The safest way to prepare for a high-demand power outage is to plan for three separate problems before an alert is issued: keeping people and medical equipment safe, maintaining communication, and knowing when to leave the house. Assemble lights, batteries, charged power banks, food, water, medications and a weather radio; make a device-specific medical plan; and decide in advance where the household will go if heat, cold or indoor air becomes unsafe.
This guide is based on U.S. guidance. Utility alerts, water advisories, shelters, electrical codes and medical-needs programs differ by location, so local instructions take priority during an actual event.
Why high-demand periods can lead to outages
High temperatures and severe cold can make homes use more electricity for air-conditioning or heating at the same time. The Department of Energy distinguishes a supply shortfall during unusually high demand from an outage caused by physical damage to transmission or distribution equipment. Both can produce a dark house, but the warning signs and restoration time can differ.
Recommended Free Tools
A household cannot determine in advance whether a particular demand peak will cause an outage, how large it will be, or how long it will last. Treat a conservation request, heat or cold alert, wildfire notice, storm warning or utility message as a prompt to activate your plan. Monitor the utility and local emergency-management channels rather than relying on a forecast alone.

CDC describes about four hours as the average annual power-loss time in its 2024 power-source guidance. That is a population average, not a promise that your next outage will last four hours or less. A high-demand event, damaged line, substation problem or local emergency can last much longer.
Build the household plan before an alert
Choose official information channels
Identify the electric utility’s outage map, text or telephone alert service and the local emergency-management agency. Save those contacts on paper as well as in your phone. A battery-powered or hand-crank NOAA weather radio, preferably one with a USB port, provides another way to receive instructions when cellular service or internet access is unreliable.
Ask the utility whether it offers medical-needs registration, priority-notification or assistance programs. Registration does not guarantee uninterrupted service or faster restoration, but it can help the utility communicate with customers who have documented needs. Confirm the program’s eligibility, renewal rules and emergency limitations.

Store supplies where every household member can reach them in the dark, including children, older adults and anyone with limited mobility. A kit should contain:
- Flashlights or a battery lantern for each sleeping area, plus spare batteries. Keep hearing-aid batteries if they are used.
- Charged phone power banks and compatible charging cables. A practical search description is portable power bank for emergency phone charging; choose capacity, ports and cables that match your devices.
- A battery-powered or hand-crank weather radio.
- Drinking water, nonperishable food, a manual can opener and basic first-aid supplies.
- Prescription and essential over-the-counter medicines, along with a written medication list.
- Infant supplies, pet food and water, mobility aids and other items used every day.
- Paper copies of emergency contacts, utility numbers, medical instructions, insurance information and the address of a planned relocation site.
Charge phones, power banks, rechargeable lights and other small devices when severe weather or a conservation alert is forecast. Keep a car charger available, but do not assume a vehicle is safe to use in an enclosed garage; a gasoline engine must run outdoors, away from doors, windows and vents.
Make a communication and relocation plan
Agree on one out-of-area contact and one meeting place in case household members are separated. Decide how people will check in if text messages work but voice calls do not. Write down who can collect children, older relatives or pets, and identify transportation that can accommodate wheelchairs, oxygen equipment or other medical needs.

