn: add the failure to regression tests and update permissions, schemas, training, and reviewer guidance.

Maintain a manual fallback so support can continue without granting the agent emergency privileges. Emergency access should be separately approved, time-limited, and fully audited.

Govern model, hosting, retrieval, and tool providers

Map every external provider that receives ticket text, attachments, embeddings, prompts, outputs, or telemetry. Assess its role in the data flow, security controls, retention, subprocessors, incident notification, access restrictions, and deletion behavior. Document the system’s purpose, data needs, permissions, owners, and lifecycle changes.

The UK government’s voluntary Code of Practice for the Cyber Security of AI says in Principle 2.6: “Where the AI system will be interacting with other systems or data sources, (be they internal or external), Developers and System Operators shall ensure that the permissions granted to the AI system on other systems are only provided as required for functionality and are risk assessed.” Treat that principle as an architectural requirement even when the code is voluntary.

That code also notes that personal data, including pseudonymized data, may trigger data-protection duties. Determine the applicable requirements for the jurisdictions, customers, employees, and providers involved; no single legal checklist fits an unspecified deployment.

The UK Competition and Markets Authority states: “But if an AI agent you use does something illegal, you are responsible.” Outsourcing the model or hosting does not outsource the organization’s responsibility for how it engages with consumers or for actions performed through its agent.

A practical implementation sequence

  1. Define the approved use case. Write down what the agent may accomplish, what it must never do, and which actions are advisory only.
  2. Inventory data flows. List every input, retrieval source, memory store, tool, output destination, provider, and retention rule.
  3. Reduce the context. Remove unnecessary fields, isolate tenant and session memory, and filter retrieval to the active authorized scope.
  4. Create capability-specific tools. Replace broad interfaces with narrow typed operations and deny-by-default allowlists.
  5. Bind identity at the backend. Derive customer and tenant scope from authenticated context and reauthorize every downstream request.
  6. Define approval thresholds. Pause high-impact, unusual, or irreversible operations and show reviewers the real arguments.
  7. Add validation. Enforce schemas, business rules, destination allowlists, safe rendering, parameterized queries, and rate limits.
  8. Run adversarial and benign tests. Use direct and indirect injection, cross-tenant attempts, repeated attempts, and normal support cases in sandboxes.
  9. Instrument safely. Capture structured decisions and outcomes without exposing sensitive content in plain text.
  10. Launch with a rollback path. Start with read-only or low-impact capabilities, monitor closely, and keep a manual queue available.
  11. Review continuously. Reassess providers, permissions, retrieval sources, models, prompts, incidents, complaints, and test coverage after each material change.

Common design failures and their fixes

Failure Why it fails Fix
Relying on a system prompt to protect accounts The model can be manipulated and cannot enforce backend identity. Authorize every request in the application and downstream service.
Giving one agent broad read and write tools A single mistake can expose data and perform an irreversible action. Split capabilities, use least privilege, and separate read from write.
Trusting labels or a keyword filter Labels do not enforce boundaries and semantic attacks evade keywords. Limit context and tools, validate arguments, and require approval.
Logging full prompts and transcripts indefinitely Logs become a second store of sensitive customer data. Log structured, redacted events with purpose-based retention.
Testing only obvious malicious prompts Indirect and multi-step attacks can arrive through retrieval or attachments. Test direct, indirect, repeated, and cross-tenant scenarios with benign controls.
Allowing automatic retries after rejection The agent can pressure the system until a risky action succeeds. Persist the decision and require a new authorized review.

What a secure operating standard looks like

A defensible deployment can answer, for every ticket: what data entered the context, why it was needed, which sources were retrieved, which identity authorized each call, what arguments were validated, which actions were paused for review, what the customer received, and how an investigator could reconstruct the event without reading unrestricted sensitive content. If any answer depends on the model keeping a promise, move that control into the application, tool gateway, identity system, or review workflow.
