Plan two independent recovery mechanisms: resilient Global Secure Access (GSA) connectivity for normal traffic, and a privileged emergency procedure for Microsoft 365 resources whose Conditional Access policies require a compliant GSA network. Decide before an incident whether a GSA failure should block traffic to preserve the security boundary or permit controlled direct internet egress to preserve productivity. Microsoft 365 still requires internet connectivity, so both designs need a tested, secure internet path and current endpoint configuration.
What you are actually making resilient
A Microsoft 365 outage and a secure-access outage are different failures. Exchange Online, SharePoint, Teams and other services may be healthy while a branch cannot reach them because its Global Secure Access tunnel, gateway, customer-premises equipment (CPE), ISP, DNS resolver, identity dependency or route has failed.
Start by mapping dependencies for every branch and user population:
- Which sites and users depend on GSA remote-network tunnels?
- Which Microsoft 365 traffic and private applications are routed through those tunnels?
- Which Conditional Access policies require the GSA compliant-network condition?
- Which components can fail independently: branch ISP, CPE, IPsec tunnel, GSA edge or backend, DNS, identity, WAN routing and Microsoft 365 itself?
- Who can approve an emergency route or policy change, and what evidence is required to reverse it?
This map prevents an incident team from treating every symptom as a generic internet outage. A failed tunnel needs a different response from a failed local ISP, and a healthy tunnel does not help a user blocked by a compliant-network policy when GSA is unavailable.

Separate the failure domains
Draw the path from a representative user or branch to Microsoft 365: endpoint, LAN, DNS, CPE, ISP, GSA tunnel, GSA edge or backend, identity service and Microsoft 365 front door. Mark shared dependencies. For example, two tunnels terminating on one router may survive a remote edge failure but not a router, power or local-circuit failure. Two circuits using the same provider or building entrance may also fail together.
Classify symptoms before changing policy. A tunnel-down alarm points toward CPE, ISP or IPsec troubleshooting. A tunnel that is established but cannot forward traffic points toward the GSA gateway, backend, route advertisement or health-probe path. A sign-in denial that cites the compliant-network condition is a Conditional Access dependency, not proof that Microsoft 365 is unavailable. This classification reduces the temptation to disable controls unnecessarily.
Choose the failure posture before deployment
There is no universal “safe” failover. Your route design determines whether a GSA failure preserves the security boundary by stopping access or preserves productivity by allowing a different path. Document the decision with the security owner, network owner and business service owner.
| Decision axis | Security-first design | Productivity-first design |
|---|---|---|
| Route when a GSA gateway or backend fails | No default route; traffic remains dependent on the GSA IPsec tunnel. | A default route permits direct traffic when the GSA path fails. |
| Likely user experience | Protected internet and Microsoft 365 access may stop until GSA is restored or an emergency procedure is approved. | Internet reachability can continue, subject to the controls on the direct path. |
| Preparation required | Redundant GSA paths and a rehearsed emergency procedure for protected resources. | Redundant GSA paths, a health probe, secured direct egress and explicit authorization. |
| Microsoft-documented mechanism | Static routes over the GSA IPsec tunnel. | Default route plus an IP SLA Layer 7 probe. |
| Governing question | Is bypassing the secure-access path unacceptable? | Is temporary access worth an approved change in path and security posture? |
Direct fallback changes where traffic is inspected and which controls apply. Define the eligible traffic, endpoint protections that must remain enabled, cloud controls that still apply, user communications, approval authority and the exact restoration action. Do not assume that a direct route works for every application or policy.
Make the decision operational
Put the posture in the branch standard, not only in an architecture diagram. Record whether the default route is present, which route metrics win, who may enable or remove a direct route, and what monitoring proves that the intended path is active. Define an expiration or review point for any emergency exception. The incident record should include the approver, affected sites, start time, expected user impact and the condition for returning to normal routing.
Security-first does not mean “do nothing.” It requires an accessible break-glass process for users whose compliant-network condition blocks sign-in. Productivity-first does not mean “turn off security.” It requires a secured direct path, endpoint and cloud controls that remain in force, and monitoring that exposes when traffic has bypassed GSA.
