A useful vulnerability disclosure policy (VDP) tells security researchers exactly what they may test, how to report a flaw, what your team will do with the report, and when coordinated disclosure can occur. Prepare it by inventorying the products you control, defining precise scope and prohibited activity, writing a good-faith authorization and legal-protection section, establishing a monitored intake channel, documenting triage and remediation commitments, and publishing the policy where researchers can find it. CISA’s federal template is a strong starting point, but private software companies must adapt it to their products, jurisdictions, customers, and response capacity.
What a vulnerability disclosure policy is—and what it is not
A VDP is the public operating agreement between a software maker and independent security researchers. It answers four practical questions:
- What may be tested? The policy identifies covered products, versions, environments, domains, APIs, mobile applications, source repositories, and other assets.
- How should testing be performed? It describes authorized research, prohibited actions, safety limits, and how to stop if testing could affect users or expose sensitive data.
- How is a report submitted? It provides a stable, monitored channel and tells researchers what technical and impact information to include.
- What happens next? It sets expectations for acknowledgment, validation, risk prioritization, remediation updates, and coordinated disclosure.
A VDP is not a bug bounty promise, a guarantee that every report will receive a reward, or a substitute for incident-response and vulnerability-management procedures. It is also not automatically a legal shield in every jurisdiction. Authorization and safe-harbor wording should be reviewed by counsel who understands the company’s products, customers, and operating locations.
Understand the legal and policy context before drafting
CISA’s federal requirement is not a universal private-company mandate
CISA’s Binding Operational Directive 20-01 required covered federal civilian executive-branch agencies to create and publish VDPs for internet-accessible systems and services and to maintain supporting processes. That directive applies to the specified federal agencies; it does not make a VDP a blanket statutory requirement for every private software company.

Separate guidance is relevant to manufacturers. CISA and the FBI’s Product Security Bad Practices, issued in January 2025, recommends that software manufacturers publish an in-scope VDP, authorize public testing, provide good-faith legal protection, offer a clear reporting channel, permit public disclosure consistent with coordinated-vulnerability-disclosure practices and international standards, and remediate valid reports in a timely, risk-prioritized way. Treat those recommendations as a design benchmark, not as a statement that every clause is legally mandatory.
Use CISA’s template as a starting point, not a copy-and-paste policy
CISA’s vulnerability-reporting guide includes a VDP template designed around a large federal agency. CISA notes that smaller or less complex organizations may use a less detailed policy and strongly recommends retaining the template’s Authorization language. A product company should replace agency systems, contacts, and processes with the products and workflows it actually controls. Remove drafting instructions before publication, and have counsel review the final text.
Step 1: Inventory what your organization can authorize
Start with an ownership and support inventory. You can authorize research only over assets your organization owns or has authority to operate. Create a working list before writing public scope.
Recommended Free Tools
Record products and versions
- Product names, editions, deployment models, and currently supported versions.
- Public websites, API hostnames, package registries, mobile applications, desktop clients, update servers, and documentation portals.
- Cloud environments or test tenants that the company operates and can monitor.
- Source repositories or sample code that are intentionally open to testing.
- Legacy versions that remain supported, if reports against them can be acted on.
Separate company assets from customer and third-party systems
Customer installations, customer data, reseller infrastructure, payment processors, identity providers, open-source dependencies, and hosting providers may not be yours to authorize. List them as out of scope unless you have explicit contractual authority. If a researcher finds a flaw in a dependency or service, explain how to notify you without implying that your policy authorizes testing that third party.
Assign an accountable owner
Name the team responsible for keeping the inventory and policy current. Security, product security, or a designated vulnerability-coordination function can own it; the important point is that ownership is explicit, monitored, and backed by an escalation path to engineering, privacy, legal, and communications staff.
Step 2: Define scope that a researcher can follow
Scope is the part of a VDP that determines whether a researcher can reasonably know they are authorized. Use concrete identifiers rather than broad phrases such as “our services.” State whether scope covers production, staging, demo tenants, downloadable binaries, hardware, or only a particular version range.

