Prepare your phone before connectivity fails, because a phone can preserve information and provide location services offline but cannot revive a disabled network. Download maps, print essential contacts and routes, arrange meeting points, charge a power bank, and keep a radio available. Then make a plan for privacy, emergency alerts, and anyone who relies on connected medical or alarm equipment.

“Internet shutdown” can describe two different situations. An accidental outage may affect a household, a broadband provider, a mobile carrier, or a local power network. A deliberate shutdown may block selected platforms, throttle traffic, disable mobile data, or cut several networks at once. The preparation below helps with an outage; a deliberate shutdown may also require you to limit what you transmit and consider whether any alternative connection is safe.

What your phone can—and cannot—do without a network

A charged phone remains useful for files stored locally, downloaded maps, saved notes, photographs, an alarm, a flashlight and other offline functions. GPS reception may still provide a position, but positioning does not supply the map tiles, route search, live traffic or transit updates that normally come from an internet connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The UK Prepare campaign puts the distinction precisely: “Your smartphone’s GPS may still work with no signal, but map apps need pre‑downloaded maps to show routes.” Test the map application you actually use with both Wi-Fi and cellular data turned off; offline features vary by app and device.

A phone also cannot make a disabled network function. Cloud documents, internet calling, webmail, messaging platforms and remote-control services may all fail during a complete blackout. Treat any communication that does get through as a useful possibility, not a guarantee.

Build the preparation around four independent layers

Layer What to prepare What it protects against
Information Downloaded maps, locally saved instructions, printed maps and documents Loss of cloud access, search and live map data
People Paper contacts, meeting points, check-in rules and an alternate route home Failed calls, messages or location sharing
Power Full charge, compatible charger and portable backup battery Loss of mains electricity or prolonged service disruption
Independent updates Battery, solar or hand-cranked radio and spare batteries Phone and broadband outages that leave broadcast radio operating

No single item replaces the others. A power bank extends the time you can use offline maps, but it does not restore connectivity. A radio can provide wider-area information, but it cannot show your route. Printed contacts work without a battery, but they cannot receive an updated warning.

Before service is lost: prepare the phone

1. Download every map area you may need

Save the areas covering home, work, school, healthcare providers, relatives, evacuation locations and likely routes. Include an alternate route home and places where you might meet family or neighbors. Download a sufficiently broad region rather than only the street around your home; a road closure or safety instruction may force a detour.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open the saved map while Wi-Fi and mobile data are disabled. Check that your location appears, streets render at useful zoom levels and the app can calculate a route between two saved points. Confirm which features disappear: live traffic, business search, public-transport departures, updated road closures and satellite imagery commonly require a connection. Keep a printed local map or route description as a second method.

2. Store essential information locally and on paper

Save addresses, access instructions, medication or care information that you are authorized to carry, transport alternatives and emergency plans in a file available offline. Do not rely on a cloud-only note, password manager or document link. Export or download what you need and open it once in airplane mode to verify that it is really stored on the device.

Print the minimum information needed if the phone is lost or its battery is empty: names and telephone numbers, addresses, meeting places, route notes, relevant medical instructions and an out-of-area contact. Innovation, Science and Economic Development Canada (ISED) recommends printed emergency plans, contact lists and maps; UK guidance similarly recommends paper numbers and essential information.

3. Make a contact and meeting plan

Keep key contacts in the phone, but carry the same list on paper. Include local emergency numbers for your country, family, caregivers, schools, workplaces and an out-of-area person who may be unaffected by a local outage. Decide who checks on people living alone, children, older relatives and neighbors who need assistance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a primary physical meeting point and an alternate one. Make both specific enough to find without a map link, such as a named public building or a pre-agreed part of a familiar location. Agree how long people should wait, which route they should use and what to do if the site is unsafe. A meeting plan should not send anyone into a dangerous area merely to make contact.

4. Plan for connected medical and alarm equipment

Some telecare systems, medical sensors and personal alarms depend on a mobile, broadband or proprietary network. Ask the provider or manufacturer what happens when that network is unavailable, whether the unit has battery backup and what manual alternative is recommended. Arrange a human check-in where appropriate. A phone power bank is not a substitute for an individualized medical-device continuity plan, and official UK guidance directs users to consult the provider or manufacturer.

