Plan an SEO migration as a controlled changeover, not a launch-day redirect task. Inventory every important URL, map each old address to one relevant new destination, test the new site, deploy direct 301 or 308 redirects, remove staging blocks, submit the new sitemap, and monitor old and new properties in Google Search Console. Expect temporary volatility while Google recrawls the site; a sound plan prevents avoidable losses but cannot promise identical rankings or traffic.
First, define what is actually moving
“Site migration” covers several changes with different SEO risks. A domain change, URL-path redesign, HTTP-to-HTTPS switch, or subdomain move changes the URLs that search engines must discover and process. A hosting or infrastructure change that leaves every public URL unchanged follows a different path in Google’s documentation and usually does not require an old-to-new redirect map. Decide which case you have before assigning work.

Google recommends changing one major element at a time. Combining a rebrand, new domain, redesigned templates and a new CMS makes it difficult to identify the cause of a ranking change. If business constraints force a bundled move, create a larger test plan, preserve as much URL and content continuity as possible, and treat every changed element as a separate risk.

Choose a rollout you can diagnose
Small and medium sites: one coordinated move
For a small or medium site, Google generally recommends moving all URLs at the same time rather than leaving two partially migrated versions. A single cutover gives crawlers a clear set of signals and reduces the chance that old and new sections drift apart. Prepare the complete redirect map and new sitemap before the switch so the launch is an execution exercise, not a design meeting.

Large sites: sections can reduce operational risk
A large site may move a section at a time to make crawl and error analysis manageable. Select a section with representative templates and traffic, define success and rollback criteria, and watch it through an entire crawl cycle before expanding. Google cautions that one section may not predict the behavior of the whole migration: a low-risk directory can hide problems in higher-volume templates or international variants. Sectional rollout is an operational choice, not a guarantee of smaller traffic changes.
Set ownership and a freeze window
Name an owner for redirects, one for the new platform, one for analytics and Search Console, and one person authorized to pause the rollout. Freeze nonessential URL, template and content changes during the final validation period. Keep an export of the pre-move configuration so a bad rule can be removed without guessing what the previous behavior was.
Build a defensible baseline before touching DNS
You cannot judge a migration from a handful of keywords. Build a URL and performance baseline that lets you compare like with like.

Combine URLs from the CMS, the current XML sitemap, server logs, analytics landing-page reports and Google Search Console. De-duplicate variants, then include URLs that receive meaningful organic visits, conversions, external links or internal links even if they are absent from the sitemap. Record the current status code, canonical target, indexability state and last-known organic performance where your systems provide those fields.
Preserve the comparison snapshot
Save a crawl of the current site, Search Console performance and indexing exports, analytics landing-page data, conversion figures and a sample of log activity. Segment the baseline by template, directory, device and country when those dimensions matter to the business. Note seasonal campaigns or outages that could otherwise be mistaken for migration effects. The baseline is a diagnostic reference, not a promise that every metric will remain constant.

Prioritize URLs by consequence
Flag pages with substantial organic entrances, revenue or leads, strong links, high impressions, or a role in navigation. Give these pages manual review and a named new destination. A low-traffic utility URL still needs a technically correct outcome, but high-value pages deserve the earliest tests and the fastest incident response.
Map every old URL to one useful destination
The redirect map is the migration’s central control document. Give each old URL one of three explicit outcomes: a matching new URL, a genuinely relevant replacement, or a deliberate removal that returns an appropriate not-found or gone response when no equivalent exists. Do not send every deleted page to the home page; that creates poor user experiences and weak relevance signals.

Normalize protocol, hostname, case, trailing-slash rules and query-string handling in the map. Record exceptions for parameters, pagination and downloadable files rather than relying on an undocumented pattern. Have developers generate rules from the approved map and have SEO or editorial owners spot-check the generated output against the source list.
Use direct permanent redirects
Use server-side permanent redirects, preferably HTTP 301 or 308, from each old URL directly to its final destination. Avoid temporary redirects for a permanent move. Google Search Central states: “301 and other permanent redirects don’t cause a loss in PageRank.” That statement describes PageRank treatment; it is not a promise that rankings, impressions or organic traffic will never fluctuate while URLs are recrawled and reprocessed.
Keep chains and loops out of production
Avoid old URL → intermediate URL → final URL patterns. Googlebot can follow more hops, but Google advises keeping unavoidable chains low—ideally no more than three and fewer than five. A redirect that loops, ends in another redirect, or resolves to a broken page is a migration defect. Test both the HTTP status and the final response, not merely whether a browser eventually displays something.

Prepare and test the destination site
Build a crawlable staging copy
Use a protected staging environment while development is in progress, but make its restrictions reversible. Password protection, a robots.txt disallow rule or a site-wide noindex can be appropriate before launch; leaving any of them active on the public site will block discovery. Test the exact production hostnames and protocols where possible so absolute canonicals, asset paths and redirects are realistic.

