Singapore’s GST InvoiceNow Requirement adds a new control to the accounting process: GST-registered businesses must transmit invoice data to IRAS through InvoiceNow, Singapore’s Peppol-based e-invoicing network. It does not replace GST registration, GST return filing, reconciliation, or record retention. Prepare by confirming your implementation phase, mapping every system that creates GST records, selecting an accredited connection route, registering your Peppol identity, testing representative transactions, and preserving the controls that support your GST returns.
This guide is Singapore-specific. GST rules and rollout dates differ by jurisdiction, so do not apply these dates to another country’s GST system.
What the GST InvoiceNow Requirement changes
When the requirement applies to your business, a copy of relevant invoice data is sent to IRAS through an IMDA-accredited Access Point Provider after you activate the submission feature. InvoiceNow is Singapore’s nationwide e-invoicing network based on the Peppol standard. Your accounting workflow therefore has two connected outputs: the GST records used to prepare the return and the invoice-data submission sent through the network.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe new transmission step does not replace any existing GST obligation. You still need to register when required, issue valid tax invoices, calculate output and input tax, file every GST return, reconcile the return to your books, and retain supporting records. Treat InvoiceNow as an additional data and systems control rather than as a substitute for the return process.

Singapore’s Ministry of Finance has stated that all GST-registered businesses will be required to submit digital invoices to IRAS via InvoiceNow by April 2031. IRAS is encouraging businesses to onboard early so that data can be submitted successfully when their date arrives.
Identify your implementation phase before changing systems
Your date depends on how you register for GST or, for an existing registrant, on annual supplies reported for the prescribed accounting periods ending in calendar year 2025. For an existing business, use the total in GST return Box 4: standard-rated, zero-rated, and exempt supplies are included. Do not substitute turnover from another year unless current IRAS guidance tells you to do so.
| Implementation date | Business covered |
|---|---|
| 1 November 2025 | Companies that register voluntarily within six months of incorporation. |
| 1 April 2026 | Businesses applying for voluntary GST registration on or after this date, regardless of incorporation date or business structure. |
| 1 April 2028 | Businesses applying for compulsory GST registration on or after this date, and existing GST-registered businesses with annual supplies of S$200,000 or less. |
| 1 April 2029 | Existing GST-registered businesses with annual supplies of up to S$1 million. |
| 1 April 2030 | Existing GST-registered businesses with annual supplies of up to S$4 million. |
| 1 April 2031 | Existing GST-registered businesses with annual supplies above S$4 million. |
IRAS says it notified businesses registered before 2026 of their mandatory implementation date from mid-2026. If you did not receive a notification, IRAS says your date will be communicated later and that you will be given time to prepare. Use the implementation-date calculator on the current IRAS GST InvoiceNow guidance and keep the result with your compliance records.

Check whether an exception applies
IRAS lists exemptions for certain overseas entities, including overseas vendors under the overseas vendor registration regimes, and businesses liable to register wholly because of the reverse-charge regime. These categories are fact-specific. Confirm the exception with current IRAS guidance rather than assuming that an overseas structure or reverse-charge activity removes the requirement.
Record the decision
Create a short scope record containing the entity’s legal name and UEN, GST registration status, Box 4 calculation period, implementation date, any exemption considered, the person who approved the conclusion, and the planned onboarding date. This prevents a later system change from losing the reason for your deadline.
Map the invoice and GST data flow
InvoiceNow preparation starts with an inventory, not a software purchase. List every place where an invoice, adjustment document, payment, or GST record is created or changed. Include:
- sales invoicing and accounts receivable;
- purchasing and accounts payable;
- point-of-sale systems and cash registers;
- credit notes and debit notes;
- import and customs documentation;
- expense, petty-cash, and employee-claim systems;
- marketplace or other sales-channel reports; and
- the general ledger, GST tax engine, and return-preparation reports.
IRAS says the submission generally covers invoice data for transactions reported in GST returns, including standard-rated, zero-rated, and exempt supplies and purchases. Some point-of-sale, simplified-invoice, and petty-cash data may be aggregated. The exact fields, aggregation conditions, and treatment of exceptional documents must be confirmed in the current IRAS instructions and with your selected provider before you design an interface.