Pick at least one safe cooling or warming location before an outage: a relative’s home, public shelter, cooling center, warming center or other site identified by local officials. Confirm hours, accessibility, transportation, pet rules and whether the site can support medical equipment. Do not wait until indoor conditions are dangerous to discover that a location is closed or inaccessible.
Plan for heat and cold
High-demand outages often occur during the same weather that makes a home hazardous without heating or cooling. In hot weather, plan to close blinds on sunny windows, reduce exertion, drink according to medical advice and use safe ventilation or shading where conditions allow. If indoor temperature, humidity or air quality becomes unsafe, leave for a cooling center, shelter or another suitable location.
In cold weather, keep warm clothing, blankets, hats and gloves together. Close off unused rooms if doing so safely, but relocate if the home cannot maintain a safe temperature. Never burn fuel indoors to create heat. CDC states, “Never use a gas range or oven to heat a home.” A charcoal grill, camp stove, lantern or other combustion device is also unsafe indoors, including in a basement or partially enclosed area.
Make a separate plan for medical equipment and medicine
A general emergency kit is not a medical-power plan. List every device that needs electricity, the power source it uses, its normal wattage if the manufacturer provides it, any startup surge, and the minimum safe runtime. Examples include oxygen concentrators, ventilators, dialysis equipment, powered wheelchairs, suction devices, refrigerated medicines and electrically adjustable beds.
Confirm the device requirements
- Call the equipment provider or clinician and ask for the manufacturer’s emergency-power instructions, battery options, alarm behavior and safe shutdown procedure.
- Ask how the device should be connected to a generator, battery system or vehicle source, and whether a particular waveform, voltage or transfer device is required. Do not substitute a consumer power station without confirmation.
- Record how long each approved battery lasts under your actual settings. Runtime varies with settings, battery age, temperature and other loads.
- Keep spare batteries charged as directed and check their condition on the schedule specified by the manufacturer.
- Ask the utility about medical-needs notification and tell the care team where you will go if backup power cannot sustain the device.
For refrigerated medicines, ask a pharmacist or prescriber how long each product can remain outside its required temperature range and what to do after a temperature excursion. Keep prescriptions, labels and a cooler or approved transport container ready. Do not discard medicine solely because the power went out; follow product-specific and public-health instructions.
Decide when to relocate
Set a clear trigger before the event: for example, a battery reaching the provider’s minimum reserve, an oxygen or ventilator alarm that cannot be resolved, loss of safe temperature, or an evacuation order. Arrange transportation and identify a destination that can accept the person and equipment. If a device loses power or behaves unexpectedly, follow the provider’s emergency instructions and seek medical help as appropriate. Some equipment resets after an interruption, so settings must be checked when power returns.

Choose backup power by load, runtime and installation
There is no universal generator or battery size that is safe for every household. Capacity depends on the actual devices, starting wattage, required runtime, charging or fuel availability and whether the system is installed to code. A phone power bank, portable power station, fuel-powered generator and permanently installed standby system are different classes, not interchangeable versions of the same product.
| Backup class | Useful for | Important limits and questions |
|---|---|---|
| Phone power bank or car charger | Phones, small lights and other low-power personal electronics | Not a substitute for an appliance or critical medical-load plan. Check capacity, ports, cable compatibility and recharge options. |
| Portable power station | Selected small appliances or electronics when its output and runtime are adequate | Confirm continuous and surge output, battery runtime, recharge time, ventilation requirements and support for the specific medical device. |
| Portable fuel generator | Multiple essential loads when operated outdoors with correctly rated cables | Requires fuel storage, maintenance, noise management, carbon-monoxide controls and a load plan. Never connect it to household wiring without code-compliant transfer equipment installed by a qualified professional. |
| Professionally installed standby system | Automatic or extended backup for selected circuits or a whole home | Requires site assessment, permits, transfer equipment, fuel or battery planning, maintenance and an installer familiar with local electrical code and the household’s medical loads. |
List essential loads before buying or installing anything
- Write down only the loads that must operate: medical equipment, refrigerator, communications, heating or cooling controls, sump pump, well pump, lighting and any safety system.
- Record each device’s running wattage and starting wattage from its label or manual. Motors and compressors can draw a surge that is much higher than their normal use.
- Decide how many hours or days the load must run before refueling or recharging is possible.
- Check whether fuel, solar input, utility charging or a vehicle can realistically provide that energy during the event.
- Have a qualified installer verify transfer equipment, grounding, circuit selection, extension-cord ratings and local code requirements.
Never improvise a connection by plugging a generator into a wall outlet. Backfeeding can energize utility lines and kill workers or neighbors, and it can start a fire. Use only the connection method specified by the generator manufacturer and a licensed installer.
Generator and carbon-monoxide safety
Carbon monoxide (CO) is an odorless, colorless gas produced by gasoline, propane, natural-gas and other fuel-burning engines. A portable generator, pressure washer or vehicle can cause fatal poisoning in minutes when used in an enclosed or partially enclosed area.

