Keep a unified database responsive by treating analytics as a governed workload, not merely as a collection of slow queries. Classify reporting sessions, place them in a separate resource group, cap their workers and parallelism, bound per-request memory, control physical I/O where the engine allows it, and monitor those limits alongside OLTP latency. Apply limits gradually using measured capacity and service objectives; there is no workload-independent safe percentage.
What is competing with OLTP traffic?
An analytical query can consume several shared resources at once. Large scans read data pages from storage, joins and aggregations request memory, parallel plans use many workers, and CPU-intensive expressions compete with transaction processing. Even when a report is read-only, it can evict useful pages from cache, increase storage latency, and leave too few workers for short OLTP statements.
The practical objective is not to make every report fast. It is to preserve an agreed OLTP service objective while allowing analytical work to make progress. That requires separate classification and measurable limits for each resource.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Resource | How analytics can starve OLTP | Controls to apply |
|---|---|---|
| CPU | Parallel scans, joins, sorting, and expression evaluation consume scheduler time. | CPU caps or shares, worker limits, conservative parallelism, and query tuning. |
| Memory | Sorts, hashes, and large grants reduce cache headroom or trigger paging and spills. | Per-request grant limits, scoped work-memory settings, concurrency caps, and plan improvements. |
| Workers | Many parallel branches or queued requests delay short transactions. | Finite analytical concurrency and a lower degree-of-parallelism ceiling. |
| Storage I/O | Full scans and writes generated by temporary work increase latency for transaction reads and writes. | Indexes, partition pruning, current statistics, I/O governance, and workload scheduling. |
| Buffer or cache | Large scans can displace pages frequently used by OLTP. | Reduce scanned data, isolate reporting where possible, and observe cache and read latency. |
Classify analytical sessions before setting limits
Resource controls apply to a class of work, so classification is the first design decision. Use an application name, login or role, service account, reporting endpoint, database or pluggable-database boundary, or a connection-pool label. Do not classify solely by query text if the same statement can be issued by both OLTP and reporting services.

Build protected and governed classes
- Create a protected OLTP class for interactive transactions, APIs, and jobs with a latency objective.
- Create one or more analytical classes for dashboards, ad-hoc reporting, batch extracts, and data-science workloads. Split them when their runtimes or business priorities differ.
- Make the classifier deterministic and fail closed: an unrecognised reporting connection should not silently enter the protected class, and an unrecognised transaction should not receive reporting limits.
- Record the classification key in connection-pool configuration and deployment documentation so a failover or pool replacement does not change governance.
Classification scope differs by engine. SQL Server uses workload groups and resource pools; PostgreSQL commonly uses roles, databases, and session settings; Oracle uses consumer groups and resource plans; Azure SQL exposes the effective governance values for the database or workload group.
Measure capacity and service objectives first
Capture a baseline during normal mixed traffic and during the busiest reporting window. At minimum, record OLTP latency percentiles, transaction throughput, CPU utilisation and runnable work, memory grants and spills, worker waits, physical reads and write latency, analytical queue time, completion time, cancellations, and errors.
Group the measurements by workload class rather than looking only at instance totals. A low overall CPU percentage can coexist with an OLTP latency incident if workers are blocked, memory grants are queued, or storage latency is high. Conversely, a high CPU reading may be acceptable if the OLTP objective remains within its target and reporting completion time is predictable.

Derive limits from measured headroom, query plans, concurrency, and the OLTP objective. Documentation for the engines does not define a universal safe CPU or memory percentage, so avoid copying a fixed limit from another system.
Bound concurrency and parallelism
Concurrency is the multiplier behind most resource surprises. Ten reports that each look harmless in isolation can exhaust workers or memory when they start together. Set a finite number of analytical requests in the connection pool or workload manager, then cap the parallelism of each request.
Choose a conservative parallelism ceiling
- Start with a lower degree of parallelism for reporting than for protected OLTP, especially when reports scan large tables.
- Test representative mixed concurrency, including several reports starting simultaneously and short transactions arriving during their peak phases.
- Watch queue time as well as execution time. A queue is preferable to allowing all requests to consume workers at once, but an unbounded queue can create unacceptable freshness delays.
- Revisit the ceiling after indexing or partitioning changes; a plan that becomes cheaper may need less parallelism, while a new join strategy may need a different setting.
SQL Server workload-group policies can change the maximum degree of parallelism. Oracle Resource Manager can limit parallel servers and queue parallel queries when a utilization limit is reached. PostgreSQL does not provide an equivalent built-in workload-group worker governor, so cap analytical connections at the pool or connection-management layer.
Bound memory per request without hiding total demand
A per-request memory limit is not a server-wide budget. Several operators in one plan can each allocate memory, and many concurrent plans multiply the demand. Set the limit together with analytical concurrency and verify whether the engine queues, spills, or fails when the limit is reached.

