The most reliable way to reduce manual-action risk is to make every page useful to people, technically accessible to Google, and free of tactics intended to deceive users or manipulate rankings. Use Google Search Essentials as a publishing and maintenance checklist, then verify issues in Search Console rather than assuming a traffic decline is a penalty.
Compliance makes pages eligible for crawling, indexing and serving; it does not guarantee any of those outcomes or protect a site from every ranking change. This guide shows how to prevent policy problems, audit a site, respond to a confirmed manual action and write a precise reconsideration request.
What Search Essentials compliance actually does
Google Search Essentials has three parts: technical requirements, spam policies and key best practices. Together they describe the baseline for making a page understandable, accessible and eligible for Google Search. The best-practice guidance emphasizes helpful, reliable, people-first content and using the words readers use in prominent locations such as the title, main heading, introductory text and link labels. Read the complete guidance at Google Search Essentials.

Google states: “Just because a page meets all these requirements doesn’t mean that Google will crawl, index, or serve its content.” It also says appearing in Search does not require payment: “It doesn’t cost any money to appear in Google Search results, no matter what anyone tries to tell you.” No compliant checklist can guarantee a position, traffic level or immunity from enforcement.

A manual action is different from an ordinary ranking change. It means a human reviewer determined that pages on the site do not comply with Google’s spam policies. The action may affect a pattern of pages or the entire site, and the affected pages can rank lower or disappear from results. Google also uses automated systems to detect spam; a human review is involved when a manual action is issued. The controlling definitions and examples are in Google’s spam policies.
Build a policy review into publishing
Prevention works best when policy checks happen before publication and during routine updates. Assign an owner for each content area, keep a change log, and review templates as well as individual articles. A page can be well written while its template, links, structured data or user-generated components create a policy problem.
Check for deceptive differences
Compare what a normal visitor receives with what Googlebot receives. Cloaking is presenting substantially different content or links to users and search engines in order to manipulate visibility. Legitimate personalization, localization or access controls are not automatically cloaking; the question is whether the difference is deceptive or designed to influence Search. Test logged-out and logged-in states, mobile and desktop responses, language redirects, JavaScript-rendered content and any edge or CDN rules.

- Check that important text, links and structured-data claims are not hidden from users while being exposed to crawlers.
- Review experiments, A/B tests and paywalls so that variants do not misrepresent the page’s purpose.
Reject doorway patterns
Doorway abuse involves creating pages or domains primarily to funnel search visitors to a destination rather than to serve a distinct user need. Examples can include near-duplicate city pages that all send visitors to one location, multiple domains targeting slight keyword variations, or intermediate pages that offer little value before a redirect. A location page can be legitimate when it has genuinely useful, location-specific information; duplication alone does not prove a manual-action violation. Review the intent, uniqueness and user journey of the whole page set.
Audit links for manipulation
Link spam covers links created mainly to manipulate rankings, including buying or exchanging links that pass ranking credit, automated link placement, excessive partner networks and other schemes described in Google’s policy. A paid advertisement, sponsorship or user-submitted link is not automatically prohibited when it is appropriately qualified and does not pass ranking credit. Inventory links by source, anchor text, placement and purpose, then remove or qualify those that exist primarily to influence rankings.
- Use descriptive, natural anchor text instead of repeated exact-match phrases.
- Mark paid or otherwise qualifying relationships with the appropriate link attributes and disclose them to users where required.
- Moderate comments, forums and profiles so attackers cannot publish manipulative links at scale.
Remove keyword stuffing
Keyword stuffing is the practice of loading a page with words or numbers to manipulate rankings, often in lists that read unnaturally, repeated blocks, hidden text or irrelevant metadata. Use the terminology readers need, but write complete explanations for humans. Repeating a legitimate product name or technical term where clarity requires it is not, by itself, keyword stuffing; excessive, distracting repetition is the risk signal.

Evaluate scaled content, including AI-assisted pages
Large volumes of pages are not automatically spam. The policy concern is scaled content abuse: producing many pages without adding original value for users, whether the material is generated by software, assembled from feeds or written by people following a formula. Google’s guidance on generative AI says using AI to create many pages without adding value may violate this policy; it does not prohibit all AI-assisted writing. See Google’s guidance on generative AI content.
Recommended Free Tools
Before publishing an AI-assisted draft, require a subject-matter review, original reporting or analysis where appropriate, fact checking, useful examples and editing for the intended audience. Remove pages that merely paraphrase existing sources, target every conceivable keyword, or exist only to capture search traffic. Keep records of who reviewed the content and what was changed so that quality checks are repeatable.
Check thin affiliation and third-party material
Thin affiliation is affiliate content that offers little or no original value beyond material available elsewhere. A review, comparison or buying guide can be useful when it includes first-hand specifications, meaningful evaluation, limitations, alternatives and clear disclosures. Simply copying a merchant feed, changing a few adjectives or adding affiliate links does not create that value. Apply the same standard to syndicated articles, partner submissions, programmatic pages and embedded widgets.
Meet the three technical minimums
Google’s technical requirements identify three minimum conditions for a page to be eligible for indexing:
- Googlebot can access the page. The server, firewall, authentication layer and robots rules must allow the intended crawl.
- The page returns HTTP 200. A successful response should deliver the intended document rather than an error, soft-404 page or unexpected redirect chain.
- The page contains indexable content. The main content must be available for Google to process, and the page must not be intentionally excluded with a conflicting directive.
These are eligibility conditions, not a guarantee of indexing or serving. Google’s technical documentation is at Technical requirements.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse the right exclusion mechanism
A robots.txt rule blocks crawling; it does not reliably keep a URL out of Google’s results. A blocked URL can still appear if Google learns about it from other sources. When the intent is to keep a crawlable URL out of the index, use a noindex directive and allow Googlebot to fetch the page so it can see that directive. Do not place noindex on pages that need to be inspected for a manual-action review.