Build a transaction catalogue
For each source, record the document type, GST code, date fields, currency, customer or supplier identifier, numbering rule, approval status, and the system that is authoritative. Mark whether the source creates an individual invoice or a permitted aggregate. Include unusual but material cases such as refunds, partial credits, cancelled invoices, deposits, and self-billed or import-related records where they occur in your business.
Do not assume that a field is correct because it exists in the accounting package. Compare the field’s meaning with the GST return mapping and the invoice-data specification. A tax code that posts correctly to the ledger can still be unsuitable for transmission if it is missing a required identifier or uses the wrong document type.
Define the population that must reconcile
Write down how you will compare three populations for each accounting period: source transactions, ledger postings, and invoice data accepted or rejected by the Access Point Provider. Include a treatment for documents created late, corrected after submission, or aggregated from a point-of-sale source. The reconciliation design should identify who investigates a difference and what evidence closes it.
Choose an accredited connection route
There are two practical routes. An off-the-shelf accounting or finance package can connect through its InvoiceNow capability, or an in-house enterprise system can integrate through an IMDA-accredited Access Point Provider.

Check the current IMDA list of accredited InvoiceNow-Ready Solutions before signing or configuring a package. Accreditation is a starting condition, not proof that a product supports every transaction in your business. Confirm the product’s GST and InvoiceNow modules, supported document types, integration with your sales and purchasing systems, data export and correction process, error notifications, and implementation lead time.
In-house or heavily customised systems
Contact an IMDA-accredited Access Point Provider and map the interface from your enterprise resource planning, billing, point-of-sale, and tax systems. Decide whether data will be sent directly, through an integration platform, or via an accredited solution that sits between the source system and the provider. Document ownership of the interface, credentials, certificates or keys if applicable, monitoring, incident response, and changes to the source schema.
Compare solutions using the same questions
| Decision area | Questions to answer |
|---|---|
| Accreditation | Is the solution or Access Point Provider currently accredited by IMDA, and can you verify that status in the current list? |
| System compatibility | Can it connect to the accounting, billing, point-of-sale, marketplace, and enterprise systems that create your GST records? |
| Document coverage | Does it support your invoices, credit notes, debit notes, cancellations, and any permitted aggregated data flows? |
| Exceptions and monitoring | How are rejected documents, duplicate numbers, missing fields, outages, and provider notices displayed and escalated? |
| Onboarding effort | What data mapping, Peppol registration, testing, staff training, and cutover work is required, and who performs it? |
| Total cost | What are the recurring and implementation charges after any free package or transitional funding is applied? |
Ask for written answers to these questions and retain the product version, accreditation status, contract terms, and support contact that applied when you selected the route. Recheck accreditation and capability if the implementation is delayed.

Register your network identity and activate submission
Your Access Point Provider can help register the business in the SG Peppol Directory using its UEN and obtain a Peppol ID. Confirm that the legal name, UEN, address, and other identity information match the records used in your accounting and GST systems.
- Confirm the entity record. Reconcile the UEN and legal name in the provider onboarding form with the GST registration and corporate records.
- Obtain the Peppol ID. Ask the provider to confirm when the directory entry is active and how changes to the UEN or legal entity will be handled.
- Activate the GST InvoiceNow submission feature. Record the activation date, enabled modules, and any default tax or document settings.
- Configure notifications. Nominate an owner and a backup to monitor submission status, rejected documents, provider notices, and service interruptions.
- Restrict and review access. Apply least-privilege permissions, keep an access list, and review changes to tax codes, numbering, and transmission settings.
Activation is not the same as completion. A directory identity can exist while invoices are still being generated with incomplete tax classifications or while rejected submissions remain unresolved. Treat the first accepted test and a documented reconciliation as separate completion criteria.
Test representative transactions before the required date
Testing is a prudent workflow control because the requirement depends on both the data submitted and the GST return prepared from the books. Use a controlled test environment where possible, and retain the test results.
Minimum test set
- A standard-rated sale and purchase;
- a zero-rated supply;
- an exempt supply or purchase where the business records one;
- a credit note and a debit note;
- a cancelled or corrected document;
- a point-of-sale or simplified-invoice aggregation, if used;
- a petty-cash or expense transaction, if relevant;
- a foreign-currency transaction converted into the accounting system’s Singapore-dollar return values; and
- an intentionally incomplete or invalid record to confirm that the error is visible and routed to an owner.
Use the transaction types that are material to your business rather than testing only a simple invoice. Confirm that numbering, dates, customer or supplier identifiers, GST codes, amounts, and adjustment relationships survive the transfer. Check how the provider reports acceptance, rejection, duplicate submissions, and corrections.
Reconcile the result
For the test period, compare the source-system population with the ledger and GST return-preparation reports, then compare those records with the data accepted by the provider. Investigate differences caused by timing, aggregation, missing documents, tax-code mapping, or adjustments. Document the reviewer, date, exceptions, corrective action, and evidence that the corrected record was accepted. This test-and-reconcile sequence is a recommended control built around the submission requirement; it is not a claim that every provider uses the same test procedure.

