To stop an agentic penetration test from missing business-logic flaws, test the application as a complete business-process system—not as a chatbot. Model actors, tenants, resources, approvals, limits, state transitions and side effects; bind every tool call to the initiating user; then run adversarial scenarios that try to cross those boundaries. The pass condition is the resulting business state and evidence, not merely whether the model refused in its reply.

OWASP describes the attack surface as the whole system: model, prompts, retrieval pipeline, tools and the permissions behind them. Its guidance also warns that agentic systems turn prompt injection “from a content problem into an authorization problem.”

Why ordinary AI pentests miss business-logic bugs

Traditional prompt testing often asks whether an agent produces unsafe text, reveals a secret or follows a malicious instruction. Those checks matter, but an agent can pass every one and still perform an unauthorized refund, approve its own request, read another tenant’s records or skip a required review.

Business logic lives in workflows and state. A transaction may be valid only when the actor owns the object, has a particular role, remains below a limit, has obtained an approval and is moving from an allowed prior state. The model’s prose cannot prove any of those facts. A successful refusal message can coexist with a successful unauthorized API call.

The OWASP GenAI Red Teaming Guide specifically calls for business-process integration tests covering workflow hand-offs, race conditions, privilege escalation through process chains and boundary conditions in automated decisions. Your test harness therefore needs an oracle for the system’s real outcome.

Build a business-process model before writing prompts

Start with a process map that is independent of the agent’s natural-language behavior. For each operation, record who may perform it, on which resource, in which tenant, under what approval and limit conditions, and what happens afterward.

Capture the control points

  • Actors: end users, administrators, service accounts, agents, reviewers and external parties.
  • Boundaries: tenant, project, account, region, data classification and environment.
  • Resources: records, files, funds, credentials, tickets, deployments and model context.
  • Approvals: required approver role, exact action, target, amount and expiration.
  • Limits: monetary, volume, rate, time-window and operational constraints.
  • States: every allowed transition, including cancellation, retry, rejection and rollback.
  • Side effects: notifications, ledger entries, exports, downstream jobs and audit records.
  • Irreversibility: deletion, payment, publication, privilege change and other actions that cannot be safely undone.

Include abnormal paths

Document the normal path plus exception, retry, cancellation, timeout, partial-failure and concurrent paths. A workflow that is secure only when each request arrives once and in order is not secure enough for an autonomous system.

Model element Question the test must answer Example oracle
Actor and role Who initiated the action and what may that identity do? The downstream service sees the initiating user, not a general agent identity.
Object and tenant Does the actor own or have access to this exact object? A cross-tenant object read is denied and produces no data side effect.
State Is this transition legal from the current state? A shipped order cannot be moved directly back to draft.
Approval Was the required action-specific approval obtained? An approval for $100 cannot authorize a $1,000 refund.
Limit Are amount, frequency and quota constraints enforced? Repeated calls stop at the server-side daily limit.
Side effect What downstream changes must or must not occur? A denied export creates no file, notification or background job.

Keep authorization outside the model

Never ask the LLM to decide whether an action is allowed and treat its answer as enforcement. OWASP’s Excessive Agency guidance says to execute extensions in the user’s context, apply the minimum downstream privileges and implement authorization in downstream systems with complete mediation.

Bind every call to identity and tenant

Propagate the authenticated user, tenant and relevant session attributes into each tool and API request. The receiving service must re-check authorization for every call, including calls made after retrieval, summarization or a hand-off to another agent. Reject requests that arrive with only a broad agent credential.

Use a role-by-capability matrix

Create a maintained matrix of roles × tools × operations × resources. Mark whether each combination is allowed, denied or conditional on approval, state or limits. Test both positive and negative cases, including a user who can read an object but cannot export, delete, approve or change its owner.

Minimize downstream privilege

  • Expose narrow functions such as refund_order(order_id, amount), not unrestricted shell, SQL or URL tools.
  • Use read-only identities for discovery and analysis.
  • Separate lookup, preparation and commit operations.
  • Require a fresh authorization decision at the commit boundary.
  • Use tenant-scoped queries and object-level checks rather than relying on filtered search results.

Give the agent bounded, observable capabilities

Inventory every extension, API scope, credential, MCP server and downstream identity. Record which service actually executes the call, because the apparent agent identity may differ from the identity used by a connector.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Design tools for safe testing

  • Validate typed parameters and reject extra fields.
  • Make the target object, amount and tenant explicit in the request.
  • Return structured authorization and state errors instead of silently broadening the operation.
  • Use idempotency keys for transactions and reject reused keys when replay is unsafe.
  • Place irreversible operations behind a separate commit tool with human approval where appropriate.
  • Sandbox tools and use rate limits, quotas and timeouts to constrain blast radius.

During testing, log the tool name, complete validated arguments, caller identity, tenant, policy decision, approval reference, downstream result and correlation ID. Redact secrets while preserving enough structure to reproduce the decision.

