Prevent generative-AI vendor lock-in before deployment, not after a provider becomes embedded in every workflow. Put export, reuse rights, documentation, interoperability, pricing, and transition assistance into procurement and contracts; keep data and operating knowledge under your control; place a replaceable interface around provider APIs; and rehearse a migration with representative workloads. These measures reduce switching friction, but they cannot guarantee that another model will produce identical answers, latency, or cost.
What vendor lock-in means for generative AI
Lock-in is the practical difficulty of replacing a provider without unacceptable cost, delay, risk, or loss of capability. A failed export is only one form. An organization can be trapped because the provider alone understands the deployment, because licenses prevent reuse, because essential services do not interoperate, or because leaving incurs charges and operational disruption.
OMB Memorandum M-24-18 describes lock-in as potentially arising from “unreasonably high costs to switch vendors, insufficient knowledge transfer and documentation about acquired AI systems and services, unreasonable licensing restrictions, and maintenance and auditing practices intended to prevent agencies from switching vendors or reducing use of acquired AI and supporting infrastructure.” The memorandum is U.S. federal acquisition guidance. Other buyers can use its control ideas as a reference, but should obtain advice for their own jurisdiction and procurement rules.
Where dependence accumulates
| Layer | How dependence appears | What an exit must preserve |
|---|---|---|
| Data | Inputs, outputs, metadata, retrieval corpora, indexes, and logs are stored in provider-specific systems. | Complete, usable exports with schemas, timestamps, identifiers, and any information needed to reconstruct relationships. |
| Model assets | Fine-tuning artifacts, adapters, prompts, templates, or evaluation material are available only through proprietary tools or licenses. | Deliverables in an agreed format, plus rights that permit the intended reuse or migration. |
| Application and APIs | Business code depends on undocumented parameters, provider-specific response formats, workflow orchestration, or embedded tools. | Documented interfaces, configuration, dependency lists, and a way to replace provider-specific calls. |
| Operations | Only the supplier knows deployment settings, incident procedures, evaluation methods, or maintenance tasks. | Runbooks, training, architecture records, operational demonstrations, and transition support. |
| Commercial terms | Usage, storage, support, minimum commitments, egress, or termination fees make departure uneconomic. | Transparent lifecycle pricing and explicit, predictable wind-down and data-transfer terms. |
| Capability | A replacement lacks an equivalent model, context window, tool integration, safety control, or regional availability. | Evaluation evidence and a realistic plan for quality, security, and integration differences. |
The technical stack is broader than the model endpoint. OMB’s description includes data collectors and labelers, model developers, downstream developers, model hubs, hardware and compute providers, system integrators, and AI service providers. An exit plan that covers only the API can therefore leave critical dependencies behind.