- Review Search Console’s Page Indexing report for excluded, error and crawled-but-not-indexed patterns.
- Use Crawl Stats to spot spikes in server errors, blocked requests or response-time problems.
- Open URL Inspection for representative templates and newly changed pages, then test the live URL.
- Confirm that canonical tags, redirects, robots rules, sitemaps and internal links point to the same intended URL.
- Check that important content is not dependent on an interaction Google cannot trigger and is not hidden behind a login unless the page is intentionally private.
A practical pre-publication checklist
Use this checklist for a new page, a major template change and a periodic site audit. Record the reviewer, date, URL set and any remediation.
| Area | Questions to answer | Evidence to retain |
|---|---|---|
| Purpose and audience | What user problem does the page solve, and is that purpose clear without a search engine? | Brief, outline, intended audience and acceptance criteria |
| Original value | Does the page add analysis, data, instructions, experience or synthesis rather than rephrasing another page? | Source notes, calculations, screenshots or editorial review |
| Search language | Are reader terms used naturally in the title, heading, introduction and relevant links? | Editorial markup and final rendered page |
| Deception | Do users and crawlers receive materially consistent content, links and structured-data claims? | Rendered fetches, mobile/desktop checks and redirect map |
| Doorways | Does the page stand on its own, or mainly funnel visitors to another page or domain? | Internal-link and redirect review |
| Links | Are links editorially earned or useful, with paid and user-generated relationships properly qualified? | Link inventory, disclosures and moderation settings |
| Keywords | Would a person find the wording natural and readable without repeated blocks or hidden text? | Copy review and rendered source |
| Scale | If a template or AI tool created many pages, does each page contain substantial, useful differentiation? | Sample audit across the full generated set |
| Technical access | Can Googlebot fetch an HTTP 200 page containing indexable content? | URL Inspection result, headers and robots rules |
| Third parties | Do affiliate, syndicated, marketplace or user-generated sections add value and receive active moderation? | Content ownership and moderation records |
How to check for a manual action in Search Console
Search Console is the first place to verify whether Google has recorded a manual action for a verified property. The report identifies the policy issue and describes affected patterns; the scope may be part of the site or sitewide.
- Sign in to the correct Search Console property, including the appropriate domain or URL-prefix variant.
- Open Security & Manual Actions, then choose Manual actions.
- Expand every listed issue. Read the explanation, sample URLs, affected sections and any linked policy guidance.
- Export or record the URL patterns and dates. Samples are clues to a broader pattern, not a complete list of every affected URL.
- Check the site independently for related pages, templates, links, structured data, user-generated areas and third-party material.
Follow the process in Google’s Manual Actions report documentation. A blank report does not explain every traffic decline. Algorithmic ranking changes, indexing or crawl problems, security incidents and normal demand variation require separate diagnosis.
What to do after a manual action appears
Do not start with a reconsideration request. First fix the underlying pattern across the full affected scope and make sure Google can access the corrected pages.
1. Define the affected scope
Map each sample URL to its template, directory, content owner, link source and publication process. Look for the same defect on URLs that were not listed. If the notice names several issues, treat each as a separate workstream and document its resolution.
2. Correct every affected page
Remove deceptive variants, consolidate or rewrite doorway pages, eliminate manipulative links, revise stuffed copy, and add genuine value to scaled or affiliate content. When a page cannot be made useful, remove it or apply an intentional, technically correct exclusion after checking that it is no longer part of the violating pattern. Fixing only the sample URLs or a small fraction of the site will not earn a partial return to results; Google expects the issue to be addressed throughout the affected scope.

