Start with an inventory, not an algorithm choice. Find every public-key operation in your application and its dependencies, classify whether it performs digital signing or key establishment, then test suitable post-quantum implementations through your real wallet, transaction, node, and network stack. Finally, separate changes your team can ship in application code from transaction, virtual-machine, wallet, validator, or consensus changes that require the target network’s own specification and governance process.
NIST has finalized three relevant post-quantum standards: ML-KEM for key establishment, ML-DSA for digital signatures, and SLH-DSA for digital signatures. NIST advises organizations to begin applying these standards now, while its transition planning points to 2035 as the planned endpoint for removing quantum-vulnerable algorithms from NIST standards. That is a standards-transition timeline, not a universal blockchain activation date.
What post-quantum preparation means for a blockchain application
A blockchain application can depend on public-key cryptography in more places than transaction signatures. Wallet authorization, account recovery, service-to-service authentication, validator or node identity, API certificates, encrypted connections, custody systems, hardware modules, bridges, relayers, and client libraries may all use public-key algorithms. A migration that changes only one signing function can leave another exposed component unchanged.
Quantum risk is also not a single failure mode. A digital signature protects authorization and authenticity. A key-establishment mechanism creates or protects a shared secret for an encrypted connection. Those functions use different standards and require different integration work. Treating “post-quantum” as one drop-in algorithm is a common planning error.

NIST’s PQC migration FAQ and migration project organize the work around cryptographic visibility, risk management, interoperability, benchmarking, and staged migration. Apply that same structure to your blockchain deployment.
Build a complete cryptographic inventory first
Do not select ML-DSA, SLH-DSA, ML-KEM, or another candidate until you know what your system is protecting. The inventory should cover production and development paths, including code that is invoked indirectly by a library or managed service.
Inventory scope
- Transaction authorization: account keys, externally owned accounts, multisignature policies, smart-contract authorization, offline signing, and transaction replacement flows.
- Wallet and custody: seed derivation, key generation, hardware-backed keys, backup files, social recovery, key rotation, and recovery ceremonies.
- Application identity: API clients, service accounts, deployment keys, administrator certificates, and machine-to-machine authentication.
- Node and validator services: peer identity, remote procedure call authentication, validator signing, consensus-message signing, and operator access.
- Network protection: TLS or other secure-channel handshakes, VPN or tunnel authentication, bridge connections, relayers, and message queues.
- Dependencies: cryptographic libraries, wallet SDKs, signing middleware, hardware security modules, cloud key services, operating-system providers, and browser or mobile cryptography APIs.
- Data at risk: assets, permissions, identities, long-lived encrypted records, and public keys that may be collected now and attacked later.
Record decisions in a usable register
For each cryptographic use, record the algorithm and mode, implementation and version, key owner, protected asset or operation, public-key exposure, expected lifetime, deployment locations, dependent protocols, replacement difficulty, and an accountable team. Include whether a key is reused across chains or environments. A register that names only “wallet crypto” is not actionable; the owner must be able to locate the exact code path and upgrade boundary.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches| Inventory field | Question to answer | Why it matters |
|---|---|---|
| Cryptographic function | Is this a signature, key establishment, encryption, hashing, or key derivation operation? | Different functions map to different post-quantum standards and migration tests. |
| Algorithm and provider | Which algorithm, library, service, and version perform it? | Support and security properties depend on the concrete implementation, not its label. |
| Key owner | Who can authorize, rotate, revoke, or recover the key? | Migration requires an operational owner and a safe change window. |
| Exposure and lifetime | Is the public key visible on-chain or on the network, and how long must the protected asset remain safe? | Public exposure and long-lived value affect priority. |
| Protocol dependency | Can the application change this component, or does a chain, wallet, node, or standard constrain it? | It identifies work that needs an external release or governance decision. |
| Replacement path | Can keys rotate, can accounts migrate, and can old and new formats coexist? | These answers determine sequencing, compatibility windows, and recovery plans. |
Prioritize systems by impact and replacement difficulty
After discovery, rank entries rather than attempting a simultaneous rewrite. Put the highest priority on keys that authorize valuable or irreversible actions, are exposed for long periods, protect long-lived data, or sit in components with slow release cycles. A validator or custody integration that takes a year to replace may deserve earlier engineering attention than a low-value internal test account, even if both use the same algorithm.