Describe in-scope assets precisely
| Scope element | Useful policy detail |
|---|---|
| Products | Product name, edition, platform, and supported release branches. |
| Network assets | Exact domains, subdomains, IP ranges, API endpoints, or a maintained asset list. |
| Applications | Official package identifiers for mobile or desktop applications and supported versions. |
| Environments | Production, sandbox, test tenant, or other environment; state which are excluded. |
| Interfaces | Web UI, API, authentication flows, update mechanisms, command-line tools, or integrations. |
| Time limits | Whether authorization applies continuously, only while a version is supported, or during a named program. |
List exclusions and boundaries
Identify assets that are not authorized, including customer-controlled instances, third-party services, denial-of-service testing, social engineering, physical intrusion, spam, destructive data changes, and automated traffic that could degrade availability. Do not rely on a generic “all illegal activity is prohibited” sentence; describe the technical actions that could harm users or systems.
Give researchers a safe stopping rule
Tell researchers to minimize access to personal or confidential information, avoid copying more data than needed to demonstrate impact, stop testing if they encounter sensitive information or service disruption, and notify you promptly. These are prudent operational controls that should be tailored to your product and threat model; CISA’s materials do not prescribe one mandatory sentence for every company.
Step 3: Write authorization and good-faith protection in plain language
The authorization section should connect permission, conditions, and legal posture. A researcher should not have to infer whether the company considers a permitted test unauthorized access.
State the permission granted
Explain that the company authorizes security research against the listed assets when the researcher follows the policy, stays within scope, avoids prohibited actions, and stops when requested or when safety limits are reached. Clarify that authorization does not extend to customer systems, third-party infrastructure, or assets added to a product without a corresponding policy update.
Explain the good-faith legal posture
Following CISA’s recommendation, state that the organization does not intend to recommend or pursue legal action against a researcher who conducts testing in good faith and in accordance with the policy. Define the limits: the commitment applies only to activity within scope and within the stated conditions; it does not waive rights against fraud, extortion, theft, privacy violations, service disruption, or other conduct outside the policy. Counsel should adapt this language for the jurisdictions in which the company operates and for contractual obligations to customers and partners.
Do not overpromise
A VDP cannot bind a court, regulator, customer, or third-party provider that is not a party to it. Avoid claiming immunity from every law or promising that no legal process will ever occur. Use a precise, good-faith commitment that your organization can honor and explain how a researcher can raise a dispute about an apparent policy violation.

Step 4: Build a reporting channel that your team can monitor
Publish one primary channel, such as a dedicated security email address or web form, and monitor it continuously enough to meet the response expectations in the policy. A channel that nobody checks is worse than a shorter policy with an honest response commitment.
Choose the intake mechanism
- Dedicated email: Simple to launch and suitable for a small program, provided access is limited and the mailbox is monitored.
- Web form: Can enforce required fields, attach files, and route reports into a ticketing workflow.
- Managed disclosure platform: May add researcher communication, triage, coordination, and workflow integrations, but introduces vendor cost, data-processing questions, and dependency on another service.
Where feasible, offer a way to exchange sensitive details securely rather than asking researchers to send credentials, personal data, or exploit code in ordinary email.
Tell researchers what to include
CISA’s VINCE-NT reporting form provides practical examples of the information that makes a report actionable. Ask for:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Affected product, component, and version or release channel.
- A concise report title and description of the suspected vulnerability.
- Reproducible steps, test conditions, and a proof of concept when safe to provide.
- Security impact, including what an attacker could read, change, execute, or bypass.
- Relevant logs, screenshots, request samples, or minimal test accounts, with secrets removed.
- The researcher’s preferred contact method and any deadline or coordination concern.
Do not make a field mandatory if your team cannot explain why it is needed. A report that lacks one optional field should still be triaged.
Step 5: Document what happens after submission
Your public promises should match an internal workflow. CISA recommends timely, risk-prioritized remediation; it does not require every organization to publish one universal fix deadline. Set measurable acknowledgment and update targets only when the team can meet them.
Acknowledge receipt
Describe how the researcher knows the report arrived and the normal acknowledgment window. If an automated receipt is used, state that it confirms delivery, not validation or acceptance. Provide a case identifier and a channel for follow-up.

Validate and reproduce
Assign a technical owner to confirm the affected version, reproduce the behavior, check whether it is already known, and identify dependencies or customer configurations. Ask for clarification through the same case rather than requiring a new submission.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Prioritize risk
Explain that triage considers exploitability, authentication requirements, affected versions, exposure, confidentiality, integrity, availability, compensating controls, and the number and sensitivity of affected users. A lower-severity issue may be scheduled behind an actively exploited or broadly exposed flaw. Avoid promising a severity score or fix date before validation.
Remediate and communicate
Track a fix, mitigation, configuration change, or customer advisory through release. Tell the researcher when the assessment changes, when a mitigation is available, and when a corrective release is planned if sharing that information does not increase risk. If you close a report as out of scope, duplicate, or not reproducible, explain the reason and provide a path for additional evidence.
Coordinate disclosure
State that the company seeks coordinated public disclosure with the reporter and affected parties. Discuss a target date after a fix or mitigation is available, but do not publish a fixed deadline unless your engineering, support, communications, and legal teams can reliably meet it. Explain how exceptions are handled for active exploitation, unresolved downstream dependencies, customer notification, or safety concerns. If the researcher and company disagree, identify an escalation contact and continue technical dialogue in good faith.
Step 6: Decide whether internal intake or a managed platform fits
CISA’s federal VDP Platform FAQ describes a centrally managed software-as-a-service model for agencies. That example demonstrates a service pattern, not an endorsement of a commercial provider. Compare your options against the work your team must actually perform.

