Prepare for inland cyclone flooding before a warning is issued. Check your mapped flood risk and evacuation route, arrange flood insurance well in advance, maintain drainage and a sump-pump backup, protect utilities and records, and keep both evacuation and shelter-in-place supplies ready. If officials advise evacuation, leave immediately for higher ground; no home measure is worth delaying a life-safety decision.
Why an inland home still faces cyclone flooding
Cyclones can push destructive rain far beyond the coast. Rivers, creeks, storm drains and saturated ground can overflow many miles inland, and a home outside a coastal evacuation zone can still flood from rainfall or upstream runoff. The American Red Cross warns that these storms can damage places far inland. Distance from the ocean is therefore not a flood-safety plan.
Flood preparation has two separate goals:
- Protect people: know when and how to evacuate, receive warnings, and avoid moving water.
- Reduce property loss: keep water away where feasible, prevent sewage or drain backflow, protect equipment and documents, and recover quickly after the water recedes.
Property measures can reduce damage, but they cannot make a flooded road or house safe. Evacuation and higher ground always take priority over sandbags, pumps or attempts to save belongings.

Map the hazard and the escape route
- Use the official flood-map service applicable to your location to check your address. Look for river, flash-flood, drainage and storm-surge information where available, not just a single map category.
- Ask your local emergency-management office which evacuation zones, shelters and routes apply to your neighborhood. Identify a destination on higher ground and a second route in case the first is blocked.
- Plan for everyone who may need help leaving, including children, older adults, people with disabilities and pets. Confirm which shelters accept animals and how you will transport them.
- Write the route and meeting place down. Store an offline copy on each household phone because mobile service may fail.
Do not wait for a personal evacuation text. If officials issue an evacuation order or advise leaving, follow it immediately.

Set up reliable warnings and power
- Enroll every eligible phone in local emergency alerts and keep location services enabled for warning systems that use them.
- Monitor official weather and emergency-management announcements rather than relying on social-media posts.
- Keep a battery-powered or hand-crank radio available. Test it before the season and store spare batteries if it uses them.
- Maintain more than one way to charge phones, such as charged power banks and vehicle charging. Keep cables with the emergency kits.
Alerts are useful only if they reach you while asleep or away from the house. Place the radio, chargers and a flashlight where they can be reached without entering a dark or flooded area.
Arrange insurance before a threat appears
Standard homeowners insurance generally excludes flood damage. The National Weather Service says to arrange flood coverage through an insurer or agent, and the FEMA National Flood Insurance Program describes flood insurance as the best way to protect a home, belongings or business from a flood.
Many flood policies take at least 30 days to become effective. That waiting period means buying a policy after a cyclone watch is issued may not protect the home for that event. Ask the insurer or agent, in writing, about the effective date, covered building and contents, deductibles, exclusions, basement limitations and whether temporary living expenses are covered. Keep the policy number and claims contact in your emergency records.

Create a digital and paper inventory
- Photograph or video each room, storage area and major item. Open cabinets and closets so contents are visible.
- Record serial numbers, model numbers, purchase dates and approximate values for electronics, appliances, tools and other high-value property.
- Save the inventory, receipts and policy documents in at least two places: a waterproof physical pouch and a secure cloud location accessible from a phone.
- Give a trusted household member access instructions, but do not leave passwords or identity documents exposed in an obvious place.
Do this before storm season and update it after major purchases. An inventory made after a loss is far less reliable.
Reduce water entry and backflow
Maintain gutters, downspouts and drains
Clean leaves and sediment from gutters, downspouts, yard drains and grates. Confirm that downspouts discharge away from the foundation without sending water toward a neighbor or public walkway. Check that sump discharge lines are not blocked or frozen. Repeat a visual check when a watch is issued only if conditions are safe; do not climb onto a wet roof or work outside in lightning or dangerous wind.
Use a sump pump with a tested backup
A sump pump can remove groundwater entering a basement or crawl space, but it depends on power and an unobstructed discharge path. The Red Cross recommends considering a sump pump with battery backup.

