Plan disaster recovery (DR) in Japan around business services and their recovery objectives—not around a notional number of kilometers between buildings. Define a recovery time objective (RTO) and recovery point objective (RPO) for every important workload, map earthquakes, tsunami, floods, landslides, fires and utility failures to each site, remove shared dependencies, choose the simplest recovery pattern that meets those objectives, and test the complete recovery path with staff, carriers and suppliers.
A second data center is useful only when it can continue operating independently enough from the primary site. There is no universal Japan-wide minimum distance, region pair, RTO or RPO. The appropriate design depends on the workload, hazard maps, infrastructure dependencies, contracts and the recovery performance you have actually demonstrated in exercises.
Start with business services, not data-center buildings
Begin by listing the services the business must continue: customer portals, payment processing, manufacturing control, internal identity, logistics, communications and other functions. A facility inventory alone does not reveal what must be restored first or what a delay costs.
Build a service and dependency inventory
For each service, record its applications, databases, storage, identity providers, DNS, certificates, network paths, carriers, power and cooling dependencies, cloud control planes, operational staff, suppliers and manual workarounds. Identify upstream and downstream services. For example, restoring an order application before its identity service or payment gateway may produce an apparently healthy system that nobody can use.

Assign a business owner and a technical owner to every service. The business owner describes the consequence of an outage—lost transactions, safety risk, contractual breach or unacceptable customer impact. The technical owner documents the sequence and resources needed to recover it. IPA’s incident-recovery guidance, published April 28, 2026, calls for recovery deadlines tied to business impact, documented procedures and roles, alignment with the organization-wide business-continuity plan (BCP), and practical exercises.
Group workloads by recovery need
Do not apply one blanket objective to unlike systems. A public status page, payroll system, real-time transaction ledger and archival file share can have very different tolerances. Grouping workloads by objective lets you spend standby capacity where a delay is most damaging while using lower-cost backup recovery for less time-sensitive data.
Set RTO and RPO for each workload
RTO is the target maximum time from a declared disruption to restoration of an acceptable service. RPO is the target maximum period of data that may be lost, measured between the latest recoverable point and the incident. These are planning targets agreed by business and IT stakeholders, not automatic promises from a replication product.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Question | What to decide | Evidence to record |
|---|---|---|
| How quickly must the service work? | An RTO for each service and its dependencies | Business impact of one hour, four hours, one day or longer downtime |
| How much data can be recreated or lost? | An RPO, including transaction-consistency requirements | Acceptable loss interval, reconciliation method and legal or contractual limits |
| What does “recovered” mean? | A validation test, not merely a running process | Successful login, transaction test, data-integrity check and customer-facing verification |
| Who accepts residual risk? | Named business and technical approvers | Approval date, assumptions and exceptions |
Document whether an objective is measured continuously, during business hours or from formal disaster declaration. Include the time to detect, decide, obtain access, provision capacity, restore data, update routing and validate the result; otherwise a nominal RTO will omit the work that consumes the clock.
Map Japanese hazards and infrastructure dependencies
Evaluate each primary and recovery location against the hazards that can disable facilities and access. At minimum, examine earthquake, tsunami, river and coastal flooding, landslide, fire, extreme heat, prolonged utility outage, road or rail disruption and telecommunications failure. Use current official hazard information, engineering assessments and the actual building and utility design for each site.

