Prepare for a UK winter power cut before it happens: keep a torch, spare batteries, a radio, drinking water, no-cook food and a tin opener together; charge a power bank; write down outage and emergency contacts; and make a plan for heating, medicines, medical equipment, babies, pets and neighbours. During an outage, report it to the correct network operator, avoid electrical hazards, conserve heat and follow Food Standards Agency temperature guidance rather than guessing whether food is safe.

Why a winter power cut needs a household plan

Most power cuts are local and short-lived, but the UK Prepare campaign says outages lasting several days or affecting a wider area are possible, even if unlikely. Winter makes a short interruption more difficult because homes lose electric heating controls, lighting, cooking equipment, communications and the ability to recharge devices at the same time.

“Gas ovens, boilers, heat pumps and your home internet won’t work without power.” — UK government Prepare campaign, “Power cuts”.

A mains electricity failure can also affect mobile coverage and water supplies. Treat the first few minutes as a safety and information problem, then manage warmth, food and essential equipment until the network operator restores service.

Assemble an outage kit and keep it accessible

Store the kit where everyone can reach it in the dark, not in a locked shed, loft or room that may be inaccessible. Check it before winter and after every use. The government’s broader emergency-preparedness guidance supports keeping basic supplies ready for several types of disruption.

Lighting and information

Item What to prepare Decision points
Torch One accessible battery-powered or wind-up torch, plus compatible spare batteries if it uses them. A torch is safer than relying on candles. Choose controls that every household member can operate, including children or anyone with limited dexterity.
Radio A battery-powered or wind-up radio. Check that it receives the local stations and bands you would use for outage information. Keep spare batteries if applicable.
Paper contacts Write the outage reporting number, important contacts and local radio frequencies on paper and keep them with the kit. Paper remains available if the internet, television, mobile data or a phone battery is unavailable.

Battery equipment is simple to use but depends on stored cells; wind-up equipment avoids that dependency but needs regular winding and may be harder for some people to operate. Whichever type you choose, test it in advance and keep it in a known location.

Water and food

Supply Amount or type Qualification
Drinking water At least 2.5–3 litres per person per day as a survival minimum. This figure is attributed to the World Health Organization on the UK government emergency-kit page; the page does not state a year. It is not a legal household standard.
More comfortable allowance About 10 litres per person per day. The UK Prepare campaign describes this as covering drinking plus basic cooking and hygiene. Requirements vary, and babies, pets and medical needs can require more.
Food Non-perishable food that can be eaten without cooking, with a manual tin opener. Include foods household members can actually eat, including infant or medical diets. Do not assume an electric hob, microwave or gas oven will work.

Keep bottled water in a clean, accessible place and rotate food before it reaches its use-by date. Add cups, utensils and a way to dispose of waste if your household would struggle without running water.

  • Add spare glasses, hearing-aid batteries or other items that a household member cannot easily replace during an outage.

Make the network and contact plan before winter

Identify the correct electricity operator

The electricity Distribution Network Operator (DNO) runs the local distribution network and responds to faults. It is different from the electricity retailer named on your bill. Before winter, ask your supplier or network operator which DNO serves your address and record its outage information alongside the national reporting number.

Where you are Power-cut reporting number
England, Scotland or Wales 105
Northern Ireland 03457 643643

When you report a fault, have the address, postcode, what you can see or hear, and any immediate danger ready. Follow the network operator’s updates rather than repeatedly switching appliances on to test the supply.

Register additional needs

Ask the supplier and network operator about the Priority Services Register if anyone in the household has additional needs. In Northern Ireland, the equivalent arrangements are called Customer Care Registers. Eligibility and support differ by operator, so confirm what assistance, communication or priority arrangements actually apply to your address.

Plan for digital landlines, telecare and medical equipment

If the home relies on a digital landline, telecare alarm or powered medical device, contact the relevant provider before winter. Ask how the equipment behaves during a mains failure, whether a battery or other backup is supplied, how long it lasts and what to do when it runs low. Make the plan with the care team or equipment supplier rather than improvising with an unrelated battery or extension lead.

  • Write the equipment supplier, care team and emergency contacts on paper.
  • Keep the specified backup charged and check its condition according to the provider’s instructions.
  • Know which functions remain available during a network or mobile outage and which do not.
  • Arrange a safe alternative or a welfare check if the device cannot operate for the expected duration.

Prepare the home to retain heat safely

Before winter, identify the warmest room, check that doors and windows close properly, and make sure blankets and warm clothing are easy to reach. The Met Office power-cut advice also recommends practical preparation for cold conditions.

  • Keep several layers of clothing, hats, socks and blankets available for each person.
  • Close doors to unused rooms and close curtains to retain heat.
  • Keep the household together in the warmest practical room if doing so is safe and comfortable.
  • Do not use a barbecue, camping stove or other outdoor cooking or heating appliance indoors. The Food Standards Agency notes that such equipment is generally designed for outdoor use only.
  • Follow the manufacturer’s instructions for any heater or alternative appliance, and never block ventilation or use equipment for a purpose it was not designed for.

Plan extra warmth for older adults, babies, young children and people with long-term health conditions. The government’s cold-weather guidance treats hypothermia as a medical emergency.

