Prepare each storefront as a separate release workstream under one shared production plan. Xbox approval, a shared codebase, or a successful launch on one platform does not automatically satisfy another platform’s partner, technical, rating, store, or review requirements.
Start by defining the release you are actually building
Before assigning dates, list every intended platform and storefront separately. For example, distinguish Xbox console from Xbox on PC or Microsoft Store, and list PlayStation, Nintendo platforms, and Steam as their own targets. The official onboarding paths differ, so each target needs its own owner, requirements, and milestones.
For each target, record the intended regions and languages; launch timing; online and multiplayer features; cross-play; cross-progression; cloud saves; account linking; shared purchases or entitlements; and support plans. These decisions affect implementation, agreements, ratings, store materials, and testing. If any feature or territory is still undecided, mark it as an open decision rather than treating it as included by default.

Secure partner access before the schedule depends on it
Partner registration, agreements, concept approval, and access to platform resources are dependencies—not administrative tasks to leave until the build is nearly finished. Start them early, assign an owner for each platform, and track access milestones alongside engineering work. Do not assume a studio’s access for one platform grants access to another.

Xbox console
Follow the ID@Xbox onboarding sequence: register as a partner, complete the NDA and required agreement and Partner Center enrollment, provide business details, and submit the game concept. Plan platform-specific work around approval and access to the relevant GDK and publishing resources; the ID@Xbox concept-submission guidance describes the onboarding path.
PlayStation, Nintendo, and Steam
For PlayStation, allow time for partner registration and approval and the Global Developer and Publisher Agreement before planning on access to the development ecosystem. For Nintendo, register in its Developer Portal and account for the publishing agreement and review. For Steam, complete Steamworks partner onboarding, product setup, and the required distribution agreement steps. Build a platform matrix for features and technical work
Use one shared matrix to expose where implementations or policies may diverge. Record the target build and input needs; performance goals; save behavior; account linking; online services; achievements or trophies; accessibility; multiplayer; and any entitlements or downloadable content. The exact requirements depend on the game and platform, and many details require access to platform documentation, so treat the matrix as a planning tool—not a substitute for each platform’s current technical requirements.
Cross-platform features deserve explicit design and policy review. Microsoft’s developer guidance calls out cross-play and cross-progression, while its store policy addresses cross-platform shared or roamed digital content. Confirm the current requirements with every affected platform before promising a feature or designing around a particular entitlement model. See Microsoft’s developer guidance.

- Define where player identity and account linking are handled, and what happens if a player declines to link accounts.
- Specify whether progression, saves, purchases, and downloadable content are platform-local or shared, including how ownership is checked.
- Document multiplayer compatibility, cross-play boundaries, and platform-specific online dependencies.
- Track each platform’s achievements, accessibility, input, and performance work separately until its documentation confirms the applicable requirements.
Prepare ratings, store pages, and regional release details
For every storefront, track age-rating steps, territory availability, localization, store copy, screenshots, trailers, accessibility information, pricing, and release configuration. These are separate decisions: an age-rating route or regional availability on one platform does not establish the same result on another.
Nintendo’s FAQ says developers of digital-only titles can use IARC to retrieve an age rating at no fee in participating countries. Check the FAQ and the platform’s current requirements for the intended territories; the stated availability is not universal. Other platform rating routes are not established here, so verify them directly with the relevant platform rather than assuming they match Nintendo’s process.

Schedule submissions and launch dates around review
Keep a submission, testing, and review milestone for every platform. A single “certification date” in the master schedule hides the fact that reviews are separate and may not finish together. Build contingency into each platform’s release plan, and do not make a simultaneous-launch promise until the dependencies support it.

- Set build and feature gates. Track the platform-specific builds and the completion of shared features such as cross-play or cross-progression.
- Set store and rating gates. Give each storefront its own owner and milestones for ratings, regional setup, localized copy, and assets.
- Set submission and review windows. Allocate separate time for each platform’s submission and review, then keep room for fixes and resubmission.
- Set launch commitments only after dependencies clear. Microsoft advises against public Xbox release-date announcements before certification passes. Steam’s documented 30-day wait begins when its app fee is paid, so incorporate that separate constraint into the Steam schedule and verify current instructions before committing.

Coordinate launch without assuming platform parity
Use a shared calendar for cross-team visibility, but preserve separate storefront release controls, patch plans, support routes, and policy checks. Do not promise simultaneous availability, cross-buy, cross-save, or shared entitlements until the relevant agreements, platform rules, and implementation are confirmed. Platform-specific launch control follows from the distinct publishing processes and the need to check cross-platform content requirements.