5. Charge the phone and pack compatible power

Start with the phone fully charged. Keep a compatible wall charger, cable and portable backup power supply together where you can reach them quickly. ISED’s emergency telecommunications guidance lists a phone charger and portable backup power supply in an emergency kit. Check the power bank periodically, confirm that its cable fits your phone and recharge it after use.

Do not infer a battery runtime from the presence of a power bank. Runtime depends on battery capacity, temperature, signal-search behavior and how the phone is used. No general success rate or universal battery-life estimate establishes how long a prepared phone will remain useful.

6. Keep an independent source of news

Have a battery-operated, solar-powered or hand-cranked radio, with spare batteries where applicable. UK guidance specifically recommends a wind-up or battery FM radio; Canada lists battery, solar and hand-cranked options. Identify local stations in advance if reception is reliable in your area. Radio coverage varies, so regard it as an additional channel rather than a promise that every warning will be broadcast everywhere.

7. Check emergency-alert behavior for your location

Alert systems are country-specific. In the UK, emergency alerts are sent by nearby mobile masts and do not require mobile data or Wi-Fi. The UK government says an alert may not arrive if the phone is switched off or in airplane mode, among other device and network conditions. Therefore, airplane mode is a power-saving choice that can conflict with receiving a network-broadcast alert.

Check your own government’s official instructions and your phone’s compatibility. Do not generalize the UK behavior to Canada or another country, and do not assume that an alert system operates during every type of deliberate shutdown.

8. Decide what sensitive information should wait

A deliberate shutdown can involve platform blocking, throttling or a broader network cut. Access Now’s #KeepItOn guidance warns that insecure communications can expose people to risk and that satellite communications may reveal location. Before a crisis, decide what information is safe to send, who genuinely needs it and whether a message could identify a person or place.

A connection that appears to work is not automatically private, lawful or safe. Avoid blanket assumptions that a VPN, satellite link, mesh network or other alternate path will function in your location. Availability, legal status, technical requirements and visibility to authorities differ by country and circumstance.

What to do when the outage or shutdown begins

  1. Check an official source. Look for a government alert, local authority notice or radio bulletin. Follow emergency-service instructions and do not treat social-media rumors as confirmation.
  2. Preserve power immediately. Stop video, automatic backups, cloud synchronization, background refresh and nonessential location use. Lower screen brightness and shorten the screen timeout. Close applications that repeatedly search for a signal.
  3. Use the most appropriate communication channel. Make a call for an emergency or urgent welfare issue. If the network is congested rather than completely unavailable, send a short text instead of repeatedly calling. ISED says text messaging, email and social media use less telecommunications capacity than voice calls and may work when phone service is disrupted; this is not evidence that messaging works during a complete shutdown.
  4. Try once, then follow the plan. Repeated redialing drains the battery and can add congestion. If no service is available, use the agreed meeting point or check-in schedule only when doing so is safe and consistent with official directions.
  5. Navigate with offline material. Use the downloaded map and printed route. GPS reception alone cannot provide missing map data, live road information or a route that was never cached.
  6. Reassess privacy. Before sending a sensitive message through a suddenly available channel, consider who could access it, what metadata it exposes and whether waiting is safer.

Battery settings that help without hiding important alerts

Brightness reduction, a short screen timeout, closing nonessential apps and disabling Bluetooth, Wi-Fi and mobile radios when you do not need them can extend charge. Airplane mode can prevent the phone from repeatedly searching for a network, but use it deliberately: the UK government lists airplane mode as a condition in which an emergency alert may not arrive. If alerts or a possible emergency call matter more than maximum battery preservation, leave the relevant radio enabled and limit other use instead.

Keep the phone warm and dry, and avoid using the flashlight continuously. If you carry two phones, do not assume that two handsets guarantee two working networks; they may share the same carrier or local infrastructure. Use the device with the information and battery capacity you need, while keeping the other powered down as a reserve if appropriate.

Answers to the practical questions people ask

Will GPS work without internet?

The phone may receive signals from positioning satellites without mobile data or Wi-Fi, allowing it to estimate a location. The map application still needs locally stored map data to display streets and calculate routes. Accuracy can be affected by buildings, terrain, device design and satellite visibility. Test the exact offline behavior before you need it, and carry a paper route.

Can I text if mobile data is down?

