Prevent repeat signups with layered, risk-based controls—not email or IP blocking alone. Combine signup velocity, disposable-email checks, device or payment reuse, and suspicious early activity; enforce server-side rate limits and usage caps; and add verification only when the risk justifies the extra friction.
Start by defining what counts as repeat abuse
Decide which free-plan entitlements are meant to be one-time and what value you need to protect. Repeatedly claiming a one-time trial or credit is different from several legitimate users sharing a household, school, company, or network. If the plan is permanently free, first establish whether another account actually unlocks extra value; added signup friction may not be warranted otherwise.
Set the policy before choosing detection rules: identify the entitlement at risk, the behavior you consider abusive, and how a legitimate user can challenge a mistaken restriction.

A new email address does not establish a new person. Email verification confirms access to an inbox, not unique identity: temporary inboxes can receive verification messages, while custom domains can create many addresses. No single matching signal proves abuse. Use combinations to estimate risk and retain human review for uncertain cases.

Protect the value behind the signup
Signup defenses are only part of the solution. Once credentials have been issued, direct API use may continue even if the signup interface is protected. Enforce controls at the server and entitlement boundary:
- Apply server-side rate limits to API credentials, not just the browser or signup form.
- Set hard usage caps for costly features such as compute, tokens, storage, credits, or automation.
- Review trial and credit reset logic so creating another account does not automatically restore a one-time entitlement.
- Use tighter limits for expensive features than for low-cost exploration, where that distinction fits your product.

Roll out controls in stages
- Instrument first: Record signup times and relevant risk indicators, then observe their patterns before automatically rejecting accounts. Stripe gives two to four weeks of data collection as one example of a phased rollout, not a universal requirement. [Stripe]
- Combine indicators: Evaluate signup bursts, suspicious email domains, reused device or payment identifiers, and early attempts to consume costly features together. Weight them as risk inputs; a shared IP or device alone is not proof.
- Choose proportionate actions: Let low-risk users proceed. For uncertain cases, limit or delay valuable entitlements. For high-risk cases, request stronger verification or manual review. Block only when the evidence and your policy justify it.
- Keep a recovery route: Tell restricted users how to appeal or resolve a mistaken decision, and ensure support can review the relevant signals.
- Measure and tune: Compare abuse, signup and paid conversion, activation, support burden, false positives, and infrastructure cost before and after a change. Where practical, change one control at a time so its effect is easier to assess. Stripe recommends staged deployment and comparing conversion with infrastructure cost. [Stripe]
Stripe’s May 5, 2026 guidance puts the rollout principle plainly: “Don’t bring all your abuse controls online at once.” Treat that as implementation advice, not a guarantee of results for every product. [Stripe]

For low-cost exploration, lighter controls may be enough. If accounts can repeatedly claim expensive compute, credits, or automation, protect those entitlements with stricter per-account limits and step-up checks. A payment card or phone verification can deter some repeat use, but may also reduce legitimate signup conversion. Measure that trade-off rather than assuming more friction is always better.

A small service can begin with server-side deduplication, velocity rules, and usage caps. If multi-signal scoring, device intelligence, or case review becomes difficult to maintain, evaluate software against the actual signup flow. Compare its signal coverage, latency, false-positive handling, reporting, and integration effort. Stripe discusses payment-risk indicators when payment data is collected; AWS documents client-identification options including CAPTCHA, browser profiling, device fingerprinting, and TLS fingerprinting.
