You cannot make an investment portfolio immune to a broad market selloff. You can, however, reduce avoidable concentration risk and lower the chance that you will be forced to sell at a bad time. The most reliable approach is to follow a risk-appropriate plan: match your allocation to your goals and time horizon, diversify across and within asset classes, keep a cash reserve for near-term needs, and rebalance deliberately rather than reacting to headlines.
This U.S.-focused guide explains what to check during a decline, which changes may be sensible, and when a personal review with a qualified financial professional is warranted. It is general education, not individualized investment, tax, or legal advice.
What to do first when markets fall
A sharp decline creates pressure to act immediately, but the price movement itself does not prove that your financial goals or risk tolerance have changed. Start with a short pause and a written check of your plan instead of making an all-or-nothing decision.

- Identify the money’s purpose. Separate retirement assets, a home purchase fund, education money, and cash needed for upcoming bills. Each goal can have a different time horizon and liquidity requirement.
- Check when you will need the money. An investor who can leave money invested for decades generally has more time to wait for a recovery than someone who must withdraw it soon. A near-term withdrawal can turn a temporary decline into a permanent loss.
- Measure both willingness and ability to take risk. Risk tolerance is your emotional willingness to endure losses; risk capacity is your practical ability to absorb them without disrupting essential plans. They are not always the same.
- Review your written allocation. Compare your current percentages with the mix selected for your goals, rather than comparing today’s prices with last month’s prices.
- Check liquidity separately. Confirm that emergency savings and other readily available cash can cover likely shocks without selling long-term investments.
The Securities and Exchange Commission (SEC) and investor-education organizations describe these questions as planning decisions, not predictions about the next market move. There is no stock, bond, and cash percentage that is appropriate for every reader.

Match allocation to goals, time horizon, and loss capacity
Asset allocation is the mix of broad categories such as stocks, bonds, and cash. It should be set by the job the money must do, when it will be needed, and the loss you can withstand while staying invested. A recent selloff is a reason to test those assumptions, not a reason to adopt a universal allocation.
| Question | Why it matters during a selloff | Useful evidence to gather |
|---|---|---|
| What is the goal? | Different goals have different deadlines and acceptable volatility. | Account purpose, target amount, and required date. |
| When will withdrawals begin? | Shorter horizons leave less time for a recovery after a decline. | Expected first withdrawal and a schedule of planned withdrawals. |
| How much loss can the plan absorb? | A decline may be financially manageable but still cause panic selling if the allocation is too aggressive for you. | Stress-test the account against a substantial temporary loss and note whether essential spending would change. |
| How much liquidity is needed? | Insufficient cash can force sales while prices are depressed. | Emergency expenses, irregular bills, and other cash sources. |
If your horizon, income, health, debt, or planned spending has changed, an allocation review may be appropriate. If only the market headline has changed, avoid treating that headline as a new financial plan.
Diversify across asset classes and inside each one
Diversification spreads exposure so that one company, issuer, sector, or asset category does not determine the outcome of the entire portfolio. It can reduce concentration risk, but it cannot guarantee a profit or prevent losses when markets broadly decline. The SEC’s diversification guidance expressly warns that a diversified portfolio can still fall in a market downturn.
Spread exposure between asset categories
Stocks, high-quality bonds, cash, and other permitted holdings can respond differently to economic conditions, interest-rate changes, and investor sentiment. The right mix depends on the goal and the investor; adding an asset category is not automatically safer if it introduces risks you do not understand or cannot access when needed.
Look through funds, not just at fund names
Owning several funds does not necessarily mean you are diversified. Two broad-looking funds can hold many of the same companies, while a narrowly focused sector fund can make one industry a large share of the account. Review each fund’s largest holdings, sector weights, geographic exposure, and the percentage of the portfolio it represents.