Flood protection includes electrical equipment
METI’s building electrical-equipment flood-protection guidance, developed with MLIT after heavy rain flooded basement high-voltage receiving equipment and disabled building services, addresses new and existing buildings that must continue functioning during floods. For a data-center plan, check the elevation and protection of switchgear, generators, fuel systems, pumps, chillers and network rooms; the location of loading docks and access routes; and the time required to inspect and safely re-energize equipment. Logical replication does not protect you from a shared physical or utility failure.
Communications are part of the recovery site
Assess diverse carrier entrances, conduit routes, last-mile paths, DNS and routing control, out-of-band management and alternate staff communications. NICT’s disaster-resilient ICT research council lists a March 2026 guidebook based on experience from the 2011 Great East Japan Earthquake and later disasters. It is useful Japan-specific context for network continuity, but it is guidance for municipal disaster and information staff rather than a binding data-center standard.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Look for common-mode failures
Two buildings can still fail together if they depend on the same regional power grid, carrier conduit, floodplain, cloud control plane, identity tenant, supplier, fuel route or employee access corridor. Map these relationships explicitly. Ask whether an operator can authenticate if the primary identity service is unavailable, whether failover routing can be changed without the normal administrative network, and whether replacement hardware or fuel can reach the recovery site when roads are closed.
How far apart should Japanese recovery data centers be?
No official source establishes a universal safe distance. A fixed kilometer rule can be misleading: sites far apart may share a carrier backbone or power market, while nearby sites on different hazards and utility feeds may provide useful protection for a particular workload.
Choose separation by testing failure domains:
- Hazard separation: compare seismic, tsunami, river, coastal and landslide exposure, as well as smoke and fire paths.
- Utility separation: verify independent substations, feeders, fuel logistics, water and cooling arrangements.
- Network separation: obtain genuinely diverse carrier entrances, routes and exchange points rather than two circuits in one conduit.
- Access separation: consider roads, public transport, staff residences and the ability to enter during evacuation or curfew conditions.
- Operational separation: ensure that a single supplier, credential system, cloud control plane or management team cannot disable both sites.
METI and MIC’s Expert Group Interim Report 3.0, dated October 4, 2024, treats data centers as critical digital infrastructure and identifies resilience, secure energy and communications, and decentralization of locations as policy concerns. It does not prescribe a distance for an organization’s primary and recovery sites. Record the hazard and dependency analysis that justifies your chosen locations instead of presenting a distance as a national requirement.

Choose a recovery pattern that meets the objectives
The least complex pattern that satisfies the strictest workload objective is usually easier to operate and test. More readiness can reduce recovery time, but it increases standing cost, operational burden and the number of ways a design can fail.
| Pattern | How it works | Trade-offs | Typical fit |
|---|---|---|---|
| Backup and restore | Restore applications and data after an incident at a recovery site or cloud region. | Lowest standing readiness; provisioning and restoration take longer. Backups must be available, protected and restorable. | Workloads that tolerate longer downtime and a wider data-recovery window. |
| Pilot light | Keep core infrastructure and replication elements ready; activate additional application resources during recovery. | Less idle capacity than a live standby, but deployment, permissions and control-plane steps add activation time. | Services needing faster recovery than restore-only while tolerating some activation work. |
| Warm standby | Run a scaled-down working copy at the recovery location and scale it during an incident. | Faster recovery, with continuing compute, storage, licensing, monitoring and testing costs. | Important services with tighter objectives and predictable scaling requirements. |
| Active-active or hot standby | Serve from multiple sites continuously, or maintain a fully capable standby ready for immediate failover. | Highest complexity and cost. Consistency, conflict handling, routing, failover and failback require constant operation. | Services with very low downtime tolerance and teams able to run the architecture continuously. |
Illustrative AWS targets are not guarantees
Amazon Web Services’ 2023 Well-Architected Framework gives example strategy targets: backup and restore with RPO in hours and RTO under 24 hours; pilot light with RPO in minutes and RTO in tens of minutes; and warm standby with RPO in seconds and RTO in minutes. These are framework examples, not measured results, service-level commitments or Japanese regulatory thresholds. Your achievable figures depend on workload design, data consistency, network capacity, automation, operator decisions and the specific provider configuration. Active-active designs still need a defined consistency model and a tested method for reconciling writes after a partition.
A practical planning sequence
- Inventory services and dependencies. Include applications, data stores, identity, DNS, carriers, power, facilities, cloud control planes, people, vendors and manual procedures. Mark which services must recover first.
- Set RTO and RPO. Agree targets with business and IT stakeholders. Define the validation that proves a service is usable and the data is complete enough to operate.
- Map hazards to every site. Use current Japanese hazard information and engineering assessments for earthquake, tsunami, flood, landslide, fire, heat, utility and access disruption. Include telecom failure and loss of administrative connectivity.
- Test failure-domain independence. Trace power feeds, carrier conduits, roads, staff catchments, suppliers, credentials, identity services and cloud-region dependencies. Document any shared component that could defeat both sites.
- Select the recovery pattern. Compare recovery speed, data consistency, capacity, ongoing and burst cost, supplier dependence, operational complexity and the time required to scale.
- Protect recovery copies. Keep copies outside the primary failure domain. Use retention and point-in-time recovery appropriate to accidental deletion, corruption and ransomware; replication alone can copy bad or deleted data.
- Write governed runbooks. Name the disaster-declaration authority, failover approver, communications lead, technical sequence, security checks, reconciliation steps, vendor escalation path and failback authority. Keep contact details current.
- Exercise and improve. Run tabletop exercises, technical restores and controlled failovers. Include carriers, cloud providers, facilities teams and other supply-chain participants where their actions affect recovery. Measure achieved RTO and RPO, record gaps and update procedures after architecture changes.
Design backup and replication for the event you fear
Separate backup protection from high-availability replication. Replication can reduce data loss during a site outage, but it can also propagate corruption, malicious changes or deletion. Maintain point-in-time recovery and retention that allow operators to return to a known-good state. Protect backup administration with independent credentials and, where appropriate, immutability or offline copies.
Test restoration from the actual media and location intended for a disaster. Verify application-consistent databases, encryption keys, certificates, identity records and configuration—not just whether files can be copied. Record restore throughput and the parallelism needed to meet the RTO. A recovery site without sufficient network bandwidth, storage performance or license capacity cannot meet the objective on paper.
Make people, authority and suppliers part of the architecture
Write a decision tree for declaring a disaster, invoking the alternate site, communicating with customers and regulators, and returning to normal operations. Specify who can change DNS or routing, who can authorize emergency spending, and how conflicting instructions are resolved. Keep an out-of-band copy of contacts and runbooks that remains available when the normal identity platform or collaboration system is down.

