Keep Excel macros disabled by default. Do not select Enable Content for an unexpected workbook, even when it appears to come from someone you know. If a workbook genuinely requires macros, verify the file through a separate channel, check its publisher and signature when available, and use the narrowest exception your organization permits.
Excel’s controls are layered: user macro settings, the Mark of the Web internet-file block, digital-signature trust, trusted locations, and administrator policy. Understanding what each layer allows—and what it bypasses—lets you open useful workbooks without turning a warning into an automatic approval.
What malicious macros can do
A macro is executable code embedded in an Office file. VBA macros can automate calculations and data entry, but the same capability can alter files, launch programs, contact network resources, or install unwanted software. Excel macro security is therefore an execution-control problem, not merely a file-format choice.
Macro-enabled workbooks normally use the .xlsm extension. A standard .xlsx workbook does not contain VBA macros in the same way. The extension is useful context, but it is not a complete safety test: other active content and add-in formats have their own controls, and a renamed file should not be trusted.

You can usually read worksheets, inspect formulas, and make ordinary edits without running a macro. Microsoft’s guidance says a warning is a decision point, not a request to click through. Its support advice is explicit: “Do not select Enable Content unless you’re certain that you know exactly what that active content does, even if the file appears to come from a person or organization that you trust.”
Set Excel to a restrictive macro policy
On Excel for Windows, open File > Options > Trust Center > Trust Center Settings > Macro Settings. The labels and available controls can differ by Excel edition, platform, and organizational policy. A company-managed setting can override your personal choice.
- Open Excel without opening the suspect workbook.
- Choose File, then Options.
- Select Trust Center and click Trust Center Settings.
- Open Macro Settings.
- Select the least permissive option that still supports your legitimate workflow, then select OK through each dialog.
| Setting or control | What it allows | User override | When it fits |
|---|---|---|---|
| Disable all macros without notification | Blocks VBA macros and gives no macro warning. | No per-file override from the warning. | Strongest user-level blocking when macros are not needed. |
| Disable all macros with notification | Keeps macros off until you make a file-specific decision. | Yes; the user can respond to the warning. | Practical for occasional, verified macro workbooks. |
| Disable all macros except digitally signed macros | Permits signed code only when its publisher is already trusted. | Trust and signature decisions still apply. | Organizations that distribute signed VBA projects. |
| Trusted location | Enables active content and bypasses some checks for every file in the designated folder. | Anyone able to write to the folder can affect what runs. | Only a controlled, recurring workflow with a narrowly protected folder. |
| Enable all macros | Allows potentially dangerous code to run. | Warnings do not provide a safety gate. | Not recommended by Microsoft. |
Microsoft labels the permissive choice exactly as “Enable all macros (not recommended, potentially dangerous code can run)”. Do not use it as a troubleshooting shortcut.

Choosing between the two disabled modes
Disable all macros without notification is appropriate for a computer that never needs VBA. It removes the prompt that can tempt a user to approve code reflexively, but it may interrupt a legitimate workflow without explaining why.
Disable all macros with notification leaves code disabled and shows a warning when a workbook contains it. The warning is useful only if you investigate the file; it is not evidence that the macro is safe. For many individuals, this is the workable balance between inspection and controlled, occasional execution.

Handle an unexpected workbook safely
Treat a workbook received by email, chat, removable media, or a download as untrusted until you establish its provenance. A familiar display name, logo, or sender address can be spoofed, and a compromised account can send a genuine-looking file.
- Pause at the prompt. Do not select Enable Content merely to remove a banner.
- Confirm the business reason. Contact the supposed sender using a phone number, existing conversation, or other channel you already trust. Ask whether the exact filename and expected macro behavior are required.
- Inspect without execution. Open the workbook with macros disabled. Review sheets, formulas, named ranges, external links, and instructions. If the file is not needed, close it and delete it according to your organization’s retention rules.
- Check the file type. A macro-enabled workbook normally ends in
.xlsm; an ordinary.xlsxfile does not store VBA macros in the same way. Do not infer safety solely from an extension. - Use a controlled copy. If analysis is necessary, work on a copy in a location that is not trusted and keep the original unchanged for incident review.
Do not enable content just to view a workbook or make simple edits. If the sender cannot independently confirm the file, escalate it to your administrator or security team instead of experimenting with the warning.
Understand “macros have been blocked because the source is untrusted”
Office uses Windows origin information called Mark of the Web for many files downloaded from the internet or received as email attachments. For those files, documented Office behavior blocks VBA macros by default. The exact decision can also be affected by the Office edition, filesystem, prior trust, signatures, trusted locations, and administrator policy. Microsoft documents this behavior at Macros from the internet are blocked by default in Office.
The block is a protective layer, not a diagnosis that the workbook is malware and not an invitation to remove the marker. Do not routinely use an Unblock action, move files through a different channel, or change security settings simply to make a blocked macro run. First verify the source and need; then follow the approved exception process.
Why a file can behave differently on two computers
Two users can see different prompts because they have different Microsoft 365 or perpetual Office versions, Windows policies, trusted locations, signature trust, or file systems. An organization may enforce a policy that is stricter than the local Trust Center selection. Treat the more restrictive result as the safer one and ask IT for the approved procedure rather than trying to reproduce a less-protected environment.

Use digital signatures as identity evidence, not a safety certificate
A digitally signed macro project can show who signed it and whether the signed content was changed after signing. That helps you check origin and integrity, but it does not establish benign intent. Microsoft’s VBA documentation states: “A digital signature does not necessarily guarantee the safety of a project, and you must decide whether you trust a project that has been digitally signed.”

