Prepare your phone before the storm, not after the power fails: fully charge it, test a compatible backup battery and cables, write down key contacts, set up several alert channels, and keep a battery-powered radio as a non-phone backup. During the outage, conserve the phone’s battery, use texts for routine check-ins, reserve calls for emergencies, and follow local officials. These steps improve your readiness but cannot guarantee cellular, internet or electrical service during a hurricane.

What phone preparation can—and cannot—do

A phone is useful only when two separate resources are available: enough battery power and a working communications network. A power bank can keep the handset running, but it cannot restore a damaged cell site, an overloaded network or an internet connection. Conversely, a functioning network is of little help if the phone is empty.

FEMA and Ready.gov preparedness guidance therefore treats charging equipment, communication planning, alerts and a separate information source as parts of one plan. Evacuation, shelter and hazard decisions remain the responsibility of local emergency authorities; use your phone to receive and share official instructions rather than to replace them.

How do I prepare my phone for a hurricane?

1. Charge every device and backup battery before conditions deteriorate

Charge your phone, any household backup battery and other essential devices while utility power is still reliable. FEMA recommends planning an alternative way to charge mobile phones during an outage and lists a cell phone, extra battery and chargers in its hurricane communications kit guidance (Ready.gov, Plan Ahead for Disasters; FEMA/Ready.gov, Be Prepared for Any: Power Outage; FEMA/Ready.gov, How to Prepare for a Hurricane).

  • Trusted Emergency Backup: As the SAFE Fast Charge Pro trusted by over 38 million users, we ensure the safest charging with the highest-grade materials. When unexpected storms or hurricanes strike, it acts as a lifeline—providing a dependable power outage battery backup and emergency phone charger for emergency users.

A portable phone power bank is an appropriate optional item, but official guidance does not specify a capacity, brand, price or model. Choose equipment that matches your phone’s connector and charging requirements. Check that the cable fits firmly, that the power bank itself accepts a charge and that it can actually charge your household’s phones before packing it.

2. Put charging gear where you can reach it

Keep the phone, backup battery, wall charger, vehicle or other approved charger, and compatible cables together in the household emergency kit or go bag. A labeled pouch prevents a last-minute search through drawers when an evacuation order or storm warning is issued. Pack a spare cable only if it is compatible with the devices you actually own; a cable that looks similar may use a different connector or charging standard.

Do not wait for the first outage to discover that a battery has been stored empty or that a cable is damaged. Periodically charge the backup battery and test it with the intended phone. Follow the battery maker’s storage and charging instructions, and keep lithium batteries away from excessive heat and water.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Write down important contacts

Store emergency and family contacts in the phone, then write the same information on paper. FEMA’s hurricane checklist calls for important contact information as part of the communications supplies. Include household members, an out-of-area contact, your local emergency-management office, the chosen meeting place and any school, workplace or care-facility numbers that your household may need.

Paper matters because a dead phone, damaged screen or unavailable network can make the contact list inaccessible. Give every household member a copy, including children who may need to show an address or phone number to a responder.

4. Make a family communication plan

Agree in advance on whom to contact, how often to check in and where to reunite if people are separated. Decide which person outside the affected area will collect updates from different family members. Choose a short check-in message, such as each person’s location and condition, so messages remain brief when networks are busy.

5. Set up more than one alert route

Use a layered approach rather than relying on one app or notification:

  • Local emergency notifications: Sign up through your city, county, parish, tribe or state emergency-management service. These notices are the most relevant for local evacuation, shelter and road information.
  • Wireless Emergency Alerts (WEA): Keep compatible emergency alerts enabled on the phone. A FEMA fact sheet dated June 26, 2020, describes WEA as free, geographically targeted alerts delivered to compatible mobile devices and states that the system is not affected by network congestion. Because that fact sheet is dated, device compatibility and local implementation can differ; check your phone and carrier settings before hurricane season.
  • FEMA app: Ready.gov’s FEMA app page, last updated October 29, 2024, describes National Weather Service alerts for up to five nationwide locations and nearby shelter information on iOS and Android. Treat those as the features stated on that page, and verify the current app behavior and permissions after installing it.
  • Radio: Keep an AM/FM or NOAA Weather Radio with spare batteries. It is an independent information path when the phone cannot be charged or cellular and internet services are unavailable.