Define the recovery order: foundational identity and networking, data services, shared platforms, applications, integrations and user validation. Include security controls during failover so that emergency access does not become a permanent exception. For failback, define data reconciliation, a maintenance window, rollback criteria and the person with authority to stop the move.
Suppliers may control the carrier circuit, fuel, hardware replacement, cloud account, managed database or building access. Put response times, escalation contacts, emergency access and exercise participation into contracts where possible. IPA specifically recommends practical recovery exercises that include supply-chain participants and connect cyber-incident recovery with natural-disaster BCP work.

The National Cybersecurity Policy Office lists the third edition of the government “Guidelines for Information System Operation Continuity Plans,” with a partial revision in July 2025. It describes IT-continuity planning that minimizes business effects when system operation is disrupted by large-scale disasters or information-security incidents. These are guidelines for government organizations; a private operator must check its own industry rules, contracts and customer commitments rather than treat them as a universal mandate.
The Digital Agency states that its plan is based on the government continuity plan for a Tokyo metropolitan-area earthquake approved by Cabinet on March 28, 2014, and lists an update on July 1, 2025. This illustrates how a national hazard scenario can inform an agency operating plan; it is not a complete engineering specification for every private data center.

Common planning failures and corrective actions
Choosing a second site by distance alone
Symptom: both facilities lose power or connectivity in the same event. Correction: trace hazards, feeds, conduits, routes, suppliers and administrative dependencies; retain evidence for the location decision.
Calling replication a backup
Symptom: corruption or deletion appears at both sites. Correction: add protected point-in-time recovery, retention and restoration tests.
Counting infrastructure but not people
Symptom: systems are available but nobody can authenticate, change routing or obtain vendor support. Correction: provide out-of-band credentials, alternate communications, delegated authority and maintained contact lists.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Using a nominal RTO without measuring the sequence
Symptom: the architecture claims minutes but provisioning, DNS changes, data validation or supplier escalation takes hours. Correction: time each step in exercises and reset the objective or automate the bottleneck.
Failing over but never failing back
Symptom: the alternate site becomes the only trusted copy, or reconciliation creates duplicate transactions. Correction: rehearse failback, define rollback criteria and assign one accountable authority.
When multi-region cloud recovery makes sense
A second cloud region or managed cloud-recovery service is appropriate only when it improves the failure domains and meets the workload’s RTO, RPO, consistency, security and capacity requirements. Confirm service availability in the selected Japanese regions, data-residency implications, control-plane dependencies, egress and transfer costs, quota limits, encryption-key placement and the provider’s documented recovery responsibilities. Do not assume that a different region automatically provides independent carriers, identity or operations.
For workloads with longer tolerances, protected cross-site backups and a rehearsed restore may be more dependable than an elaborate multi-region design. For low-downtime services, warm standby or active-active may be justified, but only if the organization can continuously monitor replication, route traffic safely, reconcile writes and exercise failover. The right answer is the design that has demonstrated the required outcome under the hazards and dependencies relevant to your Japanese operations.