Keep the existing GST return controls
InvoiceNow does not calculate or file the GST return for you unless a separate product feature does so. Continue to prepare the return from reconciled accounting records and retain the review evidence.
Report in Singapore currency and file nil returns
IRAS requires GST return values to be reported in Singapore currency. A nil return is still required for an accounting period with no transactions. Configure the close checklist so that an inactive period produces a filed nil return rather than an omitted return.

Separate taxable purchases from input tax
For taxable purchases, compare the return value with source tax invoices and import permits where relevant. Track input tax separately; do not derive the input-tax amount by applying a rate to taxable purchase values. The invoice-data feed and the GST return should agree through documented mappings, not through a reverse calculation that hides missing invoices or incorrect tax codes.
Review adjustments and cut-off
Set a period-end review for invoices, credit notes, debit notes, refunds, and late postings. The reviewer should confirm that the document appears in the correct GST accounting period, has the intended tax treatment, and is either accepted by the provider or recorded on an exception log with an owner and due date.
Retain source records and meet invoice timing rules
IRAS says tax invoices issued to customers and received from suppliers must be retained for at least five years. Store the original document, related credit or debit notes, import permits where applicable, approval evidence, and the link to the ledger entry in a retrievable format. Retention should cover both the accounting record and the transmission or error history needed to explain a reconciliation.
A tax invoice is generally due to a GST-registered customer within 30 days from the time of supply. Configure invoice issuance alerts and month-end reviews so that a delayed InvoiceNow transmission does not cause the underlying tax invoice to be issued late. Confirm the document requirements for the particular transaction, especially where a simplified invoice or aggregation may be allowed.
Plan the work around your implementation date
Use the following sequence as a practical project plan. Assign dates relative to the mandatory date in your IRAS notification rather than assuming that a generic calendar is suitable for every business.
- Immediately: confirm scope, phase, possible exemption, implementation date, project owner, and executive sponsor.
- Early design: inventory invoice and GST sources, catalogue tax codes and document types, and identify aggregation candidates that require confirmation.
- Route selection: verify accreditation, obtain implementation estimates, compare integration and support capabilities, and check free-package or funding eligibility.
- Build and configure: map fields, register the UEN in the SG Peppol Directory, obtain the Peppol ID, activate submission, and set monitoring responsibilities.
- Test: run representative transactions, adjustment documents, aggregation cases, and invalid-record tests; reconcile accepted and rejected data to the ledger and return reports.
- Cut over: publish operating instructions, train invoice and accounts-payable staff, freeze unapproved tax-code changes, and retain the test evidence.
- Operate: review submission exceptions at each close, reconcile the three populations, file the GST return including nil returns, and preserve records for at least five years.
Handle marketplace and multi-channel sales carefully
Businesses often ask how to reconcile GST filing with marketplace activity. There is no separate InvoiceNow rule established here that changes the GST treatment of a particular marketplace. Instead, include each marketplace or sales channel in the same source inventory as your direct sales.
Recommended Free Tools
Identify which document represents the supply, which report is the settlement record, how refunds and fees are shown, and where the GST tax code is assigned. Reconcile the channel’s transaction report to invoices or permitted aggregates, the ledger, and the GST return. Do not treat a marketplace payout as a complete substitute for source invoices, and do not assume that a platform’s tax label is correct without checking the underlying transaction and current Singapore GST rules.