Enable notifications, location access and sound or vibration settings required by each service, then verify that alerts appear. Local authorities remain the final source for evacuation and shelter instructions.

Verify the alert chain before a warning

Set up alerts while you have dependable power and connectivity, not when a storm is already arriving. Open each local-alert account, confirm the address or locations it monitors and check that emergency notifications are permitted at the operating-system level. Review WEA settings on every compatible household phone because one person’s configuration does not change another person’s. If you install the FEMA app, review its alert locations and permissions and keep the app updated according to the device’s normal process. A test should confirm that sound, vibration or banners are noticeable, but an apparent lack of a test notification does not prove that a future official warning will fail.

How can I keep my phone charged during a power outage?

Use stored power deliberately

When utility power fails, connect the phone to the charged backup battery only when needed. If the battery has multiple ports, prioritize emergency devices and avoid charging nonessential items first. Keep the power bank dry, out of direct heat and accessible to the person managing the household kit.

Charging equipment extends the phone’s operating time; it does not create cellular coverage. A charged phone may still show no service if a tower, backhaul connection or local network is damaged or congested.

Plan charging priorities for a long outage

Decide before the storm which devices must remain available. The primary phone used for official alerts and emergency calls should take priority, followed by phones needed by separated household members. Keep a written note of who is managing the backup battery so several people do not unknowingly drain it at once. FEMA’s power-outage guidance emphasizes planning for phone performance and battery runtime, but it does not establish a universal number of hours for any phone or battery. Actual runtime depends on the handset, signal conditions, usage and the charger, so monitor the remaining charge rather than assuming a power bank will last a particular period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reduce avoidable battery use

FEMA recommends conserving mobile-device battery, but its reviewed guidance does not prescribe one device-neutral settings list or promise a particular number of extra hours. The exact labels vary by model. As a practical checklist, use the phone’s built-in battery-saver or low-power mode, lower screen brightness, shorten the screen timeout, close apps you are not using and disable power-hungry radios or location services when they are unnecessary. Keep the connection you need for alerts and emergency communication; do not blindly switch on airplane mode if you are waiting for a message or warning.

Download or screenshot essential addresses, meeting places and instructions while you still have connectivity. Offline copies reduce repeated screen time and avoid a failed web request when service is intermittent.

Recharge whenever safe power is available

If officials provide a charging station or you have access to a safe generator-backed outlet, recharge the phone and backup battery in turn. Follow the equipment manufacturer’s instructions and never operate a fuel-burning generator in a home, garage or other enclosed space. Keep charging areas dry and away from floodwater.

Will texts go through during a hurricane?

They may, but no message method is guaranteed. FEMA’s March 2024 How to Stay Safe When a Hurricane Threatens information sheet gives this guidance: “Save phone calls for emergencies. Phone systems are often down or busy after a disaster. Use text messages or social media to communicate with family and friends.” Texts and internet messages can still fail when the phone has no signal, the network is damaged or the internet connection is unavailable.

Use a short check-in protocol

  1. Send a concise status message containing your name, location and condition.
  2. State whether you need help or are safe, and avoid sending repeated messages while waiting.
  3. Use the family’s agreed out-of-area contact when possible so one update can be shared with several relatives.
  4. Reserve voice calls for urgent needs, emergencies or situations in which a text would be unsafe or inadequate.

Social-media posts can supplement a family check-in, but they depend on internet access and may expose more personal information than necessary. Use privacy settings and follow official accounts rather than unverified posts.

Which phone and information channels should I rely on?

Channel What it provides Service dependency Battery requirement Important qualification
Local emergency notifications Local warnings, evacuation, shelter and road information Usually cellular or internet delivery, depending on the local system Phone battery Sign-up method and coverage vary by jurisdiction.
Wireless Emergency Alerts Geographically targeted emergency messages Cellular delivery to compatible devices Phone battery FEMA’s description comes from a June 26, 2020, fact sheet; current compatibility and local implementation should be checked.
FEMA app Features stated by Ready.gov include National Weather Service alerts for up to five locations and nearby shelter information App and internet or cellular access Phone battery The Ready.gov page was last updated October 29, 2024; current behavior may change.
Text or messaging service Brief family and friend check-ins Working cellular or internet service Phone battery FEMA recommends messages when calls may be down or busy, but delivery is not assured.
Battery-powered AM/FM or NOAA Weather Radio Weather and emergency information without relying on the phone Radio broadcast reception Its own batteries Keep spare batteries and follow local officials’ instructions.