Build redundant Global Secure Access remote-network paths
Microsoft’s remote-network resilience design uses multiple IPsec tunnels from CPE to different GSA edges or points of presence. The service supports redundancy within an Azure region and across regions; route behavior is then controlled by the CPE. See Microsoft’s current implementation details in Enhance Remote Network Resilience with Global Secure Access.
Use zone or geographic redundancy
- Zone redundancy: establish two tunnels to different availability zones in the same Azure region. This limits the effect of a zone or edge failure.
- Geographic redundancy: use a second remote network in another region. This addresses a broader regional failure and can also provide an alternate service front door.
Choose regions based on user location, ISP paths, regulatory boundaries and the failure domains you need to survive. Two tunnels that share the same CPE, circuit, power feed or upstream provider are not independent in practice.
For each tunnel, document the remote endpoint, encryption and authentication settings, local source interface, advertised networks, expected bandwidth and ownership. Confirm that the CPE supports the routing and health-monitoring features your design requires. A business dual-WAN VPN router or branch gateway may be appropriate, but exact feature support and GSA interoperability must be verified for the selected model; no particular brand or certification is implied.

Control route selection deliberately
Use CPE tunnel weights to steer preferred and standby paths. Where supported, BGP can learn routes dynamically; otherwise use static routes with appropriate metrics. Record the preferred path, the failover path and the condition that causes a change. Test route convergence rather than relying on a vendor label such as “active/standby.”
Check for asymmetric routing when paths change. Confirm that return traffic, DNS replies and identity transactions use a path that permits the required stateful inspection. Verify that a standby tunnel is actually carrying test traffic and not merely reporting an established negotiation. Capture route tables and tunnel statistics during a controlled failover so the operations team has a baseline for a real incident.
Monitor the path, not just the tunnel
An IPsec session can remain established while the gateway or backend cannot forward useful traffic. For a productivity-first design, Microsoft documents pairing a default route with an IP SLA Layer 7 probe. The documented probe endpoint is http://m365.remote-network.edgediagnostic.globalsecureaccess.microsoft.com:6544/ping; the alternative probe IP is 198.18.1.101. These values are specific to GSA remote-network connectivity, so validate the current configuration instructions before production deployment.
Alert on tunnel state, probe success, route changes, packet loss, latency, DNS failures and authentication errors. Capture which path carried traffic during an incident; otherwise a direct fallback can look like a successful recovery while silently bypassing the intended inspection boundary. Set alert thresholds and escalation contacts in advance, and suppress duplicate alerts during a known maintenance window without hiding a genuine forwarding failure.
Prepare the compliant-network emergency procedure
Routing and Conditional Access are separate failure mechanisms. Microsoft states that users cannot access resources protected by the GSA compliant-network check while GSA is down. The deployment guide describes a temporary break-glass operation: GsaBreakglassEnforcement moves enabled compliant-network Conditional Access policies to report-only mode, and GsaBreakglassRecovery restores the affected policies after service returns. Read the current procedure in Microsoft’s Global Secure Access deployment guide.
Scope the change correctly
Report-only mode is not a universal Conditional Access bypass. The documented operation concerns policies using the Compliant Network condition. Inventory those policies, applications, groups and exclusions in your tenant. Other requirements—such as multifactor authentication, device compliance or sign-in risk—may continue to apply.
List the business services that must be available during an outage and identify representative test accounts for each. Check whether service accounts, automation, mobile users and administrators follow different policies. The break-glass action should change only the identified compliant-network policies and traffic-forwarding profiles; broad policy disablement creates exposure unrelated to the failed dependency.
Make the break-glass account usable
Microsoft’s sample-script guidance requires the Microsoft Graph Beta PowerShell module 2.10 or newer and PowerShell 5.1 x64 or later. Use an emergency-access administrator account that is not subject to the same Compliant Network policy; otherwise the administrator may be unable to sign in to perform the recovery.
Store the account’s credentials and recovery method separately from the failed path, protect them with strong controls, and monitor every use. Confirm that the workstation or jump host used to run the procedure can reach the required identity and Graph endpoints without GSA. Recheck module versions and script source during scheduled exercises rather than discovering a prerequisite mismatch during an outage.

Run it as a controlled privileged change
- Confirm that GSA is the failed dependency and that the affected policies use the compliant-network condition.