When Excel presents a signature or publisher decision:
- Inspect the signer name and certificate details.
- Confirm that the publisher is the organization you expected, using contact information outside the workbook.
- Check that the file’s purpose, version, and requested behavior match what the publisher described.
- Trust the publisher only through your organization’s approved process.
Trusting a publisher is broader than approving one workbook: it can authorize other code signed with that certificate. Windows trusted-publisher storage can also affect scenarios outside Office. A certificate that is expired, revoked, or issued to an unexpected organization is a reason to stop, not a reason to accept a replacement certificate from the file itself.
There is a specific limitation for add-ins carrying Mark of the Web: Microsoft notes that trusting the publisher does not work for those add-in files in that situation. Follow the documented organizational deployment method instead of weakening internet-file protections.
Keep trusted locations narrow and protected
A trusted location is a folder that Excel treats as safe. Files placed there can have active content enabled, and some security checks are bypassed. This exception applies to everything placed in the folder, not just the one workbook you intended to run.

When a trusted location is justified
Use one only when a recurring, legitimate workflow cannot operate under signed-macro or per-file approval controls. Examples might include a controlled departmental template repository or a locally administered automation folder. The folder should be owned and protected so that untrusted users, downloaded software, or ordinary shared accounts cannot add or modify files.
When it is dangerous
- Do not designate the general
Downloadsfolder, a temporary folder, or a broad documents directory. - Do not use a shared writable folder where another user or process can replace a workbook.
- Do not add an entire network share merely because one file is needed.
- Remember that trusted locations can enable more than VBA macros, including other active content.
Microsoft’s deployment guidance says network trusted locations are generally not recommended and advises managing trusted locations sparingly. Read Trusted Locations for Office files before creating one, and have an administrator document its owner, permissions, purpose, and review date.
Account for Excel 4.0 (XLM) macros
Excel 4.0 macros, also called XLM macros, have a separate control from ordinary VBA macro settings. In the Trust Center’s Macro Settings area, the XLM option determines whether those older macros can run. Microsoft’s support guidance says that when the XLM checkbox is not selected, XLM macros are disabled without notification. A VBA policy therefore does not automatically describe every macro technology in a workbook.
Leave XLM macros disabled unless a verified legacy process requires them. If one is required, identify the exact workbook and owner, prefer a signed or centrally managed replacement, and document the exception rather than enabling XLM globally.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFollow administrator policy on managed devices
On a work computer, the visible Trust Center setting may not be authoritative. Office policy can block macros from internet-origin files, require trusted signatures, restrict trusted locations, or prevent users from changing the controls. Microsoft recommends the internet-macro policy as part of the security baseline for Microsoft 365 Apps for enterprise and says exceptions should be limited to users who need them.

If Excel says a setting is managed by your organization, contact IT or security support. Provide the workbook’s source, business purpose, filename, and the exact warning text. Do not request a blanket exception or disable policy controls locally. An administrator can assess the publisher, distribute a signed version, place a file in a controlled location, or create a narrowly scoped policy exception.
A decision path for a workbook that needs macros
Use this sequence whenever a real task appears to require executable code:
- Can the task be completed without macros? Use formulas, Power Query, or manual editing when those meet the requirement. Keeping code disabled removes the execution risk.
- Is the file expected? Verify the sender, filename, purpose, and delivery through an independent channel.
- Is the origin trustworthy? Check whether the file came from an approved repository or an internet/email source carrying Mark of the Web.
- Is the publisher identifiable? Inspect the signature and certificate. A signature supports identity and integrity checks but does not prove safety.
- What is the narrowest approved control? Prefer a signed macro under a trusted publisher over a broad trusted location; prefer a single-file approval over enabling all macros.
- Can the exception be removed afterward? Close the workbook, remove temporary copies, and return settings or locations to the managed state when the task ends.
Troubleshoot common prompts without weakening security
The yellow bar says macros are disabled
Leave the workbook closed or continue inspecting it with code disabled. Confirm the source and requirement first. If approved, use the organization’s documented per-file or signed-publisher process; do not switch to Enable all macros.
The source is untrusted and macros are blocked
Keep the block in place while you verify the file. Ask the sender to provide the workbook through the approved channel or have IT evaluate it. Removing Mark of the Web is not a routine fix, because it discards an origin-based protection without proving that the content is safe.
The signature is present but Excel still warns
Inspect the certificate, signer, validity, and whether the signed content changed. A signature may identify an unexpected publisher, be invalid, or not satisfy policy. Ask the publisher or administrator to provide a correctly signed, approved build.
A recurring automation works only from one folder
Do not make the whole folder trusted by default. Ask whether the workbook can be signed or deployed through a managed location with write permissions restricted. If a trusted location is unavoidable, limit it to the smallest folder, document its owner, and prevent untrusted writes.
You enabled content accidentally
Stop using the workbook, close Excel, and notify your organization’s security contact if the file was unexpected or displayed suspicious behavior. Record the filename, source, time, and actions taken. Do not reopen it to investigate by running the macros again.

Practical checklist
- Macro setting is Disable all macros with notification or a stricter approved choice.
- Enable all macros is not selected.
- Unexpected files are verified outside the email or download prompt.
- Worksheet content is inspected with macros disabled whenever possible.
- Internet-origin blocks are left intact unless an administrator approves a documented exception.
- Signatures are checked for expected publisher and valid integrity, without treating them as proof of harmless intent.
- Trusted locations are rare, narrow, access-controlled, and not general downloads or writable shares.
- XLM macros remain disabled unless a specific legacy process is approved.
- Managed-device policies are followed rather than bypassed.
These controls work best together: restrictive defaults prevent accidental execution, origin blocking adds context for downloaded files, signatures help establish publisher identity, and narrow administration limits exceptions. The safest response to an unexpected macro prompt is to leave the code disabled until the file and its required behavior have been independently verified.
