Prepare employees for AI by changing the unit of planning from the whole job to the tasks inside it. Map which activities the system will assist, which still require human judgment, and what new checking, communication, or decision work will appear. Then involve affected employees, train them on realistic work, set rules for data and output review, and revisit the plan as the technology changes. A role can evolve substantially without disappearing.

Start with tasks, not job titles

AI rarely changes every part of a role at the same speed. A useful preparation plan identifies the work that may be assisted, augmented, or left entirely to people. This avoids the common mistake of announcing that an occupation is “automated” when only some tasks are changing.

The OECD’s 29 November 2024 analysis gives a practical example from insurance sales: after AI prioritizes customer accounts, agents may spend less time analyzing files and more time interacting with customers. The occupation remains, but its task mix changes. That shift affects training, performance measures, staffing, and how employees spend their day.

Create a task-change inventory

For each role affected by an AI system, document the current workflow and the proposed workflow. Include the purpose of each task, the information it uses, who makes the final decision, and what happens when the system is wrong or unavailable.

Task category Questions to answer Preparation implication
AI-assisted work Will the system draft, classify, rank, summarize, forecast, or search? Teach employees how to provide suitable inputs and assess the result.
Human-led work Which decisions require context, empathy, negotiation, professional judgment, or accountability? Protect time for these activities and make ownership explicit.
New control work Who checks accuracy, bias, privacy, source quality, and unusual cases? Add review procedures, escalation routes, and time for verification.
Workflow changes Will handoffs, approvals, queues, or customer communications change? Rehearse the end-to-end process, not just the software interface.

Record what the system will not do

Employees need a clear boundary around automation. State which decisions the model cannot make, which records it cannot access, and when a person must override or stop the process. A written boundary is more useful than a general instruction to “use AI responsibly.”

Explain the change and give employees a voice

People can prepare more effectively when they understand why a system is being introduced and how it will affect their work. Explain the business or service problem, the expected benefits, the tasks in scope, the decisions reserved for people, and how concerns will be handled.

Use a transparent change briefing

  1. Name the system and purpose. Describe what it does in plain language, the data it uses, and the workflow it supports.
  2. Show the affected tasks. Use the task inventory rather than implying that an entire occupation is being replaced.
  3. Define decision rights. Identify who approves outputs, handles exceptions, and remains accountable to customers, colleagues, regulators, or the public.
  4. Explain monitoring. Tell employees whether interactions, outputs, productivity, or quality indicators will be logged and how those records will be used.
  5. Provide a challenge route. Give staff a named contact and a practical way to report errors, unsafe suggestions, unfair results, privacy concerns, or workload problems.

Consult before training is finalized

Ask affected employees what tasks are most difficult, where errors would cause harm, what local knowledge the system may miss, and what support they need. Include worker representatives where they exist. Consultation should happen early enough for feedback to change the workflow and training, rather than after decisions have been made.

The OECD’s 27 March 2023 survey found that 43% of surveyed finance employers and 45% of surveyed manufacturing employers that had adopted AI said they consulted workers or worker representatives about new technologies. Those figures describe finance and manufacturing employers in the survey’s seven-country setting; they are not universal estimates. The same report found more positive worker-reported outcomes where consultation was reported, an association that does not by itself prove consultation caused those outcomes.

Set skills by role and responsibility

Do not assume that every employee needs advanced machine-learning engineering. The OECD policy brief AI and skills: What we know so far, published 5 June 2026, summarizes evidence that fewer than 1% of workers need advanced AI skills. Most workers need broader digital capability and the ability to use, analyze, and interpret data. The exact mix still depends on the system, the role, and the consequences of an error.

Core skill groups

Skill group What employees should be able to do Typical practice activity
AI literacy Explain what the system is intended to do, its limits, common failure modes, and when not to use it. Classify sample requests as suitable, unsuitable, or requiring escalation.
Digital and data skills Locate authoritative data, understand access permissions, interpret basic measures, and recognize incomplete or misleading inputs. Trace a generated recommendation back to the records and assumptions behind it.
Output evaluation Check accuracy, relevance, completeness, bias, tone, and evidence before acting or sharing. Compare system outputs with known cases and document corrections.
Problem solving Investigate exceptions, reformulate a request, seek additional information, and choose a safe fallback. Work through a failed or ambiguous case without bypassing controls.
Adaptability and resilience Learn revised workflows, recover when a tool is unavailable, and manage changing responsibilities. Switch to the approved manual process during a simulated outage.
Human agency and interaction Use empathy, judgment, negotiation, creativity, and accountability where people are affected. Role-play a conversation in which an employee explains and corrects an AI-assisted decision.