- Obtain the preassigned approval and open an incident record with the start time, affected scope and business justification.
- Review the current Microsoft sample source and test it in a controlled tenant or pilot scope before relying on it in production.
- Disable only the required GSA traffic-forwarding profiles and move only the identified compliant-network policies to report-only mode.
- Verify access for representative users and applications, while monitoring report-only results and sign-in logs.
- When GSA is healthy, run the recovery operation, confirm that each policy is enforced again, restore normal forwarding and record the evidence.
Store approvals, script output, policy snapshots and restoration checks with the incident. A break-glass account should be protected by strong credentials, monitored use and a separate recovery path, but it must not inherit the condition that the procedure is designed to bypass.
Define a maximum duration for report-only operation and a named owner for recovery. If only one region or user group is affected, scope the change accordingly. After restoration, search sign-in and audit logs for unexpected access during the exception, confirm that no policy remains in report-only mode, and close the incident only after normal forwarding and enforcement are both verified.
Keep Microsoft 365 on a dependable internet path
Microsoft describes Microsoft 365 as a distributed service with front doors located near users. Its network connectivity principles recommend local internet egress and local DNS. Central WAN hairpins, VPN backhauls, proxies and cloud security intermediation can add latency or send connections to a more distant front door.
Evaluate ISP proximity and peering with the Microsoft Global Network for each significant site. A direct path is not automatically a secure path: apply your approved firewall, DNS, endpoint and identity controls to direct egress, and log the change when fallback is active.
Test DNS locality as well as packet reachability. A resolver centralized in another region can undermine the benefit of local egress by returning a less suitable service front door. Compare normal and fallback paths for latency, packet loss, sign-in completion and Teams media quality. Microsoft 365 still requires internet connectivity regardless of how traffic is managed, so a secure-access design cannot substitute for adequate circuits and functioning DNS.
Handle Microsoft 365 endpoints by category
Microsoft advises differentiating endpoint categories and, where appropriate, bypassing TLS decryption, traffic interception and deep packet inspection for Microsoft 365 endpoints. This is not a blanket instruction to bypass security for all internet traffic. Apply exceptions only to the appropriate Microsoft 365 categories after security review, and document what remains inspected.
Use the Microsoft 365 IP Address and URL Web Service rather than a manually frozen list. Endpoint data changes, and Microsoft says updates are usually published near the end of each month. Check the service version regularly; additions may include an effective date, while some operational or security changes may not follow the usual advance notice. Assign an owner to review changes, test firewall and proxy updates, approve them through change management and verify that both normal and fallback paths contain the current endpoints.
Do not assume that an endpoint list copied into a firewall remains valid for the life of the circuit. Include the service version and retrieval date in the change record, and test both allow rules and any proxy or decryption exceptions after an update. If a direct fallback uses a different firewall or provider, make sure that device receives the same current endpoint data and logging requirements.
Test the design before buying more equipment
Use Microsoft’s Microsoft 365 connectivity assessment to examine egress location and the path to the nearest service front door before selecting circuits, regions or CPE. For Teams voice and video, use an end-to-end network assessment and the Teams Network Assessment Tool where appropriate.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Run the assessment from each important region and from a branch that represents the weakest expected path. Repeat it with the preferred tunnel, standby tunnel and direct egress where that mode is approved. Preserve the results as a baseline; the point is to compare measured behavior after a failover, not to rely on a generic availability claim.
Account for multi-region routing
Microsoft notes that a multi-region enterprise may need SD-WAN or other optimized routing infrastructure. Assess whether your WAN can select the best regional path during an ISP, GSA or regional failure, and whether route changes preserve DNS locality and application requirements. Validate provider qualifications and interoperability rather than assuming that any SD-WAN deployment supports your GSA topology.
Include the operational burden in the design review: route-policy ownership, circuit monitoring, change windows, regional support coverage and incident escalation. A second region adds a failure option but also adds configuration, testing and endpoint-management work. The design is worthwhile only if the alternate region is reachable through genuinely separate dependencies and can be operated during a crisis.
Do not treat ExpressRoute as a routine fallback
ExpressRoute for Microsoft 365 is not a general-purpose outage purchase. Microsoft says authorization is required and is granted only when a regulatory requirement mandates direct connectivity. It should not be used as a default answer to a GSA availability concern.