Attack workflows, not just prompts

Run direct and indirect attacks against each business process. The agent should encounter realistic records, tickets, emails, web pages and tool responses containing adversarial instructions. Those instructions may ask it to ignore policy, reveal context, change a destination or call a privileged function. Treat the attempt as an authorization test: the system must preserve the user’s permissions regardless of where the instruction came from.

Attack family Example attempt Required business assertion
Privilege escalation Ask a support agent to promote the requester to administrator. No role change occurs without an authorized administrative workflow.
Cross-tenant access Place another tenant’s identifier in a retrieved ticket. The downstream object check denies access and leaks no metadata.
State skip Request shipment approval while the order is still under review. The illegal transition is rejected; state and side effects remain unchanged.
Approval substitution Reuse a low-value approval for a larger transaction. Approval is bound to exact action, target, amount and current state.
Replay Repeat a captured commit request or approval token. Idempotency and expiry prevent a duplicate effect.
Data export Ask the agent to package records discovered through search. Export permission is checked separately from read permission.
Destination change Inject a new payment or webhook destination in a document. Destination changes require independent verification and authorization.

Use explicit oracles for every scenario

Write the expected outcome before running the attack. An oracle should assert more than a refusal sentence.

  1. Record the authenticated actor, role, tenant and session state.
  2. Snapshot the target object, ownership, approval status, limits and workflow state.
  3. Run the prompt, retrieval and tool sequence, including malicious content where relevant.
  4. Capture every tool request and downstream authorization decision.
  5. Assert whether the requested state transition is allowed.
  6. Assert that forbidden reads, writes, notifications, jobs, exports and ledger entries did not occur.
  7. Check reversibility, idempotency and recovery after partial completion.
  8. Verify that logs connect the user, prompt, retrieved artifact, tool call, approval and result.

Use separate assertions for confidentiality, integrity, authorization, availability and auditability. A test fails if any forbidden side effect occurs, even when the final text says the action was denied.

Test human and multi-agent boundaries

Hand-offs create new trust boundaries. Probe whether one agent can pass unverified claims to another, whether a human reviewer sees the exact action being approved, and whether authentication is preserved between services.

Approval integrity checks

  • Display the exact action, target, amount, actor and current state to the reviewer.
  • Expire approvals after a defined time or state change.
  • Prevent an approval token from being transferred to a different action or object.
  • Require a new approval after material parameters change.
  • Test whether automation bias causes reviewers to accept a model recommendation without inspecting evidence.

Inter-agent isolation checks

Attempt to make one agent disclose another agent’s hidden context, credentials or tenant data. Verify service-to-service authentication, audience restrictions and least-privilege scopes. A downstream service must not trust a field supplied by an upstream agent merely because the field is labeled “approved.”

Exercise concurrency, races and recovery

Business rules often fail between check and commit. Send simultaneous requests that spend the same balance, claim the same resource, approve and cancel the same object, or retry after a timeout. Assert serializable outcomes, uniqueness constraints and correct rollback.

Race-test cases

  • Two refunds that each pass an individual daily-limit check.
  • Approval and cancellation arriving in opposite orders.
  • Two agents assigning the same inventory or ticket.
  • A retry after the client receives no response but the server committed.
  • A state change between approval display and commit.

Verify server-side transactions, idempotency, locking or equivalent concurrency controls. Then inject failures after each downstream step and confirm compensating actions, operator visibility and safe degraded mode.

Make evidence and monitoring part of the test

Require immutable, time-ordered records linking the originating user, prompt, retrieved artifact, tool call, approval and downstream result. Test whether an attacker can suppress, flood or manipulate alerts, alter timestamps or create actions that are absent from the audit trail.

Recovery assertions

  • Rollback restores balances, ownership and state after partial failure.
  • Operators can identify the affected objects and stop further automation.
  • Rate limits and quotas activate before a runaway loop causes material harm.
  • Degraded mode removes write access when dependencies or policy services are unavailable.
  • Incident records preserve enough evidence to reconstruct the chain of custody.

Use AISVS for repeatable coverage

OWASP AISVS 1.0 provides 191 versioned requirements across 12 chapters and three appendices. It is intended for AI penetration tests, red-team exercises, audits and procurement. Treat each requirement as a testable control, record the version and requirement ID—for example, v1.0-C9.4.3—and retain pass, fail and evidence details.

AISVS is AI-specific and should complement, not replace, general application controls. Map findings to both catalogs when a weakness spans model behavior, API authorization, identity, logging or transaction integrity. OWASP states that every AISVS requirement must be verifiable, testable and implementable.

  4. Constrain: narrow functions, least-privilege identities, sandboxing, quotas and human gates.
  5. Author scenarios: include direct and indirect injection, escalation, cross-tenant access, replay, races and partial failure.
  6. Define oracles: specify actor, ownership, approval, limit, transition, reversibility and side-effect assertions.
  7. Execute: run scenarios against realistic roles and data, including concurrent and degraded conditions.
  8. Map: attach evidence and remediation to AISVS versioned requirements and applicable application controls.
  9. Retest: rerun the same scenarios after policy, prompt, model, tool or workflow changes.