Check content and URL fidelity
Compare the new site against the approved inventory. Confirm that priority pages contain the intended text, titles and structured page elements, that internal links point to the new URL set, and that canonical references identify the intended indexable URL. Update XML sitemaps so they list the new canonical URLs rather than old addresses or staging hosts. Check representative templates on mobile and desktop and verify that important content is available to crawlers, not only after an unavailable client-side interaction.
Test response behavior before cutover
Run a crawl of the staging or production-like site and test a sample of every redirect rule. Look specifically for accidental 404 or 5xx responses, redirect chains, canonical tags pointing back to the old domain, mixed HTTP and HTTPS references, and links to staging. Keep a copy of the crawl results so launch-day changes can be compared with the pre-launch state.
Plan for the post-move crawl load
Google notes that a moved site may receive heavier crawling. Large sites should coordinate with their hosting provider, review connection and application limits, and ensure the new environment can serve both redirected old URLs and newly requested pages. Capacity planning matters most when many URLs change at once or when log and application systems are close to their limits.
Launch with a timed, reversible runbook
Use a written runbook with timestamps, owners and a rollback instruction. The following order keeps the strongest signals aligned.

- Enable the new site. Confirm DNS, certificates, application health and representative page responses on the production host.
- Deploy the redirect map. Activate server-side 301 or 308 rules from old URLs directly to their approved final destinations. Test a sample from each rule family immediately.
- Remove staging barriers. Remove temporary robots.txt blocks, password gates and accidental
noindexdirectives. Recheck that the public robots.txt permits the resources required for rendering and crawling. - Update canonical references and sitemaps. Make canonicals, internal links and XML sitemap entries use the intended new URLs and hostnames. Publish the new sitemap at its production location.
- Verify key URLs. Inspect priority old URLs for the expected permanent redirect and priority new URLs for a successful final response. Check that the final page is indexable and not canonicalized elsewhere.
- Submit and inspect in Search Console. Submit the new sitemap, inspect representative new URLs and review indexing and enhancement reports. For an eligible domain or subdomain change, submit Change of Address only after the redirects are working; the tool does not apply to every platform or infrastructure move.
- Start the monitoring window. Record the exact cutover time, keep the old host responding, and begin the old-versus-new dashboards and log review.
Where practical, schedule the switch during a lower-traffic period so engineers can respond without peak-demand pressure. Lower traffic does not change Google’s processing time, but it can reduce the business impact of an implementation error.
Monitor both sites after launch
Use separate old and new views
Track the old and new properties separately where Search Console or analytics configuration allows. On the old side, watch whether important URLs are still being requested and whether redirects return the planned status. On the new side, watch organic landing pages, indexed URL counts, crawl activity, server errors and conversions. Keep the old domain and its redirects available while users and search engines transition; Google’s guidance emphasizes monitoring both sides but does not set one universal retention period.
Compare signals that reveal different failure modes

Look at page-level and directory-level trends rather than relying only on a sitewide total. A stable total can conceal a serious failure in a high-value section, while a short-lived total dip can reflect normal recrawling. Keep the pre-move baseline beside the live reports so anomalies have context.
Allow for Google’s processing time
Google says medium-sized websites can take a few weeks or more for new URLs to gradually replace old URLs in results; larger sites can take longer. There is no fixed crawl frequency: URL volume, server speed and other signals affect processing. A short-term dip is therefore not proof of permanent damage, but technical errors should be investigated immediately rather than waiting for the normal transition window.

Old URLs return 200 or 404 instead of redirecting
Compare the failing URL with the approved map, inspect the rule order and test the response outside a browser. A broad rule may be catching the request before a specific rule, or a trailing-slash, case or parameter variant may be missing. Correct the server rule, retest the final destination and recrawl the affected set.

Redirects work but new pages are not indexed
Inspect a sample of new URLs in Search Console. Check for a leftover noindex, robots.txt restriction, canonical pointing to an old or unrelated URL, a sitemap that lists staging addresses, or a final response that is not successful. Fix the blocking signal, resubmit the sitemap and continue monitoring; submitting a URL cannot override an intentional crawl or index directive.
Traffic falls in one directory
Segment the loss by template and old-to-new mapping. Look for a pattern such as one redirect rule, one content type, one country host or one internal-link component. Test whether the replacement pages satisfy the old pages’ intent and whether external links now land on the intended final URLs. Do not redirect the entire directory to the home page as a reflex.
Server load spikes after launch
Review logs for crawler volume, redirect frequency, response latency and application errors. Add capacity or tune the deployment with the hosting team, while preserving correct permanent redirects. A fast but incorrect redirect is not a fix; every old URL still needs the right destination.

Google Search Console is the primary free tool named in the official guidance for sitemap submission, URL inspection, indexing reports and monitoring. A crawler such as Screaming Frog SEO Spider can help validate redirect coverage, chains, status codes and links; treat it as software for a controlled crawl, not as a physical product. For complex or high-revenue migrations, an independent technical SEO audit or implementation service can add review capacity, but define its deliverables, access and rollback responsibilities in writing.
Keep the authoritative migration documents in one place: the URL inventory, approved map, redirect configuration, staging test results, launch checklist, cutover log and post-launch issue register. Link the working documents to the relevant owners so a production incident does not depend on one person’s local spreadsheet.
Source guidance and limitations
Google’s primary instructions are in Site Moves and Migrations. The supporting SEO Site Migration Checklist for Enterprises and Website Migration Checklist PDF provide additional operational checklist ideas. None of these sources establishes a dependable industry-wide percentage for traffic retained or lost, so treat any claimed average as unverified. The measurable expectation supported by Google is processing time—weeks or more for medium-sized sites, longer for larger ones—not a guaranteed traffic outcome.