Budget planning should therefore distinguish recurring circuit, CPE, monitoring, support and testing costs from exceptional regulatory connectivity. The cited Microsoft guidance does not provide a universal price or recovery-time figure; obtain current provider quotes and set targets from the business services that must be restored.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Exercise the recovery plan as separate scenarios
Run tabletop and technical exercises that isolate the failure domains. For each scenario, write the expected user impact, decision authority, telemetry, communications and recovery evidence.
- GSA tunnel or edge failure: confirm tunnel weighting, route convergence, probe behavior and alerting.
- Local ISP or CPE failure: verify that the alternate circuit or device is genuinely independent and that DNS and identity remain reachable.
- GSA loss with compliant-network policies enforced: rehearse the scoped report-only change, access verification and policy restoration.
- Direct-egress operation: confirm which traffic leaves directly, which controls remain active, how users are notified and who can terminate the exception.
- Service restoration: prove that normal routes, forwarding profiles and Conditional Access enforcement return, and that no temporary exception remains.
Sources describe the mechanisms, not a universal recovery-time objective. Set recovery targets from business requirements, then measure whether the exercise meets them. Record packet captures or flow logs where permitted, route tables before and after failover, probe results, sign-in logs and the final policy state.
Include a communications drill. Users should know whether to continue working, expect blocked access, or wait for an administrator-approved change. Service-desk scripts should distinguish a GSA path failure from a Microsoft 365 service incident and should avoid telling users to circumvent policy on their own. After every exercise, remove temporary routes, restore policy mode, rotate or review emergency credentials as required, and update the runbook with observed timings and errors.

Frequently Asked Questions
What happens if Global Secure Access goes down?
Traffic follows the route design you approved. With no default route, access that depends on the GSA tunnel may stop. With an approved default route and a functioning Layer 7 health probe, traffic may use direct internet egress. Users can still be blocked by Conditional Access policies that require the GSA compliant-network condition.

How can Microsoft 365 remain reachable during a GSA outage?
Maintain a properly secured direct internet path, use current Microsoft 365 endpoint data, and decide whether productivity-first fallback is acceptable. Redundant GSA tunnels improve normal-path resilience, but they do not remove the need for internet connectivity or solve a compliant-network policy block by themselves.
Should a branch use a default route or no default route?
A security-first design omits the default route and keeps traffic dependent on the GSA IPsec path. A productivity-first design uses a default route so traffic can continue directly when the GSA gateway or backend fails. The choice depends on the approved security-versus-productivity risk, not on a universal best practice.
What does the GSA break-glass procedure change?
Microsoft’s documented operation can disable affected GSA traffic-forwarding profiles and move enabled Conditional Access policies that use the Compliant Network condition to Report-Only mode. After service returns, the recovery operation restores those policies. It is not a bypass for every Conditional Access requirement.
What prerequisites are needed to run the emergency script?
Microsoft’s sample guidance specifies the Microsoft Graph Beta PowerShell module 2.10 or newer and PowerShell 5.1 x64 or later. Use an emergency-access administrator account that is not subject to the same Compliant Network policy, and test the current script in a controlled tenant before an incident.
How often should Microsoft 365 endpoint rules be reviewed?
Use Microsoft’s IP Address and URL Web Service and check its service version regularly. Updates are usually published near the end of each month, but some operational or security changes may not follow the usual advance notice. Assign ownership for review, testing and change approval.
Is ExpressRoute a normal backup for a GSA outage?
No. Microsoft says ExpressRoute for Microsoft 365 requires authorization and is approved only when a regulatory requirement mandates direct connectivity. It is not a routine resilience purchase.
What should be tested before deployment?
Test tunnel and edge failure, local ISP or CPE failure, loss of GSA while compliant-network policies are enforced, direct-egress operation and full restoration. Record route convergence, probe results, DNS and identity reachability, sign-in logs, user impact and proof that temporary policy changes were reversed.
The Bottom Line
Resilience requires two plans: redundant GSA paths for ordinary connectivity and a tightly governed emergency procedure for compliant-network restrictions. Choose and document whether failure blocks traffic or permits direct egress, keep Microsoft 365 endpoint data current, and exercise every route, policy and restoration step before users need it.