The International Labour Organization’s 13 August 2026 discussion of skills in the age of AI highlights AI literacy, adaptability, resilience, and human agency. OECD material also points to data interpretation, problem solving, creativity, and innovation. Treat these as capability areas to translate into role-specific behaviors, not as a generic course syllabus.

Use exposure and consequence to set depth

A customer-support agent who uses AI to draft low-risk replies needs a different depth of training from a clinician, benefits assessor, or fraud investigator whose decisions can materially affect people. Rate each task by the system’s autonomy, the sensitivity of its data, the cost of an error, and the number of people affected. Assign deeper practice, tighter review, and more frequent certification where the risk is higher.

The OECD’s 29 November 2024 vacancy analysis found that, in the occupations it identified as most exposed to AI, 72% of vacancies demanded at least one management skill, 67% at least one business skill, and 58% at least one digital skill. These percentages describe vacancies in those exposed occupations, not a universal requirement for every worker. They support a balanced plan that develops coordination and judgment alongside digital capability.

Build training around real work

Training is most useful when employees can apply it immediately to their own tasks. The England-specific Employer guide: What works for AI upskilling in the UK, published by Skills England and the Department for Work and Pensions on 10 June 2026 and updated 27 July 2026, cautions that training can be too general or so focused on a tool that staff struggle to apply it on the job. Its practical message is concise: “Good, targeted training can help take that step.” The guide applies to England; other jurisdictions may have different legal, consultation, and data requirements.

Separate three kinds of learning

  • Technical skills: operating the approved application, choosing inputs, managing versions, interpreting confidence or uncertainty indicators where available, and using the fallback process.
  • Responsible and ethical skills: protecting personal and confidential information, checking for bias and discriminatory effects, recording important decisions, explaining AI involvement when required, and escalating unsafe or unlawful behavior.
  • Non-technical skills: communication, critical thinking, creativity, collaboration, resilience, and judgment in situations where the system cannot understand context.

A practical training sequence

  1. Orient employees to the workflow. Demonstrate the current process, the changed process, and the reason for the change.
  2. Teach the minimum operating steps. Use the organization’s approved tool, permissions, templates, and naming conventions.
  3. Practice evaluation. Give learners realistic outputs containing different kinds of errors, omissions, unsupported claims, or inappropriate wording.
  4. Rehearse exceptions. Include ambiguous requests, missing data, conflicting instructions, privacy-sensitive material, and a complete tool failure.
  5. Apply the skill to live work under supervision. Let employees perform a real task while a qualified reviewer checks the process and the result.
  6. Confirm competence. Assess the behavior that matters—safe, accurate completion of the task—not attendance at a presentation.

Make learning accessible across the workforce

Offer short reference guides, demonstrations, practice sessions, and a way to ask questions after formal training. Schedule sessions across shifts, provide accessible formats, and avoid assuming that job grade or age predicts digital confidence. Contractors, temporary staff, and new hires need a clear route to the same safeguards when they use the system.

Set responsible-use and data safeguards

Training cannot compensate for unclear controls. Publish a concise standard for acceptable use and connect it to existing privacy, security, records-management, equality, and professional rules.

Minimum employee rules

  • Use only approved systems and accounts for work data.
  • Do not paste confidential, personal, restricted, or commercially sensitive information into a system unless the organization has explicitly authorized that data flow.
  • Check important outputs against authoritative records or sources before relying on them.
  • Do not represent generated text, images, analysis, or decisions as independently verified when they have not been checked.
  • Escalate suspected discrimination, unsafe recommendations, privacy incidents, security issues, fabricated information, or unexplained changes in system behavior.
  • Keep the human decision-maker identifiable for consequential decisions.
  • Record material corrections, overrides, and the reason for them where the workflow requires an audit trail.

OECD guidance discussed in AI and skills: What we know so far places training alongside social dialogue, transparency, explainability, accountability, safety, worker privacy, and efforts to avoid biased or discriminatory results. Treat these as connected controls: an employee cannot explain a decision if the system’s role is hidden, and cannot protect privacy if the approved data boundaries are unclear.

Define escalation levels

Situation Immediate action Owner
Minor factual or formatting error Correct it, record the correction if required, and continue only after review. Trained employee or team reviewer
Uncertain, incomplete, or conflicting output Pause the case and obtain authoritative information or specialist review. Named subject-matter expert
Possible privacy, security, discrimination, or safety incident Stop use, preserve relevant records, and follow the incident procedure. Privacy, security, compliance, or safeguarding lead
System-wide drift or repeated failure Withdraw or limit the workflow until the system owner investigates. Business owner with technical and risk functions

Support managers and redesign team workflows

Managers translate policy into daily behavior. Give them a separate briefing on how work will be allocated, how quality will be judged, and how to respond when an employee challenges an output. A manager should never pressure staff to accept an AI result simply to meet a throughput target.