SQL Server memory grants
SQL Server Resource Governor can assign analytical sessions to a workload group and cap the memory grant available to each request. A representative configuration pattern is:
CREATE RESOURCE POOL [ReportingPool]
WITH (MAX_CPU_PERCENT = 25, MAX_MEMORY_PERCENT = 20);
CREATE WORKLOAD GROUP [ReportingGroup]
USING [ReportingPool]
WITH (MAX_DOP = 2, REQUEST_MAX_MEMORY_GRANT_PERCENT = 10);
ALTER RESOURCE GOVERNOR RECONFIGURE;
The values are examples, not universal recommendations. Validate the syntax and available options for the SQL Server edition and version you run. Resource Governor is scoped to the SQL Server Database Engine; it does not govern other instances. Physical-I/O governance also excludes system-task writes such as transaction-log, checkpoint, and lazy-writer I/O.
PostgreSQL work_mem and hash_mem_multiplier
In PostgreSQL, work_mem applies to an individual sort, hash, or similar operation, not to an entire session or server. A single query can contain several such nodes, and concurrent queries multiply their allocations. Hash operations can use work_mem multiplied by hash_mem_multiplier; the PostgreSQL 18 documentation lists a default of 2.0.
Use a role- or session-scoped setting for reporting instead of raising the global value:
Recommended Free Tools
ALTER ROLE reporting SET work_mem = '64MB';
ALTER ROLE reporting SET hash_mem_multiplier = 1.5;
-- For a controlled batch session
SET LOCAL work_mem = '128MB';
SET LOCAL hash_mem_multiplier = 1.5;
Choose values after observing spill frequency and concurrent operation counts. Increasing a global setting can produce intermittent out-of-memory events when many reports run together. Keep the connection pool bounded even when each individual query appears to fit in memory.
Oracle memory and parallel execution
Oracle Database Resource Manager uses consumer groups and resource plans to separate reporting from transactional services. Its controls include CPU utilisation limits, parallel-server limits, pluggable-database memory limits, and mechanisms for handling excess disk I/O caused by poorly designed SQL or high-volume scans. Monitor PGA and other memory outcomes, parallel execution, queueing, and I/O for each consumer group rather than relying on instance totals.
Reduce I/O before throttling it
I/O governance protects neighbours, but it does not repair an inefficient plan. First identify scan-heavy statements and check whether predicates are sargable, the required indexes exist, partition pruning occurs, and statistics describe current data distribution. Select only needed columns, avoid repeated extraction of the same history, and materialise or pre-aggregate data when the workload is inherently repetitive.

Apply engine limits where available
- SQL Server Resource Governor can limit physical I/O for user query workloads through resource-pool policies. Its physical-I/O control does not cover system-task writes, so transaction-log, checkpoint, and lazy-writer pressure still require capacity planning and monitoring.
- Oracle Resource Manager provides controls for I/O-heavy workloads and can manage excess disk I/O from high-volume scans through consumer-group directives.
- PostgreSQL’s core settings described here focus on memory and do not provide the same built-in per-role physical-I/O cap. Use query design, scheduling, storage isolation, and external pool or operating-system controls where appropriate.
- Azure SQL exposes IOPS and log-rate governance values, but those values describe the service or workload-group limits; query telemetry is still needed to find the statements causing the pressure.
SQL Server: use Resource Governor deliberately
Microsoft describes Resource Governor as allowing administrators to reserve or limit the CPU, memory, and physical I/O that user query workloads can use. Resource pools hold physical resources, workload groups classify sessions, and request policies can alter degree of parallelism and memory grants.

- Define a classifier function using stable session attributes such as application name, login, or service account.
- Create a reporting resource pool with measured CPU and memory ceilings, and a workload group that points to it.
- Set a finite
MAX_DOPand a request memory-grant ceiling for the reporting group. - Add an I/O cap only after confirming the edition, volume layout, and operational effect of the setting.
- Reconfigure during a controlled window, verify that new sessions enter the intended group, and test failover behavior.
- Apply the same Resource Governor configuration on every instance hosting an availability-group replica. Configuration does not automatically propagate to secondary replicas.
Do not assume a Resource Governor policy protects workloads on another SQL Server instance, a linked server, or an external analytics service. Those require their own governance boundary.
PostgreSQL: prevent multiplicative memory growth
The most common mistake is treating work_mem as a per-query budget. PostgreSQL allocates it per operation, so a plan with multiple sort and hash nodes can consume several allocations before concurrency is considered. Hash nodes may use the multiplied amount determined by hash_mem_multiplier.
Safer operating pattern
- Create a dedicated reporting role and route reporting connections through a pool with a maximum size.
- Set role-level
work_memandhash_mem_multipliervalues that fit the measured concurrency envelope. - Use a higher
SET LOCALvalue only for a controlled statement or batch whose plan and concurrency are known. - Inspect execution plans for spills, excessive hash batches, and scans before increasing memory.
- Keep OLTP roles at conservative settings and prevent reporting clients from overriding them unintentionally.
If the system experiences intermittent out-of-memory events after a memory increase, lower the scoped value or pool size first; raising server memory without reducing multiplicative demand can merely postpone the failure.
Oracle Database: govern consumer groups and parallel work
Define consumer groups that reflect business service levels, then map reporting sessions to a reporting group and transactional sessions to a protected group. A resource plan can assign CPU utilisation limits, restrict parallel servers, queue parallel requests when the limit is reached, and impose memory limits at the pluggable-database level.
For I/O-heavy reports, combine consumer-group directives with plan and data-layout improvements. Monitor CPU, PGA or other memory pressure, parallel execution queues, physical reads, storage latency, and the effect on transactional groups. A limit that merely makes every report slower without reducing queueing or OLTP impact is not a successful policy.