- Test the primary pump by slowly adding water to the sump pit until the float starts it. Confirm that it stops automatically and that water exits outside.
- Inspect the discharge pipe, check for frozen or crushed sections, and verify that its outlet does not flow back toward the foundation.
- Test the battery-backed unit separately. Replace or service the battery according to the manufacturer’s schedule; a backup that has never been tested is not dependable.
- Ask an electrician whether the pump circuit needs protection or a dedicated connection. Never run extension cords through water.
A pump is a property-protection device, not a reason to remain in a home that officials have ordered you to leave. It also cannot keep up with every flood or repair a failed municipal drainage system.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Install professional check valves where appropriate
Heavy rain can overload sanitary sewers and push contaminated water back through floor drains, toilets or other low fixtures. A licensed plumbing professional can determine whether backwater or check valves are suitable for your system and local code. Incorrectly installed valves can block needed flow, fail to seal or create a maintenance problem, so do not treat a generic do-it-yourself flap as equivalent protection.
Elevate or anchor vulnerable utilities
Ask a qualified contractor or electrician about elevating electrical panels, switches, wiring connections, appliances, heating equipment and other utilities above the expected flood level. Propane tanks, fuel tanks and outdoor equipment should be anchored so they cannot float, rupture lines or strike the building. Requirements vary by jurisdiction and by the expected flood elevation; obtain permits and retain documentation because local code and insurance rules may apply.

| Measure | Primary benefit | Power required | Typical setting | Installation and limits |
|---|---|---|---|---|
| Evacuation to higher ground | Protects life | No household power, but depends on warnings and transport | Every home, especially during a rising-water or evacuation warning | Plan in advance; never delay for property protection |
| Sump pump | Removes groundwater from a pit | Yes | Basements and some crawl spaces; less relevant to slab homes | Test pump and discharge; cannot handle every flood |
| Battery-backup sump pump | Continues pumping during an outage | Battery plus pump system | Basements and crawl spaces with a sump pit | Battery maintenance and testing required |
| Check or backwater valve | Reduces sewer or drain backflow | No operating electricity for a mechanical valve | Homes connected to vulnerable sewer or drain lines | Professional sizing, installation and maintenance; local code applies |
| Elevated utilities | Reduces damage to electrical and mechanical systems | No | Basements, crawl spaces and low-lying utility rooms | Qualified professional, permits and flood-elevation requirements may apply |
| Sandbags and plastic sheeting | Temporary diversion or shallow seepage control | No | Only where local authorities recommend and time allows | Labor-intensive, temporary and not a substitute for evacuation |
Secure the outside and the building envelope
- Bring in or firmly secure patio furniture, grills, planters, toys, tools and trash cans. Anchor propane tanks and grills that cannot be moved indoors.
- Trim dead or hazardous branches before the season. Do not attempt tree work in storm conditions.
- Protect windows and doors against cyclone winds using the method required by local building guidance. Wind damage can then allow rain to enter even where floodwater does not reach the house.
- Keep emergency shutoff locations labeled and accessible, but do not enter a flooded utility area to reach them.
Sandbags and plastic sheeting can be useful for limited, temporary protection when local officials recommend them and there is sufficient time. They are not watertight barriers for deep or fast-moving water, and collecting them must never delay departure.
Prepare supplies for evacuation and staying home
The American Red Cross guidance published March 25, 2025 calls for at least three days of supplies in a carryable go-kit and at least two weeks of supplies for a stay-at-home kit. Keep both kits where they can be reached quickly and refresh food, medicines, batteries and water before they expire.
| Item | Carryable go-kit | Stay-at-home kit |
|---|---|---|
| Water and food | Portable water and ready-to-eat food for at least three days | Food and safe water for at least two weeks, with a manual opener if needed |
| Health | Prescription medicines, first-aid supplies, glasses or contacts | Refills, medical supplies, hygiene items and backup care equipment |
| Power and information | Phone charger or power bank, flashlight, spare batteries and radio | Charging options, batteries, radio, lamps and any required backup-power fuel stored safely |
| Records | Waterproof copies of identity, medical and insurance records | Additional household inventory, property documents and contact information |
| People and animals | Clothing, sturdy shoes, infant needs and pet food or carrier | Extra clothing, cleaning supplies, pet supplies and accessible food preparation items |
A waterproof document pouch, portable phone charger, battery-powered emergency radio, medicines and pet supplies are practical checklist items. None of them prevents floodwater from entering, so keep them ready for evacuation or for a safe shelter-in-place period.

