Use a native OneNote migration path, not copy-and-paste. First finish synchronization and inventory the source notebook, then export a personal OneDrive notebook as a ZIP or use an enterprise SharePoint migration workflow for work or school notebooks. Keep the original and a local rollback copy until you have checked page layout, attachments, media, links, hierarchy, permissions, and tag results in the destination.

Start by identifying the notebook boundary

The correct procedure depends on where the notebook is stored. OneNote for the web can export a notebook from personal OneDrive as a ZIP download. Microsoft states that this web export is not available for work or school OneDrive notebooks or for notebooks stored in SharePoint. Those sources require an administrator-led Microsoft 365 or SharePoint migration workflow, such as the SharePoint Migration Tool (SPMT), rather than the personal export screen.

Source notebook Native route What to expect
Personal OneDrive OneNote for the web notebook export Downloads a ZIP containing the notebook; you extract it and open the OneNote table-of-contents file on Windows for validation.
Work or school OneDrive Microsoft 365 or SharePoint migration workflow OneNote web export is unavailable; plan an administrator-controlled move and a pilot.
SharePoint SharePoint Migration Tool or another approved enterprise workflow SPMT understands the notebook’s on-disk structure and places the migrated content in a SharePoint document library as a OneNote notebook link.
Archive or transformation only OneNote developer interface export Can publish to MHTML, PDF, XPS, OneNote, OneNote Package, Word, EMF, or HTML; these are not all equivalent to a live, editable notebook.
Copying selected text into another app Clipboard copy and paste Does not preserve the notebook’s full structure, page positioning, tags, or attachment behavior and should not be the primary migration method.

Before choosing a route, record whether the destination is another personal account, a new tenant, a SharePoint site, or a local archive. The destination determines who can open the notebook, which permissions must be recreated, and whether a staged administrator migration is needed.

Inventory and synchronize before exporting

A migration can only preserve what has finished syncing. Open the source notebook in the OneNote client or web app, resolve visible sync warnings, and allow every section to complete synchronization before creating an export or starting a transfer. Do not delete, rename, or reorganize the source while the migration is running.

  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Record the notebook’s structure

  • Notebook name and source location.
  • Every section group and section, including nested groups.
  • Page counts and the expected page hierarchy.
  • Representative pages that exercise different layouts, fonts, lists, tables, images, highlighting, and indentation.

Record content that is easy to miss

  • Embedded Word documents and other files.
  • PDFs, scanned images, and printouts.
  • Audio and video clips.
  • Ink and handwritten annotations.
  • Links to pages, files, or web locations.
  • Paragraphs with built-in tags and any custom tags used by the team.

Create a small validation set rather than checking only the first page. Include a simple text page, a heavily formatted page, a page with a table and positioned objects, one page for each attachment type, a page containing ink, and pages with ordinary and business-critical custom tags. Save the expected tag count and tag names so you can compare the destination later.

Keep an independent rollback copy

Download the export to storage that is separate from the source account and leave the original notebook untouched until sign-off. Microsoft warns that embedded documents, image scans, PDFs, video, and audio can make a notebook large, so check free disk space before starting the ZIP download and extraction. Preserve the ZIP itself, not only an extracted working copy, and record when it was created and from which account.

Use a second copy for any conversion or testing. If a destination import fails or a page is damaged, you need the original notebook and the untouched export to retry without repeatedly modifying the only copy. A rollback copy is also useful when a permissions change makes the destination temporarily inaccessible.

Export a personal OneDrive notebook

For a notebook in personal OneDrive, use OneNote for the web’s notebook export. The export is a native notebook package rather than a collection of screenshots or pasted text, which gives you the best chance of retaining OneNote-specific structures.

  1. Open the notebook in OneNote for the web and confirm that it is in a personal OneDrive location.
  2. Finish synchronization and check the inventory against the notebook’s visible sections and pages.
  3. Start the notebook export and save the resulting ZIP to local storage with enough free space for both the ZIP and its extracted contents.
  4. Keep the original notebook available; do not treat a successful download as proof that every page and attachment is usable.
  5. On Windows, extract the ZIP and open the included OneNote Table of Contents file. Microsoft instructs users to verify that the notebook opens successfully and that all sections and pages are accessible.
  6. Open representative pages and perform the fidelity checks described below before sharing the destination with other users.

If the notebook is in work or school OneDrive or SharePoint, the personal export procedure will not solve the problem. Stop rather than repeatedly trying a disabled export option; use the enterprise path.