Azure SQL exposes governance values through sys.dm_user_db_resource_governance. Query the view when validating a database or workload-group configuration:

Roll out controls in stages
- Observe. Tag sessions and collect class-level CPU, memory grants and spills, worker use, read IOPS and throughput, storage latency, queueing, cancellations, and OLTP service metrics without changing limits.
- Validate classification. Confirm that every reporting connection lands in the reporting class and that protected transactions are not misclassified.
- Apply soft constraints. Start with a finite pool size and conservative parallelism. Use alerting and queue visibility before adding aggressive caps.
- Test mixed concurrency. Replay representative reports while normal transactions run. Include peak arrival bursts, long scans, memory-heavy joins, and cancellation or timeout behavior.
- Tighten one dimension at a time. Adjust CPU, workers, memory, or I/O separately so a change can be tied to an observed outcome.
- Document recovery. Define how to pause a report class, reduce its pool size, or temporarily restore a previous policy when OLTP objectives are breached.
Monitoring signals and alert design
Build dashboards by workload class. For OLTP, alert on latency percentiles, lock and worker waits, transaction throughput, and error or timeout rates. For analytics, track queue time, elapsed time, CPU time, memory-grant waits, spill volume, worker consumption, physical reads, IOPS, throughput, cancellations, and completion freshness.
Correlate a report’s start time with changes in OLTP latency. A limit is useful only if it changes that relationship predictably. For example, a lower parallelism ceiling may increase report duration but reduce worker starvation; a memory-grant cap may create spills but keep the buffer cache and transaction latency stable. Decide whether that trade-off meets the service objective before tuning further.

All reports share one unrestricted pool
Symptom: A single dashboard refresh causes broad latency spikes. Fix: classify reporting sessions and assign them a bounded pool or consumer group with finite concurrency.
Global memory settings are raised to stop spills
Symptom: Spills decline, but concurrent reports trigger memory pressure or out-of-memory failures. Fix: scope memory settings to reporting roles or groups, inspect plans, and reduce concurrent sessions before increasing per-operation memory.
Parallelism is reduced without addressing scan volume
Symptom: Reports take longer while storage remains saturated. Fix: improve predicates, indexes, partition pruning, statistics, and selected columns, then retest the parallelism ceiling.

I/O caps are expected to protect system writes
Symptom: Transaction-log or checkpoint pressure continues despite a user-I/O limit. Fix: account for the documented scope of the control, monitor system-task writes separately, and address storage capacity and write patterns.

Frequently Asked Questions
Is lowering analytical parallelism enough to protect OLTP?
No. It can reduce worker and CPU contention, but scans may still saturate storage and memory grants can still cause pressure. Pair a parallelism ceiling with bounded concurrency, scoped memory limits, query-plan improvements, and I/O monitoring.
Why can PostgreSQL use more memory than the work_mem value suggests?
work_mem applies to each sort, hash, or similar operation, not an entire query. A plan can contain several operations, concurrent queries multiply those allocations, and hash operations can use work_mem multiplied by hash_mem_multiplier.
Should I set the same limits on every SQL Server availability-group replica?
Yes. Resource Governor configuration does not automatically propagate to secondary replicas, so keep policies consistent on every instance that could become primary or serve user workload.
Does Azure SQL’s governance DMV show which query caused a spike?
No. sys.dm_user_db_resource_governance reports configured CPU, memory-grant, worker, IOPS, and log-rate values. Use query telemetry, execution plans, waits, and class-level latency to identify the workload causing pressure.
What is a safe CPU or memory percentage for reporting?
There is no universal safe value. Select limits from measured capacity, query plans, concurrency, storage behavior, and the latency or throughput objective for OLTP, then validate them with mixed-workload tests.
The Bottom Line
Protect OLTP by classifying analytical sessions, bounding their concurrency and parallelism, limiting per-request memory, reducing unnecessary scans, and applying engine-specific CPU and I/O governance. Measure every change by workload class and tighten limits only when the resulting queueing and completion times still meet business objectives.
