Prepare before conditions deteriorate: charge your phone and backup battery, keep the correct cable and a car charger available, enable Wireless Emergency Alerts (WEAs) and local emergency notifications, install and configure the FEMA App, and save contacts, your family communication plan, maps, and instructions for offline access. During a storm, treat cellular service and mobile data as uncertain and keep a NOAA weather radio or another independent information source available.

Why your phone needs a hurricane plan

A phone can provide alerts, directions, contact with family, and access to emergency information, but it depends on battery power, a functioning device, and network infrastructure. Power outages can prevent ordinary charging; congestion or physical damage can make calls, texts, or data slow or unavailable. No official source establishes a universal probability that phone service will fail during a hurricane, so plan for interruptions instead of assuming your carrier or a particular app will remain available.

FEMA hurricane guidance recommends supplies for at least 72 hours and says preparing to be on your own for up to a week is a good idea. That guidance is a planning horizon, not a promise that a phone network will be restored within either period. Read the current federal preparedness information at Ready.gov and follow instructions from local officials.

Build a power plan before the storm

Power is the first constraint to solve. Ready.gov specifically advises having alternative charging methods for a phone during power outages, and FEMA hurricane guidance includes a battery backup or another way to charge a cell phone. Neither source sets a universal power-bank capacity; the right amount depends on your phone, how many devices you must support, and how long you may be without electricity.

Gather and test the equipment

  1. Charge the phone to full capacity while the electrical supply is reliable.
  2. Charge every portable battery or other backup device you intend to use. A battery that is stored empty is not an emergency plan.
  3. Pack a cable that fits your phone and the input or output connector on the backup device. If household members use different connectors, pack the required cables or adapters for each device.
  4. Include a car charger that is compatible with the vehicle and phone. Keep it with the emergency kit rather than leaving it at home in a drawer.
  5. Connect each charging option to the phone before the storm and confirm that the phone shows it is charging. A damaged cable, incompatible connector, or failed adapter is easier to replace before evacuation.
  6. Store the phone, cables, and batteries where you can reach them quickly and protect them from water. Follow the battery maker’s instructions for storage, temperature, and safe use.

Compare practical charging options

Option What it provides Requirements and limits
Wall charger Fastest familiar way to top up while utility power is available Stops working during an outage unless connected to a functioning generator or other approved source
Portable power bank Battery power you can carry with the phone Must be charged in advance, compatible with the phone and cable, and large enough for your expected devices; no universal capacity is specified by FEMA or Ready.gov
Car charger Uses a vehicle’s electrical system when the vehicle is available Requires a compatible adapter and a safe place to use the vehicle; never run an engine in an enclosed space
Another compatible charging method Provides redundancy if the primary method is unavailable Check connector compatibility, operating instructions, portability, and how the equipment itself is recharged

Do not wait for a warning to discover that your backup battery is at 12 percent or that the only cable in the kit does not fit. Keep a written inventory of charging equipment with the emergency supplies.

Enable emergency alerts before you need them

Wireless Emergency Alerts

Wireless Emergency Alerts are free, geographically targeted messages sent through participating wireless providers. FEMA’s Wireless Emergency Alerts fact sheet says, "WEAs are not affected by network congestion." The same fact sheet, dated June 26, 2020, explains that receipt still depends on a compatible phone and a participating provider, and advises checking with your wireless provider. Read the fact sheet at ready.gov/sites/default/files/2020-08/wea-fact-sheet.pdf.

WEA messages are limited to 360 characters, so an alert is a short instruction or warning, not a complete emergency plan. Read the full message, note the issuing authority and location, and look for follow-up instructions through local officials or another trusted channel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Turn on the settings

  1. Open your phone’s Settings app and locate the emergency-alert, government-alert, or wireless-emergency-alert section. The label and path vary by phone model, operating-system version, and carrier.
  2. Leave emergency and public-safety alert categories enabled. If your phone offers separate categories, review each one rather than assuming a single switch controls everything.
  3. Check that sound, vibration, and notification behavior are appropriate for your household. Do not silence the phone during periods when you need to receive warnings.
  4. Ask your wireless provider whether the exact phone model and plan can receive WEAs. A setting cannot add compatibility that the provider or handset does not support.
  5. Sign up for county, city, or state emergency-management notifications as well. Local systems may use text messages, email, voice calls, or an app and usually require you to enroll in advance.