What to do when a cyclone or flood watch is issued
- Monitor official instructions. Check warnings, river or flash-flood statements and local evacuation notices. Keep phones charged while power is available.
- Move critical items upward. Put documents, medication, small electronics, photographs and irreplaceable items on an upper floor or another high, dry location. Do not put them in an attic that could become inaccessible during a wind emergency.
- Recheck drainage if safe. Remove visible debris from ground-level drains and gutters without going onto a roof or working in lightning, high wind or rising water.
- Deploy temporary materials only with time and guidance. Fill or obtain sandbags and use plastic sheeting only where local authorities support the measure. Do not block public drains or divert water into another property.
- Pack the go-kit. Add medicines, identity and insurance records, chargers, food, water, first aid, pet supplies and weather-appropriate clothing.
- Decide early about evacuation. If your route may flood, leave before roads become hazardous. Do not wait to see water at the door.
If evacuation is advised or water starts rising
Leave immediately using the planned route to higher ground or an official shelter. Take the go-kit and pets; do not return for forgotten property. If officials provide a different route, follow their instructions rather than a stored map.
Never walk, swim or drive through floodwater. The American Red Cross says that 6 inches (15 cm) of fast-moving water can knock a person over and 12 inches (30 cm) can carry a vehicle away. Water may conceal holes, debris, open drains, washed-out roads and downed electrical lines. A vehicle can lose traction even where the surface appears shallow.
If it is safe and authorities instruct you to do so, switch off electricity, gas and water before leaving. The Centers for Disease Control and Prevention warns never to touch electrical equipment while standing in water. Do not enter a flooded basement to reach a breaker, and leave gas work to qualified professionals.

Returning and recovering after the flood
Wait for an official all-clear
Do not return until authorities say the area is safe. Floodwater can be contaminated with sewage, chemicals and debris; damaged buildings can collapse, and electrical lines may remain energized. Wear protective equipment recommended by local health officials, keep children and pets away from contaminated water, and use qualified professionals for gas, electrical and structural checks.
Document the loss before cleanup
- Photograph and video every affected room, surface and item from multiple angles, including water lines and structural damage.
- Make a written list of damaged or destroyed property using the pre-storm inventory and record dates, claim numbers and conversations.
- Keep receipts for emergency repairs, lodging, drying equipment and other eligible expenses.
- Contact the insurer promptly and follow its instructions about inspections, contractors and temporary repairs.
- Do not discard damaged items until they have been documented and the insurer or public-health authorities permit disposal, unless keeping them creates an immediate health hazard. Photograph them first.
Dry the structure and contents safely
Ventilate and dry the home as soon as conditions and authorities permit. The Red Cross advises that if a flooded home cannot be dried within 24 to 48 hours, assume mold growth and address moisture and mold safely. Porous materials, insulation and electrical equipment may require professional removal or replacement rather than simple surface cleaning. Do not energize circuits or operate appliances until a qualified professional has confirmed they are safe.
A practical decision framework
Use these questions when deciding what to do next:
- Is there an evacuation order or a route likely to flood? Evacuate; life safety outranks every property measure.
- Is water entering, rising quickly or moving fast? Move to higher ground if officials direct it and never enter the water.
- Is the risk limited to groundwater or a short outage? A tested sump pump and battery backup may reduce basement damage, provided the home remains safe.
- Could sewer water back up? Ask a licensed plumber about an appropriate check or backwater valve before the season.
- Are utilities below expected flood level? Obtain a qualified assessment for elevation or anchoring and check permit and insurance requirements.
- Is coverage absent or newly purchased? Confirm the flood-policy waiting period; many policies require at least 30 days before taking effect.
The most effective plan combines early warnings, a practiced evacuation route, appropriate insurance and maintained property protections. No single device, barrier or checklist item can make inland cyclone flooding harmless.