Change performance measures carefully

If AI reduces time spent on drafting or searching, do not measure success only by the number of cases completed. Add quality, rework, customer outcomes, appropriate escalation, and learning indicators. Otherwise employees may skip verification or avoid reporting problems.

Preserve time for human work

When automation removes routine analysis, deliberately allocate the recovered capacity to customer interaction, investigation, coaching, creative work, or improvement projects. If the organization fills every saved minute with more volume, employees may experience AI as an intensifier rather than support.

Measure readiness without pretending to prove impact

Use a small dashboard that shows whether people can perform the changed work safely. Separate adoption measures from outcome measures, and investigate unexpected results rather than treating a high usage rate as success.

  • Coverage: percentage of affected employees who completed role-specific practice and assessment.
  • Capability: pass rates on output evaluation, data handling, exception management, and fallback exercises.
  • Quality: correction rates, rework, unsupported claims, complaints, and missed escalations.
  • Safety and fairness: privacy incidents, security events, bias reports, and time to resolve them.
  • Employee experience: confidence, perceived workload, clarity of accountability, and whether people feel able to challenge the system.
  • Operational value: cycle time, service quality, capacity released for higher-value work, and customer or colleague outcomes relevant to the role.

Do not claim that a particular course or consultation method guarantees a specific result. The available OECD evidence supports training and consultation as preparation approaches, while outcomes still depend on the system, work design, workforce, and local rules.

Refresh the plan as the system and work change

AI tools, prompts, data sources, interfaces, and policies can change faster than annual training cycles. Assign an owner for the role profile and review it whenever the system changes materially, a new data source is connected, an incident occurs, or employees report that the workflow no longer matches reality.

Use a continuous learning loop

  1. Collect employee questions, corrections, overrides, incidents, and examples of good practice.
  2. Review whether errors come from the model, the data, the instructions, the interface, or the surrounding process.
  3. Update job aids, examples, permissions, and escalation routes.
  4. Retrain only the people and tasks affected, while keeping a record of the current version.
  5. Reassess the task inventory and performance measures after implementation.

The OECD’s 2023 employer survey reported that 64% of surveyed finance employers and 71% of surveyed manufacturing employers addressed changing skill needs through retraining or upskilling internal talent. More than half of surveyed workers using AI said their company had provided or funded AI-related training. These are sector- and survey-specific findings, not guarantees that training was effective; they do show why internal upskilling should be planned as an ongoing capability rather than a one-time launch event.

Failure: buying generic prompt training

Fix: use the organization’s real records, cases, approval paths, and risk scenarios. Assess whether employees can complete the task safely, not whether they can recite features.

Failure: consulting after implementation

Fix: involve employees and representatives while the workflow, safeguards, and training are still changeable.

Failure: treating responsible use as a disclaimer

Fix: specify prohibited data, review obligations, escalation contacts, logging requirements, and consequences for bypassing controls.

Failure: training users but not managers

Fix: brief managers on accountability, workload, quality measures, and how to respond to a challenge or suspected incident.

Failure: never updating the course

A 90-day implementation outline

Days 1–30: understand and involve

  • Identify the AI system, owner, purpose, data flows, and affected roles.
  • Map tasks, decisions, handoffs, risks, and fallback procedures.
  • Interview employees and representatives; collect concerns and examples.
  • Publish a plain-language change briefing and provisional boundaries.

Days 31–60: design and practice

  • Translate each role’s task changes into technical, responsible-use, and non-technical capabilities.
  • Create realistic exercises, answer keys, escalation scenarios, and accessible job aids.
  • Train managers and reviewers before broad deployment.
  • Pilot the workflow with supervised employees and adjust it using their feedback.

Days 61–90: deploy and learn

  • Assess competence on real or faithfully simulated work.
  • Launch with visible support, monitoring, and a documented incident route.
  • Review quality, safety, workload, and employee-experience indicators.
  • Schedule the next review and assign ownership for updates.

How to choose a training option

Compare courses or internal programs against the work employees must perform, not against feature lists. A suitable option should map to actual tasks, include responsible use and data handling, provide supervised practice, offer feedback and post-training support, work for different roles and accessibility needs, and explain how content will be refreshed as the organization’s AI use evolves. The available guidance does not establish one universally best provider or course.