Using several channels reduces dependence on one device or service, but the table is not a ranking of reliability. The cited sources do not establish that any channel will work through a particular storm or outage.

What to do with your phone during the storm and outage

Before the outage

  1. Finish charging the phone and backup battery.
  2. Confirm that local alerts, WEA and chosen app notifications are enabled.
  3. Send the family’s agreed “ready” message and confirm the meeting plan.
  4. Download or write down addresses, contacts and instructions needed if service disappears.
  5. Put the radio, spare batteries and charging pouch together where everyone can find them.

During the outage

  1. Keep the phone in battery-saver or low-power mode and use the screen only when needed.
  2. Monitor official alerts and trusted weather updates; use the radio if the phone cannot connect or charge.
  3. Send brief text check-ins instead of making routine calls.
  4. Save calls for emergencies and avoid repeatedly redialing a busy network.
  5. Follow evacuation, shelter and hazard instructions from local authorities.

If the phone shows no service

Move only when it is safe to do so; do not enter floodwater or travel into a hazard area just to find a signal. Try a text when a connection briefly returns, continue monitoring the radio and use the written communication plan. A power bank will not repair a tower or internet connection, so conserve the remaining battery for alerts and emergency communication.

After the storm: reconnect without wasting the remaining battery

Once conditions are safe, send one concise status update through the family’s agreed channel and wait for replies. Keep the phone available for official instructions and emergency calls rather than using it continuously for entertainment or repeated social-media refreshes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Be cautious with unverified recovery information, links and requests for personal data. Compare claims with local emergency-management notices, official weather information and radio broadcasts. If the phone or charging equipment has been exposed to water, stop using it and follow the manufacturer’s safety guidance; do not charge visibly damaged equipment.

A final pre-storm phone checklist

  • Phone fully charged.
  • Backup battery charged and tested with the correct cable.
  • All household charging cables and adapters packed.
  • Emergency and family contacts printed.
  • Family communication and reunion plan agreed.
  • Local emergency alerts enabled.
  • WEA settings checked on each compatible phone.
  • FEMA app installed only if useful to your household, with permissions and alert locations reviewed.
  • Radio and spare batteries packed.
  • Battery-saving settings understood before the storm.
  • Official local instructions identified as the authority for evacuation and shelter decisions.

How can I keep my phone charged during a power outage?

Charge a tested power bank before the storm, use it for essential devices first, and conserve the phone with low-power settings and reduced screen use. A backup battery extends runtime but cannot restore cellular or internet service.

Will texts go through during a hurricane?

Texts may work when voice networks are busy, and FEMA advises using messages for routine family communication while saving calls for emergencies. Delivery is not guaranteed if service, equipment or internet access is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I get hurricane alerts on my phone?

Sign up for your local emergency-management alerts, keep compatible Wireless Emergency Alerts enabled, and consider the FEMA app. Check permissions, monitored locations and current app behavior before a storm; follow local officials for evacuation and shelter decisions.

What should I put in a phone emergency kit?

Pack a charged phone, tested backup battery, compatible wall charger and cables, written emergency and family contacts, a printed communication plan, and an AM/FM or NOAA Weather Radio with spare batteries.

Does a power bank guarantee phone service during an outage?

No. It supplies electricity to the phone, but it cannot repair damaged towers, overloaded networks or lost internet service. Keep the radio and written plan available in case the phone cannot connect.

The Bottom Line

Charge and test your phone equipment before the storm, write down contacts, establish several alert routes, and agree on a family check-in plan. During an outage, conserve battery, use brief texts when possible, reserve calls for emergencies, keep a battery-powered radio nearby and follow local authorities. Preparation improves readiness but cannot guarantee power, cellular or internet service.