- List the top holdings of every fund and identify repeated companies.
- Group holdings by sector and issuer to find hidden concentration.
- Check whether employer stock or another single security dominates the account.
- Distinguish a genuinely broad fund from one whose label describes only a narrow theme, industry, or region.
- Consider exposure across account types as well as within one brokerage account, because concentration can span multiple accounts.
A fund label is not a guarantee of diversification. Concentration analysis is especially important after a long rally, when one sector or company may have grown far beyond its planned weight.
Rebalance instead of trying to time the selloff
Rebalancing restores the intended risk mix after market movements cause holdings to drift. It is a maintenance decision, not a forecast that a particular asset will rise next. Selling everything after a decline can lock in a loss and leave you out of a recovery; the SEC’s investor guidance cautions against that panic-driven response.
Choose a review method in advance
Two common approaches are a calendar review and a threshold review. Some professionals use a six- or twelve-month review interval. Others review when an asset class moves outside a predetermined percentage band. Neither schedule is a universal rule; the point is to use a written method rather than react to every daily move.
| Method | How it works | Strengths | Trade-offs |
|---|---|---|---|
| Periodic review | Check the allocation at a chosen interval, such as every six or twelve months, and rebalance if it has drifted materially. | Simple to administer and less likely to encourage constant trading. | A portfolio can remain outside its intended mix between review dates. |
| Preset drift bands | Review when an asset class crosses a threshold you selected before the decline. | Responds to meaningful drift without requiring daily monitoring. | Requires tracking and a threshold that fits your circumstances. |
Use new money before selling when practical
Directing new contributions, dividends, or other deposits toward an underweight category can move the portfolio back toward its target without selling an overweight holding. This may be useful in taxable accounts when selling would create a tax bill, although it does not remove all tax considerations.
Consider costs and taxes before a sale
Before selling, check transaction fees, bid-ask spreads, fund charges, and the tax treatment of gains or losses. Tax rules depend on your account type and circumstances. A transaction that appears to improve the allocation can be counterproductive if its costs are large relative to the drift being corrected. Retirement accounts may have different tax mechanics from taxable accounts, so do not assume that an approach suitable in one account applies to another.

Keep the rebalance focused
Rebalance toward the chosen allocation rather than replacing an entire portfolio because one category recently performed poorly. If the target allocation itself no longer fits your goal or capacity for loss, document why it changed and then implement the new plan deliberately.
Build a cash buffer to avoid forced selling
An emergency reserve protects liquidity, not market returns. Its purpose is to pay for an unexpected repair, medical bill, job interruption, or other near-term need without liquidating long-term investments during a downturn.
An SEC and co-issuer bulletin dated October 5, 2026, gives three to six months of living expenses as an example emergency-savings goal. It is an example, not a mandatory amount: households with volatile income, dependents, high deductibles, or limited access to credit may need a different reserve, while others may reasonably use a different target after assessing their risks.
Separate reserves from investment assets
- Estimate essential monthly expenses rather than using gross income.
- Add irregular costs such as insurance deductibles, maintenance, and annual bills.
- Keep the reserve in an accessible, low-volatility cash vehicle appropriate to your situation, not in an asset you may be unable to sell at a reasonable price.
- Automate transfers if regular saving is difficult; the 2026 bulletin identifies automatic saving as one possible method.
- Rebuild the reserve after using it before increasing risk in the long-term portfolio.
High-cost debt can compete directly with investing. The same October 2026 bulletin warns that many credit cards charge 18 percent or more when balances are not paid in full each month. That figure is a warning in the bulletin, not a universal current rate; compare your own interest rate and repayment options before deciding how to divide new cash between debt reduction, reserves, and investments.
Continue contributions only when your circumstances allow
Regular contributions can reduce the risk of committing all new money at one price. Investing equal amounts at regular intervals is commonly called dollar-cost averaging. It does not guarantee a profit, prevent losses, or make a declining market safe. It also may leave cash uninvested during a rising market.