What to do in the first 15 minutes

  1. Check immediate safety. Look for smoke, burning smells, sparks, damaged cables or fallen lines. Keep away from fallen power lines and anything they may have energised, and call emergency services if there is an immediate danger.
  2. Get the kit and light safely. Use the torch rather than searching with an open flame. Locate the radio, power bank and paper contacts.
  3. Report the outage. Call 105 in England, Scotland or Wales, or 03457 643643 in Northern Ireland. Record the reference or instructions given and monitor the operator’s updates.
  4. Protect appliances. Turn off appliances that could create a hazard when electricity returns, such as hobs, irons and heaters. Unplug sensitive electronics if appropriate, particularly where a power surge could damage them. Leave one light switched on so you can see when power is restored.
  5. Protect chilled food. Keep refrigerator and freezer doors closed. Start noting the outage time and, if available, the temperature shown by a fridge or freezer thermometer.
  6. Conserve warmth and communications. Close unused rooms and curtains, put on layers, limit unnecessary phone use and switch to the radio if internet, television or mobile service is unavailable.
  7. Check people and animals. Contact household members, neighbours at higher risk and anyone dependent on powered equipment. Move pets, babies and other vulnerable occupants away from unsafe cold or dark areas.

Food safety during a power cut

The Food Standards Agency (FSA) published its consumer advice on 26 July 2023 for England, Northern Ireland and Wales: Food safety in a power cut – advice for consumers. Its time limits are estimates, not guarantees; appliance model, room temperature, how full the appliance is and how often doors are opened all matter.

Situation FSA estimate or instruction How to use it
Outage under 4 hours Unlikely to affect the safety of chilled or frozen food. Keep doors shut and avoid unnecessary checking.
Refrigerator May stay cold for up to 4 hours. Use a thermometer where possible rather than relying on elapsed time alone.
Full freezer Food may remain frozen for up to 48 hours. Do not open the door to inspect it unless necessary.
Half-full freezer Food may remain frozen for up to 24 hours. A less-full freezer loses cold more quickly, so keep it closed.
Normal refrigerator setting 5°C or below. This is the FSA’s normal recommendation outside a power cut.
During a power cut Food may be stored below 8°C; at 8°C or higher, food that normally needs refrigeration should be eaten within 4 hours. Apply the instruction to the food concerned and follow the FSA’s current advice for specific foods.

Do not taste food to test it, and do not use smell or appearance as a safety test. If you cannot establish a safe temperature or time, follow the FSA’s current guidance for that food rather than taking a guess. When power returns, let the refrigerator and freezer return to their normal operating temperature and check the thermometer before restocking.

People who need extra planning

Powered medical equipment and telecare

Medical and telecare planning must be device-specific. A battery that can charge a phone may not safely run a ventilator, oxygen concentrator, stair lift, monitor or alarm. Use only the backup arrangement approved by the equipment provider or clinical team, and know when to call for urgent help. The Department of Health and Social Care’s public-health advice from UK Chief Medical Officers during a national power outage provides additional context for a widespread event.

Babies and young children

  • Keep safe drinking water, nappies, wipes, warm layers and familiar no-cook food available.
  • Plan how to prepare formula or other feeds if mains water, refrigeration or sterilising equipment is unavailable; follow advice from the child’s healthcare professional.
  • Keep children away from heaters, cooking equipment, candles and electrical hazards. Use the torch and explain the household plan in age-appropriate language.

Pets

  • Store extra drinking water and food, plus medication or cleaning supplies your animal needs.
  • Plan for warmth and safe containment if doors, gates or electronic access systems stop working.
  • Do not give pets food that has been kept at an unsafe temperature or use an outdoor cooker indoors to prepare it.

Neighbours and people at greater risk from cold

Agree before winter who will check on older adults, people living alone, babies, people with long-term conditions and neighbours who may have mobility, sensory or communication needs. A short visit can establish whether they have warmth, water, food, lighting and access to essential medicines. Do not enter a property or approach a damaged electrical installation if doing so is unsafe; contact emergency services or the network operator instead.

Keep communications working when networks are unreliable

Charge phones before severe weather and keep the power bank with the outage kit. Reduce battery use by lowering screen brightness, closing unnecessary apps and using text messages when a call is not essential. Store key numbers on paper because a phone may fail, be lost or have no signal.

Use the battery or wind-up radio for local updates if internet, television or mobile service is unavailable. Mobile masts may lose power, and mains water supplies may also be affected, so do not assume that every service will continue just because the electricity fault is local.

When power returns

  1. Wait for the network operator’s confirmation or a stable supply before reconnecting equipment.
  2. Check for burning smells, heat, sparks, water damage or tripped breakers. Do not touch damaged wiring; use a qualified electrician or emergency service.
  3. Switch essential appliances on one at a time and verify that heating, refrigeration, alarms and medical equipment are operating normally.
  4. Check the refrigerator and freezer thermometer and handle food according to the FSA guidance. Dispose of food when the safety time or temperature cannot be established.
  5. Recharge the power bank, replace used batteries and restock water, food, hygiene supplies and medicines.
  6. Contact anyone you checked on during the outage and confirm that their heating, phones, telecare and medical equipment are working.

Common preparation mistakes to avoid

  • Relying on the electricity retailer for a network fault: record the DNO and the correct regional reporting number.
  • Putting the kit somewhere inaccessible: keep it in a known location that can be reached without lights.
  • Assuming a gas appliance works without electricity: boilers, heat pumps and gas ovens can depend on electrical power.
  • Opening the freezer repeatedly: every inspection loses cold and makes the FSA estimates less applicable.
  • Using an outdoor cooker indoors: camping stoves and barbecues are generally for outdoor use; follow the manufacturer’s safety instructions.
  • Planning only for an average adult: add water, food, medicines, equipment and warmth for babies, pets and anyone with additional needs.
  • Testing food by smell: use time and thermometer information and follow current FSA advice instead.
