Use two linked calculations, not one universal markup. First, establish the exporter’s minimum viable selling price by adding the product’s real production, export, compliance, selling, and profit costs. Second, estimate the buyer’s landed cost by adding the invoice value, insurance, freight, destination duty, taxes, and other charges through the agreed delivery point. Then test that price against local demand, competitors, currency risk, and your market objective.

The figures below follow U.S. International Trade Administration (ITA) guidance. A real quotation still requires the specific product, origin, destination, classification, route, currency, quantity, and contract terms. Customs authorities determine the final classification and rate.

Start by defining the transaction

Do not calculate an export price from a product name and a guessed tariff percentage. Record the assumptions that determine every later number:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Exact product description, model, materials, intended use, quantity, and unit of measure.
  • Country of origin and the country where the buyer will import it.
  • Proposed Harmonized System (HS) classification and any classification uncertainty.
  • Shipping route, transport mode, packaging dimensions, weight, insurance requirement, and delivery point.
  • Currency, payment terms, credit risk, and quote-validity period.
  • Incoterm or equivalent contract term that allocates freight, insurance, customs clearance, duty, and tax responsibilities.
  • Required licenses, certificates, testing, labeling, packaging, and product modifications.

These details are not administrative extras. They determine which costs belong in your selling price and which belong in the buyer’s destination estimate. ITA’s export-sale guidance recommends making the commercial terms and responsibilities explicit. A pro forma invoice can give both parties a common set of assumptions while they negotiate.

Separate the exporter’s price from the buyer’s landed cost

The exporter’s price answers: “What must I charge to cover the export sale and achieve its objective?” The landed-cost estimate answers: “What will this shipment approximately cost the buyer when it reaches the agreed destination?” They are related but not interchangeable.

Figure What it includes Who uses it
Exporter’s viable selling price Product cost, export-specific expenses, allocated overhead, required profit or market-entry objective, and any charges the seller has agreed to absorb Seller when setting a floor and negotiating the invoice price
Buyer’s estimated landed cost Invoice or product value, insurance, freight, duty, taxes, customs and carrier fees, and other charges through the stated destination Buyer when judging affordability and total cash required

One quotation may show both figures: the seller’s invoice price under the agreed delivery term and a clearly labeled estimate of the buyer’s total landed cost. Never imply that an estimated destination charge is a fixed amount unless the responsible authority or service provider has confirmed it.

Build the exporter’s cost floor

ITA’s pricing-strategy guidance identifies cost-plus and marginal-cost approaches. Whichever approach you use, separate costs that genuinely benefit the export sale from domestic-only spending.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include export-attributable costs

  • Manufacturing or acquisition cost of the product sold.
  • Export packing, labeling, documentation, inspection, and handling.
  • Freight-forwarding, customs, brokerage, and administration charges that the seller pays.
  • International freight and insurance when included in the seller’s obligation.
  • Market research, translation, international communications, travel, and credit checks when they support the export activity.
  • Foreign representatives’ commissions, training, consultants, distributor margins, and after-sales arrangements.
  • Product redesign, testing, certification, special packaging, or other adaptation required for the destination.
  • A reasonable allocation of overhead and the profit needed for the business objective.

ITA cautions that an expense should be assessed according to the benefit received by domestic and export sales. A domestic advertising campaign that provides no export benefit should not automatically be loaded onto an export quotation. Conversely, a destination-specific certification or translated manual should be assigned to the export opportunity it enables.

Cost-plus pricing

Start with domestic manufacturing or acquisition cost, add relevant export expenses and allocated overhead, then add the required profit. In formula form:

Cost-plus floor = product cost + export expenses + allocated overhead + required profit

This method is transparent and useful when the business needs full cost recovery on every sale. Its weakness is that accumulated freight, compliance, representative, and administrative costs can produce a price that the target market will not accept. A cost-plus result is therefore a floor or starting proposal, not proof that the market will buy.

Marginal-cost pricing

Marginal-cost pricing treats the direct, additional out-of-pocket costs of producing and selling the export order as the immediate floor. It can support market entry when the business has spare capacity or a simplified export version and is deliberately pursuing a strategic objective such as establishing a channel. It must not be used to disguise losses: review the broader contribution to overhead, cash flow, warranty exposure, compliance, and the long-term market plan before accepting the price.