Conventional SMS and internet-based messaging are different services. A mobile-data failure does not by itself prove that SMS is unavailable, and a congested network may deliver short texts when voice calls are difficult. However, SMS still needs an operating mobile network, while internet messaging needs a functioning data path. During a complete shutdown of the relevant network, neither should be assumed to work.

Can I still call emergency services?

Emergency-call routing and access to other networks vary by country, carrier and outage condition. Follow your local emergency authority’s instructions rather than assuming a call will connect through another provider. Try an emergency call when there is a genuine emergency, but do not repeatedly test emergency numbers.

Will Wi-Fi calling or a messaging app bypass a shutdown?

Only if the app and its network path remain available. Wi-Fi calling needs working broadband or another internet connection; a messaging app needs data service and functioning servers. A deliberate shutdown may target particular platforms, throttle traffic or cut the underlying connection. Keep offline alternatives instead of treating an app as a guaranteed workaround.

Choose preparations by the problem they solve

Preparation Works without a network? Primary benefit Main limitation
Printed contacts and meeting points Yes Lets people coordinate when phones fail Cannot receive updates
Downloaded maps Usually, for stored areas Shows local routes and saved places No live traffic, search or uncached data
Power bank and charger Yes Extends phone use Does not restore connectivity
Radio Yes, where broadcast reception exists Provides independent public information Coverage and power vary
SMS No Can use less network capacity than voice calls Still requires an available mobile service
Cloud files and internet calling No Convenient when networks operate Unavailable during a complete connection loss
Satellite or alternate connectivity Not necessarily May provide another path in some situations Availability, legality, privacy and location exposure vary

Country-specific examples and limits

United Kingdom

The UK Prepare campaign advises keeping paper contacts and essential information, downloading maps, identifying meeting points, carrying a wind-up or battery FM radio and conserving battery power. Its phone and broadband outage guidance also notes that a free backup battery supplied to eligible vulnerable landline customers is stated to keep a landline working for at least one hour. That figure concerns qualifying landline equipment, not smartphone runtime.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The UK government’s emergency-alert guidance says alerts are broadcast by nearby mobile masts without mobile data or Wi-Fi. A phone that is off or in airplane mode may not receive one, and other compatibility or network conditions also apply. Check the current official guidance for your handset and area.

Canada

ISED Canada recommends a phone charger and portable backup power supply as part of emergency telecommunications preparation. Its advice also recommends printed plans, contact lists and maps, identifying meeting places and using text messaging, email or social media because they use less bandwidth than voice calls and may work when phone service is disrupted. The wording describes constrained service, not a complete shutdown, and should not be treated as a universal promise.

Common preparation mistakes and their fixes

  • Downloading a map but never testing it: disable all connections and confirm that the saved region, route and labels are visible.
  • Keeping contacts only in the phone: print a short list and store it somewhere accessible without the handset.
  • Assuming a power bank equals a network: use it to preserve offline functions and any service that remains available; it cannot create a signal.
  • Leaving radios enabled all day: switch off radios you do not need, but remember that airplane mode can block UK emergency alerts.
  • Repeatedly refreshing or redialing: try a channel once, then conserve power and follow the physical plan.
  • Relying on one communication app: combine phone contacts, paper information, a meeting plan and independent broadcasts.
  • Sending sensitive details through any available channel: consider exposure, metadata and personal safety before transmitting.
  • Ignoring connected care equipment: obtain instructions from the device provider and arrange human support; a smartphone is not a medical backup.

A simple final check before you need it

  1. Charge the phone and backup battery.
  2. Open your downloaded maps with Wi-Fi and cellular data disabled.
  3. Confirm that addresses, instructions and key documents are available offline.
  4. Print contacts, emergency numbers, meeting points and alternate routes.
  5. Tell household members and neighbors the check-in schedule.
  6. Verify the radio, charger, cables and spare batteries.
  7. Review your country’s emergency-alert behavior and the effect of airplane mode.
  8. Ask providers about any medical, alarm or telecare equipment that depends on a network.
  9. Decide which information should not be sent if a deliberate shutdown occurs.

Preparedness is therefore a combination of stored data, human agreements, power and independent information. The phone is one part of that system: valuable when charged and prepared, but never a substitute for a printed plan or a safe decision about when not to communicate.
