Protect an AI model from unauthorized distillation with layered controls: secure weights and training artifacts, enforce identity and authorization at every inference endpoint, set rate limits against an explicit extraction threat model, minimize unnecessary outputs, analyze query patterns, and prepare an incident response. Watermarks or fingerprints can support an investigation, but they are not a dependable substitute for access control and monitoring.
Distillation defenses must cover two different paths. An attacker may infer behavior by sending many carefully chosen API requests, or obtain the model files directly through a compromised repository, misconfigured storage, or insider access. The controls overlap, but neither path is stopped by the other path’s defenses.
What unauthorized distillation actually is
Unauthorized distillation is the creation of a surrogate model from a protected model without the owner’s permission. In an API-based attack, the adversary submits repeated or deliberately selected prompts, records the responses, and uses those examples to train or fine-tune another model. The goal may be to reproduce classifications, style, rankings, safety behavior, or other observable functions rather than to recover the original weights.

Functional replication can also use synthetic training data generated from a target API and then fine-tune another foundation model. Generating synthetic data is not automatically malicious; the issue is whether the target owner authorized the collection and reuse. OWASP describes API extraction as capable of producing a partial model, not necessarily a complete reproduction of a large language model. See OWASP LLM10: Model Theft.

Direct artifact theft is a separate route. A person or intruder who reaches a model registry, object store, source repository, training host, checkpoint cache, or exported notebook may copy the model without making the probing pattern visible at the inference API. API telemetry therefore cannot replace controls on files and environments, and artifact signing cannot stop someone from learning behavior through an authorized endpoint.
| Attack path | What the attacker does | Useful evidence | Primary defensive focus |
|---|---|---|---|
| API-based extraction | Sends repeated, systematic, or specially chosen inputs and saves outputs for surrogate training | Request identity, timing, prompt or feature patterns, output volume, endpoint and model version | Authentication, authorization, threat-model-based limits, output minimization, query analysis, detection and response |
| Direct artifact theft | Copies weights, checkpoints, datasets, containers, logs, or intermediate artifacts | Registry and storage access logs, repository events, unusual downloads, identity and network records | Least privilege, strong authentication, network restrictions, encryption, signing, inventory and audit trails |
| Combined attack | Uses API outputs to supplement a stolen or partially accessible artifact | Correlated repository and inference activity | Coordinated asset, API and incident controls |
Build a threat model before choosing controls
Start by documenting what must be protected, who can reach it, and what a successful clone would expose. A central model inventory or registry should list each model, version, deployment, owner, data classification, endpoint, and principal with access. OWASP recommends centralized inventory and governance over deployment workflows in its LLM10 guidance.
Inventory the model supply chain
- Record base models, fine-tuned weights, adapters, tokenizers, configuration files, evaluation sets, and licensing restrictions.
- Map training jobs, feature stores, artifact buckets, registries, checkpoint caches, container images, notebooks, and backup locations.
- List every inference endpoint, model version behind it, region, exposure class, owner, service account, partner, and internal consumer.
- Identify logs and intermediate outputs that may contain prompts, labels, generated examples, proprietary retrieval results, or debugging traces.
- Define which principals may read, write, deploy, export, or delete each artifact. “Can call the model” should not imply “can download the model.”
Classify endpoint exposure
Separate public, authenticated customer, partner, internal application, and offline evaluation interfaces. For each class, state whether raw text, probabilities, embeddings, token scores, rankings, explanations, or debugging metadata are returned. The more information an endpoint exposes, the more useful each query may be to a would-be extractor.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesEstimate extraction risk without inventing a universal threshold
There is no single request count that identifies extraction for every model. A modest number of queries may reveal a narrow classifier, while a generative system with broad behavior may require a much larger corpus. Define risk using the model’s output sensitivity, endpoint audience, value of the weights, expected legitimate traffic, and the cost of false positives. NIST’s SP 800-228-upd1, published March 13, 2026, presents API controls and trade-offs for incremental, risk-based adoption rather than a model-distillation-specific quota.
Protect weights, data and intermediate artifacts
Enforce least privilege in registries and repositories
Put model files in a managed registry or protected artifact store instead of unmanaged personal drives or shared buckets. Give separate permissions for reading, writing, deploying, exporting and administering. Training jobs should receive only the versions and datasets they need, and inference workers should receive runtime access without broad repository credentials. Remove dormant accounts, inherited permissions and long-lived tokens.
Use strong identity and network boundaries
Require strong authentication for registry, repository, storage and training environments. Restrict access by network path or private service connectivity where the architecture permits it, and separate development, staging and production projects. A stolen development credential should not automatically reach production weights. Service identities should be unique per workload so that an audit can attribute a download or deployment to a specific job.