Question Cost-plus Marginal-cost
Primary cost base Domestic product cost plus relevant export expenses and allocated overhead Additional direct costs caused by the export order
Typical use Sustainable, full-cost recovery and established operations Market entry, spare capacity, or a deliberately limited export offer
Main risk Price becomes uncompetitive after accumulated costs Price fails to support shared overhead or future obligations
What still must be checked Demand, competitor prices, currency, compliance, channel margins, and the firm’s market objective

Calculate the buyer’s estimated landed cost

ITA defines landed cost as the total price when the product arrives at the buyer’s doorstep. Its listed components are the original product price, insurance, freight, tariffs and taxes, and other fees. The exact components and payer depend on the shipment and contract.

  1. Set the valuation starting point. Record the invoice or product value and identify whether the destination authority uses transaction value, a customs value that includes freight and insurance, or another legally specified base.
  2. Price transport and insurance. Obtain a route-specific freight quote based on the actual weight, dimensions, mode, origin, destination, season, and service level. Add insurance when required by the contract or when the estimate is intended to represent the buyer’s full delivered cost.
  3. Determine the HS classification. Use the destination’s tariff schedule and the product’s characteristics. The ITA explains HS codes and classification resources at Harmonized System (HS) Codes. If classification is uncertain, ask a customs broker or request an advance ruling from the destination authority where available.
  4. Check origin and preferential eligibility. Identify the product’s origin under the applicable rules and verify whether a trade agreement lowers or removes duty. A preferential rate applies only when the product satisfies the agreement’s origin and documentation requirements.
  5. Look up the current duty. Use the destination’s current tariff, not a generic percentage. Rates can vary by classification, origin, destination, quota, trade agreement, and effective date.
  6. Identify each tax base separately. Determine whether VAT, sales tax, excise tax, or another levy is calculated on the product value, a CIF-style value, CIF plus duty, or another statutory base. Do not assume that duty and VAT use the same base.
  7. Add non-tax charges. Include customs-processing fees, terminal or port charges, broker fees, carrier disbursement fees, storage, inspection, delivery, and any documented destination surcharge. Mark unknown amounts as estimates rather than hiding them inside a single percentage.
  8. Assign responsibility. State which party pays every item under the chosen Incoterm or equivalent term. A buyer asking for “landed cost” may mean delivery to a warehouse, a port, or a named address; define the endpoint.

ITA’s Import Tariffs & Fees Overview provides tariff and fee resources. The destination customs authority remains the final decision-maker, and a broker or freight forwarder can validate the practical charges for the shipment.

Worked calculation: the ITA illustration

The following is an illustrative example published by the International Trade Administration. It is not a current tariff quote, an industry average, or a universal formula. The page does not state a publication date, and its rates must not be carried into a real quotation without checking the product and destination.

Item Non-FTA illustration Qualifying FTA illustration
Invoice/product value $10,000 $10,000
Insurance $1,000 $1,000
Freight $2,500 $2,500
Illustrated CIF value $13,500 $13,500
Example duty rate and calculation 5% of $13,500 = $675 $0 duty when the product qualifies under the example FTA
Example VAT calculation 19% of CIF plus duty = $2,693.25 19% of CIF = $2,565
Illustrated landed cost $13,500 + $675 + $2,693.25 = $16,868.25 $13,500 + $0 + $2,565 = $16,065

The example demonstrates why the tax base and origin eligibility matter: the same CIF value produces different totals when duty and VAT treatment changes. ITA also notes that tariffs and taxes can change and that brokers or shipping companies may add fees. Treat every result as an estimate until the shipment’s classification, origin, rates, and service charges are confirmed.

Price compliance and market adaptation before you quote

Compliance can be a major cost center and, in some markets, a condition of sale. ITA’s export-plan guidance advises exporters to identify required licenses or certificates and packaging or labeling changes. Its market-research guidance also calls for checking standards, testing, certifications, and product modifications.

Build a destination compliance checklist

  • Product safety, performance, environmental, electrical, food, medical, or other technical standards that apply to the product category.
  • Testing laboratory, conformity assessment, certification, registration, or import-license requirements.
  • Language, measurement units, warnings, traceability, recycling marks, and country-of-origin labeling.
  • Packaging strength, pallet or fumigation rules, dangerous-goods declarations, and documentation format.
  • Changes to components, software, manuals, warranty terms, or packaging needed for local rules or customer expectations.
  • Renewal fees, inspection costs, laboratory charges, translation, and the time required to obtain approvals.