Continue a contribution schedule only after essential spending, emergency savings, and high-cost debt obligations are covered. If income has fallen or a major bill is approaching, pausing or reducing contributions can be a responsible cash-flow decision rather than a market-timing judgment. The relevant question is whether the contribution fits your plan and current finances.
Use a target-date fund only if its design fits the goal
A target-date fund can provide a simple way to obtain allocation and automatic rebalancing inside one fund. The convenience does not remove the need for review. Match the fund’s target date to the date you expect to use the money and examine its risk profile, glide path, fees, and holdings. Funds with similar target years can have meaningfully different stock, bond, and cash mixes.
A target-date fund also may not cover every goal in your household. Money needed for a near-term purchase, an emergency reserve, or a separate taxable objective may require a different liquidity plan. Treat the fund as one component of a complete plan, not as a guarantee against a selloff.

If your withdrawal date moved closer
Recalculate how much must be available and when. A gradual, documented allocation change may be appropriate, especially if a large withdrawal would otherwise depend on selling volatile assets. Consider individualized advice when the amount or timing is significant.
If your income or emergency reserve deteriorated
Prioritize liquidity and essential obligations. You may need to reduce contributions or adjust risk until the household can withstand a shock without borrowing or selling investments under pressure.
If you discovered concentration
Map overlapping holdings and decide how to reduce the exposure toward a diversified target. Account location, taxes, employer-plan restrictions, and transaction costs should be part of that decision.
If you cannot tolerate the portfolio’s decline
Do not wait for the next headline to make a permanent change. Document the loss you could realistically endure, compare it with the current allocation, and review alternatives that still give the goal a reasonable chance of success.
Common mistakes that make a selloff worse
- Going all-out of stocks after a drop: This can convert an unrealized decline into a realized loss and miss a subsequent recovery.
- Using a recent return as an allocation rule: Past performance does not establish the mix needed for your goal.
- Counting funds instead of exposures: Several funds can own the same companies or sector.
- Rebalancing too often: Daily reactions can add costs, taxes, and emotional decisions without improving the plan.
- Ignoring liquidity: A portfolio can be well diversified yet still fail if cash is unavailable for an immediate bill.
- Borrowing to maintain an allocation: Leverage can magnify losses and create repayment pressure during a downturn.
- Assuming diversification guarantees safety: Broad market declines can affect many asset categories at once.
- Changing the plan without recording why: A written reason helps distinguish a genuine life change from a temporary fear response.
When an individualized review makes sense
General investor education cannot determine your allocation, tax strategy, withdrawal sequence, or debt priorities. Consider a qualified financial professional when you are near a major withdrawal, have several account types, hold concentrated employer stock, face complex tax consequences, or cannot reconcile your risk tolerance with your current plan. Investor.gov notes that professionals can provide suggestions; verify credentials, understand how the person is paid, and ask what services and conflicts apply before acting.
The Investor.gov article containing Lori Schock’s statement is marked as no longer being updated, but its central principle remains relevant: “One of the best ways to manage the impact of market volatility on your portfolio—whether you are an experienced investor or just starting out—is to create and stick with a risk-appropriate, diversified investment plan.” More recent SEC guidance from October 2026 likewise emphasizes planning, diversification, periodic investing, and emergency savings.
Quick Recap
Selloff checklist
- Write down each goal, its deadline, and the amount that must be available.
- Compare the current allocation with the intended allocation.
- Review top holdings, sector weights, issuer exposure, and overlap among funds.
- Confirm that emergency savings can cover near-term shocks; treat three to six months of expenses as an example to evaluate, not a rule.
- Check high-cost debt and avoid adding investment risk to meet a repayment obligation.
- Follow a calendar or preset-drift rebalancing method instead of making daily trades.
- Before selling, assess taxes, fees, spreads, and account-specific rules.
- Use new contributions toward underweight areas when that fits your cash flow and plan.
- Record any allocation change and the life circumstance that justified it.
- Seek individualized guidance when the decision affects a major goal or you cannot carry it out consistently.