3. Make corrected pages reviewable
- Remove accidental login requirements and temporary access controls.
- Ensure robots.txt does not block the pages Google must inspect.
- Remove an unintended
noindexdirective from pages that should be evaluated. - Return the corrected document with HTTP 200, or intentionally redirect or remove it when that is the proper long-term state.
- Check that the visible content, rendered content and structured data match the claims made to users.
4. Request review only after the work is complete
Return to the Manual Actions report and choose the review option for the issue. Google’s workflow is to fix the issue on every affected page, ensure access, and then request review from that report. A useful request is specific and evidence-led:
- Name the problem: identify the policy category and the site pattern that caused it.
- Describe the correction: explain what changed in templates, content, links, moderation, redirects or publishing controls.
- State the scope: give the directories, URL classes or approximate affected set reviewed, without claiming that a sample represents the entire site unless it does.
- Document verification: mention representative tests showing that Googlebot can access corrected pages and that the policy issue is no longer present.
- Prevent recurrence: describe new editorial approval, link controls, AI review, monitoring or deployment checks.
Do not submit a generic apology, argue that competitors do the same thing, or claim that traffic loss alone proves an action. The reviewer needs to understand the defect, the complete remediation and the controls that keep it from returning.
How long review takes
Google says many manual-action reviews take several days or weeks. Link-related cases can take longer. Keep the request pending while it is being processed instead of submitting repeated requests before a decision. Monitor the report for the decision and continue checking corrected pages during the wait. The timing guidance and status definitions are in the Manual Actions report documentation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not mistake a traffic drop for a manual action
A manual action is a documented, human-reviewed policy issue in Search Console. A decline without a notice can have many other causes:
- An algorithmic ranking change or a change in how Google evaluates relevance and quality.
- Pages excluded from the index because of crawl, rendering, canonical or
noindexproblems. - Server failures, accidental robots.txt blocks, expired domains or widespread redirects.
- Security issues, hacked content or malware warnings.
- Seasonal demand, news cycles, competitor activity or measurement changes.
Compare the date and affected queries in Search Console, inspect representative URLs, review indexing and crawl reports, and check the security section before attributing the decline to a penalty. Google’s troubleshooting guide is Why did my site traffic drop?.

Choosing a remediation approach
There is no Google-required paid tool or consultant. Most operators can perform the diagnosis and corrections internally when the site is small, the pattern is clear and the publishing team controls the templates and content. A qualified SEO or technical remediation service is optional for a large, complex or multi-team site, especially when the action involves link networks, inherited domains or code that the editorial team cannot change.

| Situation | Internal remediation is usually practical when… | Additional specialist help may be useful when… |
|---|---|---|
| Specific page pattern | URLs share one template, owner and easily testable defect. | The pattern spans agencies, acquisitions or several platforms. |
| Sitewide issue | You control deployment, redirects, robots rules and content approvals. | Multiple teams must coordinate changes across legacy systems. |
| Link-related issue | You can inventory links, remove placements and document outreach or qualification. | Links come from large networks, expired domains or unknown historical vendors. |
| Scaled or AI content | Editors can sample the full set, rewrite weak pages and stop automated generation. | The volume is high and the site lacks subject-matter reviewers or reliable page inventories. |
Regardless of who does the work, the owner remains responsible for correcting every affected page, restoring Google’s access and submitting an accurate review request.
Operational controls that reduce future risk
Keep an inventory and change history
Maintain a URL inventory tied to templates, owners, publication dates, redirects, canonical targets and indexability. Record major changes to robots.txt, CDN rules, structured-data templates and internal-link modules. When Search Console shows a new pattern, this history shortens diagnosis and helps prove what changed.
Sample pages after every large release
For a deployment that changes thousands of URLs, inspect a representative sample from each template and directory. Test source HTML and rendered output, mobile and desktop views, logged-out access, HTTP status, canonical tags, robots directives, visible claims and structured data. Sampling does not replace a full inventory; it is an early warning system.
Moderate user-generated areas
Comments, forums, profiles and uploaded pages can introduce hidden links, copied text or deceptive redirects after publication. Require account controls, spam filters, rate limits, report-and-remove procedures and periodic manual sampling. Treat third-party content as part of your site’s policy surface, not as an area outside editorial responsibility.
Set an AI publishing gate
Document where generative tools may assist, who checks factual accuracy and originality, and what evidence is required before publication. Reject batches that differ only by a place name, keyword or superficial wording. A human sign-off should confirm that each page serves a real audience and contributes information unavailable from the source material alone.
Quick Recap
Key takeaways for site owners
- Use Search Essentials as a baseline for technical eligibility, spam-policy compliance and people-first quality—not as a ranking guarantee.
- Review deceptive delivery, doorway funnels, manipulative links, keyword stuffing, scaled low-value content and thin affiliate pages in context; no single symptom automatically proves a manual action.
- Verify that Googlebot can access the URL, that it returns HTTP 200 and that it contains indexable content.
- Use the Manual Actions report to confirm a human-reviewed issue, then repair the entire affected pattern before requesting review.
- Make a reconsideration request concrete: identify the policy problem, list the corrective work, show that pages are accessible, and explain controls that prevent recurrence.
- Diagnose traffic declines separately when Search Console does not report a manual action.