Step 7: Add privacy, confidentiality, and evidence-handling rules
Reports can contain personal data, credentials, proprietary code, exploit details, or customer information. Tell researchers what not to submit, such as real passwords or unnecessary personal records, and explain how your team handles information that is nevertheless received.
- Restrict report access to staff who need it for validation, remediation, legal, privacy, or communications work.
- Store attachments and conversation history in systems with appropriate access control and retention settings.
- Redact secrets and minimize copied production data during reproduction.
- Explain whether the reporter’s identity will be shared with engineering, affected customers, vendors, or law enforcement, and under what circumstances.
- Provide a secure method for deleting or replacing sensitive attachments when practical.
Coordinate these statements with your privacy notice, incident-response plan, employee access rules, and contractual duties. Do not promise absolute confidentiality if disclosure may be required by law or necessary to protect users.
Step 8: Publish the policy where researchers will find it
Use a stable public webpage with a memorable path, readable headings, a publication date, a policy owner, and a revision history. Link to that page from your security.txt or equivalent product-security contact information. CISA’s federal template says the policy webpage location should be specified in security.txt; CISA’s Secure by Design pledge also gives machine-readable policy descriptions as an example.

- Place a “Security,” “Report a vulnerability,” or equivalent link in the product website footer and documentation.
- Ensure the page is accessible without an account and works on mobile devices.
- Keep the reporting address or form stable; if it changes, preserve forwarding and update every published reference.
- Make scope and authorization visible before a researcher has to submit a report.
- Publish the policy in a format that can be read by people and parsed by automated tools.
Step 9: Operate and maintain the policy
A VDP is an operating process, not a one-time webpage. Test the intake channel, review queue ownership, and confirm that on-call staff know how to escalate an urgent report. Review the policy when you launch a product, retire a version, change hosting, replace the reporting channel, alter legal entities, or lose response capacity.
At least once per review cycle, verify that:
- Every listed asset still exists and is owned or authorized by your organization.
- Excluded assets and customer boundaries remain accurate.
- The reporting channel is monitored and can accept attachments securely.
- Engineering, privacy, legal, support, and communications contacts are current.
- Published response targets reflect actual staffing and release processes.
- Researchers can find the policy from your website and
security.txt. - The revision history records what changed and when.
A product-specific VDP outline you can adapt
The following structure covers the decisions a product team normally needs to publish. Replace the explanatory notes with your own facts, and remove any drafting notes before publication.
1. Purpose
Explain why the policy exists and identify the policy owner.
2. Covered products and assets
List products, versions, domains, applications, APIs, and environments in scope.
Identify customer-controlled and third-party assets that are excluded.
3. Authorized good-faith testing
State the permission granted, required conditions, safety limits, and prohibited actions.
4. Good-faith legal protection
Describe the organization’s intent not to pursue legal action for research that follows
this policy, and define the limits of that commitment.
5. Reporting channel
Provide the monitored email address or form and a secure method for sensitive details.
List the product, version, description, reproduction steps, proof of concept, and impact
information that helps the team investigate.
6. Our response
Explain acknowledgment, validation, risk prioritization, remediation updates, and
what happens when a report is out of scope, duplicated, or not reproducible.
7. Coordinated disclosure
Describe how publication dates, downstream notifications, exceptions, and disagreements
will be coordinated with the reporter and affected parties.
8. Privacy and information handling
Explain access, retention, confidentiality limits, and handling of submitted data.
9. Ownership and revisions
Give the policy owner, publication date, revision history, and current contact details.
Final pre-publication checklist
- Scope: Can a researcher identify the exact products, versions, hosts, applications, and environments they may test?
- Boundaries: Are customer systems, third parties, destructive tests, denial-of-service, social engineering, and sensitive-data handling addressed?
- Authorization: Does the policy clearly grant permission for good-faith, in-scope research?
- Legal protection: Does the safe-harbor language state its conditions and limits and have appropriate legal review?
- Intake: Is one monitored reporting channel prominent, stable, and capable of receiving evidence securely?
- Workflow: Are acknowledgment, validation, prioritization, remediation, updates, and escalation assigned to real people and systems?
- Disclosure: Does the policy support coordinated publication without an unrealistic universal deadline?
- Privacy: Are submitted secrets, personal data, identity, retention, and confidentiality limits covered?
- Discovery: Is the webpage linked from the product site and
security.txtor an equivalent contact record? - Maintenance: Is there an owner, publication date, revision history, and a schedule for checking that the policy still matches operations?
A policy that is precise, monitored, and honest about its limits gives researchers a lawful path to help and gives your engineering team a manageable way to turn reports into risk reduction. CISA’s federal template, the 2025 CISA–FBI manufacturer guidance, the Secure by Design pledge, and the VINCE-NT report fields provide useful reference points; the final policy must reflect your own products, authority, capacity, and legal advice.
