Prevent proximity bias by evaluating role-related results and behaviors instead of visibility, recording evidence throughout the review period, and giving employees comparable access to assignments, feedback, and development. For promotions, publish the path to advancement, assess candidates against the same criteria, document exceptions, and add independent review of decisions and outcomes. Simply requiring more office attendance is not an established cure.

The controls below are designed for hybrid, remote, and office-based teams. They address both the moment a manager assigns a rating and the earlier opportunities that determine who gets to demonstrate readiness.

What proximity bias is and why it changes review decisions

Proximity bias is preferential treatment for employees who are physically near a manager or otherwise more visible to decision-makers. Familiarity can become a shortcut for judging contribution: a manager remembers a hallway conversation, sees someone start work, or observes frequent office attendance, then unconsciously treats those signals as evidence of commitment or performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The shortcut is dangerous because visibility is not the same as value. A remote employee may deliver a high-impact project through shared tools while an office-based employee may be more noticeable without producing better outcomes. Location can also affect access to information, informal mentoring, influential meetings, and urgent assignments. If those opportunities are uneven, later ratings may reflect who was allowed to be seen rather than who met the role standard.

Williamson and Colley’s 2024 Australian Journal of Public Administration practice and policy article describes proximity bias as preferential treatment for employees physically close to leaders. It recommends awareness, communication that moderates visibility across locations, objective metrics, and records of task allocation. The article draws on Australian Public Service surveys and focus groups and prior studies; it is practical guidance, not a randomized causal test.

Where the bias enters the employee lifecycle

  • Work allocation: high-profile projects, client exposure, stretch assignments, and urgent work may flow to people a manager sees most often.
  • Observation: presence, responsiveness in a shared office, or visible hours can be mistaken for effort, even when they are unrelated to the job’s outcomes.
  • Feedback: an employee who has more spontaneous contact with a manager may receive more coaching and more chances to correct course.
  • Ratings: vague categories such as “executive presence” or “commitment” invite familiarity-based judgments unless they are translated into observable behavior.
  • Promotion: a rating can look neutral while the opportunities behind it, and the reward decision that follows it, remain unequal.

Build a review cycle that measures contribution

Fairness starts before anyone writes a rating. Set the standard in advance, collect evidence as work happens, and create comparable conversations for every employee. A form added at the end cannot repair six months of unequal access or undocumented impressions.

1. Define role-specific outcomes and behaviors

For each role, write a small set of outcomes that can be checked and a set of behaviors that explain how the work should be done. Use the job’s actual responsibilities: revenue or service results where relevant, quality, reliability, risk control, project delivery, customer impact, collaboration, or capability building. State the time period and the evidence that will count.

Separate individual contribution from team results. In a collaborative role, specify how a person’s work will be identified within a shared outcome—for example, design decisions made, defects prevented, stakeholders supported, or process improvements adopted. This prevents a highly visible presenter from receiving all the credit for work completed by a distributed team.

Define ambiguous terms before the cycle begins. If “communication” matters, describe behaviors such as clear written updates, timely escalation of risks, or effective facilitation of remote meetings. If “leadership” matters, identify actions such as setting direction, developing colleagues, and delivering agreed results. Do not use office presence, online status, or hours visible to a manager as a proxy unless physical availability is an explicit, job-critical requirement.

2. Record evidence close to when work happens

Maintain a dated record of deliverables, quality indicators, agreed goals, customer or stakeholder feedback, decisions, and relevant context. Capture both results and the employee’s role in producing them. A short note made after a milestone is more reliable than reconstructing a year from memory.

Context belongs beside the evidence, not as an excuse to lower standards. Record dependencies, scope changes, staffing constraints, and decisions the employee made to manage them. The same context should be available for remote and office-based employees. A manager who remembers seeing someone work late may otherwise overvalue visibility while missing a remote employee’s less visible problem-solving.

Use a consistent evidence format so one manager’s detailed notes are not compared with another manager’s impressions. A useful entry identifies the goal, observable action, result, source of corroboration, and date. Employees should be able to review the record, correct factual errors, and add evidence that a manager did not observe directly.

3. Hold comparable check-ins and feedback conversations

Set a predictable cadence for one-to-one meetings, goal reviews, coaching, and mid-cycle feedback. Keep the cadence comparable across locations even if the meeting format differs. A remote employee should not have to schedule extra informal calls to receive the same guidance an office colleague gets in passing.

Use check-ins to ask what has changed, what support is needed, and which results are on track. Give specific feedback while there is still time to act. Pulakos, Mueller-Hanson, and Arad’s 2019 Annual Review describes performance management as a system spanning goals, competency models, evaluation of behavior and results, and implementation. It also discusses simpler practices, real-time feedback, and coaching; adding more forms by itself does not create accurate ratings.

Make participation equitable in meetings. Share agendas and materials in advance, use a channel where remote participants can contribute, and avoid decisions made only in an office corridor. Rotate who presents, invite written input, and document decisions so an employee’s location does not determine whether their work enters the manager’s field of view.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Check who gets opportunities to demonstrate readiness

At least monthly or at each major project milestone, review assignment allocation. Compare access to high-profile work, senior-leader exposure, mentoring, stretch tasks, training, and development budgets. Record who was offered an opportunity, who accepted it, and the business reason for the allocation.