Move work, school, or SharePoint notebooks with an enterprise workflow

Enterprise notebooks have account, tenant, library, and permission boundaries that a personal ZIP download does not address. Plan the move with the Microsoft 365 or SharePoint administrators who control the source and destination, and run a staged pilot before moving the full population.

What SPMT understands

The SharePoint Migration Tool recognizes OneNote’s on-disk layout: a notebook is represented as a folder, the root contains an .onetoc2 table-of-contents file, section groups are folders, and sections are stored as .one files. After migration, the content appears in a SharePoint document library as a OneNote notebook link. Validate the resulting link and permissions rather than assuming that a successful file transfer means users can open the notebook.

A practical enterprise sequence

  1. List source notebooks, owners, users, sizes, section counts, media-heavy pages, and business-critical tags.
  2. Select a pilot that includes ordinary pages, large attachments, printouts, audio or video, ink, and custom tags.
  3. Confirm that the destination library, user identities, sharing model, and intended permissions are ready.
  4. Run the migration using the approved SharePoint or Microsoft 365 workflow.
  5. Open the migrated notebook with an administrator account and a normal end-user account.
  6. Compare the pilot against the source, fix mapping or permission issues, and only then schedule the remaining notebooks.

For a tenant-to-tenant move, preserve a read-only source period or another agreed change-control window so pages edited during transfer are not silently omitted. The exact cutover controls depend on the organization’s migration tooling and governance; the essential requirement is a staged, reversible process.

Why native formats preserve more than copy and paste

OneNote’s native notebook formats carry page hierarchy, positioned objects, section relationships, and OneNote metadata that a text clipboard cannot represent. Microsoft documents support for bold, italics, underline, font, size, highlighting, lists, indentation, alignment, and built-in styles. A native notebook export or a structure-aware migration therefore gives those features a better preservation path than rebuilding pages in another application.

OneNote file-format compatibility

OneNote 2010, OneNote 2013, and OneNote 2016 use the same file format. If a notebook is still in the older OneNote 2007 format, OneNote provides a conversion step to the 2010–2016 format. Notebooks stored in OneDrive use the latest format. Convert an older local notebook before migration when the client presents that option, then synchronize and recheck the inventory.

Browser paste has a specific limitation

Text pasted within a OneNote for the web notebook keeps its original formatting. Text pasted from outside OneNote for the web can lose formatting such as bold and italics. That limitation makes browser copy-and-paste unsuitable for a full migration, even when a few paragraphs appear correct. It can also create a false sense of fidelity because the lost formatting may only become obvious after many pages have been rebuilt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve and test attachments, printouts, and media

Attachments are migration-critical data, not decoration. A page can look correct while its embedded file is missing, unreadable, or no longer associated with the intended application. Native export and structure-aware migration are preferable, but every attachment type still needs a post-move test.

Test each content category

  • Embedded documents: open a representative Word or other embedded file and confirm that it is the expected version.
  • PDFs and scanned images: open the item, inspect several pages, and confirm that printouts remain readable at normal zoom.
  • Audio and video: start playback and check that the clip is present and usable, not merely represented by an icon.
  • Images and positioned objects: compare size, location, and surrounding text with the source page.
  • Ink: open representative handwritten or drawn pages and confirm that strokes remain visible and editable where expected.
  • Links: follow internal and external links and check that they resolve under the destination account.

Large notebooks may take substantial local space during export and extraction. Measure space for the download, extracted files, and a second backup before beginning. If a migration tool reports a skipped or oversized item, record the page and source object, preserve the original, and resolve the item before sign-off instead of treating the rest of the notebook as proof of success.

Keep tags usable and searchable

OneNote tags classify and prioritize notes. Microsoft documents built-in tags such as Important, Question, and Critical and provides Find Tags to search tagged notes and produce a summary. Tags can apply to a line of text, a paragraph, or a larger selection, so checking only a single tagged sentence is not enough.

Tag validation procedure

  1. Before migration, use Find Tags on the source and record the counts and tag types that matter to the team.
  2. Record any custom tag names, meanings, and business rules separately; custom tags may be more important than the built-in set.
  3. After migration, run Find Tags in the destination and compare the pages, counts, and tag types.
  4. Open samples where a tag covers one line, a full paragraph, and a larger selection.
  5. Check that users can still search and act on the tags with their destination permissions.

There is no universal tag-fidelity percentage published in Microsoft’s public guidance. Treat the comparison as a required acceptance test rather than promising a fixed success rate. If a business-critical custom tag is absent or changed, retain the source and investigate before releasing the destination.