Set portability requirements before selecting a provider
Portability is a procurement requirement, not a promise a supplier can add later. Write down what must come back, in what form, with which documentation, under which rights, and by what deadline. Ask for a demonstration in the environment where the system will actually run rather than accepting a generic statement that exports are available.
Map the assets and dependencies
Create an inventory for each proposed use case. Include:
- Source inputs and generated outputs, including metadata, versions, timestamps, identifiers, and retention status.
- Prompts, system instructions, templates, tool definitions, guardrails, routing rules, and other configuration.
- Retrieval documents, chunking rules, embeddings, vector indexes, relevance settings, and update jobs where retrieval is used.
- Fine-tuning data, adapters, checkpoints, evaluation sets, labels, and training or validation configuration where applicable.
- Model and application settings, including sampling, context limits, fallback logic, filters, and regional endpoints.
- Request, response, quality, latency, cost, security, and incident logs that can lawfully be retained.
- Identity and access integrations, secrets-management dependencies, network controls, workflow automations, webhooks, and API relationships.
- Operational runbooks, architecture diagrams, deployment manifests, monitoring rules, and known provider-specific features.
This is a planning checklist, not a claim that every item can be transferred between every provider. For example, an embedding index may need to be rebuilt, and a fine-tuned model may not be legally or technically usable outside its original service.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Define acceptance tests for an exit
Turn the inventory into measurable procurement criteria. A supplier should be able to answer, and preferably demonstrate:
- Which objects can be exported, including data, metadata, logs, prompts, configurations, indexes, and model-related artifacts.
- The exact format, schema, encoding, timestamps, identifiers, checksums, and encryption method of each export.
- Whether exports are complete, incremental, self-describing, machine-readable, and usable without proprietary software.
- How long export preparation and delivery take, what support is included, and whether access continues during wind-down.
- What documentation and staff training another provider receives, including architecture, dependencies, test procedures, and operational runbooks.
- Which licenses and contractual rights permit copying, modification, hosting, fine-tuning, and use of each delivered asset.
- How API versions, deprecations, model changes, audit requests, and security incidents are communicated.
OMB recommends evaluating well-defined APIs and robust documentation that can facilitate transition. Require a supplier to run a sample export into your intended storage and to show that a second team can interpret it.
Compare providers on more than model quality
Use a decision record that separates capability from dependence. The sources do not prescribe a universal weighting, so set weights according to the use case and document why.
| Decision category | Questions to answer | Evidence to request |
|---|---|---|
| Task quality | Does the model meet accuracy, safety, citation, reasoning, or language requirements on your evaluation set? | Reproducible test results, failure examples, and a change-management policy. |
| Portability | Can your data and artifacts be exported in a usable form, and can dependent services be rebuilt? | Sample exports, schemas, checksums, and a migration demonstration. |
| Interoperability | Are APIs documented, versioned, and compatible with your internal interface? | Open specifications, SDK behavior, error semantics, rate-limit documentation, and deprecation notice periods. |
| Knowledge transfer | Could an independent team operate the system? | Runbooks, diagrams, training sessions, operational demonstrations, and named deliverables. |
| Rights and licensing | Can you reuse code, data, outputs, fine-tuning artifacts, and logs for the expected purpose? | Contract language and separate review of third-party and model licenses. |
| Security and privacy | Can the service satisfy identity, isolation, retention, audit, regional, and incident requirements? | Control documentation, audit reports where appropriate, and data-processing terms. |
| Transition support | Will the provider help during a controlled migration and keep the service available during wind-down? | Named assistance, response times, access period, and fees. |
| Lifecycle cost | What is the full cost to run, scale, export, store, retrain, and leave? | Usage, support, storage, network, egress, minimum-commitment, and termination pricing. |
Put the exit in the contract
Architecture controls cannot overcome a contract that withholds data, restricts reuse, or makes departure unaffordable. Procurement, legal, security, and engineering teams should review the same exit schedule before signature.

Specify portable deliverables
Attach a deliverables schedule that names each item, format, owner, and deadline. Include source and generated data, metadata, prompts and templates, configurations, evaluation sets, logs, documentation, and model-related artifacts that the parties have agreed are transferable. State whether the provider must supply a complete export, incremental exports, or both, and define how completeness is verified.
Require the provider to preserve identifiers and relationships so that records can be reconstructed. Define encryption, transfer channels, integrity checks, retention, and deletion certification. If an item cannot be exported, require the provider to identify that limitation before deployment and describe a rebuild method, estimated effort, and cost.
Secure rights separately from delivery
An export does not automatically grant permission to reuse an asset. Negotiate rights to code, customer data, generated records, prompts, evaluation material, and contract-produced artifacts. Review third-party and model licenses separately, including restrictions on hosting, modification, redistribution, commercial use, geographic use, and training.
Licensing should permit reasonably expected use throughout the contract and during transition. If the provider retains ownership of a component, specify the continuing license needed to operate, migrate, audit, and preserve records. Avoid accepting a broad “customer is responsible for all rights” clause when the supplier controls a model or tool included in the service.
Make knowledge transfer a paid deliverable
Require a documented knowledge-transfer and staff-training plan. It should cover architecture, dependencies, deployment, monitoring, evaluation, incident response, backup and restore, access administration, and known limitations. Include operational demonstrations in which your staff perform routine and failure-recovery tasks while the provider explains the decisions behind them.
Define documentation formats that your organization can retain and edit, named subject-matter contacts, response times during wind-down, and the number and type of training sessions. A transition clause is weak if it promises “reasonable assistance” without deliverables, dates, or a price.
Address pricing, egress, and information rights
Request lifecycle pricing by domain or use case rather than a single token or request figure. Model the cost of normal operation, peak usage, storage, fine-tuning, evaluation, support, backups, export preparation, network transfer, parallel running, and replacement testing.