Equal treatment does not mean assigning identical work. It means using job-relevant reasons—skills, development goals, capacity, client need, or a documented rotation—and giving employees a fair way to build the experience required for advancement. If an office-based employee receives more visible work because a leader can reach them quickly, create deliberate alternatives for remote colleagues, such as presenting to the same audience or owning an equivalent deliverable.

Ask employees directly whether they are receiving useful work and feedback. A manager should be able to explain how each person had a reasonable chance to meet the published expectations. This step catches a pipeline problem before it appears as a “performance” problem.

5. Calibrate ratings against evidence, not presence

Before ratings are finalized, managers should compare the evidence with the predefined criteria. A calibration discussion can surface inconsistent standards: one manager may reward responsiveness in office chat while another rewards defect reduction or customer outcomes. Require participants to point to documented examples and distinguish direct observation from assumption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a manager mentions availability, visibility, or presence, ask which job requirement that observation demonstrates and what outcome it produced. If the answer is unclear, replace the impression with role-related evidence. Managers should document a rating rationale in plain language, including the strongest evidence and any material limitations in what was observed.

Make promotion decisions transparent and comparable

Promotion controls must address both eligibility and discretion. A written rating is not automatically an equitable reward: the UK Government Equalities Office’s 2019 review warns that performance evaluations can become disconnected from progression outcomes and that oversight affects whether evidence translates into fair rewards.

Publish ladders, criteria, and openings

Maintain a job ladder that shows the scope, capabilities, and results expected at each level. State eligibility rules, required experience, application windows, and how employees can demonstrate missing capabilities. Publish openings or promotion rounds to the people who could reasonably qualify; do not rely on private invitations to the most visible employees.

Explain which evidence is required and who makes the decision. If a promotion requires sustained performance, specify the period and the threshold. If business need or a limited number of roles affects timing, say how those constraints will be handled. Clear information lets a remote employee plan development rather than depend on proximity to a sponsor.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare candidates against the same standard

Use a common rubric and review candidates side by side where appropriate. Assess scope, impact, behaviors, and readiness against the published level, not against the person who happens to be most familiar to the panel. Separate “ready now” from “high potential” so enthusiasm or personal rapport does not substitute for evidence.

Check that candidates had comparable chances to acquire the required experience. A candidate who has not led an executive presentation may need an equivalent opportunity, not an automatic rejection, if the assignment was never made available. Record the opportunity history alongside the promotion evidence.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Document rationale and deviations

For each decision, record the criteria applied, evidence considered, decision-maker, and reason for any exception. If a candidate is deferred, state the specific gap and the opportunity or support that will address it. If a decision departs from a rating or rubric, require a written explanation tied to a legitimate business reason.

Do not allow “culture fit,” “visibility,” or “leadership presence” to stand alone as reasons. Translate them into observable, job-related behaviors or remove them from the decision. A written rationale creates an audit trail and gives the employee a usable development plan.

Add an accountable review panel

A calibrated panel or performance-reward committee can examine whether decisions align with evidence and criteria. Its role is not to erase manager expertise; it is to test consistency, challenge unsupported assumptions, and identify patterns across teams. Members should see the same rubric and relevant evidence, with conflicts of interest disclosed.

After the round, compare ratings with promotions, pay or level changes, and documented opportunity access. The UK Government Equalities Office review summarizes an implementation warning: “In the absence of strong accountability measures, symbolically meritocratic personnel procedures can have a negative effect.” The report draws on observational and before-and-after studies with limitations, so treat oversight as a control to evaluate and improve, not a guaranteed outcome.

Use technology as a record, not a visibility score

Performance-management software can help store goals, feedback, evidence, and decision records. It cannot decide what matters in a role or determine whether an opportunity was fairly distributed. Configure workflows to prompt comparable check-ins and retain evidence, while keeping the judgment tied to published criteria.

Avoid invasive monitoring as the default remedy. Wang, Williamson, and Yang’s 2025 Accounting Review study examines total work-time information and a specific evaluation bias against telecommuting mothers. Its existence does not establish that broad time tracking is fair or effective. Measuring keystrokes, webcam activity, or online status can create a new visibility proxy, penalize focused work away from a device, and expose sensitive information. Collect only data needed to evaluate the job and protect access to it.

Why common fixes fail

Return-to-office mandates

Requiring attendance may increase casual contact, but it does not prove that managers will evaluate outcomes more accurately. The 2024 Williamson and Colley article recommends awareness, communication methods that moderate visibility across locations, objective metrics, and team-negotiated hybrid arrangements. It cautions that mandates or attendance caps can reduce autonomy and create resentment.

Do not require office attendance solely to equalize visibility. If in-person time serves a real collaboration, safety, or client purpose, define that purpose, make participation equitable, and assess whether the arrangement improves measurable outcomes. Attendance should not replace evidence of performance.