Encrypt and sign artifacts
Encrypt weights, datasets, checkpoints and backups at rest, and protect key-management permissions separately from storage permissions. Use transport encryption when artifacts move between training, registry and serving systems. Sign model binaries or packages so deployment systems can verify provenance and integrity before loading them. Signing helps detect tampering or substitution; it does not make an authorized copy confidential, so it must be paired with access control and encryption.
Limit exposure from logs and intermediate output
Training logs, evaluation traces, prompt captures, generated synthetic examples and failed-job bundles can disclose behavior even when the final checkpoint is protected. Store only the fields needed for operations, redact sensitive content where possible, restrict log readers, and set retention periods that match debugging and compliance needs. Treat exported notebooks and temporary checkpoint directories as production-sensitive artifacts until they are securely deleted.
Audit every high-value action
Record reads, writes, exports, permission changes, deployment approvals, key use and registry administration. Include the principal, workload, model identifier, version, timestamp, source network and result. Centralize these events so an unusual artifact download can be correlated with inference activity or an identity change. Review the audit trail regularly rather than waiting for an incident.
Harden every inference API
Authenticate callers and authorize operations
Require an identifiable principal for each request unless an anonymous interface is an explicit, documented business decision. Use short-lived credentials where practical, verify audience and scope, and authorize the requested model, operation and output fields. Separate permissions for prediction, batch inference, evaluation, administration and model discovery. Do not expose registry paths, checkpoint names, internal prompts or debugging endpoints to ordinary callers.
Apply limits at three levels
OWASP AI Security Verification Standard 1.0, C11.3, calls for defenses against unauthorized cloning through “rate limiting, query-pattern analysis, and watermarking.” Its requirement is not a generic throttle: limits should be evaluated per principal and globally against the extraction threat model. See OWASP AISVS C11.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Principal level: constrain requests, tokens, concurrency, output volume or batch size for a user, service account, API key or tenant.
- Endpoint level: protect a particularly valuable model or operation even when the caller has a high overall account quota.
- Global level: cap aggregate load and extraction exposure across accounts, regions and credential pools.
Use separate budgets for normal interactive work, approved batch jobs and evaluation. A single account-wide number can be bypassed by rotating identities, while a global ceiling can protect the model when several accounts coordinate. Limits should be tested against legitimate peak patterns and revised when the model, audience or output format changes.

Reduce the information returned
Return only what the application needs. If a backend needs a label, do not expose logits, token probabilities, hidden states, full ranked alternatives or internal reasoning traces. Keep raw model output behind the application server when a browser or third-party client does not require it. Restrict bulk export and highly detailed error messages. Output minimization reduces the value of each query, although it cannot eliminate extraction from a useful prediction interface.
Separate serving roles
Use one interface for customer predictions and another, tightly controlled interface for evaluation or fine-grained diagnostics. Keep administrative operations off the public route. Version endpoints explicitly so an old client cannot silently obtain a more informative response after a deployment. Record the model version used for each request; this is essential when comparing suspicious traffic with later model behavior.
Balance protection with legitimate use
Stricter limits, reduced outputs and additional authentication can increase latency, support requests and integration work. Document exceptions for approved research, accessibility, reliability testing and contracted batch workloads. Give each exception an owner, expiration date, scope and monitoring plan. NIST’s API guidance emphasizes evaluating control trade-offs rather than applying one control identically to every service.