NIST’s transition work says high-risk systems are expected to move earlier than the general 2035 endpoint. The endpoint appears in NIST’s transition guidance, including the initial public draft of IR 8547; it should not be converted into a blockchain-specific deadline. A chain may adopt compatible primitives sooner, later, or not at all.
A practical priority score
- Impact: What is the maximum loss if an authorization, identity, or encrypted secret is compromised?
- Exposure: Is the public key already visible, published in transaction history, or exchanged with untrusted peers?
- Longevity: Must the asset, record, or authorization remain confidential or valid for years?
- Change latency: How long do you need to update wallets, hardware, contracts, SDKs, nodes, or governance?
- Migration complexity: Can users rotate keys without losing access, and can old and new clients interoperate?
Keep the score and its assumptions in the register. Revisit it when a chain changes its transaction rules, a library adds support, or an asset’s value and lifetime change.
Match each use to the correct post-quantum function
NIST’s finalized standards distinguish key establishment from digital signatures. The following mapping is the starting point for design discussions, not proof that a particular blockchain accepts any of these schemes.

| FIPS 203 ML-KEM | Key-encapsulation mechanism for establishing a shared secret | Secure service connections, node channels, bridge links, or other protocols that negotiate encryption keys | Confirm that the actual transport protocol, libraries, peers, and hardware can negotiate and validate ML-KEM. |
| FIPS 204 ML-DSA | Digital signature scheme | Transaction authorization, service identity, administrative signing, or application-level attestations | Confirm transaction encoding, verification rules, wallet support, and chain acceptance before assigning it to user accounts. |
| FIPS 205 SLH-DSA | Digital signature scheme | Signature use cases where its standardized hash-based design fits the threat, performance, and implementation requirements | Evaluate key and signature handling, transaction limits, fee effects, and available implementations on the target deployment. |
The standards establish algorithm specifications; they do not add new transaction types or alter a chain’s consensus rules. The NIST Post-Quantum Cryptography project identifies the standards and transition context. Your implementation review must still verify parameter sets, approved libraries, side-channel protections, random-number generation, serialization, and update support.

Benchmark the complete transaction and connection path
Algorithm-level speed claims are insufficient for blockchain engineering. A larger public key or signature can affect transaction size, block limits, calldata limits, network propagation, storage, and fees. Verification work can affect node capacity, wallet responsiveness, relayer queues, and validator operating margins. Measure those effects in the deployment stack you actually operate.
Signature-path tests
- Generate test keys with the exact library, parameter set, and key-storage provider proposed for production.
- Sign and verify representative transactions, including multisignature and contract authorization paths where applicable.
- Encode and decode the signature through the wallet SDK, transaction serializer, node software, relayer, and any hardware or custody boundary.
- Measure public-key and signature payload sizes, signing latency, verification latency, memory use, throughput, and failure behavior.
- Submit transactions to a controlled network or test environment and measure propagation, inclusion limits, replacement behavior, and fee impact.
Key-establishment tests
- Exercise the real handshake used between services, nodes, bridges, or APIs rather than testing a standalone KEM call.
- Measure handshake size, round trips, CPU and memory cost, connection setup time, session resumption, and behavior under packet loss or peer incompatibility.
- Test certificate or identity binding, downgrade resistance, logging, key rotation, and incident revocation.
NIST explicitly includes interoperability and benchmarking in its migration work. Its publications do not provide a universal blockchain benchmark that can replace these measurements, so publish your test conditions with every result: chain and client versions, hardware, parameter set, transaction shape, concurrency, and whether the result came from a laboratory or production-like environment.
Separate application changes from chain-level changes
Your team can usually change application-side service authentication, supported wallet formats, key-storage policies, and internal signing workflows. It cannot unilaterally change a public chain’s consensus rules. A chain-level migration may require a new transaction type, virtual-machine precompile, address or account format, validator update, wallet release, node deployment, and a formal governance decision.
For each target network, create a dependency map that identifies which organization controls the specification, client releases, wallet standards, validator software, and activation process. Treat a draft, discussion, or test implementation as an input to planning, not as an available production feature. Record the exact version and activation status your release depends on.

What the Bitcoin proposals do—and do not—show
Bitcoin illustrates why application planning must not be confused with protocol adoption. The draft BIP 360 proposes Pay-to-Merkle-Root (P2MR), an output type that removes Taproot’s key-path spend. Its draft describes reducing long-exposure risk for exposed elliptic-curve public keys and potentially providing a foundation for future post-quantum signatures.
P2MR is not itself a post-quantum signature scheme. The draft explicitly says it does not protect against short-exposure attacks while a transaction is waiting in the mempool, and it does not introduce post-quantum signatures. It is therefore a mitigation proposal, not a complete migration.
Draft BIP 361 describes a post-quantum migration and a proposed sunset for legacy signatures. Its phases depend on a post-quantum output type and remain proposal details. The Bitcoin Improvement Proposals repository cautions that publication means a proposal met repository editorial criteria; it does not mean the idea has community consensus or is about to be adopted.