More forms and forced rankings

A longer form can preserve the same bias in more words. Pulakos, Mueller-Hanson, and Arad discuss the limits of heavy processes and the value of simpler, more useful practices. Add a field only when it captures evidence, clarifies a standard, or creates accountability. A form that asks for “overall impression” without examples invites proximity-based memory.

Awareness training alone

Training can help managers recognize the shortcut, and SHRM’s 2022 practitioner guidance recommends objective measures, manager training, regular check-ins, and dialogue. Jennie Yang, vice president of people and culture at 15Five, told SHRM: “The biggest tip for remaining objective and avoiding proximity bias during performance reviews: Define objective performance measures, leverage performance management software and implement manager training.” Treat this as practitioner advice, not proof that training alone changes outcomes. Pair it with criteria, evidence requirements, opportunity reviews, and panel oversight.

Assuming hybrid work automatically harms advancement

Do not treat remote or hybrid status as evidence of lower commitment. In a randomized Trip.com experiment reported by Nature in 2024, measured performance reviews and promotions did not significantly differ between hybrid-treatment and control groups during the reported periods. The successive six-month review samples were 1,507, 1,355, 1,301, and 1,254 employees. The result is specific to that employer, intervention, and periods; it does not prove that proximity bias never occurs, nor does it generalize automatically to fully remote work or every organization.

Run a post-cycle fairness audit

An audit should test the path from opportunity to rating to promotion. Use aggregated results and protect privacy; suppress or combine groups when sample sizes are too small for a responsible comparison.

Compare opportunity access

  • Count high-profile assignments, stretch work, senior-leader meetings, mentoring, training, and development funding by work location and relevant demographic groups.
  • Check whether allocation reasons were recorded and whether employees who lacked an opportunity received an equivalent way to demonstrate the capability.
  • Compare feedback and check-in completion rates, timing, and documented quality across locations.

Compare ratings and outcomes

  • Review rating distributions by location, team, level, and relevant demographic groups, using a suitable time period and sample size.
  • Compare ratings with promotions, compensation or level changes, and development plans rather than treating the rating as the final outcome.
  • Investigate large gaps with the underlying evidence, criteria, and opportunity history; do not infer a cause from a single percentage.

Assign corrective actions

Give an accountable owner and deadline to each finding. Actions might include revising an ambiguous competency, rotating visible assignments, adding a missing check-in, or requiring panel review for a category with inconsistent rationales. Recheck the next cycle to see whether the process changed, while preserving employee confidentiality.

Evidence that should inform, not dictate, policy

Several findings illustrate why process design needs both measurement and caution:

Finding What it indicates Boundary on interpretation
Joshi and colleagues’ meta-analysis, summarized by the UK Government Equalities Office in 2019, covered 190 effect sizes and 474,732 individuals. It found no average sex difference in performance evaluations but larger differences in reward allocations. The reported reward gap was 14 times the size of the evaluation difference in that literature; it is not a universal current rate for every employer.
Dobbin analysis summarized in the same 2019 review covered 816 large American establishments. Formal personnel practices were examined in relation to later managerial diversity. The evidence is observational; adopting a formal practice does not guarantee the same result elsewhere.
Abendroth research summarized in the review covered more than 5,000 workers in 94 large German organizations. Formal career planning was studied in an earnings context. Country, organization size, and study design limit direct transfer to another workforce.
Nature’s 2024 report of the Trip.com randomized hybrid-work intervention. No significant treatment-control difference was reported for performance reviews or promotions in the measured periods. It is one employer and intervention; it does not test every hybrid or remote arrangement.

Use these findings to ask better questions: Are criteria tied to the work? Do employees receive comparable chances to demonstrate them? Are decisions documented and reviewed? Does the process preserve useful flexibility without creating intrusive surveillance or unnecessary administration?

A manager’s operating checklist

  1. Before the cycle: write role outcomes, observable behaviors, evidence sources, and any legitimate location-dependent requirements.
  2. At goal setting: agree on priorities, define individual contribution within team work, and record how success will be recognized.
  3. During delivery: log dated results, feedback, decisions, context, and the employee’s contribution; avoid status or attendance as evidence.
  4. At each check-in: use the same cadence, ask about support and changing scope, and give actionable feedback while there is time to respond.
  5. At project allocation: review who receives visible or developmental work and document a job-related reason for the assignment.
  6. Before rating: compare evidence with the rubric, challenge assumptions based on presence, and obtain the employee’s factual corrections.
  7. During calibration: require examples, distinguish direct observation from inference, and record disagreements and resolutions.
  8. For promotion: publish eligibility and openings, compare candidates against common criteria, and document any deviation.
  9. After decisions: review opportunity access, ratings, promotions, and rationale patterns by location and relevant groups with privacy safeguards.
  10. For the next cycle: assign owners and deadlines for process changes, then measure whether the change improved consistency.

Proximity bias is best prevented as a system: objective role criteria, timely evidence, equal access to meaningful work, predictable communication, transparent advancement paths, and accountable review of outcomes. Each control covers a different failure point; none is a substitute for the others.