Detect systematic extraction in query and access data
Collect the fields a detector needs
For each inference request, retain an appropriate security record containing principal or session identifier, endpoint, model version, timestamp, response status, input and output size, token or compute usage, source network, geographic or tenant context, concurrency and whether the request was part of an approved batch. Protect content logs because prompts and responses may contain personal or proprietary information; a detector can often use hashes, categories or derived features instead of storing full text indefinitely.
Look for behavior that differs from ordinary use
Extraction is usually a pattern across requests, not a single malicious prompt. Signals may include sustained high-volume coverage of an input space, regular sampling intervals, near-duplicate prompts with controlled changes, systematic probing of edge cases, unusually broad label or ranking requests, repeated failures followed by successful calls, or several identities sharing the same automation fingerprint. None of these proves theft by itself. Combine signals with the caller’s contract, workload schedule and historical baseline.
Feed analysis into an extraction detector
- Normalize events by principal, endpoint, model version and time window.
- Calculate behavior features such as rate, concurrency, input similarity, response diversity, retry pattern and breadth of tested cases.
- Compare the features with approved workload profiles and known evaluation jobs.
- Assign a review state rather than an irreversible block when evidence is ambiguous.
- Route high-confidence cases to predefined containment actions and preserve the supporting events.
OWASP AISVS C11 explicitly calls for query-pattern analysis that feeds an extraction detector. Detection should cover both API abuse and suspicious access to model stores, because a file copy may occur without unusual prediction traffic.

Define graduated responses
- Ask the caller to re-authenticate or complete an additional verification step when identity confidence is weak.
- Reduce concurrency or output detail while a security review is in progress.
- Pause a key, token, tenant or endpoint when the evidence and business impact justify containment.
- Preserve relevant request, identity, registry and network records before changing systems.
- Escalate to the model owner, security team, privacy function and legal counsel according to the organization’s incident plan.
Use watermarking or fingerprinting as supporting evidence
NIST AI 100-2e2023 defines watermarking as “a technique which embeds a hidden signal in a piece of text, image, or video to identify it as AI-generated.” The definition appears in NIST AI 100-2e2023: Adversarial Machine Learning: A Taxonomy and Terminology of Attacks and Mitigations, published January 2024.
A fingerprint can help connect a suspected surrogate to outputs from the protected model, support a takedown request, or prioritize forensic analysis. It should not be treated as a preventive barrier. Distillation, fine-tuning, paraphrasing, filtering, model changes and deliberate removal may weaken a signal. NIST notes that a useful watermark should be reliable and difficult to remove; making public verification too easy can also let an attacker test for the signal and adapt.
Design the signal for investigation
- Keep the generation or verification method and any secret material away from the public API.
- Document which model versions and output types carry the signal.
- Test false-positive and false-negative behavior on legitimate outputs and transformed outputs.
- Require corroborating evidence such as access records, timing, distinctive behavior or shared artifacts before alleging copying.
- Record how a signal will be interpreted, who can authorize disclosure, and how evidence will be preserved.
The official sources do not establish one watermarking method that survives every distillation, modification or fine-tuning strategy. Treat the signal as an investigative aid layered on top of prevention, detection and response.
A practical rollout plan
Use the following sequence to turn the controls into an owned program. Each step should produce a durable record rather than a one-time configuration.
- Assign ownership. Name a model owner, service owner, registry owner and incident-response contact for every production model.
- Create the inventory. Register weights, adapters, datasets, logs, deployments, endpoints, versions and principals; mark unknown locations for remediation.
- Map attack paths. For each endpoint and artifact store, document what an attacker could learn or copy, the identities involved and the evidence available.
- Close direct-access gaps. Remove broad permissions, rotate exposed credentials, encrypt stores, verify signed artifacts and restrict training and registry networks.
- Set endpoint policy. Specify authentication, allowed operations, output fields, per-principal budgets, endpoint limits, global ceilings and approved exceptions.
- Instrument telemetry. Ensure inference, identity, registry and storage events share stable model and version identifiers so they can be correlated.
- Calibrate detection. Replay representative legitimate workloads, label approved batch jobs and tune review thresholds using the documented extraction threat model.
- Exercise response. Tabletop a suspected clone: identify who can suspend access, preserve logs, rotate credentials, compare artifacts and communicate with affected parties.
- Evaluate optional fingerprints. Only after the preceding controls are operating, document the signal’s purpose, protection, test results and evidentiary limits.
- Review after change. Reassess controls when a model, output schema, endpoint audience, deployment region or business use changes.
Compare defenses by what they can and cannot do
| Decision axis | Option A | Option B | How to choose |
|---|---|---|---|
| Primary threat | Direct artifact access | API behavior extraction | Use registry, storage and environment controls for the first; API identity, limits and query analysis for the second. High-value systems need both. |
| Security function | Prevention | Detection and response | Access restrictions and output minimization reduce opportunity; telemetry and runbooks limit dwell time when prevention fails. |
| Control scope | Principal-specific | Endpoint or global | Principal controls preserve differentiated workloads; endpoint and global controls address coordinated identities and concentrated attacks. |
| Information exposure | Minimal application-ready result | Raw or highly detailed output | Prefer the least informative response that still meets the product requirement. Detailed output needs stronger identity, budgets and monitoring. |
| Operational impact | Stricter controls | Broader access | Stricter settings lower exposure but may disrupt legitimate users; broader access improves convenience while increasing extraction opportunity. Document exceptions and owners. |
Incident response when cloning is suspected
1. Confirm the scope
Check whether the signal is an approved evaluation, a contracted batch workload, a compromised account or an actual extraction attempt. Compare the request pattern with the caller’s stated purpose and correlate inference events with registry, storage and identity changes.