Choose an export format only when its purpose fits

The OneNote developer interface can publish or update page content through MHTML, PDF, XPS, OneNote, OneNote Package, Word, EMF, and HTML. These options are useful for archival, reporting, or transformation workflows, but they do not all preserve a live notebook.

Format or method Best use Important limitation
Native OneNote notebook Continuing to edit sections, pages, hierarchy, and OneNote features Requires a compatible OneNote destination and post-move validation.
OneNote Package Packaging notebook content for supported OneNote workflows OneNote for the web does not support .onepkg packages.
PDF or XPS Fixed-layout reading or archival reference Not a substitute for a live, editable notebook when tags and page structure must remain usable.
MHTML or HTML Web-oriented publication or transformation May not retain all live OneNote behavior, hierarchy, or tag operations.
Word or EMF Document or graphic conversion Creates a transformed output rather than a native notebook with full OneNote semantics.

Use a fixed-layout export only when the destination requirement is reading or evidence retention. If users must continue editing pages, finding tags, opening attachments in context, and navigating section groups, migrate the native notebook instead.

Run a complete fidelity and access check

Validation should be a comparison between source and destination, not a quick inspection of whether a notebook link appears. Use the same representative pages and counts recorded during inventory.

Structure and formatting

  • Notebook names match the approved source-to-destination map.
  • Section groups, sections, pages, and page hierarchy match.
  • Fonts, emphasis, highlighting, lists, indentation, tables, images, and page positioning remain usable.
  • Older-format notebooks that required conversion open without unexpected section or page changes.

Files and rich content

  • Embedded Word files, PDFs, images, audio, and video open or play.
  • Printouts remain readable and are attached to the intended pages.
  • Links resolve, including links that depend on the destination account.
  • Ink and positioned objects are present where expected.

Tags, permissions, and recovery

  • Find Tags returns the expected tagged pages and types, including business-critical custom tags.
  • A second user can open the migrated notebook with the intended permissions.
  • The original notebook and exported backup remain untouched until formal sign-off.
  • The team knows which copy is authoritative during the transition and where to restore from if validation fails.

Document exceptions by notebook, section, page, object type, and severity. A missing video, a changed custom tag, and a cosmetic font difference should not be lumped into one pass/fail note; each needs an owner and a decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and the right response

The export option is missing

Check the source location first. A work or school OneDrive or SharePoint notebook is outside OneNote for the web’s personal export scope. Use the enterprise migration workflow instead of trying to bypass the account boundary.

The ZIP opens but pages are unavailable

Recheck extraction, available disk space, and the table-of-contents file. Restore from the untouched ZIP or source notebook, then repeat the export after synchronization has completed. Do not delete the source to make room for another attempt.

Formatting appears different after browser editing

Determine whether content was rebuilt by pasting from outside OneNote for the web. External browser paste can lose bold, italics, and other formatting. Recreate the affected page in a native OneNote client or use a native migration copy, then compare it with the source representative page.

An attachment icon is present but the file will not open

Test the original item, confirm that the migration included the embedded object rather than only page text, and check destination permissions. If the object is still inaccessible, preserve the source and backup and treat that page as an unresolved migration exception.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tag totals do not match

Compare tag type, scope, and selection size rather than only the total number. A tag applied to a paragraph or larger selection can be missed by a line-only check. Re-run Find Tags, inspect custom definitions, and manually verify business-critical pages.

Decision guide: which path should you use?

  • Personal OneDrive to another personal destination: use the native web ZIP export, retain the ZIP, open the table-of-contents file on Windows, and complete the fidelity checklist.
  • Work or school OneDrive to another managed location: involve Microsoft 365 administrators and use an approved enterprise workflow; the personal web export is not available.
  • SharePoint to SharePoint or a new tenant: pilot SPMT or the organization’s approved migration service, validate the resulting document-library notebook link, and test user permissions.
  • Read-only archive: consider PDF, XPS, MHTML, or HTML when fixed-layout or web publication is the actual requirement, while retaining the native notebook if future editing or tag searches may matter.
  • Selective page reuse: copy only after accepting that browser paste from outside OneNote can lose formatting and that copied content will not reproduce full notebook structure, attachments, and tags.

The safest general rule is simple: synchronize first, preserve a native copy, choose the route allowed by the source account, and do not declare the move complete until structure, formatting, files, tags, links, and permissions have all been checked.