Do a settings check before hurricane season and again after a phone replacement, operating-system update, carrier change, or reset. Do not rely on a test message as proof that every future alert will arrive; location, compatibility, power, and network conditions still matter.

Save essential information for offline use

Mobile data may be unavailable exactly when you need a number, address, or route. Put critical information somewhere the phone can reach without an internet connection and keep a paper copy in the emergency kit.

Contacts and the family communication plan

  • Save immediate family, an out-of-area contact, your local emergency-management office, utility providers, the evacuation shelter system, medical providers, and any workplace or school emergency number.
  • Write down the names and numbers as plain text or on paper; do not depend on a cloud address book that may require a sign-in or data connection after a reset.
  • Agree on where household members will meet, which person outside the affected area will relay messages, and how you will confirm that everyone is safe. Ready.gov provides family communication planning resources at Ready.gov.
  • Record medical information, prescriptions, allergies, identification details, and pet-care contacts if your household may need to evacuate.

Maps and instructions

While internet access is working, download or otherwise save evacuation routes, shelter addresses, utility shutoff instructions, insurance contacts, and directions to a meeting point. Phone map applications differ in how offline downloads work, so verify that the saved area opens with cellular data and Wi-Fi disabled. If you cannot verify offline behavior, print the route or write the essential turns and addresses.

Keep copies in more than one place: on the phone, in a backup device if available, and on paper. A screenshot can preserve an address or instruction, but it will not update when conditions change; use it as a supplement to current directions from officials.

  1. Install the official FEMA App from your phone’s legitimate app store before the storm, not while networks are congested.
  2. Open it, allow the permissions needed for notifications and location-related features, and configure the locations for your home, destination, family members, or other places you are responsible for. The service supports up to five locations.
  3. Review the alert categories and notification settings so an operating-system quiet mode or per-app setting does not suppress warnings you need.
  4. Open the preparedness information and save or note any instructions you may need if the app cannot refresh later.
  5. Keep other channels enabled. App features require a working phone and may depend on connectivity; installation is not a guarantee that live content will load during a disaster.

Do not make the FEMA App your only source. Use it alongside WEAs, local emergency-management notices, official broadcasts, and a NOAA weather radio.

Top up and conserve battery as the storm approaches

When a watch, warning, or evacuation notice is issued, top up the phone and backup batteries immediately if electricity is available. Put the charging equipment, radio, and paper information where you can reach them without searching through stored supplies.

Use ordinary battery-saving controls

  • Reduce screen brightness, shorten the screen timeout, and close or pause applications that are actively using power.
  • Use the phone maker’s low-power mode if you understand how it changes background activity and notifications.
  • Download needed documents, maps, and messages while connected, then avoid repeatedly refreshing feeds that provide no new safety information.
  • Keep the phone cool and dry. Heat, moisture, and a damaged battery can reduce runtime or create a safety hazard.

Airplane mode or disabling cellular features can save power, but it also prevents calls, texts, data, and potentially alerts while enabled. Treat those controls as optional measures for a specific battery emergency, not as a default hurricane setting. Turn communications back on when you need to receive or send safety information.

Communicate efficiently during an outage or congestion

The Federal Communications Commission’s emergency-communications guidance recommends limiting non-emergency calls, keeping necessary calls brief, trying SMS when calls fail, and waiting before redialing. Its guidance says, "Try text messaging, also known as short messaging service (SMS) when using your wireless phone. In many cases text messages will go through when your call may not." Read the FCC document at docs.fcc.gov/public/attachments/DOC-309319A1.pdf.

  1. Use voice calls for urgent information, evacuation coordination, medical needs, or a welfare check that cannot wait.
  2. Keep the call focused and short. Agree on a callback time or a brief status format before the storm so you do not need a long conversation.
  3. If a call fails, try SMS. Texting may work in many cases when a call does not, but it is not guaranteed; do not assume a sent message has been delivered until you receive confirmation.
  4. Do not redial repeatedly. Wait, monitor official instructions, and try again later unless the situation is life-threatening.
  5. Avoid sending large photos, videos, or nonessential updates when networks are strained. Share only information that helps people make a safety decision.
  6. Keep the phone stationary and secure while driving or evacuating. A passenger can handle communications; the driver should follow road and evacuation instructions.