Assign each cost either to the first shipment, a batch, a product unit, or the broader market-entry budget. If a certificate benefits multiple orders, allocate it consistently and state the allocation period in your internal pricing sheet. If a requirement is not yet confirmed, identify the assumption and include a contingency or make the quote conditional on approval.

Validate the price against the market

A cost floor does not establish a sellable price. Compare the estimated final consumer or business price with local competitors, customer ability to pay, demand, positioning, quality, and the company’s objective. Export prices may legitimately differ from domestic prices because channel structure, logistics, taxes, currency, and service obligations differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a market-price bridge

  1. Convert the proposed invoice price and destination charges into the buyer’s currency using a stated exchange-rate date and a sensitivity range.
  2. Estimate distributor, agent, retailer, marketplace, or service-partner margins that occur after import. ITA lists distributor margins and foreign representatives’ commissions among costs to assess.
  3. Construct the approximate price paid by the final customer, including destination tax where the customer bears it.
  4. Compare that result with local alternatives of similar quality and with the price level implied by your positioning.
  5. Model a lower-demand case, a freight increase, an adverse exchange-rate movement, and a duty or compliance change before committing to a long validity period.
  6. Choose whether to change the product, pack size, route, channel, Incoterm, or market rather than simply cutting the margin.

A price that is too high may not sell; a price that is too low can make the export activity unprofitable. Pricing strategy should therefore record both the financial floor and the reason the market is expected to accept the proposed number. ITA’s pricing guidance treats demand, competition, and the firm’s objective as essential checks.

Put responsibilities and assumptions in the quotation

Use a pro forma invoice or quotation that shows the product value, quantity, currency, delivery term, named place, payment terms, validity date, and exclusions. Break out freight, insurance, duty, tax, and other charges when they are estimates. State whether the buyer or seller arranges import clearance and who bears storage, inspection, demurrage, or unexpected customs charges.

For example, write “destination duty and import taxes estimated by the buyer” rather than implying that an invoice price includes them. If you offer a delivered price, specify the exact destination and the charges included. The terms must match the commercial reality: do not promise a delivered total while leaving the party responsible for import clearance undefined.

ITA’s Negotiate an Export Sale resource and Chapter 13 of A Basic Guide to Exporting cover pricing, quotations, and terms. They are useful references for documenting the assumptions behind an offer.

Common failure modes and fixes

Using a broad tariff percentage

Symptom: A quote applies one tariff rate to an entire product category. Fix: obtain the destination classification, origin treatment, current rate, and any advance ruling or broker confirmation.

Mixing duty and VAT bases

Symptom: VAT is calculated on the invoice value even though the destination taxes CIF plus duty, or duty is calculated on a base that excludes required freight. Fix: document the statutory base for each levy separately and show the arithmetic.

Ignoring compliance until after the sale

Symptom: The product reaches customs but lacks a certificate, local label, or approved packaging. Fix: complete the standards, testing, licensing, and labeling checklist before setting a binding price.

Quoting freight without shipment facts

Symptom: A low flat freight amount fails when weight, dimensions, season, or destination changes. Fix: obtain a route-specific quote and state its validity period and assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing a seller’s floor with a market price

Symptom: The exporter adds every conceivable cost and assumes the resulting total must be accepted. Fix: compare the delivered market price with competitors and customer ability to pay; then revisit product, channel, route, or market strategy.

Failing to refresh an old estimate

Symptom: A quote relies on an expired tariff, freight quote, exchange rate, certificate, or tax rule. Fix: refresh duty, tax, freight, insurance, broker, carrier, and compliance data before issuing or renewing the offer.

When to involve specialists

Ask a customs broker or freight forwarder to review classification, valuation, documentation, route charges, and import procedures when the product is regulated, the classification is uncertain, the shipment is high value, or preferential origin treatment is material to the price. ITA specifically recommends consulting these professionals and notes that an advance ruling may be available from the destination authority.

Keep the specialist’s assumptions with the quotation: classification rationale, rate source and effective date, valuation base, documents required for preference, and charges excluded. That record makes it easier to update the estimate when a rule, route, or product specification changes.