Budget for implementation and support
In a 26 February 2026 announcement, IRAS described free-of-charge InvoiceNow-Ready solutions for SMEs through March 2031 and transitional funding of up to S$1,000 for SMEs and up to S$5,000 for larger businesses. These are announced maximums, not automatic entitlements. Confirm the current eligibility rules, application window, qualifying costs, and provider participation before including them in a budget.
The same announcement said more than 63,000 businesses were using InvoiceNow services at that time and that the remaining rollout was expected to bring about 90,000 additional businesses onto the network. Those figures describe the programme’s scale; they do not show that a particular product is suitable for your workflow.
Build a realistic cost model
- software subscription or licence;
- Access Point Provider or integration charges;
- implementation, data mapping, and testing;
- migration or cleanup of customer, supplier, and tax-code data;
- staff training and temporary parallel processing;
- ongoing monitoring, support, and change requests; and
- any hardware or connectivity needed for point-of-sale or branch systems.
Show the gross cost, any confirmed subsidy or free package, and the resulting net cost separately. Revisit the model if accreditation, product scope, or funding terms change.
Troubleshoot common readiness failures
The implementation date is unclear
Recalculate the existing-business phase from Box 4 for the prescribed accounting periods ending in 2025, check the IRAS notification, and use the current implementation-date calculator. Escalate an unresolved discrepancy to IRAS rather than choosing the earliest or latest date informally.
The provider or product cannot prove accreditation
Pause configuration and verify the current IMDA accreditation listing. Ask the provider for the exact product or Access Point Provider name covered by the listing. Do not rely on a generic claim that a product is “e-invoicing compatible.”
Invoices are accepted but the GST return does not reconcile
Compare the source, ledger, and accepted-submission populations by document number and accounting period. Check tax-code mappings, credit and debit notes, aggregation, late postings, and duplicate numbers. Correct the source record, retain the explanation, and confirm that the corrected transmission is accepted.
Documents are rejected or missing required data
Use the provider’s rejection reason to identify the source field, then correct the master data or transaction record rather than editing only an exported file. Assign a deadline and owner for every unresolved rejection, and review the exception log before the GST return is finalised.
A point-of-sale or petty-cash flow is hard to map
Do not aggregate by convenience. Confirm with the current IRAS instructions and provider whether the flow qualifies for aggregation, what supporting detail must remain in your records, and how the aggregate ties back to the ledger and source reports.
An overseas or reverse-charge exception is assumed but not documented
Record the legal basis and the facts supporting the exception, then confirm it against current IRAS guidance. If the facts change, reassess scope before the next GST registration or return cycle.
Governance checklist for ongoing operation
| Control | Owner | Evidence to retain |
|---|---|---|
| Implementation date and scope | GST or finance lead | IRAS notification or calculator result, Box 4 calculation, exception assessment |
| Accredited route | IT and procurement | Current accreditation check, contract, product version, support contact |
| Peppol identity | System administrator | UEN verification, directory confirmation, Peppol ID, access list |
| Submission monitoring | Accounts receivable or designated operator | Accepted and rejected status reports, incident log, escalation record |
| GST reconciliation | GST preparer and reviewer | Source-to-ledger-to-submission reconciliation and sign-off |
| Return filing | GST preparer | Filed return, nil-return evidence where applicable, review checklist |
| Record retention | Finance records owner | Issued and received tax invoices, import permits, adjustments, retrieval tests |
Review the controls whenever you add a sales channel, replace accounting software, change an Access Point Provider, alter tax codes, acquire an entity, or receive updated instructions from IRAS or IMDA. The objective is not merely to send data once; it is to keep the transmitted population, accounting ledger, GST return, and retained source records explainable to the same reviewer.