If you are in immediate danger, use the appropriate emergency service for your location when possible and follow local evacuation orders. A text that is queued, delayed, or never delivered is not a substitute for emergency help.

Keep an information channel that does not depend on mobile data

FEMA hurricane guidance recommends a NOAA weather radio and following local officials. A separate receiver can provide warnings when a phone is uncharged, damaged, lost, or unable to connect. Keep spare batteries or another approved power source for the radio and learn how to operate it before the storm.

Channel Depends on How to prepare
Wireless Emergency Alerts A compatible phone and participation by your wireless provider; the message arrives through the wireless alert system Enable emergency-alert settings and confirm device/provider compatibility
FEMA App A working phone and, for current content, potentially an internet connection Install, configure up to five locations, and save key information before conditions worsen
SMS or voice calls Carrier network availability and, for the phone, battery power Keep messages concise, limit non-emergency calls, and wait before redialing
NOAA weather radio A separate receiver and its batteries or other power source Obtain a radio, test reception and controls, and keep it accessible
Local emergency-management notices Enrollment and the channel used by your jurisdiction Register in advance for local text, email, voice, or app notifications and follow official accounts or broadcasts

Using several channels is redundancy, not duplication: one may provide a short geographic warning, another detailed instructions, and another information when the phone is unavailable.

A practical hurricane phone checklist

While preparing

  • Charge the phone, every backup battery, and the NOAA weather radio.
  • Verify cables, adapters, the car charger, and the charging behavior of each device.
  • Enable WEAs and review local emergency-management enrollment.
  • Install and configure the FEMA App for the locations you need.
  • Save contacts, the family communication plan, medical details, routes, shelter information, and instructions offline and on paper.
  • Tell household members when to use a call, SMS, or the out-of-area contact.

As the storm approaches

  • Top up the phone and backup batteries again if utility power is available.
  • Place the phone, power equipment, radio, paper records, and identification documents in an accessible, water-protected location.
  • Check official forecasts and evacuation instructions through more than one channel.
  • Apply normal battery-saving settings, but do not disable communications you still need for alerts.

During a disruption

  • Follow evacuation and safety instructions from local officials.
  • Use the phone for essential communications and safety information, not continuous nonessential streaming or refreshing.
  • Keep calls brief; try SMS when appropriate; avoid rapid repeated dialing.
  • Listen to the NOAA weather radio or other independent source if mobile data or the phone becomes unreliable.

Troubleshoot common failures

No emergency alert appeared

Check that emergency-alert categories are enabled, the phone is compatible, and your provider participates. Confirm that local notifications require separate enrollment. Make sure the phone had power and was not in a setting that suppressed notifications. If the device was recently replaced or reset, repeat the settings check and ask the provider for model-specific guidance.

What You Get: 1* power bank, 1* 3-in-1 USB cable, and 1* user manual

The phone battery is nearly empty

Stop nonessential activity, lower the display demand, and connect a charged backup battery or compatible car charger. If no charging source is available, preserve the remaining power for official instructions and necessary messages. Do not activate airplane mode and then forget that it blocks communications you may need.

Calls will not connect

Try one concise SMS, wait instead of repeatedly redialing, and use the out-of-area contact or another available channel. A failed call does not prove that text will work, and a sent text does not prove delivery; seek another method if the message is urgent.

The app or map will not load

Use the material you saved before the storm, paper directions, WEAs, local broadcasts, and the NOAA weather radio. An app cannot replace an offline plan when data service is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need to evacuate but the phone is charging

Take the phone, backup power, cable, identification, paper contacts, and radio with you. Do not delay an evacuation order to finish a charge; safety instructions take priority over battery percentage.

Final check before you leave the house

Your phone plan is ready when the device and backup power are charged, cables work, emergency and local alerts are enabled, essential information is readable without data, the FEMA App is configured but not your only source, and a radio or other independent channel is accessible. That preparation gives you more options without assuming that cellular service or mobile data will remain available throughout the hurricane.