Address egress and other charges for taking data or business away from the service explicitly. State whether fees are waived, capped, or calculated by a published method during an agreed transition period. Also ask for terms that avoid restrictions on sharing pricing information where that is appropriate for the buyer’s context. The detailed provisions in OMB M-24-18 apply to federal agencies; other organizations should adapt them with jurisdiction-specific advice.
Keep access during wind-down
Specify a transition window in which the organization can read data, run essential workflows, create final exports, and obtain support. Define what happens if the provider terminates the service, discontinues a model, changes an API, or suffers a material security event. Include notice periods, assistance obligations, data-return deadlines, and secure deletion procedures after acceptance of the export.
Build an architecture that can change providers
Use a stable internal interface
Place an internal interface between applications and provider-specific APIs where that abstraction preserves the capabilities the application needs. Normalize authentication, request and response handling, retries, timeouts, error reporting, usage metering, and policy checks. Keep provider-specific parameters in a clearly identified adapter rather than scattering them through business code.
Do not hide meaningful differences behind a lowest-common-denominator interface. Record which workflows depend on a particular context limit, tool call, structured-output mode, safety control, language, or latency characteristic. Choosing such a feature can be reasonable; making the dependency invisible is what increases switching risk.
Keep independent copies of critical records
Store source data, application code, prompts and configuration, evaluation data, and operational records in systems your organization can access and back up independently, subject to security and privacy requirements. A provider may process a copy, but it should not be the only authoritative location for the material needed to run or evaluate the application.

Make evaluations repeatable
Maintain versioned evaluation sets and test workflows. Compare a candidate replacement on task quality, latency, reliability, security and privacy controls, integration effort, and total cost. Include representative edge cases, harmful-input tests, structured-output validation, retrieval failures, and human-review requirements relevant to the application.

This comparison framework is an engineering recommendation, not a universal benchmark. Preserve prompts, expected results, scoring rules, model version, configuration, and environment details so that a future test is comparable to the original.
Rehearse a realistic migration before production
A paper exit plan is not evidence that an exit will work. Run a controlled exercise while the system is still easy to change.
- Select representative workloads. Include normal traffic, large inputs, multilingual or domain-specific cases, sensitive-data handling, tool use, retrieval, batch jobs, and known failure modes. Remove or protect personal and confidential data according to policy.
- Freeze an inventory. Record model and application versions, prompts, configuration, indexes, credentials and integrations, data volumes, retention settings, evaluation results, and operating procedures.
- Request and verify exports. Check record counts, identifiers, relationships, timestamps, metadata, encoding, checksums, and whether logs and configuration are included. Attempt to read the files with independent tooling.
- Rebuild dependencies. Load the data into a separate environment, recreate retrieval indexes where necessary, configure identity and network controls, and connect the internal interface to a candidate provider or local substitute.
- Run the evaluation set. Compare quality, safety behavior, latency, reliability, cost, and integration changes. Record failures rather than averaging them away.
- Operate the replacement in parallel. Run a limited, noncritical workload or shadow traffic. Measure operational effort, monitoring coverage, incident response, and staff readiness.
- Document gaps and decisions. For every nonportable item, record the workaround, owner, cost, legal approval, residual risk, and whether the production design should change.
- Update the contract and runbooks. Turn lessons into export specifications, notice periods, training obligations, and procedures that another team can execute.
Test exports and migration with representative data before the system becomes critical. Confirm both technical usability and organizational readiness: the people who would operate through transition must have the skills, access, and runbooks to do so.
Decide whether a second provider is justified
A fallback or second-provider option can reduce dependence, but multi-provider operation is not automatically the lowest-risk choice. It adds integration, monitoring, security review, data-governance, testing, and cost burdens.
- Use a second provider when the business impact of an outage or policy change is high, workloads can be routed without unacceptable quality loss, and the organization can operate both environments securely.
- Prefer a documented exit and tested replacement path over an unused second contract that has never processed representative work.
- Measure the additional burden: duplicated controls, model-specific evaluations, synchronization, staff expertise, incident handling, and minimum commitments.
- Keep a provider-neutral mode only where it preserves the controls and capabilities the application actually requires.
Use standards and governance frameworks correctly
Standards can organize questions, but none of the frameworks below is a portability certification.
ISO/IEC 19941:2017
ISO/IEC 19941:2017 specifies cloud interoperability and portability types and their relationship. Use it to structure terminology and requirements for cloud components. Verify its current status and detailed requirements before relying on it for a contractual interpretation.