3. Secure the underlying assets
Rotate credentials that may have been exposed, revoke unnecessary sessions, review registry and storage permissions, and verify the integrity and signatures of deployed artifacts. Check whether training logs, checkpoints, backups or notebooks were also accessed.
4. Assess what may have been learned
Estimate the model versions, output fields, time window and volume available to the suspected actor. Determine whether the actor could have obtained weights directly or only observed API behavior. Avoid claiming full model recovery when the evidence supports only partial functional replication.
5. Recover and improve
Restore normal access only after the principal, endpoint and artifact paths are understood. Update limits, detector rules, permissions, logging and exception records based on the incident. If a watermark or fingerprint is used, preserve the verification process and its uncertainty as part of the case file.
Common mistakes that leave models exposed
- Using one generic rate limit: A fixed request-per-minute value may ignore output detail, coordinated identities, batch workloads and model sensitivity.
- Protecting the API but not the files: A private endpoint does not secure an over-permissioned bucket, registry or checkpoint cache.
- Signing without confidentiality: Signature verification detects tampering but does not prevent an authorized or stolen copy from being read.
- Logging everything publicly: Debug traces and raw responses can become a second model-extraction dataset.
- Blocking on one anomaly: A single unusual request can be legitimate; decisions should use identity, history, workload context and correlated evidence.
- Treating a watermark as proof: A signal can be altered or misdetected and should be combined with access and behavioral evidence.
- Leaving exceptions permanent: Temporary evaluation or partner access should have an owner, scope, monitoring and expiry.
- Failing to version policy: Changing a model or output schema without revisiting limits and detectors can create a new extraction opportunity.
What the current guidance covers
The API recommendations here are grounded in NIST SP 800-228-upd1, the March 13, 2026 update on API protection for cloud-native systems, which provides general basic and advanced controls and discusses their trade-offs. Watermark terminology and limitations come from NIST AI 100-2e2023 (January 2024). OWASP Secure AI/ML Model Ops, OWASP AISVS 1.0 C11 and OWASP LLM10 provide model-asset, API-abuse and model-theft guidance. OWASP web content may change over time, so map the recommendations to the architecture, contracts and threat model of the specific deployment.
The durable strategy is layered: make artifacts difficult to reach, make every inference request attributable, expose no more information than necessary, limit traffic according to extraction risk, detect systematic probing, and rehearse containment. No single control guarantees that a determined adversary cannot build a behavioral surrogate.