CDC’s rule is categorical: “Never use a generator or other gasoline-powered engines inside your home.” Keep a portable generator outdoors, at least 20 feet from doors, windows and vents, with exhaust directed away from the building. That distance applies to garages, basements, porches, carports and other areas that may appear open but can trap exhaust. Follow the manual if it requires a greater separation.
- Use a long, outdoor-rated extension cord sized for the generator’s load and kept dry, as the manufacturer directs.
- Refuel only after the engine has cooled and only according to the manual; store fuel in approved containers away from ignition sources.
- Place a battery-powered or battery-backup CO alarm inside the home, outside sleeping areas and on each level where required by local rules.
- Test alarms and replace batteries as directed. An alarm is an extra warning layer, not permission to place a generator closer than 20 feet or run it indoors.
- Never use a charcoal grill, camp stove, lantern or gasoline engine inside a home, tent, basement, garage or vehicle.
If a CO alarm sounds, or anyone develops headache, dizziness, weakness, nausea, chest pain or confusion, leave immediately for fresh air and call emergency services. Do not re-enter until officials say it is safe.

Keep refrigerator and freezer doors closed. According to CDC guidance, an unopened refrigerator can keep food safe for up to four hours. An unopened full freezer can hold a safe temperature for 48 hours, or 24 hours if it is half-full. These are conditional time limits, not guarantees for every appliance, room temperature or food.
CDC advises discarding perishable refrigerated food after four hours without power. Discard freezer food that has thawed. Food that still contains ice crystals and feels as cold as refrigerated food may be safely refrozen or cooked, subject to current official food-safety guidance. When in doubt, throw it out; tasting food is not a safety test. Appliance thermometers help you assess conditions without opening the door repeatedly.
Follow water advisories
A power failure can interrupt pumps, treatment, pressure and wastewater systems. Watch the local water utility or health department for boil-water, do-not-drink or conservation notices. Use bottled or boiled water only as officials direct, including for drinking, cooking, brushing teeth, infant formula and pets. Do not assume that water is safe simply because it looks clear.
Manage heat, cold and indoor air
In heat, move to the planned cooling location before symptoms appear. Use shade, loose clothing and safe airflow where outdoor air quality and weather permit; avoid strenuous activity. People with heart, lung or kidney conditions, infants, older adults and anyone taking heat-sensitive medicines may need to leave earlier.
In cold, layer clothing, use blankets and share a safe heated location rather than burning fuel indoors. Do not use an oven, stove, grill or vehicle for indoor heat. If a carbon-monoxide alarm sounds or indoor air becomes smoky, leave immediately.

Operate medical equipment according to its emergency plan
Check the remaining approved battery or fuel reserve at regular intervals, but do not repeatedly disconnect and reconnect a device unless its instructions allow it. Keep alarms audible, protect equipment from moisture and extreme temperatures, and conserve backup energy for the medically essential load. If the planned source cannot maintain safe operation, relocate or call emergency services rather than experimenting with an unapproved adapter or generator connection.
After power returns
Wait for the utility or emergency officials to indicate that service is stable before reconnecting sensitive equipment. Turn appliances on gradually if the utility advises it, and inspect cords, plugs, generators and power stations for heat, water damage or physical damage. Do not use damaged equipment.
Recheck medical-device settings, clocks, alarms and therapy modes because some equipment resets after an interruption. Confirm that refrigerated medicines remained within their permitted range and obtain professional advice about any questionable product. Apply current food and water guidance before restocking the refrigerator or using tap water.

Report fallen or damaged power lines to the utility or emergency services and stay far away. Never touch a downed line, fence, tree branch or puddle that may be energized. Recharge and inspect the outage kit, replace consumed batteries and fuel, and update the relocation plan while the experience is still fresh.
A practical decision rule for the next high-demand alert
When an alert arrives, ask four questions in order: Can everyone remain medically safe, can the home remain within a safe temperature and air-quality range, can the household receive official information, and can essential devices run for the expected interruption? If any answer is no or uncertain, activate the relocation plan early. A safe destination and reliable medical arrangement are more valuable than an improvised attempt to keep every appliance operating.