ISO/IEC 22624:2020 provides a framework for cloud data-handling policies and practices, including access, portability, use, management, governance, location, and cross-border flows. ISO states that it was reviewed and confirmed current in 2025. It can inform the data-handling portion of an exit plan; it is not a guarantee that one AI model can be substituted for another.

NIST AI RMF and Generative AI Profile
NIST describes the AI Risk Management Framework as voluntary and says AI RMF 1.0 is being revised. NIST released its Generative AI Profile on July 26, 2024. These resources help organize governance, measurement, and risk treatment, but they do not certify that a service is portable.
NIST SP 800-218A
NIST SP 800-218A, released in July 2024, supplements Secure Software Development Framework 1.1 with practices relevant to generative AI and dual-use foundation models. It is intended for producers and acquirers and can strengthen secure development and acquisition work. It does not, by itself, make a model or service portable.
Common failure modes and their fixes
| Failure | Why it causes lock-in | Fix |
|---|---|---|
| “The provider offers an export” is accepted without a test. | The export may omit metadata, configuration, logs, relationships, or usable rights. | Specify contents and format, run a sample export, verify it independently, and repeat the test periodically. |
| Applications call provider APIs directly everywhere. | Replacing the endpoint requires changes across business logic, error handling, and policy code. | Use an internal interface and isolate provider-specific adapters. |
| Only the model is evaluated. | A high-quality model can still create unacceptable integration, security, documentation, or exit costs. | Score portability, rights, knowledge transfer, security, transition support, and lifecycle cost alongside quality. |
| Generated artifacts are assumed to be reusable. | Contract and third-party licenses may restrict copying, modification, hosting, or training. | Negotiate rights explicitly and review each relevant license. |
| Documentation is promised at termination. | Staff cannot operate or rebuild the system when time and access are already limited. | Make documentation, training, and demonstrations ongoing deliverables. |
| Egress is ignored in the business case. | Large data volumes, parallel operation, or export fees can make a nominally open exit unaffordable. | Price normal operation and departure together, with caps or published formulas for transfer charges. |
| A second provider is purchased but never tested. | Differences in quality, safety, tools, and operations appear only during an emergency. | Run representative shadow workloads and keep the tested path current. |
A practical governance cadence
Assign an accountable owner for portability rather than treating it as a one-time procurement checkbox. At onboarding, approve the dependency map, rights schedule, export test, and evaluation set. At each material model, API, architecture, or contract change, reassess whether new provider-specific dependencies have appeared.
Recommended Free Tools
At a regular interval appropriate to the system’s criticality, perform a restore or export test, rerun the evaluation set, review licenses and pricing, and confirm that trained staff and current runbooks exist. Record unresolved gaps with an owner, target date, business impact, and decision to accept, mitigate, transfer, or avoid the risk.
What portability cannot guarantee
Portable records and replaceable interfaces reduce switching friction; they do not make providers interchangeable. Another model may produce different wording, citations, refusals, tool calls, latency, context handling, or error rates. A replacement may lack a proprietary safety feature, regional deployment option, accelerator, or fine-tuning method. Rebuilding an index or adapting a model can also require new testing and legal review.
Plan for managed change rather than identical substitution. Define acceptable quality ranges and human-review thresholds, identify workflows that require the incumbent’s unique capability, and retain a rollback path while the replacement is validated. The purpose of portability is to preserve credible choice and negotiating leverage, not to pretend that model behavior is a commodity.
Implementation checklist
- Map every technical and organizational dependency, not only the model endpoint.
- Define export contents, formats, completeness checks, timing, access, and deletion procedures.
- Secure rights to data, code, prompts, outputs, logs, and contract-produced artifacts.
- Review third-party and model licenses separately from the export clause.
- Require APIs, schemas, documentation, training, runbooks, and operational demonstrations.
- Keep authoritative copies of critical data, code, evaluations, configuration, and records under approved independent control.
- Isolate provider-specific behavior behind a documented internal interface.
- Maintain repeatable evaluations covering quality, safety, latency, reliability, security, integration effort, and total cost.
- Model lifecycle pricing, storage, support, parallel operation, egress, and termination charges.
- Rehearse an export and migration with representative data before production dependence grows.
- Decide deliberately whether a second provider’s benefits justify its additional burden.
- Revisit portability after material model, API, data, architecture, or contract changes.
The most defensible strategy is to design the exit while choosing the entry: preserve usable records and rights, retain operational knowledge, make interfaces replaceable where practical, price the full lifecycle, and prove the migration path before the service becomes indispensable.