Design wallet, account, and key migration deliberately
A cryptographic upgrade is also an account-lifecycle project. Decide how users and operators obtain new keys, how old keys remain readable during a compatibility period, and what happens if a migration is interrupted.
Key and account questions to resolve
- Can an existing account attach a new post-quantum key, or must assets move to a new address or account?
- Will transactions accept one signature, multiple signatures, or a transition combination?
- How are seeds, backups, recovery phrases, and hardware-protected keys generated and stored for the new scheme?
- Can users verify that a migration transaction reached the intended destination before retiring the old key?
- How do multisignature policies, timelocks, social recovery, and delegated permissions change?
- How are lost, compromised, or partially migrated keys handled without creating an irreversible lockout?
Build migration tooling that displays the old and new authorization state, validates chain-specific rules, requires explicit confirmation, and produces an auditable record. Never destroy or revoke an old key solely because a new key was generated; retire it only after the account state, backups, and recovery path have been verified.
Use a staged migration roadmap
A staged plan lets you learn from interoperability failures without making an irreversible protocol or custody change.
- Discover: complete the cryptographic register, identify owners, and trace indirect dependencies.
- Assess: score impact, exposure, lifetime, replacement latency, and migration complexity.
- Map standards: assign each use to a signature or key-establishment function and document candidate standards, parameter sets, and implementation status.
- Prototype: integrate candidates in isolated wallet, service, node, and transaction paths using production-like libraries and key stores.
- Benchmark: measure payload size, signing and verification cost, handshake behavior, throughput, fees, resource use, and error handling.
- Interoperate: test mixed-version clients, old and new wallets, relayers, hardware or custody systems, and peer networks.
- Coordinate governance: obtain the target chain’s documented approval, client release, activation condition, and rollback expectations for any network-dependent feature.
- Pilot: migrate internal or low-impact accounts and services with monitoring, support procedures, and a defined compatibility window.
- Expand: communicate user actions, rotate or migrate higher-impact accounts, and enforce the new policy only when recovery and interoperability evidence is satisfactory.
- Retire: remove vulnerable paths according to the approved chain and application schedule, preserve audit evidence, and monitor for stragglers.
Test failure modes and recovery before enforcement
Include negative tests, not only successful signatures. Send malformed and oversized keys, unsupported parameter sets, invalid encodings, duplicate signatures, expired credentials, and transactions from clients that have not upgraded. Confirm that nodes, wallets, relayers, and services reject them consistently and produce actionable errors.
Exercise interrupted account migration, lost connectivity, a failed hardware signing operation, a revoked service certificate, a partially upgraded node fleet, and a rollback to the previous application release. Define which states are safe to retry and which operations must never be replayed. Preserve old-format read support long enough to recover historical records, while preventing new use of a retired algorithm where policy requires it.
Governance, compliance, and the 2035 planning horizon
NIST’s statement that organizations should begin applying its standards now is a reason to start discovery and pilots, not a claim that every blockchain must activate a particular scheme immediately. The planned 2035 endpoint concerns NIST standards and the deprecation or removal of quantum-vulnerable algorithms from those standards; high-risk systems are expected to transition earlier. Your contractual, regulatory, and chain-specific obligations may set different dates.
Assign an owner for tracking NIST updates, chain governance, client releases, wallet support, and library advisories. At every release, record which cryptographic algorithms are enabled, disabled, experimental, or required; which network versions are supported; and how an operator can recover from an incompatible upgrade.
Quick Recap
Common preparation mistakes
- Choosing by name alone: “post-quantum” does not tell you whether a scheme signs transactions or establishes a session key.
- Ignoring serialization: a mathematically correct signature can fail because the wallet, transaction format, or node rejects its encoding or size.
- Using laboratory numbers as production capacity: benchmark the complete path with your chain, hardware, concurrency, and fee rules.
- Assuming a published proposal is deployed: verify activation and governance status directly with the target network.
- Replacing keys without recovery design: test backups, account migration, multisignature policy, and interruption handling before revocation.
- Treating 2035 as a hard fork date: it is a NIST standards-transition endpoint, not a universal blockchain schedule.
- Leaving dependencies unowned: a wallet SDK, HSM provider, node client, or service certificate can block an otherwise complete application upgrade.
